Test BOP stack to 1500 psi w/rig pump. Drill 8 3/4" hole to 2300'. Drilling breaks,w/good sample shows, will be tested. Electric logs will be run at T.D. If the well is commercial, 5 1/2" casing will be run and cemented to above the Dakota Formation.

Plan to drill well with fresh water gel mud w/controlled water loss.

CONDITIONS

Approval has been granted to drill this location as detailed on the attached Application for Permit to Drill (Form 2) with the following additional provisions:

1. Cement will be circulated to the ground surface on the surface casing.

2. If production casing (long string) is set: A. Sufficient cement will be circulated on the long string

to cover any fresh water aquifer not covered by the surface casing.

B. A cement bond log will be run and filed with the Department.

3. If abandoned: A. With long string, sufficient cement will be circulated

to install: 1) A 100-foot cement plug immediately above the

perforation. 2) A 100-foot cement plug, half in and half out of

the top of the casing stub after the retrievable part of the production casing has been removed.

3) A 100-foot cement plug, half in and half out of the top of any fresh water aquifer between the top of the casing stub and the base of the surface casing.

4) A 100-foot plug, half in and half out of the base of the surface casing.

5) A 25-foot cement plug at the top of the surface casing.

B. Without long string, sufficient cement will be circulated to set: 1) 100-foot cement plugs, half in and half out of the

top of the following formations: Red River (if present), Madison (if present), Fall River, Dakota and Greenhorn.

2) A 100-foot cement plug, half in and half out of the base of the surface casing.

3) A 25-foot cement plug at the top of the surface casing.

C. Heavy, mud-laden fluid will be used between all plugs.

4. A washed set of sample cuttings (or cores if cut) is to be shipped to the State free of charge.

All mud additives are compatible with pit liner material.

3. Whnt is the expected life of pa7Drilling and completion will take 4 to 6 weeks. However, the pit may be left open for an additional 4-5 months awaiting proper weather conditions before the pit is filled in and covered.

4. Describe the geology of the well site. The description must include formation and soil types. This information may be obtained from the U.S. Soil Conserva-tion Service soil surveys, from published geological maps or from other reports nnd publications.

5. Prscribe the hydrology of the well site: A. A description of the formations encountered from drilling the rat hole using

South Dakota equivalent nomenclature. This information should include rock types and geological materials. As an alternative to drilling the rut hole, the site excavation process may be used. If this is used, it must be accom- panied by notarized affidavit from the land owner that no water exists in the area to at least a depth of 10 feet below the bottom of the pit. about the potential for hazardous materials existing at the site. The equipment, techniques, and personnel used to perform a geoenvironmental exploration differ substantially from those applied in geotechnical engineering. Contamination can create major risks. If you have no information about the potential for your site being contaminated, you are advised to speak with your geotechnical consultant for information relating to geoenvironmental issues.

A GEOTECHNICAL ENGINEERING REPORT IS SUBJECT TO MISINTERPRETATION Costly problems can occur when other design profes-sionals develop their plans based on misinterpretations of a geotechnical engineering report. To help avoid misinterpretations, retain your geotechnical engineer to work with other project design professionals who are affected by the geotechnical report. Have your geotech-nical engineer explain report implications to design professionals affected by them. and then review those design professionals' plans and specifications to see how they have incorporated geotechnical factors. Although certain other design professionals may be fam-iliar with geotechnical concerns, none knows as much about them as a competent geotechnical engineer.

BORING LOGS SHOULD NOT BE SEPARATED FROM THE REPORT Geotechnical engineers develop final boring logs based upon their interpretation of the field logs (assembled by site personnel) and laboratory evaluation of field samples. Geotechnical engineers customarily include only final boring logs in their reports. Final boring logs should not under any circumstances be redrawn for inclusion in architectural or other design drawings, because drafters may commit errors or omissions in the transfer process. Although photographic reproduction eliminates this problem, it does nothing to minimize the possibility of contractors misinterpreting the logs during bid preparation. When this occurs, delays, disputes. and unanticipated costs are the all-too-frequent result.

