Q1) What quantity of online employment applications does the County receive on average?) On average, the County receives 21,000 applications per year.

Q2) On page 6 of the RFP, Paragraph E, “Specific Requirements“, all requirements are prefaced with some form of “The software must….” Can the County clarify the use of the word “must” in this context? Will a vendor be required to answer in the positive for all “must” labeled requirements in order for a bid to be considered responsive?

) The requirements stated in the RFP are just that – requirements. However, bidders whose software cannot meet all of these standards may propose, for the County’s consideration, workarounds that fulfill the County requirements in the RFP. As stated in the RFP, a single source automated solution is the goal of this procurement. However, we will give consideration to proposed workarounds that fulfill the stated requirements and will evaluate those proposed workarounds based upon the totality of the bidder’s proposed solution compared to that of other bidders.

Q3) On page 6 of the RFP, Item I, “Salary Data Updates“ states:

The software must:1. Support integration and interface with Peoplesoft HRMS to maintain consistency

between HRMS and recruitment/ job postings software.2. Allow a manual update of an individual job specification salary.

Does this manual update refer to the salary at the Job Class Specification level, or is it referring to manual updates to salaries for individual job announcements for a given Job Class?

) It refers to both. Please see page 2 of this Addendum, E. Specific Requirements, Section I.

Q4) On page 9, under “Capability of Additional Points”, the RFP refers to Veterans Points as well as Disabled Points. Does Disabled Points refer to Disabled Veteran Points, or are points provided for disabled persons who are not veterans?

) It refers to Disabled Veteran Points. Please see page 2 of this Addendum, E. Specific Requirements, Section IV.

Q5) On page 13 of the RFP, Item X “Project Tracking“ states:

The software must:3. Integrate a survey to rate each candidate with regards to the quality of candidates

from the pool.

Will the County provide more detail on the expectation for this requirement? What types of questions might be asked? Who is the survey sent to?

) The County’s Human Resource Services Department (HRSD) has removed this item from the RFP’s Specific Requirement section. Please see page 2 of this Addendum.

Q6) Exhibit D-2 of the RFP requests five “Former References.” Will the County please clarify the definition of a former reference?

) A Former Reference is a client for which the vendor has completed a project, including the installation and implementation of their proposed system, and/or for whom the vendor has provided ongoing warranty support and/or maintenance services, but for whom the vendor is no longer providing installation and implementation service.

Q7) Exhibit M “Response Content and Submittals Completeness Checklist“, Item N, “Evidence of Insurance“ appears to be included simply to provide additional information regarding additional insured endorsements. Is the County requesting that Acord certificates of insurance be submitted with the bid?

) Yes, the County is requesting Acord certificate(s) to be included with the bid response. Also, please note the additional insured endorsement for General Liability is a separate document that is also being requested.

Q8) On page 29 of the RFP, Section V, “County Provisions“ makes extended reference to the County’s SLEB program requirements, including a requirement to subcontract with an SLEB for 20% of the bid if the bidder does not meet the SLEB requirements directly. As a single-source software as a service vendor, we traditionally provide all services to develop, deploy, train on and support our systems. Typically we do not, nor do we have any need to, subcontract to any other vendor for the performance of these services. Are there any provisions within the County’s SLEB requirements to accommodate this situation?

) Alameda County’s SLEB program is mandated for the inclusion of small and local firms in the County’s contracting activities. The County does not waive the provision unless it can determine there are no SLEB subcontractors available or it is determined to be in the best interest of the County to do so.

Q9) Pages 30-33 of the RFP discuss the requirement that vendors must meet small business and/or local business qualifications or establish a partner relationship with a local business in order to qualify as a potential bidder for this opportunity. Will the County provide more information regarding this requirement? Is this requirement simply part of the qualification grading process, or is it a hard and fast requirement which would then eliminate our company from the bidding process?

) The SLEB requirement is a condition of award. If a bidder is unable to meet the SLEB requirement, they can request a waiver. Their reasons for being unable to comply with the requirement will be reviewed. If other bidders are able to meet the requirement, it would be difficult to grant a waiver to a bidder who does not comply.

Q10) On page 30 of the RFP, Section V, “County Provisions”, Item 2, b states:

Bidders not meeting the small or emerging local business requirements set forth above do not qualify for a bid preference and must subcontract with one or more County certified small and/or emerging local businesses for at least twenty percent (20%) of Bidder’s total bid amount in order to be considered for the contract award.

What documentation is the vendor required to submit with a bid in an effort to comply with this requirement?

