The EU-Funded GREASE project looks to Asia for insights on governing religious diversity and preventing radicalisation. Involving researchers from Europe, North Africa, the Middle East, Asia and Oceania, GREASE is investigating how religious diversity is governed in over 20 countries. Our work focuses on comparing norms, laws and practices that may (or may not) prove useful in preventing religious radicalisation. Our research also sheds light on how different societies cope with the challenge of integrating religious minorities and migrants. The aim is to deepen our understanding of how religious diversity can be governed successfully, with an emphasis on countering radicalisation trends. While exploring religious governance models in other parts of the world, GREASE also attempts to unravel the European paradox of religious radicalisation despite growing secularisation. We consider the claim that migrant integration in Europe has failed because second generation youth have become marginalised and radicalised, with some turning to jihadist terrorism networks. The researchers aim to deliver innovative academic thinking on secularisation and radicalisation while offering insights for governance of religious diversity. The project is being coordinated by Professor Anna Triandafyllidou from The European University Institute (EUI) in Italy. 1. INTRODUCTIONReligioncanplayverydiverserolesinthepoliticalandmundanelifeofstatesandpeople.Itcanbeasourceofcollectiveidentity,itcancontributetodomesticstability,anditalsocanstrengthenthestate’sstanceontheinternationalarena.However,religioncanbeadestabilizing factor too. It canbeandoften isused toprovokeand fuel internationalconflict anddomesticunrest.Thenegative roleof religion is the focusof this report,whichanalysesthereligiousradicalisationintheRussianFederation.Officially, Russia is a secular country. The Constitution of the country, which wasadoptedin1993,states(Article14)thatRussiahasnostatereligionandthatpeoplearefreeintheirbeliefs.Thissecularistanddemocraticattitude,unfortunately,canpreventneitherreligiousradicalisationnorreligiouslybasedviolence.DespitethevarietyofreligiousgroupsinRussiaandasimilarleveloftheirexpositiontotheextremist ideas,thestateismostlyconcernedwiththeIslamicradicalisation.ThemainreasonforitisthatIslamicrevival,afterthedecadesoftheSovietsuppression,tookamoreradicalform.Itwasusedtoincreasenationalistsentiments,whichresultedinseparatismandconsequentviolence.Thestrictstateapproach,inturn,fuelledfurthermutualdistrustandmadeMuslimssusceptibletoradicalisationtoalargerextentthananyotherreligiousgroup.And,asexpertsclaim,“thereasonsbehindsuchsusceptibilityarestillpresent.”1Indeed,outof8,985peopleand497organizationsthatareidentifiedbythestateasextremists2,themajorityarelinkedwithIslam.Thisjustifiesthe“Islamic”focusofthereport,eventhoughotherreligiousgroupsinRussiademonstratesignsofradicalisation too. The report considers radicalisation mainly within the “Muslim”regionsofthecountry.ItanalysesreligiousradicalisationintherepublicsoftheNorthCaucasus(namely,Chechnya,Ingushetia,Kabardino-Balkaria,andDagestan),Tatarstan,andBashkortostan.The first part of the report constructs a general overview of today’s ethno-religiouscompositionofRussia.Itreferstosomestatisticalinformationconsideringthenumbersofbelieversandincludesexpertestimatesregardingtheactualreligiousbelongingofthepopulation.ThesecondpartexploresahistoricbackgroundofIslamicradicalisationinRussiaandreviewsthelegalframethatregulatestherelationsbetweenthestateandreligiouscommunities.ThispartbrieflypresentstheinteractionbetweenthestateandMuslims before the collapse of the Soviet Union and after it. It searches for theexplanationofwhy someRussianMuslimsare less susceptible to radicalisation thanothers.Inadditiontothis,thispartcriticallyanalysestheexistinglegalframe,whichwasdesigned to stop the spread of religious radicalisation. presentsthereasonsofreligiousradicalisationinRussia.Thispartincludestheanalysesofexperts,stateofficials,andtheopinionofthegeneralpopulation.Thispartunitesalltheidentifiedreasonsunderthecategoriesofsocio-economic,socio-political,cultural-ideological,andpersonal-psychological.Thelastpartinvestigatesthemethodsthatthestateemploys to fightradicalisationand itsexpression in the formofextremismandterrorism.Thissectionpresentstwotypesofmethods:1)theactivecounter-terrorismmeasures that are usually implemented by the police and the military, and; 2) thepreventivemethodswiththecontributionofthenon-governmentalsector.ThereportconcludeslistingthemostsignificantreasonsofradicalisationinthemodernRussia.

