CEO’s Message:
I cannot thank our Board enough for guiding us to another outstanding year at
the County of Chautauqua Industrial Development Agency (CCIDA). I’d like to
acknowledge the great leadership, of our Chairman, Mike Metzger, and also thank two
Board members who stepped down last year– Dr. Gregory DeCinque and Fred Croscut.
Our current Board members are listed on the back page.
Our Team – Rich Dixon, CFO; Carol Rasmussen, Project Manager; Lawrence Taylor,
Project Manager; Kristine Morabito, Project Manager; Valerie Thor, Financial Assistant;
and Sue Casel, Administrative Assistant – once again exhibited their total commitment to
economic development in our County. Their friendly, detailed approach to complex business
issues have made for strong relationships with our local businesses and with businesses
looking to start here.
In 2013, we may have set a record for annual lending with over $4,000,000 in new
loans in the AL Tech Revolving Loan Fund and the Chautauqua Region Revolving Loan
Fund. Our staff worked closely not only with the businesses to make those extraordinary
numbers happen, but they also worked in partnership with our banking community, and
state and local economic development agencies.
We need to only look to a quote in the March 16 Sunday edition of The Post Journal
to understand those great working relationships. In an article about locating the new
Nowinski Pierogies (Rae Foods, Inc.) manufacturing company in Westfield, Rachelle
McFeely, a co-owner, said “….the CCIDA was phenomenal….” We thank her for such
generous words, but the real story was the exceptional team work amongst the CCIDA,
Empire State Development Corporation, the Westfield Development Corporation,
Lakeshore Savings Bank, and Westfield’s Village and Town officials. Together we
helped the owners get the deal for Rae Foods finalized.
In 2013, a fantastic community effort—PowerUpWNY-- come together to save the
NRG power plant in Dunkirk, which will convert from coal to natural gas. The CCIDA
proudly played a role in the effort, and we thank all the leaders and citizens for what they
did to protect our tax base.
2014 is off to a mixed start. There is much emphasis on the StartUP NY program
initiated by the Governor last year. We are working closely with SUNY Fredonia and
Jamestown Community College to assist them in launching their StartUP NY plans.
This can be a great tool to grow jobs here. At the same time we look at the devastating
news at Carriage House/ConAgra in Fredonia and Dunkirk. A quality management team
and workforce with a long history of producing great products will be phased out of their
jobs over the next year by a decision made 900 miles away. We are already involved in
finding new uses for the plants to bring new jobs to both communities.
We have also been visiting local companies to introduce them to Vince Horrigan, our
new County Executive. His vision of helping our businesses grow fits perfectly with our
long-term business retention and expansion program, and we will work closely with him
to fine tune and expand what we do.

2013 Year in Review: By the Numbers

Looking Back:In 2013, the CCIDA administered 25 Tax Lease/PILOT projects. These projects made Payment In Lieu of Tax (PILOT) payments to various taxing jurisdictions in Chautauqua County totaling $9,328,067. These PILOTs included advanced manufacturing, tourism and housing projects, and resulted in the creation and retention of 2,517 jobs.
The CCIDA also administered over 70 loans, totaling over $13 million in outstanding balances in its AL Tech Revolving Loan Fund and Chautau-qua Revolving Loan Fund. These two funds assisted in projects that cre-ated and retained 1,839 jobs.
Looking Forward:Business Incentives in 2013 focused on our manufacturing, food processing and tourism clusters.

Manufacturing remains a strong and vibrant industry with “DMP” known for their sheet metal and fabrication work since the
1940’s. Having expertise in the automotive, locomotive, medical, drainage, and gas and oil industries, the company’s
in-house engineering and the ability to fulfil production runs of any size, make them a one-stop shop for all of their customer’s
needs. CCIDA provided tax incentives and sold a building to DMP for relocation, providing a larger space to innovate,
expand and grow their workforce for years to come.

Already a favorite in Western New York, Nowinski Perogies found a new home right here in Westfield after 15 years of operation in New Castle, Pennsylvania.
Under the new ownership of Rae Foods, Inc. the company aquired, renovated and equipped a 15,000 square foot facility to expand and grow business with a renewed vision and vigor. CCIDA led the coordination of state and local assistance, as well as providing working capital and equipment financing, along with tax abatement incentives.Foods, Inc.

