LES HAZELL President: SGBA 2021 It is with great pride & honour that I take up the position of South Glamorgan President for 2021 and I will fulfil this role to the best of my ability. From 1985 when I first played this great game, I have always
been involved in the administration side of the game whether at Club or County level. I must offer a huge thank you to the immediate Past President, Wayne Letman, for all his hard work in 2019 and all the Committee members for their continued support. Special thanks to Penylan BC and St.Fagans BC for staging the Championship and Senior Championship games during the season. My special thanks to all the players who represented the County in these fixtures. Each year the President selects a chosen Charity to support, my choice for this year is Macmillan, and your support will be greatly appreciated. REGULATIONS FOR COUNTY MATCHES
1. Teams for all Championship matches, including the Seniors, shall be chosen by The Selection Committee
2. Teams for all other matches shall be selected by the Management Committee, who may delegate their powers in certain cases to the Selection Committee.
3. Each Player selected for friendly matches shall pay £5 for home/away matches. ps: NO friendlies this season 2021 Championship Players will pay £5 for home/away matches. ps: NO food will be provided this season 2021 (fees to be reviewed annually)
4. All fees to be forwarded to the Secretary with exception of
a. This sum shall not apply to matches with representative overseas teams.
b. When the Association is responsible for arranging lunches for an away match, an additional charge will be made.
5. A complete rink of four players may be chosen from the Club on who’s green a friendly County Match takes place.
6. A player can only play for one County per year.
a. Members shall be entitled to wear a County Pocket Badge provided: They have played in six County Friendly matches including County Tour also previous years to count for qualification for pocket badge but at least two games must be away outside of the Association area.
b. They have played in One Championship Match. County players who are badge holders shall be entitled to wear a Championship scroll after one Championship game.
7. All selected players must conform to the following dress code:
a. Pre-post match. Wear County / International Blazer except those playing their first game who may wear their club blazer. In addition, wear County tie, white shirt and grey trousers
b. Match Play. Wear county shirt and white trousers, white pullover/jacket. White cap if needed, regulation bowling shoes to be worn.
8. nb: The secretary/treasurer can supply County ties, pocket badges, scrolls and metal badges, at a price to be fixed by the Management Committee.
COUNTY CHAMPIONSHIP COMPETITIONS
1. These competitions, with no limitations as to numbers from each club, are open to all Bona-fide members affiliated to the County Association and will be played under W.B.A. rules.
2. All entries must be submitted on the Official Entry Forms and must be received no later than the date of the A.G.M. by the County Treasurer
• No entries will be accepted after this date. • All competition entries shall have the names of all the players entered. No reserve
name is required at this time. Entries with A. N. OTHER or CLUB ENTRY, will not be accepted.
• Alterations to entries will ONLY be accepted for the following reason: • Illness, not playing during the season, person leaving the club and the demise of
an entry. The Competition Secretary MUST give his permission before entries can be altered.
• Fees for all competitions are £3.00 per player except the Under 18’s which is free unless otherwise stated.
• Please send all competition fees together with other County subscriptions to: Honorary Treasurer Terry Rudge Esq. 13 Bryn Bala Way, Rumney, Cardiff. CF3 1SX, No later than 15th May each year
3. Trophies which are the property of the Association will be held by the winners for the year and must be returned to the Competition Secretary by the 8th of June each year.
4. The County Competition Secretary will make the draw for all competitions, copies of which will be sent to all Club Secretaries.
• The draw will be made in sections if necessary. • No other notification will be sent in respect of the first games to be played.
Thereafter, winning competitors will be notified by the Competition Secretary of the venue, the name of their next opponent and the last day for the playing of the round.
5. The games will be on a knock-out system - Singles 21 shots; Pairs 21 ends; Triples 18 ends; Fours 21 ends; up to the semi finals with the Semi Final and Final consisting of 21 ends. Substitutes will be allowed in accordance with W.B.A. and W.B.B. Rules
6. The under 18 competition shall be open to all members who have not attained their 18th birthday on the 1st of April in the year of the competition.
• The under 25 competition shall be open to all members who have attained their 25th birthday on the 1st of April in the year of the competition.
• The Seniors competition shall be open to all members who have attained their 60th birthday on the 1st of April in the year of the competition.