To minimize the likelihood of boring log misinterpreta-tion, give contractors ready access to the complete geotechnical engineering report prepared or authorized for their use. (If access is provided only to the report prepared for you, you should advise contractors of the report's limitations, assuming that a contractor was not one of the specific persons for whom the report was prepared and that developing construction cost esti-

mates was not one of the specific purposes for which it was prepared. In other words, while a contractor may gain important knowledge from a report prepared for another party, the contractor would be well-advised to discuss the report with your geotechnical engineer and to perform the additional or alternative work that the contractor believes may be needed to obtain the data specifically appropriate for construction cost estimating purposes.) Some clients believe that it is unwise or unnecessary to give contractors access to their geo-technical engineering reports because tbey hold the mistaken impression that simply disclaiming responsi-bility for the accuracy of subsurface information always insulates them from attendant liability. Providing the best available information to contractors helps prevent costly construction problems. It also helps reduce the adversarial attitudes that can aggravate problems to disproportionate scale.

READ RESPONSIBILITY CLAUSES CLOSELY Because geotechnical engineering is based extensively on judgment and opinion, it is far less exact than other design disciplines. This situation has resulted in wholly unwarranted claims being lodged against geotechnical engineers. To help prevent this problem. geotechnical engineers have developed a number of clauses for use in their contracts. reports, and other documents. Responsi-bility clauses are not exculpatory clauses designed to transfer geotechnical engineers' liabilities to other parties Instead, they are definitive clauses that identify where geotechnical engineers' responsibilities begin and end. Their use helps all parties involved recognize their individual responsibilities and take appropriate action. Some of these definitive clauses are likely to appear in your geotechnical engineering report. Read them closely. Your geotechnical engineer will be pleased to give full and frank answers to any questions.

ing firms are familiar with a variety of techniques and approaches that can be used to help reduce risks for all parties to a construction project, from design through construction. IMPORTANT INFORMATION ABOUT YOUR GEOTECHNICAL ENGINEERING REPORT

As the client of a consulting geotechnical engineer. you should know that site subsurface conditions cause more construction problems than any other factor. ASFE/The Association of Engineering Firms Practicing in the Geosciences offers the following suggestions and observations to help you manage your risks.

A GEOTECHNICAL ENGINEERING REPORT IS BASED ON A UNIOUE SET OF PROJECT-SPECIFIC FACTORS Your geotechnical engineering report is based on a subsurface exploration plan designed to consider a unique set of project-specific factors. These factors typically include: the general nature of the structure involved, its size. and configuration; the location of the structure on the site: other improvements, such as access roads, parking lots, and underground utilities; and the addibonal risk created by scope-of-service limitations imposed by the client. To help avoid costly problems. ask your geotechnical engineer to evaluate how factors that change subsequent to the date of the report may affect the report's recommendations.

Unless your geotechnical engineer indicates otherwise, do not use your geotechnical engineering report:

when the nature of the proposed structure is changed. for example, if an office building will be erected instead of a parking garage, or a refrigerated warehouse will be built instead of an unrefrigerated one;

• when the size. elevation, or configuration of the proposed structure is altered;

• when the location or orientation of the proposed structure is modified;

• when there is a change of ownership; or • for application to an adjacent site.

Geotechnical engineers cannot accept responsibility for problems that may occur if they are not consulted after factors considered in theirseport's development have changed..

SUBSURFACE CONDITIONS CAN CHANGE A geotechnical engineering report is based on condi-tions that existed at the time of subsurface exploration. Do not base construction decisions on a geotechnical engineering report whose adequacy may have been affected by time. Speak with your geotechnical consult-ant to learn if additional tests are advisable before construction starts.Note, too, that additional tests may be required when subsurface conditions are affected by construction operations at or adjacent to the site. or by natural events such as floods. earthquakes. or ground water fluctuations. Keep your geotechnical consultant apprised of any such events.

