Pinellas News Staff Report ST. PETERSBURG With a Sungoddess crowned, the Festival of States can begin. Last Friday, at the festival’s coronation ball, Taylor Traviesa, 20, was crowned. Besides the title, Traviesa, a telecommunications major at the University of Florida, won a $5,000 scholarship. Festival of States executive di- rector Rick McCollum said Traviesa will participate in every festival parade, as well as represent the festival in other events. One of the many benefitsof last week's confirmationthat the IndyCar Series and theChamp Car World Series haveunified open wheel racing inNorth America is the strongpossibility that race fans in St.Petersburg will see an ex-panded field for this year'sHonda Indy St. Pete race.

There are 26 cars for Sun-day’s race, versus 18 in 2007.

IndyCar Series officialspredicted that an additional

eight to 12 cars could be on thegrid for those IndyCar Seriesevents, like St. Petersburg,held early in 2008.

“While we do not haveconfirmation of exactly howmany of the former ChampCars teams will be running inSt. Petersburg this year, we aremaking plans for more teamsand cars in our race,” said TimRamsberger, vice presidentand general manager of theHonda Grand Prix of St. Pe-

Spring training’s over? Itjust started, didn’t it?Maybe it’s a testament to

how as we get older, time seemsto go by faster. Or maybe it’sbecause we get so occupied withother things that we forget.

But the regular seasonstarted, and it didn’t start here.Maybe it’s nature’s way of eas-ing us into baseball.

I think I’d rather have theshock treatment Opening Day athome would provide. On theroad, listening to the game onthe radio at my desk? It’s just notthe same.

I managed to get to one –count it, one – spring game as apaying customer and not asworking media. And at that, itwas a Rays game in WinterHaven against my favorite Amer-ican League team, my hometownCleveland Indians, who won’t beback in Florida for spring work-outs again. They’re one of two(maybe three, if Cincinnati can’treach a deal with Sarasota)teams to leave Florida for Ari-zona, along with the Dodgersfrom Vero Beach.

I have two spring-trainingregrets. One is that I didn’t get toa game in Bradenton, down atMcKechnie Field. It’s a greatballpark, and it’s great that myother favorite team plays there –the Pittsburgh Pirates.

Three newspapers beforenow, I had a desk at the Pitts-burgh Tribune-Review with awindow seat, overlooking PNCPark at North Shore, the ballparkESPN.com rated the best inbaseball, and could catch after-noon games without the guilt ofplaying hooky from work. That’sbecause I started work at 5 p.m.

But I grew up watching theBucs of the 1980s and early1990s, so I saw the likes ofBarry Bonds (before steroidsgave him an oversized head),Bobby Bonilla and my all-timefavorite player, Andy Van Slyke.It was great to walk outside on abreak and take in the carnival at-mosphere around Pirates games.

And I didn’t miss OpeningDay. The ballpark opened shortlyafter I started at the Trib, and Idid my level best to have OpeningDay tickets every year – which Idid, even the year after I movedto Sarasota from the ‘Burgh.

This year, I’ll be at OpeningDay, albeit at Tropicana Field. Ei-ther I’ll be working it, or I’ll bethere with the family on seasontickets. We haven’t figured thatone out yet, but if you see me in aphoto bay at the game, you’llknow what the decision was.

Gotta tell you, it’s very dif-ferent seeing a game from thewarning track at Al Lang Fieldthan from even the photo bays.First, you’re in play, so you’vegot to pay attention, lest you getbeaned by a stray ball from thebullpen or the batter’s box.

Secondly, you hear thecrowd differently. The CowbellKid, that guy with the blue hairand Viking horns who hecklesopposing is much louder on thefield. Speaking of The Kid:

Structural steel that estab-lishes the profile, or the tallestpoint, of the bridge, was placed– seven 200-foot-long haunchbeams weighing 175,000

pounds each.The bridge will be the tallest

in Pinellas County, countyspokeswoman Meg Korakissaid.

“At 200 feet in length, this isunusual and very significant,”she said.

Two large cranes, with aboom span of 120 feet each,placed the beams.

The phrase “hope springseternal” has been usedto announce the start of

baseball season longer than Ihave been on this planet. Aquick Google search revealedthat the words were usedtogether 55,700 times, just inthe last few years.

Not bad if you comparethat with 3.48 million times forbaseball and hotdogs.

So how did three wordsfrom a line written by an 18thcentury satirical poet, buried online 95 of a four part epistle,each of which is hellishly long,become the opening line ofnearly every sports columnist inthe world every spring?

