Bids for theproject were accepted in the Division of Real Estate and Asset Management on January 4, 2011.A copy of the bid tabulations are attached for your reference.

This project will provide for the refurbishment and modernization of three Rath Building lowrise elevators. The elevators are over 40 years old and replacement parts are difficult to obtain,thus resulting in down time with inadequate services and inefficiency. The elevators will bebrought up to current OSHA and ADA standards.
The low bidders are Greater Niagara Mechanical, Inc (Mechanical Contract), Bison ElevatorServices, Inc. (Elevator Contract), and Goodwin Electric Corporation (Electrical Contract).
FISCAL IMPLICATIONS
Funds for the project are currently available in the approved 2007 capital budget, SAP ProjectA.00314.1.3 - 2007 - Rath Building Low Rise Elevator Modernization.
REASONS FOR RECOMMENDATION
Refurbishment and modernization of the Rath Building low rise elevators will result in less downtime, costly elevator repairs and inefficiencies in operation and use.
BACKGROUND INFORMATION
The Rath Building low rise elevators are over 40 years old and are becoming more and moredifficult to maintain due to lack of parts available. Refurbishing of the elevators will save theCounty 0 & M funds for costly repairs and maintenance.
CONSEQUENCES OF NEGATIVE ACTION
The elevators will continue to require more frequent and costly repairs until the time comeswhen they will have to be shut down permanently due to lack of repair parts.
STEPS FOLLOWING APPROVAL
Contracts will be executed by the County Executive with Bison Elevator Services, Inc., GreaterNiagara Mechanical, Inc. and Goodwin Electric Corporation so that construction work maybegin.

WHEREAS, the Erie County Division of Real Estate and Asset Management receivedbids for the Rath Building Low Rise Elevator Modernization Project on January 4, 2011; and
WHEREAS, the Erie County Division of Real Estate and Asset Management isrecommending award of contract to the lowest responsible bidder, along with the engineer; and
WHEREAS, your honorable body has previously approved a GeneralArchitectural/Engineering Agreement with the Engineering firm of Ram-Tech Engineers, PC forproviding professional design services on Erie County projects; and
WHEREAS, the County Executive is seeking authorization from your honorable body toenter into a construction contract with Bison Elevator Services, Inc., Greater NiagaraMechanical, Inc. and Goodwin Electric Corporation for the Rath Building Low Rise ElevatorModernization project.
NOW, THEREFORE, BE IT
RESOLVED, that the County Executive is authorized to enter into a contract with thelowest responsible bidders for the Rath Building Low Rise Elevator Modernization project asfollows:
Elevator Construction WorkBison Elevator Services, Inc. for a base bid and total contract in the amount of $465,000.00
Mechanical Construction WorkGreater Niagara Mechanical, Inc. for a base bid and total contract in the amount of $44,700.00
Electrical Construction WorkGoodwin Electrical Corporation for a base bid and total contract in the amount of $46,470.00
; and be it further
RESOLVED, that the sum of $100,000.00 be allocated to a construction contingencyfund with authorization for the County Executive to approve change orders in an amount not toexceed the contingency; and be it further
RESOLVED, that the Comptroller's Office be authorized to make payment for all theabove from SAP Project A.00314.1.3 - 2007 - Rath Building Low Rise Elevator Modernizationfor an amount not to exceed $656,170.00; and be it further
