Welcome!

Welcome to Budapest and the 8th Global Colloquium on Engineering Education (GCEE), organized by the American Society for Engineering Education (ASEE) and hosted by the Budapest Polytechnic University. Co-located with the Global Student Forum (GSF) and the Global Engineering Deans Council (GEDC) meetings and including a diverse range of networking opportunities, this year’s Global Colloquium extends the tradition commenced in 2002 when this series was first held in Berlin.

This year’s theme, “Cultures, Markets and Regulations: Shaping Global Engineering Education” explores aspects of the interplay between national culture and history and the relative importance of market forces and regulation in shaping engineering education in different countries and regions. This event takes place in central Europe twenty years after the change from socialist governments and planned economies to more market driven democracies and the expansion of the European Union. A political and economic challenges and the social and educational transformation of Central Europe will be featured in special plenary. The growth of engineering education in the developing world, especially in Asia and the Middle East, and the building of global partnerships and international competition for students also raises issues around the impact of different cultures and approaches to markets and regulation in how engineering education is being shaped as a global enterprise in the 21st century.

This year’s Colloquium has over 35 invited presenters and over 220 contributed papers submitted by international engineering educators. These papers are organized into three tracks: Engaging our Future Engineers; Accreditation for a Mobile Profession; and Building Effective Partnerships. The organizers have built upon the initiative in the previous Global Colloquium in Cape Town to make these track sessions more interactive, collaborative learning experiences that will engage participants. There will be a lively inter-generational panel to debate future directions in engineering education and two International Ideas Exchange sessions where delegates discuss their work.

One afternoon is set aside for delegates in small groups to engage in local socio-technical activities that will link engineering and local history and culture. These include a community outreach activity organized by the members of the Student Platform for Engineering Education Development (SPEED) and self-guided tours that mingle local educators and students with international delegates to explore aspects of Hungary’s past and present engineering within historical, political and cultural dimensions.

As with previous years, SPEED is also running the 6th Global Student Forum (GSF) on Engineering Education on the weekend prior to the Colloquium. The theme for this year’s GFS is “Ensuring Equitable and Diverse Global Representation within Engineering Education.” As engineering further develops into a global enterprise not all regions and countries are equally represented or have sufficient numbers of engineers to match demand. Unequal representation manifests itself on a local level as well. Through reaching out to groups who normally are underrepresented, issues with demand, workforce diversity and other problems can be addressed.

In keeping with the ASEE commitment to professional education, development and dialogue, the 2009 Global Colloquium is accompanied by a series of seven cutting-edge workshops on a variety of topics. Included in this series are Best Examples of Experiential Learning using Virtual Instrumentation; Revolutionizing the Problem Solving Feedback Process Through Online Resources; Developing Thinking Skills in a Global Context; Eco-Design and Understanding a Lifecycle Approach to Product Design and Low Cost Engineering Project Design with Focus on Innovation

This year’s Global Colloquium is co-located with the Global Engineering Deans Council (GEDC) Institute for Deans & Rectors Workshop which will focus on the Influence of Globalization in Engineering Education, Pedagogies and Accreditation. We are also pleased that the International Federation for Engineering Education Societies (IFEES) will also host a programmatic meeting to discuss ongoing and future activities globally. Among others, there will be an update on the efforts of the successful Indo-US Collaborative for Engineering Education (IUCEE) that has been ongoing for over two years and is expanding rapidly.

The Global Colloquium would not be possible without the financial support of our many sponsors and supporting organizations. To conclude, we would like to share with you a few words about the location of this year’s Global Colloquium. Budapest is a most beautiful city straddling the Danube River in the heart of Europe. It has a rich history and a unique language and culture. Hungary has a proud tradition of engineering. During its “golden epoch” from the later half of the 20th century to World War I many technical innovations arose. One of the co-designers of the T-model Ford was József Galamb, a graduate of our host institution, Budapest Polytechnic University.

HISTORY OF THE COLLOQUIUM SERIES

ASEE presents the annual Global Colloquium on Engineering Education to foster global discussion of engineering education issues. Now in its eighth year, the Colloquium has previously been held in Berlin, Nashville, Beijing, Sydney, Rio de Janeiro, Istanbul, and Cape Town. Each year, ASEE partners with key local universities and organizations from the host location to ensure relevance for local and regional participants while still maintaining the Colloquium’s primarily global focus.