What are the options if there are no applicable areas of this project that would require the use of any subcontractor, SLEB or other?

What does the vendor need to submit if they have not located a suitable subcontractor by the due date for proposals?

) The County would review documented evidence of attempts to locate a SLEB subcontractor: phone and fax logs, letters, databases, as an example. The County is interested in determining whether or not a bidder made a substantial effort to locate a SLEB subcontractor, but without success. To meet the subcontracting requirement, the bidder must submit a fully executed Exhibit F, Small Local Emerging Business (SLEB) Partnering Information Sheet, signed by the proposed SLEB subcontractor.

If a bidder does not want to use a SLEB, they can request a waiver and the reasons provided will be reviewed. If other bidders are able to locate a SLEB vendor to subcontract with, it will be difficult to grant a waiver to a bidder who does agree to subcontract with a certified SLEB.

Responses to Verbal Questions

Q11) Will Human Resources be using this system for the entire County of Alameda?) Yes.

Q12) Is the County open to a custom development designed from scratch or would they prefer something that has already been built with the ability to customize existing components? Does the County have a preference as long as the requirements are met?

) The County is looking for a firm that has experience and has successfully implemented the type of system of being proposed by the County. If a vendor has built a custom solution for one of its clients and wants to propose a modified form of the system to the County, that would be considered. In addition, the vendor must fully address the RFP requirements and be able to meet the minimum qualifications as stated in the RFP on page 5, Paragraph D – Vendor Qualifications.

Q13) Is this project fully funded, meaning that if an award is made then an execution will follow? Or is there a possibility for the bid to be awarded but then not executed due to budget restrictions?

) There is an appropriation of funds, meaning that the project is part of the County’s approved budget for the fiscal year 2009/2010. The County is moving forward in good faith with the intention to execute a contract following an award.

Q14) Is this system for the initial phase of recruitment? Or is it for a multiphase process?) The system is to encompass the complete process.

Q15) Does the County want to implement the system in phases, or would they prefer a turn-key solution with a one-time cutover?

) The County wants a one-time cutover and does not want to implement the system in phases.

Q16) Does the County expect pre-existing data to be migrated to the new system? Or, will the new system only deal with data after the one-time cutover?

) While not a requirement, a cost effective solution to convert historical data that would allow us to use only one system at the time of go-live would be highly desirable. Please refer to the Revised Exhibit B-1, Bid Form, included in this Addendum.

Q17) Aside from PeopleSoft, will the system need to interface with any other software?) Yes, please refer to page 7 of the RFP, III Recruitment Process Management #7. The

RFP requires the inclusion of a scanning software interface.

Q18) Aside from being web-based, does the County have a platform preference (e.g., java.net)?) The Alameda County Information Technology Department (ITD) supports both a

JAVA environment under IBM Websphere and a Microsoft .NET environment. Most vendor provided solutions are targeted for a .NET environment and ITD readily supports this.

Q19) Does the County have a preference for the database (e.g., Oracle)?) Alameda County’s ITD hosts and provides database administration support for both

an Enterprise SQL Server 2005 database and DB2 version 8.

Q20) In regards to imaging, the County currently uses MSF&W. Does the County want the new system to integrate MSF&W? Or does the County want the new system to replace MSF&W?

) As referenced on page 7, III, item 7 of the RFP, the software must include a scanning software interface. The County receives paper job applications which will require that an image to be scanned into the software.

Q21) Are “certification” and “placement” the same thing?) No, “certification” refers to the process the County uses to submit names from the

appropriate eligible list by the Director of Personnel to the requisitioning hiring department. “Placement” refers to the actual selection/hiring of a person from the eligible list by the hiring department.

Q22) Who does the County expect the end-user community to be? Is it internal to the County only? Or is it open to the public?

) Users of the system are; 1) applicants searching for jobs with the County, 2) County employees who are HRSD representatives located within operating departments, and 3) employees of central HRSD.

Q23) Does the County want public users to be able to apply online and actually evaluate their status and check the progress of their application?

) Yes.

Q24) Is the County looking for a SAAS (Software as a Service) model or a licensed model? Or, is there a preference?

) The County has experience with both environments for different information technology solutions. The quality and cost of the bidder’s proposed system, support for department business processes, security, ease of use, interfaces, and overall costs will take precedence in this decision.

Q25) What version of PeopleSoft is the County currently using?) PeopleSoft, Version 9.0.

Q26) Currently, does the County use the Position Management module in PeopleSoft?) Yes.

