FROM: Larry M. Foster, Director of Schools DATE: April 15, 2014 RE: Report to County Commission Listed below are informational items that may be of interest to you. The March 2014 board minutes are attached for review. BUDGET

The budget committee met April 7, 2014 and a revised budget was presented. Cuts have been made by the staff and the budget has been built on last year’s revenue numbers with some adjustments. The base line used is $54,543,461. It appears that revenue is flat for the county with no increases in property or sales tax. We are also including additional revenues to help balance our budget. We have added an anticipated $500,000 rollover; $200,000 mixed drink tax; an e-rate increase of $10,000 and we are asking for $300,000 from debt reserve, therefore giving us $56,719,860 in revenues. We still have a deficit budget of $1.2M. This includes a two percent raise for all employees. Currently we are submitting a budget document of $56,753,461 for expenditures, thus being out of balance by $1.2M. State revenues are at the same level as last year with no increases. The governor has pulled out growth money and two percent raise monies. We are down in enrollment; therefore we have instituted a two percent pay cut in every department which includes materials, travel, capital outlay projects, technology, transportation, textbooks, and operating funds. Within those cuts are teaching positions due to the drop in enrollment. We ask that you consider our budget request of funding additional operating expenses, a salary scale increase ($275,000 - $280,000), and a two percent pay raise for our employees. We also ask that you consider using $300,000 from the debt reserve.

The Anderson County and Clinton City Education Foundation recognized outstanding educators and principals at the Principal and Teacher of the Year program held at First Baptist Church on April 1, 2014. EXTREME CLASSROOM MAKEOVER Lake City Middle School 7th grade Science teacher Susan Silvey has been awarded the $30,000 GRAND PRIZE in the 2014 edition of the Extreme Classroom Makeover Contest. This prize will allow Mrs. Silvey to purchase items that will enhance the hands-on learning that takes place with her Science classes and students each day. This contest is sponsored each year by ORAU and Roane State. I have attached a link to an

CHS ROBOTICS TEAM Congratulations to our Clinton High School Robotics team that participated in competition two weeks ago in Knoxville. They placed 25th out of 54 teams. We are very proud of our student’s performance in a very rigorous event. Our students are taking skills learned in our STEM program and making real life applications. Dillon Stiles, team member, has been accepted to MIT and is receiving over $56,000 in scholarships per year for four years. Ms. Angela Merryman, our GearUP coordinator, took Dillon and his mother to Boston this past weekend for student orientation. We are proud of Dillon and his performance at Clinton High School and his success in being accepted to MIT.

LIFE DEVELOPMENT CENTER (LDC)

Use of the LDC is making an investment in the students of Anderson County Schools for behavior intervention and leadership development. The following are opportunities and activities to support the LDC:

The LDC is a great place to take students for an incentive trip.

A. Dr. Burrell said he appreciates the enlightening and educational AdvancED report and congratulated staff and teachers on their accreditation. Mr. Foster commended the administrative staff for their work on accreditation well.

VII. DIRECTOR’S REPORT

A. Something Good – Clinton High School (CHS) principal Eric Snider introduced Nick Reynolds, CHS science teacher and fishing club sponsor. Mr. Reynolds stated both CHS teams participating in a recent exhibition tournament in conjunction with GEICO Bassmaster Classic tournament placed first and second overall. The team of Jake Lee and Jacob Mashburn placed first and the team of Justin Burris and Ryan Winchester placed second. Mr. Reynolds thanked CMS principal Chris Goodwyne, CHS assistant principal Angela Carico, Dr. Parrott, Mr. Foster, Effie Tipton, Mr. Snider, parents Scott Winchester and Lee Mashburn, SRO Steele, Charlie Lane and Jack Rains for their help and support throughout the year.

B. Andersonville Elementary School was the recipient of the Golden Broom Award.

C. Greg Deal stated the textbook committee recently visited Oak Ridge High School to review textbooks and talk with vendors in depth. Two meetings were held to discuss the pros and cons of each proposed textbook. Mr. Deal received information from a statewide group of citizens who have concerns about textbooks they don’t approve of students using and he forwarded the information to teachers for their consideration. Mr. Deal said the committee is evaluating the group’s concerns and will give a reason why textbooks are recommended. He invited board members to review the textbooks before they are adopted.