2. Currentethno-religiouscompositionofthecountryThepresentationoftheethnoreligiouscompositionoftheRussianFederationisslightlyproblematic.Itcannotbeverypreciseduetothreefactors.Firstly,itcanbebasedonlyonthelastofficialcensusoftheRussianFederation,whichwasconductednineyearsago, in 2010, and which does not consider the religious belonging of people. ThedemographictrendsinthecountrysuggestthatsincethattimetheMuslimpopulationofRussiahasincreased,whereasthesizeofthenon-Muslimpopulationhascontracted.Secondly,thecensusdoesnotincludethepopulationoftheannexedCrimea(overtwomillion people), a significant part of which is Muslim. The third problem raises thequestion,whocanbeconsideredabeliever:everyonewhodeclareshis/herreligiousbelongingorthosewhostrictlyfollowallcommandsofareligion?Asisknown,notallpeoplefollowreligiouspractices,eveniftheyinsistonhavingareligiousaffiliation.

ThepositionofIslamismuchstrongerintheeasternpartoftheNorthCaucasus,wheremostofthepopulationnotonlydeclarebutalsofollowmostreligiousprescriptions.ThismightbeconnectedtotheconfrontationalhistoryoftheregionwithRussia,whichmadetheIslamicidentityoftheNorthCaucasiansmoresalient.Furthermore,indissimilaritytoTatarstan(53.2%oftheTatars)andBashkortostan(29.5%oftheBashkirsand25.4%

oftheTatars),localethnicgroupsintheeasternpartoftheNorthCaucasusconstitutethe overwhelmingmajority (over 70%). Such an ethnic composition implies societalpressure,whichtranslatesintotheIslamizationofsociety.However,evenhereitwouldnotbecorrecttoconsidereveryoneatruebeliever.TheexperienceoflivingintheSovietstate,aswellaspaststatepoliciesofRussification,underminedthereligiousidentityofmany(seeHertog2005).Tosumup,theMuslimpopulationinRussia,accordingtodifferentestimates,isgrowingbigger. There are 12-20 million Muslims in Russia today and, according to someestimates, theMuslim populationmight increase up to 30million by 2030 (Aliyeva2014).Apparently,theseestimatesinclude“ethnicMuslims”-thosewhowerebornintoMuslimfamilies,claimtheirbelongingtoIslam,butdonotobservethereligiouspractice.

3. Thestateandreligion

3.1ThehistoricrootsofreligiousradicalisationIslam became one of Russia’s major religions since the second half of the sixteenthcentury when the Moscow principality started expanding into the territories of theformer Golden Horde. The conquests of Kazan and Astrakhan khanates significantlyincreasedRussia'sMuslimpopulation,whichwasnotonlyincorporatedbutsuccessfullyintegratedbythestate.TheintegrationoftheTatars(allTurcic-speakingVolgaMuslimswereidentifiedinRussiaasTatars)andthecenturiesoflivinginthesamestatemostprobablycontributetothepreventionofamassivereligiousradicalisationamongtheVolgaMuslimstoday.Later (in the nineteenth century) Russia’s expansion and the consequent attempt tointegrateNorthCaucasianMuslimswerelesssuccessful.Therearetwomainreasonsforit. Firstly, the conquered nations had less (than in Tatar case) time for integration.Secondly, the prolonged conquest turned the Islamic identity of these nations into aprimarycollective identity.Thedistinctionassertedbetween“Us”and“Them”bythewarwasstrengthenedbytheharshpoliciesofImperialRussia,andlatertheSovietUnionandthesovereignRussianFederation.Forinstance,thedeportationofBalkar,Karachay,Ingush,andChechennationsin1944becamethechosentraumaforthesepeoplesandcontributedtocreatingthebackgroundfortheir laterradicalisation(Williams2000).ThememoryoftheCaucasianWarofthenineteenthcenturybearssimilarimportanceforDagestanis.Tosumup,the"suppressivestatepoliciesofImperialRussiaandlaterthe Soviet Union prevented the effective integration of the North Caucasians"(Shabatsiuk2014)intoRussiaand,inthewordsofLieven(1998,363)kept“theMuslimspiritpulsingintheirveins”untilthecollapseoftheUSSR.