My exasperated Englishteachers passed me in theirclasses if I promised to neveragain utter the words, themeaning of which was trulyonly known to God.

Several sources say theconnection is the poem "Caseyat the Bat,” written in 1888 byErnest Thayer, a humor colum-nist for the San Francisco Ex-aminer. It was the last columnhe wrote before leaving the Ex-aminer.

Thayer graduated fromHarvard in 1885, where he waseditor of the Harvard Lampoon.His classmate and fellow Lam-pooner was William RandolphHearst, who hired Thayer at theExaminer as a baseball writer.

Anyway, buried there online 6 of that famous baseballpoem, “hope which springseternal in the human breast”

We should all hope thatbaseball just as life will get bet-ter with age and wisdom, tem-pered with reasonable goals.So, go Rays!

“We are a donor community,”Kleyman said in the coalition’sformal response Monday. “Wegive more taxes back to PinellasCounty than we directly receiveback to our community. We canmore effectively, efficiently andpassionately govern ourselvesthan the county can.”

The coalitionassembled apanel to draft afeasibility study,which was pre-sented to the leg-islature. At therequest of StateSen. MikeFasano, R-NewPort Richey, the coalition gatheredmore than 1,300 signatures on apetition to support the legislation.

Rep. PeterNehr, R-TarponSprings, showedthe coalition aletter from thechairman of theGovernment Ef-ficiency andAc-coun t ab i l i t yCouncil that saidlegislation authorizing the No-vember vote will not be heard inthis legislative session.

The chairman, State Rep.Frank Attkisson, R-St. Cloud,said the council would not hearthe bill because of the “uncer-tainty of the property tax situationin Florida and a remaining de-cline of the housing market, aswell as an overall financial strainon the state’s budget.”

“In my opinion,” Attkissonsaid, “this is not the right time topass this type of legislation.”

Kleyman responded: “Are we,as residents of our community,with all access to information onour projected revenues and ex-penses, facts on taxes we currentlypay and amounts that are returneddirectly to our community, withcomparisons in services providedto our community versus those inthe surrounding community, to betrusted with this vote?”

“Apparently,” he continued,“someone in the Legislature, notRep. Nehr but someone more sen-ior, thinks that we aren’t smartenough, aren’t concerned enough,aren’t righteous enough to takemore control over our local gov-ernment and our communities.”

Nehr, who sponsored the billthough he said he had no opinionto Palm Harbor’s incorporation,saidAttkisson’s letter was not spe-cific to Palm Harbor, and was“made to address any area inFlorida whomay want to incorpo-rate.”

Nehr and Fasano said theywould sponsor the legislation un-less it imposed a greater tax bur-den on Palm Harbor-area resi-dents.

Attkisson’s letter was bol-stered by correspondence Nehr

received from an analyst for theLegislative Committee on Inter-governmental Relations (LCIR),a joint House-Senate committee.

“The estimated budget in thePalm Harbor study is one-fifth theaverage amount reported by 10cities of similar size to Palm Har-bor,” Senior Legislative AnalystChuck Hungerford wrote. “Ouranalysis suggests that the City ofPalm Harbor would need to gen-erate more in revenues or reduce,or possibly eliminate some gov-ernment services identified in thisfeasibility study.”

Nehr said the Palm Harborcoalition “did raise some pointsthat may have changed the staffanalysis and this may be looked atin the future.”

Kleyman said in the coalition’sresponse that Nehr must insist thelegislation be placed on the nextLCIR agenda, and that Hunger-ford be presented with the coali-tion’s response.

“We are not asking the Legis-lature to create a new municipal-ity,” he said. “Rather, we are ask-ing the Legislature to give thecitizens of north Pinellas unin-corporated areas the right to voteon incorporation.”

“We promised Rep. Nehr thatwe could incorporate and operatea municipality with the revenueswe would receive at projectedlevels after the impact ofAmend-

ment 1,” Kleyman said. “Therenever was a need to raise taxes.”

Coalition: Analysis was offThe coalition says the 10 cities

Hungerford cited are Plantation,Deltona, Sunrise, Lakeland, Mi-ami Beach, Pompano Beach,Palm Bay, West Palm Beach,Clearwater and Miramar.

Kleyman said in the coalition’sresponse that the Legislature’sanalysis does not consider the sub-stantial differences between thosecities and Palm Harbor, and is a“fundamentally flawed approach.”

The group points to Lakeland,which has its own electric utilitycompany, generating more than$340million in revenues and $312million in expenditures. Kleymansaid a more valid approach is “tomore closely reflect the revenuesthat the proposed incorporationarea would receive and the serv-ices it would provide.”

