WHY IS THIS PROJECT NEEDED?

➡Address safety issues + Site lines, steep slopes, lack of shoulders and turn lanes

+ Intersection at County Road 26 and 63 has more crashes than the statewide average

+ More than half of the crashes along County Road 63 involve vehicles running off the road

➡Improve mobility and operations + Intersection control at major intersections

+ Improve capacity through expansion

+ Access management at minor intersections and driveways

➡Accommodate local residential and commercial development + Future traffic volumes will magnify safety deficiencies without improvements

ENVIRONMENTAL ASSESSMENT WORKSHEET (EAW)

➡Mandatory environmental review, per Minnesota Rules, part 4410.4300, subpart 22 B (Highway Projects) for construction of additional travel lanes on an existing road for a length of two or more miles

➡EAW is a document designed to determine if an Environmental Impact Statement (EIS) is required for the proposed project

➡Provides permit information, informs the public about the project, and helps identify ways to protect the environment

WATER RESOURCES

➡Wetlands + Project proposes 3.13 acres of wetland impact

+ Mitigation: County intends to purchase wetland banking credits* at a 2:1 ratio* Minnesota has a wetland banking program, which allows agencies to purchase wetland “credits” to offset (mitigate) authorized wetland impacts

➡DNR Public Waters + Project proposes 0.17 acres of fill within DNR Public Water 19 256W

+ Mitigation: County will narrow boulevard width and install retaining wall to reduce impact, permit application will be submitted to the MN DNR

➡Stormwater + Project proposes a net increase of 23 acres of impervious surface

+ Mitigation: County will implement a stormwater management system that meets State and Local requirements

CONTAMINATED RESOURCES/HAZARDOUS WASTE

➡Phase I and Phase II Environmental Site Assessments have been completed to determine the presence and/or extent of soil and groundwater contamination on site

➡According to the Environmental Site Assessment results, no locations of known contaminated properties will be affected by the project

➡A Construction Contingency Plan will be prepared for the handling of unknown contaminated material if encountered

FISH, WILDLIFE, AND PLANT COMMUNITIES

➡Northern Long-Eared Bat, Loggerhead Shrike (bird), and Rusty Patched Bumble Bee (insect) are three threatened or endangered species are known to occur in the vicinity of the project

+ Mitigation (Loggerhead Shrike and Northern Long-Eared Bat): County will not remove trees during the critical breeding season (April to July) limiting to potential to harm the species

+ Mitigation (Rusty Patched Bumble Bee): County is coordinating the completion of a Biological Assessment with the MnDOT Wildlife Ecologist and US Fish and Wildlife Service; mitigation measures identified as part of the assessment, if any, will be implemented and may include seeding right of way with native seed mixes and limitations of habitat disturbance

➡The County will adhere to work exclusion dates within DNR Public Waters, if applicable, to protect fish spawning

NOISE

➡Three factors must be met for a noise barrier to be considered reasonable: + Noise reduction of at least 7 decibels at a minimum for one receptor

+ Cost effectiveness threshold of $78,500 per individual benefited receptor

+ Benefited receptors vote on whether barrier should be built if above criteria are met

➡Six of the barriers met the first two factors

➡Benefitted properties have been given the opportunity to vote on whether or not the walls are constructed; results of voting are anticipated in the Summer 2020