7. Each game will be played on the green of the first names in each round, on or before the date stated. Evening matches normally commence at 6:00pm or earlier if competitors agree. Competitors arriving more than 30 minutes after the designated starting time, shall forfeit the game.
• Senior games are usually played in the afternoons, and under 18’s games must be arranged between the competitors. The Home side is responsible for contacting the Away side to arrange the game BEFORE the closing date.
• Under 25’s will be played as specified in the competition sheets. 8. The home side is responsible for nominating the rink(s) to be played on, AVOIDING END
RINKS if possible. The Home Player in all singles competitions must provide a Marker without fail.
9. In the event of inclement weather or any other reason which could foreshorten the playing time, then both sides should agree, before starting the game, the number of ends to be played. 15 ends is the permitted minimum. In the event of the game not being started, or unable to be completed, the Competition Secretary shall be contacted immediately, his decision on the outcome being final.
10. The Competition Secretary shall be informed by telephone of the result of the game as soon as possible by the winning side.
• After completion of the first game only, a fully completed scorecard shall be sent to the Competition Secretary by the winning side. This card will now therefore designate the team members of both sides.
11. After the first game has been played, a side can now use only one reserve. This reserve can be any player from the relevant Club who has not been entered or played in the same competition. The name of this reserve, as soon as he has played, shall be registered with the Competition Secretary.
12. ALL players shall wear white/club colours above the waist, grey trousers/shorts (NO DENIMS) and regulation bowling shoes in all the County Competitions. Semi Finals and Finals white regulation dress or club colour tops will be worn - tbc. Failure to observe this dress code may lead to disqualification.
• nb: In Pairs, Triples and Fours, ALL PLAYERS of the same team MUST wear the same colour, either ALL white tops or ALL club colours, NO mixtures. Grey shorts/trousers to be worn.
13. The semi-finals will be played at Cardiff Athletic BC between Mon 21st to Thurs 24th
June, then the seniors semi at 2pm and open semi at 6pm on Fri 2nd July (week later). The Finals between Mon 26th to Fri 30th July. All players entering any County Singles Competition must be available for the Semi-Final and Finals day with no exceptions. Any player who enters the Competition and is not available for the Semi-Final and Final will be withdrawn from the Competition and will not be eligible to go forward to the NATIONAL FINALS. In the event of extenuating circumstances, the Committee has the right to alter the date and venue of all games.
15. Any club or player having difficulty in playing within the rules of the Competition should contact the Competition Secretary.
16. All finalists will be entered into the Welsh National Championships.
17. The Association guarantees one County Championship / Over 60’s trial in the following season to the winning players in Singles, Pairs, Triples and Fours Competitions.
18. The Committee hope that adherence to the Competition Rules will result in an amicable and efficiently run Competition.
19. The President shall choose the venue that he wants to play the Finals of the County Competitions.
CLUB CHAMPIONSHIPS (Carruthers Shield)
All Clubs are required to adhere to the dates on the Match Programme as the Official dates on which the various games should be played.
There are no objections to any two Clubs mutually agreeing to a more suitable date prior to the last date shown on the Section Draw.
In the event of any difficulty the decision of the County Management Committee will be FINAL.
CONSTITUTION AND RULES 1. The Association shall be called “The County of South Glamorgan Bowling Association”.
OBJECTS 2. The objects of the Association shall be:
a) To foster, promote and safeguard the game of bowls as played in the area of its administration.
b) To adopt and enforce the laws of the game as laid down by the World Bowling Board.
c) To hold inter-county or other matches.
d) To hold annual or other Championships in Single-handed, Pairs, Triples and Fours Competitions together with a team competition in the form of a league, all with the approval of the W.B.A.
e) To interpret, when called upon by Affiliated Clubs or members thereof, difficult or doubtful questions of law and practice, and arbitrate in all differences between the affiliated Clubs when referred to the Association.
MEMBERSHIP 3. Membership of the Association shall be open to those Clubs who are Members of the
W.B.A and who comply with the rules and regulations of the body.
HONORARY & LIFE MEMBERSHIP 4. Honorary & life membership of the Association shall be conferred on those who, in the
opinion of the Management Committee have given outstanding service to the County.