Q27) Is the proposed system a competency based position control model?) The County does not use the Managed Competency module in PeopleSoft. The County

is using the Position Management module.

Q28) How many internal users will be utilizing the system once it is implemented?) The County currently has 35 internal Human Resource users utilizing its online

application and applicant tracking systems. There are 50 internal and external users that have access to the imaging system. With the implementation of the new system we expect that a minimum of 55 additional employees from external departments will be given access.

Q29) Is it just recruiters, or are you envisioning managers also creating requisitions or jobs? Is that process centralized?

) The County is looking for a fully automated system in which the process begins with a hiring manager submitting a requisition to fill a vacant position. This requisition will initiate either the filling of the position or the examination process which encompasses any and all steps related to the examination component of the recruitment, concluding with the certification of an eligible list sent to the department/hiring requester.

Q30) The RFP indicates a January 1, 2010 start date. Is that still accurate?) Yes.

Q31) Can the County clarify the exam process specified in the RFP? Is it one exam or multiple exams?

) An exam can have multiple test components.

Q32) Does the County include other pieces of the hiring process in the exam? An exam is for a job, correct?

) For the County, an exam can be for a single position, or it can be for a group or large number of positions in the same job classification. An exam can have multiple phases or instruments. For example, the first phase could be screening for minimum qualification from applicants; the second phase could be screening for qualified candidates after minimum qualifications are met; the third phase could be an oral interview for qualified candidates.

Q33) Does the exam include all of the steps in the process?) The exam process goes from the initial examination request through to certification.

Q34) Does the County require aptitude tests as part of the exam process? ) Written exams may be part of the exam process, but they are not anticipated to be part

of the software. If written exams are administered, the County expects to be able to download the scores to track them.

Q35) In our model we host the exams for every customer. All of the screening steps and statuses (minimum qualification questions, secondary skill specific or competency based questions, etc.) are part of our solution. Does the County want to automate the exam process as part of the system solution? Does the County want applicants to take the exam in the system? Or does the County want the exam tied to a job code or location code?

) The RFP does not make mention, nor does it require, Computer Based Testing (CBT). However the functionality to have CBT would be accepted for future review.

Q36) How does the County envision the background check process working in the proposed system?

) Background checks are not centralized and will not be part of the system.

Q37) When background checks are completed, does the County want those results tracked in the system?

) No, that is not a requirement of this RFP. Currently, the County’s process for background checks is not centralized.

Q38) What do the exams measure?) They measure knowledge, skills and abilities.

Q39) Is the specific knowledge, skill or ability related, within PeopleSoft, to a job code?) Yes.

Q40) If the County, for example, is hiring for job XYZ, do they know what exam goes with that job?

) Not necessarily. The County will often administer different exams for each job. We tailor each examination to the job specification for which we are testing and, with each recruitment, we may edit, revise or completely redo an examination.

Q41) Currently, how does the County issue exams?) Applicants come in to take exams.

Q42) Are the exams centralized? Do applicants all go to one facility to take exams? Or, are there multiple exam sites?

) The County has multiple sites for exams.

Q43) Does the County have the resources internally to implement this project? Or, does the County need to outsource resources to implement this project? This is in regards to the County’s subject matter expertise, not for the vendor. Does the County envision its own team being the County’s project manager this implementation?

) The County anticipates that there would be a vendor who will have a project manager performing implementation, and the County will have a team working with the vendor. There will be a counterpart project manager from the County. This has been the traditional model for almost every software implementation.

Q44) How does the County expect to train its personnel for this project implementation? How did the County train people to use PeopleSoft?

) The County would prefer to use a classroom style for training as was used for PeopleSoft.

Q45) Is the County opposed to web-based video training?) The County would probably not favor a recorded video format, but a live webinar

might be considered.

Q46) When is the County’s goal for going live with the new system?) The County would like to go live as soon as possible, although we do not have a specific

date at this time.

Q47) On page 4 of the RFP, Paragraph A, “Intent“ states:

The County intends to issue a Request for Proposal (RFP) to award a contract for an estimated six (6) month project for system development and implementation…

If it is quicker than 6 months, the County would be okay with that correct?) The County would be very pleased if the process could be implemented earlier than the

6 months initially allotted provided the project time line and scope of work are fully responsive to the requirements of the RFP, are realistic, and do not shift a large amount of project work to the County.