3.2.RadicalisationprocessesafterthedissolutionoftheSovietUnionTheconclusionmadebyLievenconcerningthe“Muslimspirit”wasprobablybasedonthe observation of the events that started unfolding in 1985. Mikhail Gorbachev'sinitiatedperestroika(restructuring)provokedahugerevivalofIslam.Thescaleofthis

revival can be realized through the growing number ofmosques in the country. Forinstance,in1985therewereonly47mosquesintheNorthCaucasusbutjustfiveyearslatertherewerealready431mosquesintheregion(Pokalova2017).Today,therearethousandsofthemandthisnumberisstillgrowingbigger.In the early 1990s, Islam started becoming political (Henze 1995, 37). This wasdeterminednotonlybytherevivalofreligionbutalsobytheappearanceofthenew(andpolitically active)branchesof Islamon the territoryof the former SovietUnion.Thesuccessofthemissionaries,whobroughtthesenewbranchesofIslam,canbeexplainedbytwofactors:1)theignoranceoftheSovietMuslims,whowerepracticingexclusivelyculturalversionsofthedifferentbranchesofSufiIslam;2)theshatteredreputationofthehome-grownreligiousauthorities,whodiscreditedthemselvesbycollaboratingwiththeSovietsecretservice,KGB(Souleimanov2015).Thewordsof the formerMuftiofTatarstan Ildus Faisov confirm the significance of the first factor. He describes thesituationintheearly1990sinthefollowingway:“EveryArabstudentforuswasalmostaProphetMuhammad,wethoughtthatnowthey(ArabsandTurks)willteachusthereal[correct]Islam”(Souleimanov2015).Thesecondfactordidnotloseitsimportanceeven today.Thestatecontinuesrelyingon thehome-grownreligiousauthoritiesandsupportsSufi Islamover theotherbranches.ThisdiscreditsSufi Islam in theeyesofbelieversandespeciallyoftheyouth,whoseetheinstitutionalizedreligionaspartofthecorruptandunjustsystem,whichincreasesthepopularityofotherbranchesofIslam(StarodubovskaiaandKazenin2014).Despitethementionedfactors,itcanbeagreedwithLieven(1998,363)thatbeforethestartoftheFirstChechenWarin1994,therewasnosocialorpoliticalbasisforIslamicradicalisationinanyMuslimpopulatedrepublicsoftheRussianFederation.Indeed,thewar of 1994-1996 changed the situation. It inspired further Islamizationof the localnationalists, who were introduced to (and to a significant extent adopted) the newbranchof Islam - Salafism.The latterwasbrought to the regionby the internationaljihadists.The SecondRusso-ChechenWar (1999-2009),which spilled over the borders of therepublic,contributedtotheSalafisationofthewholeNorthCaucasus.ThepopularityofSalafismamongtheNorthCaucasianscanbeexplainedbyseveralinterrelatedfactors.Amongthemaretheharshpoliciesofthestate,theatrocitiesofthewar,thefearofdeath,theeconomichardship,etc.Therefore,asHahn(2007,2)notices,“radicalIslambecameashelterformany,whoweresearchingforremediesfortheirproblems”.Moreover,thewar in Chechnya produced two correlating tendencies - it decreased the number offightersandincreasedtheleveloftheirradicalisation.Thosewhoremainedonthispathwere truly ready to sacrifice their lives for the sake of God. Moreover, they haveinternationalized - it became irrelevant to them where to wage jihad. This can besurmisedfromtheallegiancepledgedbytheNorthCaucasianjihadiststothecaliphoftheISIS,AbuBakral-Baghdadi,in2014.

Tosumup,duringthelastthreedecades,Russialivedthroughverymassivesocialandpoliticalupheaval.ThisinstabilitycontributedtotheappearanceofapoliticallyactivebranchofIslam(Salafism)ontheterritoryoftheformerSovietUnion.Theadherentsofthis type of Islambecame the backbone of the later radicalisation of theMuslims inRussia,whosympathizedwiththeChechenstruggleforindependence.Otherreasonsofreligiousradicalisationarepresentedafterabriefintroductiontothelegalframethatregulatesinteractionbetweenthestateandreligion.