D. Motion by Dail Cantrell and seconded by Steve Fritts to accept and approve the Headstart annual report as presented to include the self-assessment and program goals. Motion carried.

E. Mr. Foster stated he sent a memo to Mayor Frank addressing the mixed drink tax and asking what steps needed to be taken next.

F. Garry Whitley, Education Foundation, invited board and staff members to attend the Teacher of the Year banquet on April 1, 2014.

G. Transportation software – Mr. Forgety is looking at bus runs that may shift or be deleted. Additional information will be presented at a transportation committee meeting next month.

VIII. STUDENT SERVICES

A. The Disciplinary Report was approved as presented.

IX. COMMITTEE REPORTS

A. Joe Hollingsworth and his team previewed the upcoming gymnasium renovation scheduled at Clinton Middle School beginning April 1, 2014. Anticipated completion date is July 15, 2014. Motion by Jo Williams and seconded by Greg Crawford to proceed with the plans as described. Motion carried.

B. Scott Gillenwaters presented the Budget Committee report. Motion by Scott

Gillenwaters and seconded by Dail Cantrell to approve a supplement in the amount of $4,034 in the 2014-2015 budget for one academic coach at each high school to be used at their discretion. Motion carried. Clinton High School will use their supplement for their robotics team coach and Jo Williams suggested it might be used at Anderson County High School for that purpose as well. Motion by Scott Gillenwaters and seconded by Glenda Langenberg to approve the Head Start budget as presented. Motion carried.

C. Jo Williams presented the Policy Committee report. Motion by Jo Wiliams and

seconded by Scott Gillenwaters to insert the civil rights statement into policy 3.500 Food Services Management and approve on first reading. Motion carried. Motion

by Jo Williams and seconded by Greg Crawford to approve policy 6.4031 Pediculosis on second reading. Motion carried. Ms. Williams stated the committee

discussed the classified employee sick leave bank but no action was taken. It will be discussed at the next committee meeting. The committee also looked at the Employee Code of Conduct’s concept of the chain of command and how it’s perceived by some personnel. Dr. Burrell suggested scheduling another meeting relative to teacher concerns to discuss issue.

D. Dr. Burrell presented the Building and Grounds committee report. No action was taken on the Patterson building on Clinton High School’s property. No action was taken on the restroom renovation at Anderson County High School. Motion by Dr. Burrell and seconded by Dail Cantrell to approve a request to complete the work on

the showers in the locker room at ACHS. Motion carried. The estimated cost for the showers is $20k and will come from next year’s budget. Motion by Dr. Burrell

and seconded by Rickey Rose to approve an expenditure of $10k for the purchase of a new scoreboard for the baseball team at ACHS that was damaged in a storm. Their insurance company will pay for the scoreboard, but it has to be purchased and installed prior to receiving the funds from the insurance company. Motion carried.

E. Personnel Committee – the committee did not meet.

Motion by Scott Gillenwaters and seconded by Greg Crawford to approve transfers 2 a-d. Motion carried.

Mr. Cantrell addressed the board about the ESG renovation contract. When (the board) approved a contract for the ESG renovation project there was discussion about reaping the value of scrap metal generated by recycling. Mr. Cantrell stated he abstained from the vote and disclosed that he owned an interest in Scrap Metal Solutions. There is one page in the contract describing Scrap Metal Solutions as a contractor for the county. Scrap Metal Solutions does not contract with the county; they are an approved vendor for the county. There is a form to fill out with the county to disclose any interest one has in an outside business. Mr. Cantrell said none of us (board members) have filled this out. No one knew about it. Mr. Cantrell had not completed and filed the form at the time of the meeting however, he has since completed and filed the form. Mr. Cantrell asked that the document be changed so there is no reference to the scrap metal company and ask the county to use whoever they want to use. Mr. Varsalona, board attorney, agreed that would be the appropriate action. Mr. Cantrell asked the board to take whatever steps are necessary to amend the document to delete the reference. Jim Woodward said the document being referenced is the scrap metal plan that had to be completed to obtain the purchase order. It references the scrap metal company because at the time they were the revenue source for the county. It was included in the document along with the words “or another entity that Anderson County is currently utilizing for the scrap metal process” to cover all the bases in case it was not Scrap Metal Solutions or in case Scrap Metal Solutions didn’t want to handle the scrap. Dr. Burrell asked how to resolve the problem. Mr. Woodward stated he would eliminate the reference to Scrap Metal Solutions and the form will stand fine. Motion by Rickey Rose and seconded Scott Gillenwaters to strike out the words Scrap Metal Solutions from the document. Motion carried with Dail Cantrell abstaining. Three committee meetings will be held on Monday, April 7, 2014 beginning at 6:00 PM:

March 18, 2014: Inspection of Renovated Courthouse Second floor Restrooms and Elevator

We agreed that after the plumbers rehung the toilets, we approved the work for the restrooms.

The elevators were also approved, but Leroy requested and we will receive a Braille Up and

Down signs for the buttons on each floor.

April 7, 2014: Monthly meeting minutes

Present: Roger Lloyd, Commissioner Jerry Creasey, Louise McKown, Leroy Gilliam, and

Paul Shilling, Parks Manager

• We agreed to visit Anderson County Park on April 11th at 3:30 and afterwards see the

requested modifications at the new Andersonville Firehouse. See notes below

regarding that inspection. We wanted to see the playground and parking at the

bathhouse in the park.

• Louise asked if Roger had heard anything about the detention facility. He has not.

Louise said, she would check out the parking lot on the drive back from Anderson

county Park. See notes below.

• Parking signs: Roger called Gary Long, road superintendent, who can get us new signs

for $25 each, once we give him a complete list. We still need to set a date to see

Marlow Park and visit it, before that will happen: hopefully, before the end of the fiscal

year.

• Budget for next year: Roger said, presently we have $13,762.88 left in our budget for

this fiscal year. We will request an additional $5,000 and to roll over the existing budget

for the next fiscal year. Commissioner Creasey will formally make that request in the

County Commission meeting.

• Next projects: Louise reminded the committee that we still have other issues to

address, such as making the restrooms wheelchair accessible on the 4th and 5th floor of

the Jolley Building. These will be big ticket items that more than likely will not be fully

covered by our budget.

The next monthly meeting will be May 5th at 5:00 p.m. in Room 118A.

April 11, 2014: ADA Inspection of Anderson County Park

Present: Paul Shilling, Roger Lloyd, Commissioner Jerry Creasey, Louise McKown, and Leroy

Gilliam

It has been roughly 15 years since the committee has been there. We had inspected the

bath house, which was new at the time. Louise noted in April’s committee meeting that the

playground equipment then was not accessible, and was down a hill. We had requested the

Conservation board pave the parking lot for the bath house, but had never inspected it.

To our delight we saw when we entered the bath house area, new ADA compliant

playground equipment has been purchased and installed in a flat section of the park. We would

like to thank the Conservation Committee for doing this.

However, the parking space that was paved in front of the bath house does not have an

access aisle next to it. New signs with Van Accessible, Priority for Wheelchair users and towing

and fine information on them need to be added to our list. The parking lot is small, and only has

spaces for less than 10 cars, so only one accessible parking space is required. However, we

agreed that it would be nice to just pave the entire area in front of the bath house for others

who don’t walk on gravel easily. The area in front of the Paul’s office where people make their

payments also needs to be paved, though it could be just a walkway from the accessible parking

space to the door of the office, rather than the entire parking lot, even though it would be very

nice to see the entire lot paved.

April 11, 2014: ADA visit to check up on the new Andersonville Firehouse #3

Present: Commissioner Jerry Creasey, Louise McKown, Leroy Gilliam

Commissioner Creasey had been up there earlier on his own and saw the restroom

renovations. Leroy liked the paved parking space, however, the access aisle has yet to be

marked.

Louise still wanted to see what the restrooms looked like. When we first inspected the

restroom, someone had opened the door for us, and we did not see that it was a round door

knob. All we were focused on was the lack of grab bars and the cabinet around the sink, and the

high towel dispenser. But this time, Louise noticed the round door knob and talked to the

captain to request that the door knob be replaced. The other two doors in the station that the

public could use are lever door handles.

