As you are aware of Mrs. Peggy Rutherford recently decided to step down fromher position as Board Treasurer due to health. Her service and friendship will bemissed. Mrs. Rutherford was appointed to the Sullivan County EmergencyCommunications District Board in September 201 3. Her appointment does notexpire until September 2017.

I am requesting that you fill that position with J. D. Gregory at your convenience.The Volunteer Fireman Association and the Sullivan County 9-1-1 BoardDirectors is recommending him for this position.

Mr. Gregory graduated from Suclivan East High School in 2001. Then he went onto obtain his Bachelors of Science with a major in Criminal Justice and a minor inEmergency Disaster Response Management at ETSU. He was employed atSullivan County Sheriffs Office from 2004-2013, where he started as adispatcher and then became a patrolman. During the years of service at theSheriff’s Office he was on several Special Teams such as the Bomb Squad,Crisis Intervention, Fugitive Apprehension, Field Training Officer(FTO), Fata~Incident Response Support(FIRST) and Underwater lnvestigation(DIVE) Team toname a few. He also has many schools and specialized trainings that is over600 hours of training above Tennessee Basic Law Enforcement TrainingAcademy and the Tennessee Highway Patrol (THP) Academy.

In 2013 Mr. Gregory left the Sullivan County Sheriffs Office to go to theTennessee Highway Patrol (THP) and that is where he is currently.

WHEREAS, Amyotrophic Lateral Sclerosis (ALS), known by many as Lou Gebrig’s disease,is aprogressiveneurodegenerativediseasethat attacksnervecellsandpathwaysin thebrainand spinal cord.Whenthesecellsdie, voluntarymusclecontrol andmovementdieswith them. Patientsin thelater stagesof the diseasearetotally paralyzed, yet in most cases, their minds remain sharp andalert.

WHEREAS, Every day, an averageof 15 peopleare newly diagnosed with ALS - more than 5,600peopleperyearandasmanyas30,000Americansmay currentlybe affectedby ALS. Annually, ALS isresponsible for two deaths per 100,000people.

WHEREAS, the averagelife expectancyof a person with ALS is two to flve years from time ofdiagnosis;however,with recentadvancesin researchand improvedmedicalcare,manypatientsarelivinglonger, more productive lives. Half of all thoseaffected live at least threeyearsor moreafterdiagnosis.About 20 percentlive five yearsormore,andup to tenpercentwill survivemorethantenyears.

WHEREAS, ALS occursthroughouttheworld with no racial,ethnic,or socioeconomic boundaries.ALScanstrilcè anyone.Every single American is threatenedby this disease.

WHEREAS,The AILS Association hascommittedmorethan567 million to find effective treatments anda curefor Lou Gehrig’s Disease. Their global research effort has helped increase the number of scientistsworking on ALS, advancednewdiscoveriesand treatments,andhas shedlight on thecomplexgeneticandenvironmentalfactorsinvolved in ALS.

WHEREAS, raising public awarenessof this disease will lead to increasedsupport for Tennesseefamilies living with ALS and facilitate the discovery of a cure.

Honorable Commissioner,

On January 13, 2016, Austin Ramsey and Griffin Winkle approached the Sullivan County LocalEmergency Planning Committee to discussa potential4-H projectthatmight benefitemergencypreparedness in Sullivan County. The idea that resulted was to updatethe county’scasualtycollectionpoints. Manyyearsago,casualtycollectionpointsweredevelopedto bring seriouslyinjured victims tospecificareasthroughoutthe county.Working with theLEPC andEMA, thesegentlementook the olddatepointsand usingGIS data,pinpointedtheselocationsmoreaccuratelyand placedthem on a map.

Sullivan CountyEMA wasableto visit theselocationsthroughthe GIS mapsanddecideeachlocationscapability andneed.Someofthe olderpointshadbeenbuilt overthoughgrowth.Thesenewpointswereclassifiedby capability.Thesepoints wereclassifiedinto threecategoriessuchascapabilityto receivealargetruck, helicopteror whethertherewasa structurecloseby to beout ofthe weather.

Thesenewpointswill beusedin caseof differentemergencies.Theycan still beusedto receivemultiplesick or injuredvictimsbut also a placeto distributeemergencysuppliessuchaswater,blanketsor foodduring a majordisaster.

By placingall this informationon the GIS mapsandmakingit availableelectronically,local emergencyplannerswereableto “visit” theselocationsform computerandnothaveto physicallydriveto eachlocationsavingmanyhoursand fuel usage.Theseyoungmenalso took it a stepfurtherand ableto showthe fewestnumberofpoints toreachthe largestpercentageofthepopulationin caseof wide spreaddamageduringa majordisaster.

SullivanCountyLEPC is extremelygratefulfor theworktheseyoung mencompletedandwould like torecognizethem duringtheMay CountyCommissionMeetingandalsogive them a plaqueof ourappreciation.WE would also like to congratulatethem on gettinga

WHEREAS, TennesseeCode Annotated § 67-5-207 provides an exemption from local advaloremtaxesfor any portion of real and personalproperty, ownedby a qualif~,’ingTennesseenot-for-profit corporation, that is used for permanent housing of low income persons withdisabilities, or low income elderly or handicapped persons, and financed by grants or loans asprovided in T.C.A. § 67-5-207(a)(1); and