3.3ThelawsandregulationsAswasnotedabove,Russiahashadalongandunevenrelationshipbetweenstateandreligion.Thiscanstillbeseentodayinthelegacy,whichmodernRussiahasinheritedfrom the state-predecessor: The Soviet Union. Especially, it is obvious in the state’sattitudeanditspoliciestowardsreligion.Inafewwords,thesepoliciesareorientedtoensurethestate’scontroloverreligion.InthecaseofIslam,itcomesasastate’sattempttorecreatetheSovietsystemofreligiouseducation.Inadditiontothis,thestatetriestoensurecontroloverthebelieversthroughthe hierarchical system of religious institutions, which, theoretically, make RussianMuslimsaccountabletothecentralMuslimSpiritualBoard.ThepromotionofthelesspoliticalSufibranchofIslamgoesinlinewiththesepolicies.The new technologies that allowed more communication over the borders and thepossibilitytostudyintheworld-famousreligiouscentres,suchasAlAzharUniversity,madetheseeffortsofcontrolbythestatealmostfruitless.Russiarealizesthisandtriestoadapttothenewrealitythroughnew(insomecasesupdated)legislation,whichaimstopreventreligiousradicalisationandtoregulatethestate-religionrelations.Duetoitbeingrecent,thesaidlegalframedoesnotconstituteahugebody.Mostoftheseregulations, that were adopted after Vladimir Putin’s ascendance to power in 1999(Hmyzova2016)arepresentedinAppendix1.ItshouldberecognizedthatRussia'slegalframeprovidesaconsiderablygoodbasisforcountering and preventing radicalisation. However, it is not perfect and is oftencriticizedduetoitsimprecisionthatallowslooseinterpretationoftheterminologyandthusinspiresabuseofthelaw4.Forinstance,thereweresomecaseswhentheaccusationofextremismwasbasedonexpertopinion,whichcouldnotbeunbiased(Gordeev2015).Anintervieweeforthisreportconfirms:“ItisalreadysometimethatthepoliceandFSBusethistactic.Theyfind“anexpert”,whoreceivesapaymentforhisopinion.Theopinionofsuchanexpertgoesinlinewithwhatthepolicewanttohear.Obviously,norespectfulexpertwoulddoso.Well…,sometimes

theytrickevendecentexperts.Usually, theyasktheiropinionregardingonlyasmallexcerpt,whichmightseemasextremistpropaganda.Butinthecontextofthewholetext,itwouldnotseemso.That’showsometimesabook,whichis,infact,ascientificwork,canendupinthelistoftheextremistliteratureandthat'showsomepeopleendupinprisonfornothing…”(Moscow18/03/2019).Inadditiontothis,publiccriticismtargetsthelocallegislation.BasedonthepresenteddocumentseachsubjectoftheRussianFederationisentitledtoinitiateitsprogramforpreventing or countering terrorism and religious extremism, adapting it to the localneeds.Thisfreedomresultedinthecreationofmultipurposeprograms,plans,strategies,anddocumentswithlimitedaccess.Thesedocumentsareusuallyavailableonlytothelocal lawenforcementbodiesandinmanycasesclashwiththeFederalLaws.Amongthoseavailableforthepubliceyes,humanrightsactivistsusuallymentionthelawN47-R3 “on the prohibition of the extremist religious activities, and administrativeresponsibility for the infringements of the rules that regulate religious activities”(Kabardino-Balkaria) and the equivalents of it adopted in Dagestan (in 1999) andChechnya (in 2001). The law allows a loose interpretation of the key terms such asextremismand,accordingtotheleadingDagestanisociologistZaidAbdulagatov(2014),resultsintheratherunlawfulbehaviourofthepoliceofficers.Thelackofaccountabilitycreatesanegativeimageofthepoliceforce,thejudicialsystem,andthestateingeneral,whichtranslatesintopeople’s(sometimesradical)protestreaction.