FEES
5.
a) Every club shall pay the Entrance fee and the Annual Subscription as determined by the last Annual General Meeting not later than the 15th of May in each year. Any Club not paying its subscription by the due date shall forfeit all rights and privileges of membership so long as the full subscriptions remain unpaid.
b) Any Affiliated Club which resigns or relinquishes its membership of the Association for any reason whatsoever, shall forego all claims to any of the Association Assets.
GENERAL MEETING 6. The Annual General Meeting of the Association shall be held in Cardiff on the Second
Tuesday in January on the following year.
• The Hon. Secretary shall give at least ten days’ notice of Annual or Special General Meetings to the Hon. Secretaries of each affiliated Club.
• A report of the year’s activities, together with the years audited accounts, and the minutes of the previous Annual General Meeting, shall be presented to the Members at each Annual General Meeting.
• The Annual General Meeting shall elect Officers of the Association in the
following order: Patron President Senior Vice-President Junior Vice-President Hon. Secretary Assistant Hon. Secretary Hon. Treasurer Hon. Match Secretary Hon. Competition Secretary
• The President, Senior Vice-President and Junior Vice-President so elected, shall have served on the Management Committee for not less than one year previously, are also current Members of the Committee.
• The Annual General Meeting shall appoint suitable Auditors. • At all general meetings, the right of voting shall be confined to the officers,
members of the Management Committee and ONE delegate from each affiliated club. A second delegate from each club may attend but shall not have the right to vote.
• A quorum at a General Meeting shall be not less than 20 members who are qualified to vote.
• Notices of motion for inclusion in the Agenda of the Annual General Meeting shall be received by the Hon. Secretary not less than 28 days prior to the meeting. Special General Meetings may be requisitioned by not less than 3 Clubs, such requisition to furnish full particulars of the matter at issue and be signed by the Captains and Hon. Secretaries of those clubs.
MANAGEMENT COMMITTEE 7.
a) The affairs of the Association shall be conducted by a Committee of Management consisting of the Officers and ten representatives such representatives being nominated and elected by a ballot of Affiliated Clubs every three years. Retiring representatives shall be eligible for re-election at each ballot.
• There shall be ten representatives on the Management Committee, from different clubs.
• Past Presidents shall be members of the Management Committee with full voting rights.
b) A ballot for Committee representatives shall be held every three years, and each
Affiliated Club shall be entitled to nominate One candidate for election to the Committee. Candidates receiving the greatest number of votes shall serve on the Management Committee. In the event of a tie between candidates, a further ballot shall be held.
c) in the event of a vacancy occurring on the Management Committee, such vacancy may be filled by the Committee for the remainder of their term by appointing a delegate from within the Association.
SELECTION COMMITTEE 8.
a) There shall be separate Selection Committees for the Championship Team and the over 60’s Championship Team. The Committees shall be appointed by the Management Committee and shall consist of seven (nonplaying) selectors. Deputy selectors not acting as selectors may attend Selection Committee Meetings but shall not have a vote. The Committees shall be appointed for a period of three years.
b) The Championship Committee shall nominate players for the National trial games. The Selection Committee may, if considered necessary, appoint a Manager and Captain for their own side.
c) The President shall be Chairman of both Committees with a casting vote only. Should the President be an appointed member of either Committee, his deputy shall become the selector and another deputy appointed in his place.
WBA DELEGATES 9. The Management Committee, when elected, shall also appoint or nominate the
requisite delegates to the Committees of the Welsh Bowling Association.
REPLACEMENT OF REPRESENTATIVES 10. If, in the opinion of the Management Committee, any representative or officer of the
Association is not giving adequate attention to his duties, the Committee shall have the right to replace him for the remainder of the period of his office. The Hon. Secretary shall be required to notify both him and his club, in writing, at least 28 days before such action is taken.
ALTERATIONS 11. No alterations or additions to the Constitution and rules of the Association, shall be
made, except at a General Meeting. 28 days’ notice in writing shall be given to the Hon. Secretary, setting forth in full, such proposed alterations or additions which shall be stated in the notice of business for the meeting and such proposals shall be voted upon without amendment thereto. Such alterations or additions shall only be adopted when two -thirds of the members present and entitled to vote, shall be in favour.