COUNTY OF ALAMEDA, GENERAL SERVICES AGENCY-PURCHASING EXHIBIT A – BID ACKNOWLEDGEMENT

RFP No. 900622, Addendum No. 2Selection Process Management System

The County of Alameda is soliciting bids from qualified vendors to furnish its requirements per the specifications, terms and conditions contained in the above referenced RFP number. This Bid Acknowledgement must be completed, signed by a responsible officer or employee, dated and submitted with the bid response. Obligations assumed by such signature must be fulfilled.1. Preparation of bids: (a) All prices and notations must be printed in ink or typewritten. No erasures permitted. Errors may be crossed out and

corrections printed in ink or typewritten adjacent and must be initialed in ink by person signing bid. (b) Quote price as specified in RFP. No alterations or changes or any kind shall be permitted to Exhibit B, Bid Form. Responses that do not comply shall be subject to rejection in total.

2. Failure to bid: If you are not submitting a bid but want to remain on the mailing list and receive future bids, complete, sign and return this Bid Acknowledgement and state the reason you are not bidding.

3. Taxes and freight charges: (a) Unless otherwise required and specified in the RFP, the prices quoted herein do not include Sales, Use or other taxes. (b) No charge for delivery, drayage, express, parcel post packing, cartage, insurance, license fees, permits, costs of bonds, or for any other purpose, except taxes legally payable by County, will be paid by the County unless expressly included and itemized in the bid. (c) Amount paid for transportation of property to the County of Alameda is exempt from Federal Transportation Tax. An exemption certificate is not required where the shipping papers show the consignee as Alameda County, as such papers may be accepted by the carrier as proof of the exempt character of the shipment. (d) Articles sold to the County of Alameda are exempt from certain Federal excise taxes. The County will furnish an exemption certificate.

4. Award: (a) Unless otherwise specified by the bidder or the RFP gives notice of an all-or-none award, the County may accept any item or group of items of any bid. (b) Bids are subject to acceptance at any time within thirty (30) days of opening, unless otherwise specified in the RFP. (c) A valid, written purchase order mailed, or otherwise furnished, to the successful bidder within the time for acceptance specified results in a binding contract without further action by either party. The contract shall be interpreted, construed and given effect in all respects according to the laws of the State of California.

5. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order.

6. Samples: Samples of items, when required, shall be furnished free of expense to the County and if not destroyed by test may upon request (made when the sample is furnished), be returned at the bidder’s expense.

7. Rights and remedies of County for default: (a) In the event any item furnished by vendor in the performance of the contract or purchase order should fail to conform to the specifications therefore or to the sample submitted by vendor with its bid, the County may reject the same, and it shall thereupon become the duty of vendor to reclaim and remove the same forthwith, without expense to the County, and immediately to replace all such rejected items with others conforming to such specifications or samples; provided that should vendor fail, neglect or refuse so to do the County shall thereupon have the right purchase in the open market, in lieu thereof, a corresponding quantity of any such items and to deduct from any moneys due or that may there after come due to vendor the difference between the prices named in the contract or purchase order and the actual cost thereof to the County. In the event that vendor fails to make prompt delivery as specified for any item, the same conditions as to the rights of the County to purchase in the open market and to reimbursement set forth above shall apply, except when delivery is delayed by fire, strike, freight embargo, or Act of God or the government. (b)Cost of inspection or deliveries or offers for delivery, which do not meet specifications, will be borne by the vendor. (c) The rights and remedies of the County provided above shall not be exclusive and are in addition to any other rights and remedies provided by law or under the contract.

8. Discounts: (a) Terms of less than ten (10) days for cash discount will considered as net. (b) In connection with any discount offered, time will be computed from date of complete, satisfactory delivery of the supplies, equipment or services specified in the RFP, or from date correct invoices are received by the County at the billing address specified, if the latter date is later than the date of delivery. Payment is deemed to be made, for the purpose of earning the discount, on the date of mailing the County warrant check.

9. California Government Code Section 4552: In submitting a bid to a public purchasing body, the bidder offers and agrees that if the bid is accepted, it will assign to the purchasing body all rights, title, and interest in and to all causes of action it may have under Section 4 of the Clayton Act (15 U.S.C. Sec. 15) or under the Cartwright Act (Chapter 2, commencing with Section 16700, of Part 2 of Division 7 of the Business and Professions Code), arising from purchases of goods, materials, or services by the bidder for sale to the purchasing body pursuant to the bid. Such assignment shall be made and become effective at the time the purchasing body tenders final payment to the bidder.

10. No guarantee or warranty: The County of Alameda makes no guarantee or warranty as to the condition, completeness or safety of any material or equipment that may be traded in on this order.