She also requested that the plastic trash bin be moved. It was right next to the door, and

for wheelchair and walker users, they need the 18 inches next to the door handle free of any

obstacles to reach the door handle and not back up once the door is open. The captain easily

moved it aside and will hopefully talk to people about its placement away from the door.

April 11, 2014: Detention Facility Parking Lot

Present: Louise McKown

On the drive home from Andersonville, Louise stopped at the jail to see if the parking lot

was paved, marked, and signs installed. Total parking spaces for the entire lot are 115. ADA

code stipulates that for that many spaces, we should have 5 parking spaces, of which one will be

van accessible. There are a total of seven accessible parking spaces, two of which have signs

that say Van Accessible, but they share a single 96 inches wide access aisle. A van would have to

back in to unload from the right hand spot. The signs all had a wheelchair symbol on them and

fine and towing information, but it lacks the number to call if a car owner who parks in one of

the spots illegally has the car towed, and wants to know where to get the car. However,

considering this is the jail, a guard could easily be found to find out that information. The

other five parking spaces have 60 inch access aisles either to the right or left of the space.

Louise noted that the Van Accessible to the left of the 96 inch access aisle that is required

to be there has no sign saying “Priority for Wheelchair Users.” We will add this to our list of

signs that need to be ordered.

Membership Orientation – This Program identifies how to utilize Chamber

membership to promote their business.

Networking Activities – The Chamber experienced a record turnout at the Eagle

Bend Manufacturing facility in March with over 90 in attendance. These venues offer

businesses an opportunity to promote their business to fellow Chamber members and

guests.

Business/Workforce Development

Small Business Development - Continue to offer services for entrepreneurs and existing

businesses through counseling sessions with TSBDC.

Educational Programs - Promote Roane State Community Colleges training and skills

classes offered at the Clinton High Education facility.

Government Relations – Legislative Forums - The Council will host a Legislative Forum

for the Mayoral and Sheriff Candidates after the Primary on July 10 and a State

Legislative Forum July 21, 8:00 a.m.

Six-County Legislative Agenda -The Council is working with five other counties,

Campbell, Claiborne, Morgan, Scott and Union to develop the 3rd

annual agenda for

November meeting.

Upcoming Events – The Chamber Events Council will host the 3rd

annual Tribute to

Business event on June 6 at the Museum of Appalachia. This is a special event where we

recognize local businesses for their steady growth and stability.

Retail Development Report

This report correlates with the initial Plan of Action established for the Retail

Development Initiative.

Gather Demographics and other Data:

• Provided site specific reports on gap analysis, traffic counts, demographics,

psychographics, etc. to realtors, developers, property owners, businesses, government

officials, and existing business owners.

• Created maps of available commercial property for Clinton, Lake City, and Oliver Springs

• Created Daytime Population map

• Created information packets for developers, businesses

• Worked with County Property Assessor’s office on a subdivision map requested by

developer

Upgrade Website:

• Created Retail Development Initiative website

Attend Planning and other county and municipal meetings re: business

Attend Lake City Property owners Group to discuss issues related to retail

development.

Attend Greenways Project meetings to support Tourism Director in this effort to connect

greenways throughout the county. Greenways will increases property values and the quality of

life in our area that attracts residential, retail and industrial development.

Special Projects: (that we can talk about)

Hosted brokers interested in available property in North Anderson County and Oak

Ridge. Joined Parker Hardy to visit Oak Ridge properties.

Aarons Rents – provided available warehouse/storage property information. Worked

with them on signage, press releases and

Adventure Tourism – working with Knoxville Regional ECD Office and Tourism on State

requirements for Adventure Tourism incentives. Met with State representatives

regarding recommended changes in the required number of jobs and investment.

Developers Roadshow – Worked with Ethiel Garlington, Director of Preservation Field

Services for Knox Heritage and the East Tennessee Preservation Alliance to identify

properties for the Knoxville Developers Roadshow. The group visited historic buildings

in Oliver Springs and Magnet Mills and Daugherty Building in Clinton. The visit created

enthusiasm among the developers and local city officials regarding a vision for these

sites. Information packets on the properties were distributed to the group.

Weigel’s – Working with Weigel’s representatives on their planned development in the

Claxton area.

Coordinated meeting for Weigel's with County officials and TDOT to discuss retail

develop needs and timing for the development.
