Rose Black was present on several top- ics. Black was wondering about building a container home. The home would be on a foundation. The Commission requested a building permit so legal counsel can review for the June meeting. Black had a complaint about a yard in her neighborhood. The Com- mission will address under the nuisance ve- hicle ordinance. Black had a question on who is responsible for the cigarette butts on the corner of 13th St. and 1st Ave N. The under- standing is that the Lutheran Home has im- plemented a new rule on the cigarette butts, so that may correct that nuisance. Sheriff Lies reviewed the Sheriff’s Depart- ment quarterly report with the Commission. Ystaas moved to approve the Sheriff’s report. McKnight seconded. Motion carried. The regular meeting was recessed for a zoning hearing at 7:30 p.m. No one appeared on the Justin Ystaas request to rezone his property. McKnight moved to grant Justin Ystaas’ request to change the zoning from residential zoning district to general business zoning district for West half of AL 3 and all of Lot 4 of 31-149-66 of New Rockford. Hager seconded. Ystaas abstained from the roll call vote, all voted to approve. Motion carried. Korey Anderson was present for the Ryan Hager rezoning request. Anderson was questioning if the land was considered a wet land. The water drain was discussed. Ysta- as moved to grant Ryan Hager’s request to change the zoning from residential zoning district to industrial zoning district for Block 2 of Rosedale Addition in New Rockford. Rich- ter seconded. Hager abstained from the roll call vote, all voted to approve. Motion car- ried. The rezoning hearings were adjourned and the regular meeting was reconvened. Erling Rolfson and Larry Danduran were present for the New Rockford Airport Au- thority. Rolfson reviewed the plans for the airport runway, taxiway, apron and hanger with the Commission. The Airport Authority had approached Eddy County Commission- ers about funding as was done in the past. The County Commissioners declined to help without an agreement in place. Rolfson was requesting the City Commissioners sit down with the County Commissioners about future funding for the airport. Commissioner Richter will make some contacts and report back at the June meeting. PWS Hirchert presented his monthly re- port. Items being worked on in April were a collapsed sewer line, blading alleys, picking up garbage, and cleaning the water plant tanks. There has been some issues with Waste Management on garbage pickup. The bobcat and the two lawn mowers are in. Tree cleanup was discussed. Richter moved to approve the report as presented. McKnight seconded. Motion carried. A written report from Wade Senger from Interstate Engineering was read. The report was an update on the water main project. Bid opening is set for May 20 at 3:30 p.m. in City Hall. There is an issue with a water line on 4th Street N. The line was to be discon- tinued but PWS Hirchert has found a water service line connected to it. Hirchert would like an agreement written up between the property owner and the city, approving the city to replace the water line to 3rd Ave N. There will be a special meeting on May 23 at 8:00 a.m. in city hall to award the water project contract. Richter moved to approve building per- mits for Jim Ehni, replace windows; DPRCA, storage shed; and George Ritzke, shingles. Ystaas seconded. Motion carried. McKnight moved to approve four (4) Spe- cial Liquor permits for Hanson’s Bar. Richter seconded. Motion carried. McKnight moved to approve housing in- centives for Melanie Thompson and Dennis & Alison Nybo. Hager seconded. In a roll call vote, all voted to approve. Motion carried. After a discussion, Richter moved to ap- prove a Renaissance Zone Project at 920 1st Ave. S. for Jason Munson. Hager seconded. Motion carried. Tim Scheer was requesting to purchase a parcel in the city for a garage or a garden.The parcel is across the street from his residence. Richter moved to sell Lot 27 & East 22’ of Lot 28, Block 10 of Original for $330.00 to Tim Scheer. Seconded by Ystaas. Motion carried. The list of nuisance vehicles and yards were reviewed. There was a question about vehicles in Apartment house parking lots. The Auditor is to contact the owner for names and addresses. City Ordinance 10- 03-01 was referenced for the process to no- tify the vehicles owners. McKnight moved to proceed with nuisance letters to vehicle own- ers and property owners. Ystaas seconded. Motion carried. Changes to the City’s policy manual were reviewed. McKnight moved to accept the changes to the policy manual. Ystaas sec- onded. In a roll call vote, all voted to approve. Motion carried. McKnight moved to change the job description for the water plant man- ager to include language that the manager must carry his city cell phone with him at all times. Hager seconded. In a roll call vote, all voted to approve. Motion carried. Richter gave an update on 3rd Street NE. Marlin Weisenburger