4. ReasonsforreligiousradicalisationThe previous sections have established that some of Russia’s regions (especially theNorthCaucasus)aremore inclinedtowardsradicalisationthanothers.This ismostlyduetohistoricalfactors,suchasthelongandbloodyconquestandthecomparativelyshort time of (and hence not very successful) integration. The constantly recurrentclashesbetweenthestateandthesocietyandthearbitrarinessoftheauthoritiesalsoencouraged the predisposition of the North Caucasians towards radicalisation(Abdulagatov2014).However,someotherfactorsandreasonsalsoplayasignificantrole.Oneofthemisaglobal tendencyof radicalisation.Newtechnologies, theopennessof theborders, thepossibility to study abroad, etc.made it impossible to avoid the global tendencies ofIslamic radicalisation. The vulnerability of Russia, as is claimed by Gadzhiev andGadzhiev(2011),isduenotonlytothenewtechnologiesbutalsoduetothecollapseoftheoldersystem.SincethedissolutionoftheSovietUnion,RussiabecameanattractivefieldforIslamists,whowouldoftenvisitthecountrytospreadtheirideasandpromoteSalafism(Souleimanov2015).However, even these scholarswho follow theofficialdiscourseagree that the state’sweakness have also contributed to the spread of radical ideas to a large extent.According to Yakhyaiev and Sultanakhmedova (2017), the radicalisation happens

becauseRussiaabandonedtheSovietmechanismsofcontrolandpatrioticeducationoftheyouth(themostvulnerablepartofthepopulation)anddidnotreplacethemwithanythingyet.Afterpresentingthefactorsthatmighthavecontributedtothespreadofradicalideas,thesectionfurtherinvestigatesthereasonsofradicalisationinRussia.Thesereasons,followingthesuggestionofYakhyaievandSultanakhmedova(2017),aregroupedintofourcategories:socio-economic,socio-political,cultural-ideological,andpersonal-psychological.Thesocio-politicalreasonsofreligiousradicalisationareverytightlyconnectedtothehistorical circumstances thatwere partly presented above. The years of perestroika(restructuring1985-1990)andthedecadethatfollowedthecollapseoftheSovietUnioncan be characterized as the years that laid a favourable background for the chaos,lawlessness,andhence-radicalisation.Thestatewasweak,theattempttochangethecountryfromtotalitarianismintodemocracyresultedinanarchy,andthelawmergedwiththecrime.Inbrief,peopleendedupinasituationwhenonecouldnotrelyonthestate institutions in the search for security (see Makarov 2011). The burgeoningseparatistandnationalistmovementsalsocontributedtothelaterradicalisation.Thesituationwasexacerbatedbythehighunemploymentandthelackofopportunityforupwardsocio-economicmobility,whichwerepartlycausedbyenrootedcorruptionandnepotism.ThelatterproblemswereespeciallyvisibleintheNorthCaucasus,wheretheclanconnectionsdeterminethepossibilitiesofemploymentandthesocialstatusofanindividual.Inadditiontothis,thereisaneedfortransparencyinthepoliticalprocess.Thissituationcreateddemandforjustice,whichcouldnotberealizedduetothecorruptnatureofthepowerinstitutionsandthelackofeffectivedemocraticmeasures.This,inturn,easedthespreadofradical ideologies,whichsuggestsanalternativethatseemsmuchmoreattractivetopeoplethanthepresentsituation.Therefore,theideaoffightingfora juststate/systemorevendyingforit formanyseemsamuchbetteralternativethanbeingstuckinthelimbooftoday.Inafewwords,allthatisneededtoradicalisepeopleinsuchasituationisawell-presentedideologyandavisionforabetterfuture,whichcanbeachievedonlybyradicalmeans.The socio-economic reasons of radicalisation in Russia are tightly connected to orevenbasedon socio-political ones.Theyare rooted in the systemic crisis that sweptacrosstheRussianFederationinthe1990s.ThecomponentsofthiscrisisplayabigroleinspreadingprotestsentimentsamongMuslims,whichwerethenchanneledtowardsradicalinterpretationsofIslam.Amongthecomponentsofthiscrisis,thereareproblemsassociatedwiththepoorperformanceoftheRussianeconomy,whichisconnectedtotheinefficiencyofthepoliticalinstitutionsandtheirinabilitytoensurestableeconomicgrowthandadecentqualityoflife.Thegapbetweentheauthoritiesandthecommonpopulation, aswell as corruption, creates abasis for thepopulation’sdissatisfaction,whichisexacerbatedbythehighlevelofunemploymentandthelackofopportunitiesforapersonalcareer.