ASEE is committed to the continuity of the Global Colloquia Series. In an effort to ensure positive evolution and learning over the years, co-chairs from past and future Colloquia are closely involved in the meeting’s planning and execution. Additionally, ASEE has convened a Global Colloquium Taskforce, chaired by Colloquium co-chair emeritus Barbara Olds, to oversee the healthy progress of the Global Colloquium Series.

The Global Colloquium is based on a philosophy of continued reflection, advancement and lifelong learning, and strives to deliver a unique and positive experience for its participants. By linking engineering educators across international borders and bringing together engineering deans, faculty, students and industry and civil society representatives from across the globe, the Global Colloquium provides the world’s most cutting-edge global forum for engineering education issues.

Participants will take part in workshops aimed at providing them with tools to find innovative solutions with a global perspective and apply them in their local communities.  They will get a chance to learn about already existing student projects, get involved and/or start their own regional and global initiatives with the aim of maximizing the student voice within the engineering education community.

This unique international collaboration will ultimately empower students to make concrete changes in their home institutions and to continue to be global leaders in engineering education’s development (Pre-registration required).

Professor Qidi Wu is currently Chairperson of the National Accreditation Committee of Engineering Education, Ministry of Education of People’s Republic of China, and Director of the Center of Engineering Education of Tsinghua University.  Also, Dr. Wu is on faculty of the School of Electronics & Information Technology and the School of Economics & Management of Tongji University, Shanghai – where she was president 1986 – 2004.  Dr. Wu works concurrently as Vice Chairperson of the All-China Women’s Federation; is a Member of the Degree Awarding Committee of the State Council, a Standing Member of the Chinese Association of Automation, and a senior member of IEEE. Professor Wu was a Member of the Seventh and Eighth Shanghai Municipal Party Committee of CPC; an Alternate Member of the Sixteenth Central Committee of

CPC.  From 2003-2008, Prof. Wu was vice minister of education of PRC in charge of higher education and vocational education.  She has published more than 200 academic papers and 8 books; has completed over 30 research projects, 17 of which are award-winning.  Dr. Wu is currently a member of the Standing Committee of the National People’s Congress in China.  Throughout her professional career, Qidi Wu has worked closely with the education community not only in China but also around the world to improve the quality and innovation of engineering education.  In her keynote address, Dr. Wu will address trends and innovative initiatives in engineering education in China, efforts to improve the quality of engineering education in China and around the world, and her perspective on how to attract and prepare the next generation of engineering professionals.

Speech Topic: Engineering diversity: Globalization from a small country’s perspective

The presentation will contrast two parallel paths of globalization in engineering: setting global standards on the one hand, and embracing cultural diversity on the other. Only the strongest multinational companies, most of them based in the US, have the power to proceed on the first path. At the same time, the majority of engineering graduates will be employed by smaller firms, or else will start their own companies without the power to set global standards. For such entrepreneurs and professionals it is ever more important to successfully adapt to the cultural diversity of the world. In the age of rapid globalization, being confined to any domestic market, regardless of its size, is unviable in the longer run.. The speaker argues that we should look for the relevant skills of intercultural adaptation in smaller countries, where the pressure for accommodating diverse needs and demands have always been vital. In order to survive and thrive, entrepreneurs from small countries must learn to adapt to each specific market they enter. Lacking scalable markets in place, they have always been required to develop products adjustable to culturally and geographically diverse demands. This inherent interest in customer-focused adaptation, the cultivation of openness and literacy about diverse markets and cultures are important distinguishing features of innovative business.