will be obtaining costs to install a drainage system in the street and reporting back to Richter. Jerry Barrett submitted a claim that the city damaged his ladder during snow remov- al. The ladder was stored on the alley right of way. Richter moved to deny Jerry Barrett’s claim. McKnight seconded. Motion carried. Auditor to send a letter to Mr. Barrett. The auditor reported that New Rockford received the 2018 Tree City USA award. May 29 will be the State Arbor Day celebrations in New Rockford. There was a discussion on NR Area Betterment Corp. updating the fire danger sign on the Community signs. The auditor handed out the 2018 Drinking Water Quality report. The auditor will be at- tending the NDLC Legislative session review in Carrington on June 4. Richter moved to approve the annual gam- ing site authorizations for Midway Aerie 2923 FOE and New Rockford Lions. Ystaas sec- onded. With McKnight abstaining, all vote for. Motion carried. McKnight moved to purchase sixteen 18x24-magnet city logo signs for $500.00. Hager seconded. In a roll call vote, all voted to approve. Motion carried. The New Rockford Lions Club donated 8 benches for the Centennial Park. There has been some issues with Waste Management on garbage pickup. The bobcat and the two lawn mowers are in. Tree cleanup was discussed. Richter moved to approve the report as presented. McKnight seconded. Motion carried. A written report from Wade Senger from Interstate Engineering was read. The report was an update on the water main project. Bid opening is set for May 20 at 3:30 p.m. in City Hall. There is an issue with a water line on 4th Street N. The line was to be discon-tinued but PWS Hirchert has found a water service line connected to it. Hirchert would like an agreement written up between the property owner and the city, approving the city to replace the water line to 3rd Ave N. There will be a special meeting on May 23 at 8:00 a.m. in city hall to award the water project contract. Richter moved to approve building per-mits for Jim Ehni, replace windows; DPRCA, storage shed; and George Ritzke, shingles. Ystaas seconded. Motion carried. McKnight moved to approve four (4) Spe-cial Liquor permits for Hanson’s Bar. Richter seconded. Motion carried. McKnight moved to approve housing in-centives for Melanie Thompson and Dennis & Alison Nybo. Hager seconded. In a roll call vote, all voted to approve. Motion carried. After a discussion, Richter moved to ap-prove a Renaissance Zone Project at 920 1st Ave. S. for Jason Munson. Hager seconded. Motion carried. Tim Scheer was requesting to purchase a parcel in the city for a garage or a garden.The parcel is across the street from his residence. Richter moved to sell Lot 27 & East 22’ of Lot 28, Block 10 of Original for $330.00 to Tim Scheer. Seconded by Ystaas. Motion carried. The list of nuisance vehicles and yards were reviewed. There was a question about vehicles in Apartment house parking lots. The Auditor is to contact the owner for names and addresses. City Ordinance 10-03-01 was referenced for the process to no-tify the vehicles owners. McKnight moved to proceed with nuisance letters to vehicle own-ers and property owners. Ystaas seconded. Motion carried. Changes to the City’s policy manual were reviewed. McKnight moved to accept the changes to the policy manual. Ystaas sec-onded. In a roll call vote, all voted to approve. Motion carried. McKnight moved to change the job description for the water plant man-ager to include language that the manager must carry his city cell phone with him at all times. Hager seconded. In a roll call vote, all voted to approve. Motion carried. Richter gave an update on 3rd Street NE. Marlin Weisenburger will be obtaining costs to install a drainage system in the street and reporting back to Richter. Jerry Barrett submitted a claim that the city damaged his ladder during snow remov-al. The ladder was stored on the alley right of way. Richter moved to deny Jerry Barrett’s claim. McKnight seconded. Motion carried. Auditor to send a letter to Mr. Barrett. The auditor reported that New Rockford received the 2018 Tree City USA award. May 29 will be the State Arbor Day celebrations in New Rockford. There was a discussion on NR Area Betterment Corp. updating the fire danger sign on the Community signs. The auditor handed out the 2018 Drinking Water Quality report. The auditor will be at-tending the NDLC Legislative session review in Carrington on June 4. Richter moved to approve the annual gam-ing site authorizations for Midway Aerie 2923 FOE and New Rockford Lions. Ystaas sec-onded. With McKnight abstaining, all vote for. Motion carried. McKnight moved to purchase sixteen 18x24-magnet city logo signs for $500.00. Hager seconded. In a roll call vote, all voted to approve. Motion carried. The New Rockford Lions Club donated 8 benches for the Centennial Park. With no further business, the meeting ad-journed at 8:58 p.m. Minutes are subject to approval at the next regular Board meeting