“The estimated expendituresprojected for Palm Harbor wouldbe considerably less than theother 10 municipalities analyzedfor comparison in the study,”Kleyman said. “Our analysis con-cludes what we have been pro-moting all along, that Palm Har-bor would be ‘City Light’which,when translated, would not di-rectly supply similar services asthose stated in the other munici-palities.”

Those services, he said, are al-ready provided by the county,taxed separately or privately pro-vided – such as police and fireprotection, and water and sewerservice.

No mention was made by anystaff analysis that the coalition’sprojected expenditures wereflawed, miscalculated or lacking,the response continued, addingthat the Florida Office of Eco-nomic and Demographic Re-search reported in late Februarythat “with regard to revenues, wefound the submitted estimate tobe adequate and we have noreservation with the informationsubmitted.”

Kleyman said the coalition iscertain that the Legislature’sanalysis was flawed, “and that wecould have convinced Hunger-ford, his staff and House mem-bers of this, given enough time. Inthe end, we received the analysistoo late in the legislative process,and wish that Hungerford hadsubmitted his analysis sooner.”

Coalition will continueThe coalition, Kleyman said,

will counter objections and legallimitations that may postpone thevote to incorporate.

“The coalition is committed tocomplete transparency in its dis-closures and partnerships,” he said.

“Incorporation, as we proposeit, will mean less government,more efficient government andbetter representation for the towncitizens,” he said. “This is a Re-publican goal at its core.”

Kleyman said the coalitionwill return to Tallahassee nextyear to try again.

“I sincerely hope that Rep.Nehr, or whomever is elected torepresent us in the Florida House,commits to sponsoring this billagain,” he said.

ST. PETERSBURG – A tourist fromConnecticut was killed by an alleged drunkdriver early Wednesday morning on thePinellas Bayway.Just after midnight, James Kenneth Dean

Jr., 53, of St. Petersburg was driving hispickup northbound on the Bayway when hestruck Timothy O. Wood, 24. Police sayWood was walking along the east shoulder,outside of the travel lanes.Dean was charged with DUI manslaugh-

ter, DUI property damage, and leaving thescene of a serious-injury crash.Dean continued driving northbound to

the entrance of Palma Del Mar, where helives. He then drove off the east side of theroad, through several bushes, then crossedthe entrance road and struck the plantedcenter median. After that, he crossed theexit road, turned around, crossed the roadagain, and came to rest in the center median.Police initially treated the Palma Del

Mar incident as a DUI crash, because theydidn’t know about the pedestrian accident.After authorities got the call about thepedestrian, responders found his body alongwith pieces of a vehicle they say was Dean’struck.

ST. PETERSBURG

After 83 years of springtraining and minorleague baseball games,

Al Lang Field awaits its fate.The ballpark hosted its final

game last Friday when theTampa Bay Rays played theCincinnati Reds.

Both teams plan to leavetheir 2008 Grapefruit Leaguehomes. The Reds are looking atArizona, and the Rays will trainin Port Charlotte, leaving bothSt. Petersburg and Sarasotawithout a spring team. And theRays plan to raze the ballpark tomake room for their proposedcanvas-roof, open-air waterfrontstadium, set to open in 2012.

Lang, who was the mayorof St. Petersburg, is also knownto fans as “Mr. Baseball.” Thefirst 6,500 fans through thegates received an Al Lang Fieldcommemorative poster. One fantore a banner off the wall for asouvenir.

Debby Deacon of St. Pe-tersburg said she came out be-cause it was “a great day for

baseball.” She said she hasmixed feelings about tearingdown the stadium.

“It is the end of an era,” shesaid, “but I can see the line ofthinking, the needs for the city.”

Deacon said she has beencoming to the stadium for sev-eral years and saw many teamsplay there.

The Songfellows barber-shop quartet sang the National

Anthem, followed by a KC-135refueling plane flyover fromMacDill Air Force Base. Lang’sclosest living relatives, great-nephews John and Hugh Fagen,threw the first pitch.

Bob Carli of Seminole, aRays usher for two years, be-lieves it’s a shame for the city tolose part of its history.

“I brought my four kids tomany games here,” Carli said,

“and it holds a lot of memories.”Dave Thompson from

Treasure Island took the day offand picked up his son, Jack, 4,from school to watch the finalgame. Jack wanted to play ballinstead of watch it, though.Standing in a ramped walkway,Jack repeatedly threw a tennisball against the wall, catching itwith his baseball glove, andtossing it to his dad.