Insomeregions,thesystemicandeconomiccrisishadalargerimpactthaninothers.Particularly,itisapparentintheNorthCaucasus,whereunemploymentreachesupto60%andwherethelevelofradicalisationisthehighest(Souleimanov2016).Upuntilnow,theauthoritieswereineffectiveandunabletosolvetheproblemofunemploymentandtoreducethedependencyoftheNorthCaucasianrepublicsonsubsidiesfromtheFederalCentre.Thisdependencymakesthebudgetafocalresource,theaccesstowhichisperceivedasapossibilitytoensureastableincome.Hence,anunprecedentedlyhighlevelofcorruptiononalllevelsofgovernance.Suchasituationcontributestothespreadofradicalisationasareactionandasearchforsocialjustice.ItalsofacilitatestherecruitmentprocessforradicalIslamists.Asaresult,corruptionhasbeenwidelycitedbytheradicalsintheirappealstothepopulationandas an encouragement to join the jihad to restore social justice (Pokalova 2017).Therefore,asYarlykapov(2016)claims,corruptionandsocialinjusticeareamongthereasonsoftheradicalisation.Cultural and ideological reasons for religious radicalisationwere partly discussedaboveastheyarerelatedtothehistoryoftheRussianconquestoftheMuslimterritories.TheresistancetotheRussianadvancemadetheIslamicidentityofthelocalethnicitiesmoresalientandresultedinadifficultprocessofintegration,theconsequencesofwhichcanbe felteventoday.For instance, labormigrants fromtheNorthCaucasusarenotparticularlywelcomeinotherpartsofRussia(Shabatsiuk2014).Thisclaimissupportedbyworryingstatisticscompiledby theLevada-center.Thestatisticsassert thatup to60%oftherespondentsfeelnegativityorevenhatredtowardsthenewcomersfromtheCaucasus,whichmostprobablywasoneof thereasons forasimilarorevenharsherreaction from theNorthCaucasians. It is alsoknown thatup toahalfof theRussianinhabitantssupportedtheslogan“StopfeedingtheCaucasus”(Shabatsiuk2014),whichdemonstrates the negative attitude towards theNorth Caucasian republics and theirpopulationingeneral.ThisdeepenstherupturebetweentheRussiansandthesmallerethnic groups in Russia. The “unwanted newcomers” develop a stronger associationwith the religious kin groups and are ready to be radicalised. Even less prone toradicalisation ethnic groups such as the Tatars are keen to support their religiousaffiliates against the authorities or religiously different ethnic groups. As one of theinformantsforthisreportclaimed:“Russia’sattemptstosuppressTatarethnicityhadanoppositeeffect-peoplenowaremoreandmoreinterestedintheirrootsandreligion”(Kazan19/03/2019).IntheNorthCaucasus,thesituationisexacerbatedbymachismandgeneralviolence,whichisverymuchembeddedinthelocalculture.AsoneoftherespondentsforthisreportfromDagestanasserted:‘WeareCaucasians,andforus,itdoesnottakemuchtogetviolent.Ifotherpeoplecantakethingseasy,wecannot.Westartfightingatonce.Therefore,sometimesitiseasiertoaccuseusofbeingradicalised,evenifwearenot’(15/01/2019,Skypeinterview).The levelofradicalisationcanalsobedependentontheyouthbulge.As isarguedbyMalashenko (2007, 31), the population of the North Caucasus is growing quite fast