Gábor Bojár was one of the very few entrepreneurs of Central-Eastern Europe to succeed in global business already in the years of state-socialism. With a degree in physics and several years spent heading the group of mathematicians at the Geophysics Institute of the largest Hungarian university (Eötvös Lórand), Mr Bojár founded his own firm in 1982. Graphisoft a software development company focusing on 3D architectural design, grew rapidly and in a decade became one of the top three software vendors of the sector internationally. Claiming the most prestigious awards of the trade, Graphisoft's leading product, ArchiCAD® is distributed in over eighty countries and is used by hundreds of thousands of architects, real-estate developers and maintainers. 6TH GLOBAL STUDENT FORUM ON ENGINEERING EDUCATION

“Ensuring Equitable and Diverse Global Representation within Engineering Education”

 As engineering further develops into a global enterprise all regions of the world must produce competent engineers in sufficient numbers in order to provide for their well-being and representation in the global engineering market.   However, not all regions and countries are equally represented or have sufficient numbers of engineers to match demand.  Unequal representation manifests itself on a local level as well.  Whether its tribal students in India, immigrants and women in Europe, or African-Americans in the United States certain demographics are not participating in engineering in the same numbers as their peers.  Through reaching out to groups who normally are underrepresented, issues with demand, workforce diversity and other problems can be addressed.  As a global network of engineering students passionate to affect local change SPEED is perfectly positioned to address this issue.   The program will be structured to parallel and compliment the theme of the ASEE Global Colloquium, “Cultures, Markets and Regulations: Shaping Global Engineering Education”.

 The 6th Global Student Forum will investigate and look to positively impact underrepresented populations within engineering education on a global and local level. The program will address such questions as:

Are there cultural implications to why certain populations do not pursue engineering or are they based on social hierarchy or perhaps the industry/markets in which a country can impact?  

Does a lack of international standards prevent some engineers from operating on a global level? 

Does level of participation reflect social status or a country's/region's development? 

The benefits of a diverse engineering force have been illustrated, but what kind of new trends can we introduce into the existing conventional education systems in order to help increasing the numbers of those who are underrepresented.

SPEED

SPEED is a global, non-profit student organization that functions as an interdisciplinary network of engineering students, who aspire to provide opinion and create an impact on future development of engineering education and its effect on society and environment.

SPEED was founded by student participants of the 1st Global Student Forum (GSF) in October 2006 during the 5th Global Colloquium on Engineering Education (GCEE), organized by the American Society for Engineering Education (ASEE), in Rio de Janeiro, Brazil. The following years, SPEED co-organized the 2nd and the 3rd GSF with ASEE in Istanbul, Turkey and Cape Town, South Africa, and in cooperation with IFEES the 4th GSF in Bhubaneswar, India. SPEED hopes to expand the Global Student Forum initiative significantly in the coming years through global cooperation and feedback from students and through other activities to further enrich engineering education curricula worldwide.

GLOBAL COLLOQUIUM PROGRAM OVERVIEW

Overall Theme

“Cultures, Markets and Regulations: Shaping Global Engineering Education”

The colloquium will explore aspects of the interplay between national culture and history and the relative importance of market forces and regulation in shaping engineering education in different countries and regions. This event takes place in central Europe twenty years following the change from socialist governments and planned economies to more market driven democracies and the expansion of the European Union. The growth of engineering education in the emerging economies of China, India and Brazil and developing world, especially in Africa and the Middle East, and the building of global partnerships and international competition for students also raises issues around the impact of different cultures and approaches to markets and regulation in how engineering education is being shaped as a global enterprise in the 21st century. The implications for engineering education of the global economic crisis which may see a swing back to more regulation increased the urgency of considering these issues now.

This theme will be explored under three tracks as follows:

← Engaging our Future Engineers; ← Accreditation for a Mobile Profession; ← Building Effective Partnerships.

The colloquium will focus on successful strategies and practices that address aspects of the overall theme. Contributors are encouraged to provide examples that detail actions of what works and why, and with supporting evidence.

Track 1: Engaging our Future Engineers

There is growing evidence that in the developed world, careers in engineering and related technical areas do not have the attraction for students that they once had. In contrast, students in developing countries seem much more attracted to engineering. There are a variety of possible explanations for these differences, some of which relate to history and culture and national values but others that are linked to how education is organized and regulated. There are also issues of equity and the inclusion of segments of society who are currently under-represented in the ranks of the profession.

Those students in the developed world who do choose engineering are looking to be much more actively engaged in learning rather than being passive recipients of instruction. We must engage students in new ways based on different pedagogies and creative learning environments that blend face-to-face and virtual interaction and which make the most of modeling and computer simulation. Combined with questions over the cost of this and who pays and who benefits from engineering education, new market forces sometime clash with more traditional notions of education as a public good.