MOST GEOTECHNICAL FINDINGS ARE PROFESSIONAL JUDGMENTS Site exploration identifies actual subsurface conditions only at those points where samples are taken. The data were extrapolated by your geotechnical engineer who then applied judgment to render an opinion about overall subsurface conditions. The actual interface between materials may be far more gradual or abrupt than your report indicates. Actual conditions in areas not sampled may differ from those predicted in your report. While nothing can be done to prevent such situations, you and your geotechnical engineer can work together to help minimize their impact. Retaining your geotechnical engineer to observe construction can be particularly beneficial in this respect.

A REPORT'S RECOMMENDATIONS CAN ONLY BE PRELIMINARY The construction recommendations included in your geotechnical engineer's report are preliminary, because they must be based on the assumption that conditions revealed through selective exploratory sampling are indicative of actual conditions throughout a site. Because actual subsurface conditions can be discerned only during earthwork, you should retain your geo-technical engineer to observe actual conditions and to finalize recommendations. Only the geotechnical engineer who prepared the report is fully familiar with the background information needed to determine whether or not the report's recommendations are valid and whether or not the contractor is abiding by appli-cable recommendations. The geotechnical engineer who developed your report cannot assume responsibility or liability for the adequacy of the report's recommenda-tions if another party is retained to observe construction.

GEOTECHNICAL SERVICES ARE PERFORMED FOR SPECIFIC PURPOSES AND PERSONS Consulting geotechnical engineers prepare reports to meet the specific needs of specific individuals. A report prepared for a civil engineer may not be adequate for a construction contractor or even another ciyil.engineer. Unless indicated otherwise, your geotechnical engineer prepared your report expressly for you and expressly for purposes you indicated. No one other than you should apply this report for its intended purpose without first conferring with the geotechnical engineer. No party should apply this report for any purpose other than that originally contemplated without first conferring with the geotechnical engineer.

GEOENVIRONMENTAL CONCERNS ARE NOT AT ISSUE Your geotechnical engineering report is not likely to relate any findings, conclusions. or recommendations

1.0 INTRODUCTION

1.1 Project Information

The drilling of three oil wells and associated drilling pits is being proposed at various locations

in Buffalo County, South Dakota. Twin City Testing's (TCT) geotechnical exploration was

conducted in accordance with the written authorization of Mr. David D. Peterson as

representative of Hunt Oil Company, on December 21, 1992.

1.2 Purpose and Scope of Services

The purpose of this report is to present the results of the field work, laboratory test results,

geologic and hydrologic review, and recommendations for drill pit liners with regard to soil

conditions for the proposed well sites.

The scope of work under this authorization is limited to the following:

1. Explore the subsurface conditions by means of 1 auger boring, "rat hole", to a depth of 30 feet below existing grade at each proposed well location.

2. Obtain a soil sample for permeability testing from the drill pit location at a depth of approximately 6 feet, the proposed depth of the base of the pit.

3. Describe the geology of the well site.

4. Describe the surface hydrology within a 'A mile of the well site.

5. Describe the subsurface hydrology encountered within the "rat hole".

6. Determine a baseline water quality of ground water, if encountered, in the "rat hole".

7. Prepare a report presenting the results of the field and laboratory testing as well as engineering recommendations for the drill pit liner.

2.0 EXPLORATION PROGRANI RESULTS

2.1 Exploration Scope

A soil boring, "rat hole", was drilled to approximately 31 feet below the existing ground level

at each of the three proposed well locations on December 28 and 29, 1992. The well locations

had been previously located and marked. In addition, an auger boring to a depth of 6 feet was

drilled at the approximate center of the drilling pit location. We were instructed to locate the

center of the drill pit approximately 60 feet up slope from the proposed well location at each

site. The location of the "rat holes" are illustrated on the attached Boring Location Maps

included as Figure 1, 4 and 6 of the Appendix.