comparingtotherestofRussia.Overthelasttwodecadesitincreasedabout20%.Thisincreasemeansthat therearemanyyoungpeople in theregion.Theirdissatisfactionwiththecurrentsituationcanbeareasonforradicalisation.Personal-psychologicalreasons arealsoconnected toall thementionedabove.Forinstance,thephenomenonoftheChechenfemaleterrorists,whoweregenerallyknownas Black Widows, can also be categorized as such. The nickname “Black Widows”originates from the black (mourning) clothes ofwomen,who lost their husbands orbrothersduringtheSecondRusso-ChechenWaranddecidedtoretaliate.Themotivationoftheirbehavior,classifiedasterrorist,isratheringrainedinthelocaltraditionofbloodrevenge,whichevennowisnotconsidered(intheregion)assomethingthatstandsoutofnormality.Thewaytheyhavechosentoseekrevengewasratherunusualthough.Theextremistactsofyouthprovokedbythedisagreementwiththeoldergenerationcanalsobeconsideredasthepersonal-psychologicalreasonforradicalisation.Asisknown,in the traditional societies of the North Caucasus, youth is usually doomed to takesecondaryroles.TheradicalbranchesofIslamencouragetochangethissituationandyouthiskeentoadoptthese“liberating”ideasinoppositiontothesuppressionbytheoldergeneration.ThissectioncanbesummedupwiththeresultsofthesociologicalsurveyconductedinDagestan in 2011 (the region started taking the “leadership” in the amount of theterrorist acts in Russia since 2010). The survey demonstrated that the populationbecame aware of the existing problems and the reasons behind the radicalisation ofyouth. The largest batch of the respondents (37%) out of 500 (randomly chosen)consideredunemploymentasthemainreasonbehindradicalisation.Thesecondbiggestbatch(16%)claimedthatradicalisationbecamepossibleduetotheunsatisfiedworkoflaw enforcement bodies and the fearful system of power. Twelve percent of theparticipantsnamedcorruptionasthemainreasonforradicalisation.Tenpercentarguedthat radicalisation is boosted by the population’s dissatisfaction with the localauthorities. The lack of a non-religious political opposition was mentioned by ninepercent of the respondents. And only seven percent claimed that radicalisationwasincitedbythecontactsoftheNorthCaucasianMuslimswiththosefromtheMiddleEast(Muslimov 2011). Although unemployment is mentioned as the first reason ofradicalisation, it isapparentthattherespondentstendedtoblametheauthorities(indifferentways)forradicalisationinDagestan.Certainly,asimilarsociologicalsurveyinthe different parts of Russia might have raised the different problems as the mostimportantone,buttoalargeextent,thereasons,mostprobably,wouldberepeated.

5. PreventingradicalisationinRussiaSameasinmanyothercountries,thestateinstitutionsplaythemostimportantroleinfightingradicalisationinRussia.Indoingso,theyutilizeavarietyofmethods.Allthesemethods can be grouped under two large categories. The first category includes themethodsthatactivelycountertheoutcomeofradicalisationintheformofextremismor

terrorism.This,usually,means involvementof the lawenforcementorganizationsormilitary forces and the reliance on coercion and force. The second category can benamedaspassive-preventive.Itincludesallthosemethodsthatwarnaboutthedangerof extremism, educate people about its perils, teach how to recognize the signs ofradicalisation,andencouragethemtoopposeit.Indoingthis,thestatereliesnotonlyonthelawenforcementbodiesbutoncivilsocietytoo.Non-governmentalorganizationscanbeapartofeducativeandotherprogramsthatareusuallydevelopedorcontrolledbythestate.ThedetailedexplanationsofthemethodsthatareusedinRussiatocounterandpreventreligious radicalisation are presented below starting with the most popular ones -coercive.

5.1ActivelycounteringextremismSince1999,when the thenchiefof theFederalSecurityService (betterknownby itsRussian acronym FSB) Vladimir Putinwas appointed as the primeminister of BorisYeltsin’sgovernment,Russia turned intoahawkishstate in the foreignanddomesticpolitics.Especiallyrigidwastheapproachofthenewprimeministertowardsterrorism.Putin’spositionconcerningithasneverchangedsincehedeclaredthattherewillbenonegotiationswith terrorists.Hereiterated itmany timesondifferentoccasions,evenusingRussianslang:“Soifwefindtheminthetoilet,excuseme,we'llrubthemoutintheouthouse…”5Thisbecameamottoforthelawenforcementinstitutions,whowerereadyto “rub out” terrorists together with the civilians, which they did in the DubrovkaTheatrein2002whenthespecialforcesfinishedthehostagedramabygassingterroriststogetherwiththecivilianvictims.ThesamemottowasfollowedinBeslanin2004whenthemilitaryturnedtheschoolhostagecrisisintoabloodbath.Thesamehappenedonmanyotheroccasionsthatreceivedlessextensiveinternationalcoverage.Thelocalauthoritiesalsofollowthiscommandeagerly.Theallegedfightersarebeingabducted, tortured, and killed without formal trials. For instance, according to theNovaya Gazeta and Human Rights Centre "Memorial", only in January of 2017, theChechen police forces executed 27 people without any legal process (Sokirianskaia2019).Thestatisticsoftheyearsbefore,especiallyintheNorthCaucasus,aremuchmoreappalling.TheChechenauthoritiespersecuteeventherelativesoftheallegedfighters.Theyburndownorexplodetheirhousesandoustthemoutoftherepublicorabductandkeepthemashostagesuntilthefighterssurrender.Peopledonothaveanyprotectionmechanismfromthiskindofstaterepressions(StarodubovskayaandKazenin2014),whichcontinueevenafterthedeathofafighter.Itbecameacommonpracticetofirethewidowsofthefightersfromworkandtodeprivethemofthesocialandfinancialsupportthat they are entitled to. Less harsh policies are adopted by the governments of theKabardino-Balkaria and Ingushetia. Indeed, Ingushetia is the only republic, which