Track 2: Accreditation for Mobile Profession

As graduates begin to emerge from new programs that resulted from the Bologna reforms in Europe and other changes in the structure of engineering education which are being discussed or

implemented elsewhere around the world, questions over the recognition of qualifications in different jurisdictions remain. This is at a time of unprecedented demand for engineers to move regularly and practice in places other than where they earned their qualifications. These questions around mutual recognition of qualifications between different processes of accreditation (e.g. EUR-ACE and ABET) ultimately comes back to an issue of quality assurance. How do these different approaches to accreditation and notions of quality reflect deeper historical and cultural traditions in different countries and regions? Is a global market for accreditation services emerging? Is there a danger that models and modes of accreditation from the developed world might dominate accreditation in the developing world and hence reduce diversity in how we educate and assess the competence of engineers? Government regulations also impact licensing requirements for engineers to be able to practice in different jurisdictions. What will be considered a minimum level of qualification for a “global” engineer?

This track explores issues around accreditation, quality and mobility at many scales from the level of the individual degree program, the educational institution, the accrediting bodies, national governments, national and international professional institutions, and pan-national agreements including trade agreements around engineering services.

Track 3: Building Effective Partnerships

In response to some of the forces shaping engineering education globally, many universities are developing strategic partnerships with industry, with other universities, and with government and non-government organizations (NGOs). These different types of institutions (universities, industry, government and NGOs) have distinct cultures; different ways of working, different motivations and drivers, different value systems and different rhythms. The nature and extent of these differences depends also upon the local national culture and history of development of education. Creating effective partnerships that lead to mutual benefits is not easy when the initial expectations of each party may be divergent. This track will identify those factors in particular contexts that are necessary for success.

A critical aspect of partnering that is often overlooked is the impact of intra-generational and inter-cultural differences. What worked for one generation may have little appeal for another. There are also equity issues that arise between generations, especially where historical, cultural or socio-economic factors distort the patterns of participation in engineering education by particular groups in a society.

Engineering Schools around the world are always seeking innovative ways to enhance engineering education. One of the key challenges that we face in engineering education is the transformation of the traditional lecture-based teaching model into an active-learning model where students participate in the construction of their own knowledge. This implies a redesign of the teaching-learning experience. We are on the verge of a generational change, the upcoming freshman class are students that were born when the World Wide Web was already popular. Many of them are digital natives with certain skills, behaviors and expectations very different from those of the digital immigrants (most of the current faculty and administrators). Technology can be a catalyst for this transformation, turning a traditional classroom into an exciting environment where high student engagement and academic success is achieved. In this track we will explore the lessons learned and lessons to be learned associated with the use of technology to enhance engineering education. Our aim is to share best practices, experiences, and tools that are being used around the world by different engineering schools. The main topics of the track will focus on:

Workshop III: Revolutionizing the Problem Solving Feedback Process Through Online Resources Ballroom III

There are a variety of online assessment and tutorial resources currently being used in developed countries such as the United States to tutor and assess student learning outcomes in engineering, mathematics and the sciences.  Resources such as Pearson’s Mastering1 program for science and engineering are being used to successfully assess student learning and improve student outcomes.  Pearson psychometricians work together with universities to perform independent efficacy studies on how online tutorial and assessment impacts student learning and performance.  Published studies are available at:   http://www.masteringengineering.com/site/results/index.html 

In this interactive workshop, we will engage participants in a discussion about the strategies and challenges of implementing online assessment programs into engineering and science courses in developing countries using India as a representation.   As a means of setting the stage for the discussion, there will be a brief demonstration of MasteringEngineering as a representation of online tutoring and assessment; a review of NSF-funded U.S. efficacy studies on the Mastering system (copies will be provided); and a presentation of the research and findings from the current work being done in India by Claire Masson.  Note:  We are seeking an engineering professor from India to participate as an additional moderator to further the conversation about the state of engineering education in India and to provide formal feedback on use of technology and online resources in the classroom.