2,2 Regional Geology

The following description of the regional geology is from an article by M. J. Tipton of the South

Dakota Geologic Survey as published in the report entitled "Mineral and Water Resources of

South Dakota", prepared by the United States Geologic Survey in cooperation with the South

Dakota Geologic Survey, the South Dakota School of Mines and Technology, the United States

Bureau of Reclamation, and the United States Bureau of Mines at the request of Henry M.

Jackson, Chairman, Committee on Interior and Insular Affairs, United States Senate, July 1975,

all of South Dakota. Mr. Tipton reports that east of the Missouri River, including all of Buffalo

County where our exploration was performed, has been glaciated. Typical geology east of the

Missouri River in South Dakota consists of Quatemary age glacial drift deposits which reach

thicknesses of up to 800 feet in the eastern portion of the state. These glacial deposits

principally overlie Cretaceous age shale formations and in a few areas Precambrian age igneous

and metamorphic rocks.

The drift will be classified in two ways for the purpose of this report. 1) Glacial till which is

deposited directly by the glacial activity. Till is unstratified and in the area of our exploration,

rich in clay fragments from the Cretaceous Pierre Shale bedrock. 2) Glacial outwash is the

stratified, reworked till deposited by alluvial action of the glacial melt waters. The deposits in

the area of our exploration are fairly fine grained suggesting a low energy alluvial environment.

The geology local to each well location will be discussed in the following paragraphs.

2.3 Robert Parson #1

2.3.1 Location and Surface Conditions

The Robert Parson #1 site is located 1980 feet from the south line and 660 feet from the east

line of Section 26, T 108 N, R 69 W, of the 5th Prime Meridian in Buffalo County, South

Dakota. The site is located in a hay field with moderately rolling topography. The location of

the "rat hole" is illustrated on Figure 1, "Boring Location Map, Robert Parson #1", of the

Appendix.

2.3.2 GeoIon,

The Robert Parson #1 "rat hole" encountered glacial drift to the depth of the boring. The drift

consisted of outwash soils which we classified using the Unified Classification System as sandy

lean clay and silty sand with clay. These soils extend to an approximate depth of 20 feet below

the existing ground elevation. The outwash soils are underlain by glacial till consisting of sandy

fat clay with gravel to the maximum depth of our exploration. A graphical representation of this

geology is provided on Figure 2, "Log of Test Boring, Boring No. Parson 1", of the Appendix.

2.3.3 Hydrology

Due to the presence of water bearing soils encountered during the drilling of the "rat hole" at

the Robert Parson #1 well location, a 2 inch diameter PVC well was set on December 28, 1992.

existing ground level. Bentonite was placed from 5 feet below existing grade to ground level.

Fifteen feet of screened PVC was placed with the top and bottom of the screen at approximately

9 and 24 feet below existing grade, respectively.

Approximately 24 hours after the well was installed, a static groundwater level of 15 feet below

the existing surface elevation was measured at the site. It is our opinion that the groundwater

is "perched" on the sandy fat clay with gravel layer encountered at 20 feet below existing grade

and is contained in the silty sand with clay layer that extends from 12 feet to 20 feet below the

existing grade. The lateral extent of the groundwater is not lcnown.

2.3.4 Groundwater Ouality

Groundwater samples obtained on December 29, 1992 from the monitoring well set in the

Robert Parson #1 "rat hole" were analyzed. The results of analysis are reported on the

following table adjacent to the Administrative Rules of South Dalcota (ARSD), Groundwater

Quality Standards. Standards and results are reported in parts per million (ppm).

It is our opinion that the "show" detected under Total Hydrocarbons as Gasoline is well below

the ARSD Standard. The hydrocarbon "show" may be a result of the natural decomposition of

organic matter. Individual test results may be reviewed on Figure 3a through 3e of the

Appendix.

