This report provides an update on population trends in New York State on a county-by-county basis. The U.S. Census Bureau recently released detailed county level data that provides estimates as of July 1, 2018 on a wide variety of demographics. The first part of the report highlights information on population at the state level compared to the rest of the nation. The final portions of the report provide county level population trends and comparisons, followed by individual demographic snapshots for each county. This report was last updated in 2016 (for 2015 Census data). Population Trends in New York State

New York State and the Rest of the Nation In 1960, New York State had the highest population in the nation with about 16.8 million people. By 1970, the rapid population growth in California had positioned that state as the most populace and New York dropped to second with about 18.2 million people. The 1970’s was a tumultuous decade for many urban and heavily industrialized states. New York, along with other similarly situated states, saw significant population losses during that decade. New York City’s population alone dropped by more than 1 million during the 1970’s as suburban communities blossomed and there was a large migration to southern states and the west coast. New York State would not surpass its 1970 population for 30 years until the 2000 census. Through the 2010 census, New York managed to cling to its 3rd most populous state ranking, but by the end of 2014 the Census Bureau estimated that Florida took away the number three spot from New York. While New York should retain its number four ranking for some time to come the rate of population growth over the last 58 years as compared to the rest of the nation is a cause for concern. The chart below highlights how New York’s population ranking has changed over the last 58 years.

New York’s drop in the population rankings is further highlighted in the chart below which shows the population growth rates for the fastest growing states, as well as the slowest. The growth trend for New York has not improved in recent years as the state remained in the bottom five in population growth and dropped from 5th lowest growth rate to 4th lowest growth rate for the 2010 through 2018 period. If current trends continue, it is likely that New York State will drop to 3rd lowest growth rate over the last 60 years, as Iowa has improved its rate of growth during the last decade while New York’s

continues to erode. In fact, according to the U.S. Census Bureau, New York State lost population in 2016, 2017 and 2018. Even New York City, which has driven much of the state’s population growth in recent memory, lost population in both 2017 and 2018.

United States 82% Population Trends in New York’s Counties In addition to changing growth trends across states, a similar dynamic plays out at the county level in New York. Population trends across counties have varied significantly over the years, but most counties have experienced population loss since 2010. The total population for counties outside of New York City has declined every year since 2013. Since 2010 these counties have seen their total population decline by .6 percent, while the U.S. population has grown by 5.8 percent over the same period.

• Only five counties have gained population in each decade since 1970 as well as during the 2010 through 2018 period.

• Five counties have lost population in each decade since 1970 as well as during the 2010 through 2018 period.

• The trend in the number of counties experiencing population loss has accelerated over time. Even though the year-to-year decline in some counties is only a handful of people, the overall trend is not positive.

On the next page is a chart of the five counties experiencing the greatest population growth and the five counties experiencing the lowest growth since 1970. As expected, counties with the highest growth rates over the last 48 years have experienced a steady rate of increase in nearly every decade since 1970.

The map below provides a view of how population changes have unfolded in the last eight years in different regions of the state. As the map highlights, population growth (green and blue counties) is concentrated in two primary areas, including the New York City metropolitan area and the Capital Region. Apart from these “regional” clusters, some growth is present in a few counties in the Western/Finger Lakes regions. The rest of the state has experienced varying degrees of population loss from 2010 through 2018.

Population Projections for New York State

These population trends are significant as we look to the future. Population loss has resulted in a decline of political power in Washington D.C. for New York State and continued losses will erode that power further. Population data also forms the basis for the distribution of funding for a wide variety of federal programs and initiatives. In addition, population and demographic data assists policy makers in deciding where and how to invest resources to meet the needs of an aging population, infrastructure, assess shortfalls in available and trained workers, and evaluate economic growth challenges and opportunities, among other issues.

Below is a map that shows projected population impacts by county for 2015 through 2040. The data and projections come from Cornell University, Program on Applied Demographics. The methodology for the projections can be found at: https://pad.human.cornell.edu/counties/downloads/2018Methodology.pdf .

The map shows the magnitude of changes by county—with the severity of the population loss increasing as the colors on the map grow darker.

The Importance of Census Data and Trends

As mentioned, the federal government uses Census data for a broad array of purposes including the distribution of federal formula grants to regions of the country and all corners of each state. Population and demographic trends are also used to analyze cultural shifts and to plan for future needs, such as ensuring adequate resources are in place to meet the needs of an aging population; where to build schools, hospitals, housing and roads; planning for long term infrastructure needs; and drawing federal, state, and local legislative districts. Business and industry look at the data to determine market opportunities and workforce needs. Below is a list from the U.S. Department of Labor regarding how government and business officials use key demographic data for planning purposes. Significant Ways Population and Demographic Data Are Used: • Decision-making at all levels of government.

• Drawing federal, state, and local legislative districts.

• Attracting new businesses to state and local areas.

• Distributing over $300 billion in federal funds and even more in state funds.

• Forecasting future transportation needs for all segments of the population.

• Planning for hospitals, nursing homes, clinics, and the location of other health services.

• Forecasting future housing needs for all segments of the population.

• Directing funds for services for people in poverty.

• Designing public safety strategies.

• Development of rural areas.

• Analyzing local trends.

• Estimating the number of people displaced by natural disasters.

• Developing assistance programs for American Indians and Alaska Natives.

• Creating maps to speed emergency services to households in need of assistance.

• Delivering goods and services to local markets.

• Designing facilities for people with disabilities, the elderly, or children.

• Planning future government services.

• Planning investments and evaluating financial risk.

The pages that follow provide a 2018 demographic profile, or snapshot, for each county. Population growth challenges in New York, especially Upstate, have been well documented, but these tables also provide a glimpse of the age, sex, race, housing, education, health, and income status of the residents of each county. The data for each county is compared to New York State and the nation.