Today’s software electronic simulation tools have become extremely accurate and sophisticated, including life-like 3D visualization of experiments. Despite the ease with which complex circuits can be analyzed, circuits still must be verified in hardware. Newer simulation software permits the integration of actual measured data with

simulated data. This allows the user to modify the design or the models if necessary. We believe that because this methodology shows the clear connection between theory and practice, it is especially important in education.

In this interactive workshop, this principle will be presented through live demonstrations and experiments using DesignSoft’s products TINA, EDISON, and NEWTON.

Using the TINA Design Suite, the results of the simulation of circuits containing complex electronic ICs from leading manufacturers will be compared with automatic high precision measurements. Moreover, hands-on demonstrations with real production circuit boards will be displayed, measured and compared with their simulation, measurement results and visual view.

EDISON, TINA’s “younger brother,” allows the development of electronic circuits on a live 3D interactive virtual breadboard. The use of the program, including comparison with real circuits is also presented.

NEWTON, DesignSoft’s 3D physics software, makes it possible for the user to construct, simulate and develop mechanical, optical, electrical and mechatronic systems in 3D. The use of NEWTON in mechanical engineering education, combined with measurements is demonstrated in the workshop.

Some novel and interesting applications of TINA, EDISON, and NEWTON by several leading technical training companies in Europe, India, and China will be presented through live experiments.

Workshop V: Developing Thinking Skills in a Global Context Ballroom I

In an increasingly connected and rapidly changing world, it is apparent that “knowledge” alone is not sufficient to prepare students for a future that we cannot imagine. Ability to learn, ability to adapt, and thinking skills are key attributes that have been identified as important for the future success of engineering students. In this workshop, we will focus on critical thinking skills, defined as both a collection of cognitive tools including interpretation, analysis,

evaluation, inference, explanation and self-regulation of information, and a disposition to use these tools in a reflective and continuous manner. Although some information exists in the general education literature, very few reports regarding CT in the engineering education context have appeared. In this participatory workshop, we will (1) explore the definition of critical thinking in the engineering context, and relate it to more general existing models of critical thinking, (2) discuss strategies for cultivating CT skills in engineering students, and discuss possible barriers to implementation and ways of overcoming those barriers, and (3) explore ways to assess the development of CT skills. Participants will have the opportunity to co-develop a model of critical thinking for the global engineer, and strategize on how we can encourage our students to evaluate and reflect upon their thinking skills, particularly when working in a global context.

Description: What is Ecodesign?  Why is it important, and why should we be attempting to integrate the topics surrounding it into our classes?  This workshop will do the following. 

1. It will give a basic grounding in the field  (what is Life Cycle Analysis – LCA, Product Lifecycle Management - PLM.)

2. It will explain the larger political forces, such as government regulation and trade policy that are driving industries toward a life-cycle approach.

3. It will give the attendee a disciplinary peer group for future discussions.

4. It will give the attendee at least three ideas to take back for their immediate classroom regarding Ecodesign.

5. It will attempt to start the conversation about what social change is necessary in various degree programs to start teaching Ecodesign.

Committee of Engineering Education, Ministry of Education of People’s Republic of China, and Director of the Center of Engineering Education of Tsinghua University.  Also, Dr. Wu is on faculty of the School of Electronics & Information Technology and the School of Economics & Management of Tongji University, Shanghai – where she was president 1986 – 2004.  Dr. Wu works concurrently as Vice Chairperson of the All-China Women’s Federation; is a Member of the Degree Awarding Committee of the State Council, a Standing Member of the Chinese Association of Automation,  and a senior member of IEEE. Professor Wu was a Member of the Seventh and Eighth Shanghai Municipal Party Committee of CPC; an Alternate Member of the Sixteenth Central Committee of CPC.  From 2003-2008, Prof. Wu was vice minister of education of PRC in charge of higher education and vocational education.  She has published more than 200 academic papers and 8 books; has completed over 30 research projects, 17 of which are award-winning.  Dr. Wu is currently a member of the Standing Committee of the National People’s Congress in China.  Throughout her professional career, Qidi Wu has worked closely with the education community not only in China but also around the world to improve the quality and innovation of engineering education.  In her keynote address, Dr. Wu will address trends and innovative initiatives in engineering education in China, efforts to improve the quality of engineering education in China and around the world, and her perspective on how to attract and prepare the next generation of engineering professionals.