2.3.5 Adiacent Water Wells

According to Mr. Kent Buhler of the South Dakota Department of Environment and Natural

Resources, there are no recorded shallow water wells within a 1/4 mile radius of the Robert

Parson #1 well location.

2.3.6 Surface Waters

The location of all surface water within 1/4 mile of the proposed location of the Robert Parson

#1 is shown on Figure 1, "Boring Location Map, Robert Parson #1", of the Appendix. There

are three natural basins within a 'A mile of the proposed location, however, they are all dry at

this time. Further, the quality of vegetation within these areas suggests that they do not retain

surface waters for any extended period of time.

The proposed well site drains to the west. This drainage terminates in a small lake

approximately % of a mile west of the proposed location.

2.3.7 Drill Pit Area Permeability

A single auger boring to a depth of 5 feet was drilled at the approximate center of the proposed

drill pit. In the area of the Robert Parson #1, we located the pit boring 60 feet east southeast

of the proposed well location. An undisturbed soil sample was then obtained from an

approximate depth of 6 feet by pushing a 2 inch ID tube sampler with brass liners.

The undisturbed soil sample obtained in the field was transported to the lab and placed in a

constant head permeability apparatus. The test is currently in progress. At this time the

discharge rate has not stabilized, however, preliminary results have yielded an average

permeability rate of 1.3 X 101 cm/sec. The test will be continued and the final results reported

in a addendum to this report.

2.4 Sisk Enterprises #1

2.4.1 Location and Surface Conditions

The Sisk Enterprises #1 site is located 1625 feet from the south GLO line and 3410 feet from

the east GLO line of Section 21, T 108 N, R 70 W, of the 5th Prime Meridian in Buffalo

County, South Dakota. The proposed location of the Sisk Enterpris6s #1 oil well is located

immediately southwest of the crest of a broad northwest to southeast trending ridge in a pasture

of native grasses. The location of the proposed well is illustrated on Figure 6, "Boring Location

Map, Sisk Enterprises #1", of the Appendix.

2.4.2 Geology

The Sisk Entetprises #1 "rat hole" encountered glacial drift to the depth of approximately 19 feet

below grade Weathered Pierre Shale was encountered from 19 feet to the final depth of

exploration. The drift consisted of glacial till soils which were classified as fat clay with silt and

sand. These soils are underlain by weathered and glaciated shale consisting of moist, fat clay

with occasional mineralized fractures. A graphical representation of this geology is provided

on Figure 5, "Log of Test Boring, Boring No. Sisk 1", of the Appendix.

2.4.3 Hydrology

Groundwater was not encountered at the site during drilling. The boring was left open for a

period of approximately 24 hours and re-measured. No water was present after 24 hours. The

"rat hole" was backfilled with auger cuttings and abandoned.

2.4.4 Adjacent Water Wells

According to Mr. Kent Buhler of the South Dakota Department of Environment and Natural

Resources, there are no recorded shallow water wells within a 'A mile radius of the Sisk

Enterprises #1 well location.

2.4.5 Surface Waters

The location of all surface water within 'A mile of the proposed location of the Sisk Enterprises

#1 well is shown on Figure 4, "Boring Location Map, Sisk Enterprises #1", of the Appendix.

There is a natural basin approximately 'A mile northwest of the proposed location, however, it

is dry at this time. Further, the quality of vegetation within this area suggests that this basin

does not retain surface waters for any extended period of thne.

A dam is also located approxitnately 'A mile to the southwest of the site. The dam does not

appear on the USGS Quadrangle of the area. The last revision of the quadrangle was 1973.

Apparently the datn has been constructed since that titne. The water within the dam was not

sampled due to excessive ice cover.

The proposed well site drains to the northwest for approximately 'A mile and then due south.