CCIDA tax incentives were provided to S. Howes, Inc. for an 8,100 square foot expansion resulting in additional capacity, allowing them to secure larger
and more complex projects
Empire Specialty Cheese Company, LLC recently purchased the former AFA Foods facility in Blockville to relocate and expand their operations.
This unsolicited, spontaneous statement, by a new business owner bringing new jobs and revenue to Chautauqua County, proves that the economic development professionals of Chautauqua County have delivered once again for the people and taxpayers of our County.
Southern Tier Brewing Company, Inc. in the Stoneman Industrial Park in the Town of Busti is again expanding their facilities. The company erected a 45,000 sq. ft. building in 2013 for warehouse space for packaging materials, and includes office space, lab and six loading docks. Their growth in current and projected sales prompted this expansion project. The new addition will bring a total of approximately 83,000 sq. ft. of new construction in the Town of Busti since they began their operations in 2003. Southern Tier Brewing Company currently has over 60 employees.
STB Company distributes in over 30 states and Canada. This Chautauqua County company has been ranked No. 15 among the top 50 Overall US Brewing Companies, according to US Brewers Association 2012 production statistics for the industry. Owners of this company are Phineas DeMink, President and Sara DeMink, Vice-President.
The CCIDA Board of Directors approved assistance through tax incentives,and sold 44 acres of land in StonemanIndustrial Park to the company.

Artone, LLC was founded in 1974, and has become a world class supplier of comprehensive commercial and institutional furniture solutions. Their customers demand high quality, custom designed case goods, and Artone delivers the best combination of progres-sive style and turnkey products for the hospitality, store fixture, health care and commercial markets. They have the flexibility to develop everything from flat panel production to completed case goods using materials such as laminates, woods, veneers, edge treatments, plastics, stone products, and metals, and the capac-ity to produce these items quickly and in quantity.
This real estate purchase at 1111 Allen Street, Jamestown, NY was essential for the growth of the company. There was a need to purchase this building for efficiency, work-flow capabilities, and future growth. They are adding a new manufacturing line from out-of-state in 2014. The company was awarded a $300,000 AL Tech loan by the CCIDA Board of Directors

An addition to the existing Fairway Suites at the Peak that includes: a Great Room with Stone fire-place, Greeting & Registration area with wine bar
and light snacks, full state-of-the-art Fitness Center complete with yoga mats and juice bar, outdoor
infinity pool with water gardens, outdoor year-round 8 person hot tub with outdoor television, gas fire pit
and extensive patio garden.
CCIDA assisted the project with a Tax Lease and PILOT incentive.
Ready for the Future
Chautauqua County is very for-tunate to have a 140 acre New York State Certified “Shovel Ready” Site located in the Town of Ripley. In addition, we have the Mason Industrial Park and Airport Hill Industrial Park, both located in the Town of Ellicott; and the Chadwick Bay Industri-al Park in the Town of Sheridan, all of which have the necessary infrastucture and environmental certifications in place to facilitate rapid construction start-ups. Moreover, the County has an abundant inventory of privately owned “greenfield”, “brownfield” and “adaptive reuse” proper-ties, along with the expertise to convert them to productive industrial and commercial sites.
The CCIDA’s Uniform Tax Ex-emption Policy (UTEP), provides abatements and exemptions from property, sales, use and mortage recording taxes for eligible projects. The UTEP abatement applies to the value added by construction or reno-vation for industrial, commercial and tourism related projects that will have a significant im-pact within Chautauqua County.
The CCIDA also has the abil-ity to issue tax-free or taxable revenue bonds depending on project size. An affiliate of the CCIDA, the Chautauqua County Capital Resource Corporation (CRC), can provide tax exempt revenue bonds for projects that the CCIDA cannot undertake, such as funding for a 501(c)(3) organization’s projects.

A $480,000 AL Tech loan assisted Scott’s Peek n’ Peak, and resulted
in reducing their annual electric cost by approximately $180,000 per year.
An AL Tech loan and a PILOT/Tax lease incentive was awarded to
Gren Ventures, LLC for the constuction of a 22,990 sq. ft.
building which will be utilized as a recycling center.