The presentation will contrast two parallel paths of globalization in engineering: setting global standards on the one hand, and embracing cultural diversity on the other. Only the strongest multinational companies, most of them based in the US, have the power to proceed on the first path. At the same time, the majority of engineering graduates will be employed by smaller firms, or else will start their own companies without the power to set global standards. For such entrepreneurs and professionals it is ever more important to successfully adapt to the cultural diversity of the world. In the age of rapid globalization, being confined to any domestic market, regardless of its size, is unviable in the longer run. The speaker argues that we should look for the relevant skills of intercultural adaptation in smaller countries, where the pressure for accommodating diverse needs and demands have always been vital. In order to survive and thrive, entrepreneurs from small countries must learn to adapt to each specific market they enter. Lacking scalable markets in place, they have always been required to develop products adjustable to culturally and geographically diverse demands. This inherent interest in customer-focused adaptation, the cultivation of openness and literacy about diverse markets and cultures are important distinguishing features of innovative business.

Gábor Bojár was one of the very few entrepreneurs of Central-Eastern Europe to succeed in global business already in the years of state-socialism. With a degree in physics and several years spent heading the group of mathematicians at the Geophysics Institute of the largest Hungarian university (Eötvös Lórand), Mr Bojár founded his own firm in 1982. Graphisoft a software development company focusing on 3D architectural design, grew rapidly and in a decade became one of the top three software vendors of the sector internationally. Claiming the most prestigious awards of the trade, Graphisoft's leading product, ArchiCAD® is distributed in over eighty countries and is used by hundreds of thousands of architects, real-estate developers and maintainers. Option 6: Community Service ProjectCommunity service and outreach activities are an integral part of the Global Student Forum experience and for the second time will also be included in the Global Colloquium agenda. As SPEED works to attain its organizational goals, “taking action” is always a cornerstone and now the professional participants of the GCEE can also benefit. Engineering educators and students cannot sit and wait for the change they feel is necessary within engineering education to happen; they must make it happen. This activity will help put this concept into perspective. The community service event will allow participants to be involved in a hands-on educationally or socially beneficial outreach activity in nearby Budapest, providing increased connection and awareness of the local community, providing a helping hand and promoting change.

Inter-Generational Panel: Envisioning Engineering Education Futures: Cross-Generational Perspectives Ballrooms I-III

The next global colloquium in Singapore in 2010 will consider the shape of engineering education in 2030. The Inter-generational Panel session in Budapest will initiate this discussion and hand off ideas to the Singapore meeting. By drawing on the contrasting perspectives of current academics and industry representatives and those of students, our future engineers, the different “generations” will set forth visions for the global dimensions of engineering education. The session will include focused discussions and brainstorming in small groups utilizing the gathered expertise and perspectives to outline possible futures.

This Intergenerational Panel will serve to increase the dialog between the professional stakeholders (academics and industry representatives) and students. Both parties are interested in increasing communication between generations and this session will effectively achieve this in a manner that pushes forward diverse discussions held during the week in Global Student Forum, the Global Engineering Deans Council and the Global Colloquium into concrete suggestions for the future. Passing by the Parliament we cross the Danube through the Margaret-Bridge (Margaret-Island) and drive to the Royal Castle on the Buda side, where we visit the Fishermen’s Bastion (Promenade) and the Matthias Church after we climb to the Gellért Hill (Photostop), we cross Elisabeth-Bridge and drive towards Heroes’ Square (Promenade). Passing by the Opera and St. Stephen’s Basilica we reach InterContinental Budapest hotel, where the tour ends.

Sightseeing Cruise on the Danube

Get acquainted with the highlights of our capital city from the Danube. The tour starts in the downtown. Passing by the imposing building of the Parliament you can admire the panorama of the Margaret Island. The Castle District – the Royal Castle - the Matthias Church - the Fishermen’s Bastion are located on the Castle Hill, the Liberation Monument and the Citadel are on the Gellért Hill. Continuing the tour in the southern direction you can see the bridges of Budapest, the National Theatre, the Palace of Arts. Getting back you can see the universities of Budapest, the Central Market Hall and some of the elegant hotels of the city.

Departure: V., Budapest, Vigado square Pier No. 8. The tour ends in the city centre.