The above referenced dam is across this drainage. The distance from the proposed well site to

the dam along the course of the drainage is approximately % of a mile

2.4.6 Drill Pit Area Permeability

A single auger boring to a depth of 5 feet was drilled at the approximate center of the proposed

drill pit. In the area of the Sisk Enterprises #1, we located the pit boring 60 feet to the

south/southeast of the proposed well location. An undisturbed soil sample was then obtained

from an approximate depth of 6 feet by pushing a 2 inch ID tube sampler with brass liners. The

undisturbed soil sample obtained in the field was transported to the lab and placed into a falling

head permeability apparatus.

The permeability test is currently in progress. At this time the water influx rate and discharge

rate has not stabilized, however, preliminary results have yielded an average permeability rate

of 9.7 X 10' cm/sec. The test will be continued and the final results reported in an addendum

to this report.

2.5 Eagle Pass Ranch #1

2.5.1 Location and Surface Conditions

The Eagle Pass Ranch #1 site is located 660 feet from the south line and 4560 feet from the west

line of Section 6, T 108 N, R 72 W, of the 5th Prime Meridian in Buffalo County, South

Dakota. The proposed location of the Eagle Pass Ranch #1 oil well is located near the crest of

a broad northwest to southeast trending ridge in a pasture of native grasses. The location of the

proposed well is illustrated on Figure 6, "Boring Location Map, Eagle Pass Ranch #1", of the

Appendix.

2.5.2 Geology

The Eagle Pass Ranch #1 "rat hole" drilled on December 29, 1992 encountered weathered to

unweathered Pierre Shale to the final depth of exploration. The weathered shale consisted of

moist, mottled brown and gray, fat clay with occasional oxidized fractures. The less weathered

or unweathered shales are a dark gray to nearly black with unoxidized fractures filled with

selenite. A graphical representation of this geology is provided on Figure 7, "Log of Test

Boring, Boring No. Eagle 1", of the Appendix.

2.5.3 Hydrology

Groundwater was not encountered at the site during drilling. The boring was left open for a

period of approximately 4 to 6 hours and re-measured. No water was present after this period

of time and there was no indication of infiltrating water. The "rat hole" was backfilled with

auger cuttings and abandoned.

METHODOLOGY

Volatiles

Gasoline concentrations were determined using a method sinailar to EPA Method 8020. A Varian Gas Chromatogragh equipped with a Flame Ionization Detector and a Tekmar Liquid Sample Concentrator were used to perform the analysis. Compounds were identified by column retention times and quantified

Subsurface Soil Sampling Soil sampling was done in accordance with American Society for Testing Materials (ASTM):D1586-84. Using this procedure, a 2 inch outer diameter split barrel sampler was driven into the soil by 140 pound weight falling 30 inches.

Soil Classification As the subsurface soil samples were obtained in the field, they were visually and manually classified by the crew chief or site engineer/geologist in accordance with ASTM:D 2487-84 and ASTM:D 2488. Representative portions of the samples were then returned to the laboratory for further examination and for verification of the field classification. Logs of the borings indicating the depth and identification of the various strata, water level information and pertinent information regarding the method of maintaining and advancing the drill holes are included in Appendix B. Charts illustrating the soil classification procedure, the descriptive terminology and symbols used on the borings logs are also attached in Appendix C.

Monitoring Well Installation The monitoring well construction and installation details are provided on a soil boring log/monitoring well constniction data sheet.

Groundwater Sampling Groundwater samples were collected using laboratory cleaned, bottom loading plastic bailers. The samples were collected in 40 ml teflon lined, septum sealed glass purge and trap vials or 1 liter amber bottles, as appropriate.

Chain of Custody Upon collection of a sample to be analyzed in the laboratory, a chain of custody log was initiated. The chain of custody log included the following information: project, work order number, shipped by, shipped to, sampling point, location, field identification number, date taken, sample type, number of containers, analysis required, and sampler's signature.

The chain of custody log was shipped with the samples to the laboratory. On arrival at the laboratory, the samples were checked in and signed over to the appropriate laboratory personnel. A copy of the chain of custody log was then turned over to the project manager.