declared that itwill invest timeandmoney rehabilitating thewidowsof the fighters(Sokirianskaia2018).Ingeneral,themaintargetofthepreventivemethodsintheNorthCaucasusisthosewhofollow Salafi (commonly known as Wahhabi in Russia) Islam. The adherents ofWahhabism/Salafism are synonymized with terrorists since the time of the SecondRusso-ChechenWarof1999-2009.Therefore,thosewhopracticethistypeofIslam,areunderconstantthreatofbeingdetainedorkilled,especiallyinChechnyaandDagestan.TheexteriorattributessuchaslongbeardandshorttrousersusuallysufficetoidentifyapersonasSalafi.TheheadoftheChechenRepublicRamzanKadyrovpubliclydeclaredthatadherentsofSalafism(“theSatans”inKadyrov’sterminology)donothaveaplaceinChechnyaandthat they “should be killed”. This was reiterated by a close Kadyrov’s associate, thedeputyoftheministryofinterioraffairsAptiAlaudinovonGroznyTV.Intheaddresstohis inferiors he stated: “I swear by Qur’an, if there is any little resemblance withWahhabis…,Ipersonallytold–hackthemdown.Whoyoucanimprison–imprison,ifyouhaveachancetoputsomethingintothepocket[meaningdrugsorweapons]andaccuseafter-doit.Dowhateveryouwant,killwhoeveryouwant”(inMalashenko2014).AndthepoliceforcesevenonthemunicipalleveldotheirbesttocompleteAlaudinov’sorder,aseveryextremistattackontheterritoryoftheirdistrictmeanstheendoftheircareer.Forthelocals,itmeansaroundof“preventiveworks”,whichusuallyresultinthedetentionof150-200people.Asarule,thepolicekeepthedetainedinsecretplacesforafewweeksregularlybeatingthem,whichisalsoconsideredasaneffectivemethodthatpreventsprobableradicalisation(Yarlykapov2018).IndissimilaritytoChechnya,Dagestan’sauthoritiesweremorewillingandpersistentinthesearchforadialoguewiththeSalafiadherents.Forinstance,inDagestan(in2010-2012),bytheorderofpresidentMagomedsalamMagomedov,theauthoritiesstoppedrepressingSalafiMuslimsandtheirbusinesses,andthisdecreasedthepoolofpotentialfighters. However, after some time the police returned to their repressivemethods,whicheventuallypushedtheSalafisbacktotheunderground.

5.2SoftpowermethodsDespite considerable success in coercion, Russia’s government came to theunderstandingthatitisimpossibletowinagainstreligiousextremismrelyingonlyonbruteforce.Since2010,theauthoritieshaveturnedtosoftpowermethods,whicharealso called preventive in Russia. The central government, as itwas partly explainedabove,entitledthelocalauthoritiestochoosetheirwaysofcounteringandpreventingradicalisation.Hence,thesemethodsdifferfromregiontoregionandyetcanbeunitedunder the categories of informative-educative and ideological-repressive. Theinformative-educative methods designed to 1) explain the essence of religiousextremismanditsdanger;2)formanegativeopinionaboutit,and;3)encouragepeople

to join a fight against it. The ideological-repressive methods aim at 1) propagatingsociallyimportantvalues;2)promoting“peaceful”Islamoverthe“dangerous”formofit,and;3)controllingthepossiblespreadoftheSalafiIslam.Thedetaileddescriptionofthe said methods, which are practiced in some of the North Caucasian republics(Dagestan, Chechnya, Ingushetia, Kabardino-Balkaria), Tatarstan, and Bashkortostanarepresentedfurtherbelow.Informative-educativemethodsTheinformative-educativemethodsincludedifferenttypesofpreventiveactivitiessuchasmeetings,lectures,mountmarches,advertisements,gamesandsimulations,specialprograms on TV etc. (see Kucheriavyi 2014, Levkina and Shatskaia 2014). TheseactivitiesusuallyarebeingsupervisedorfacilitatedbytheUniversitylecturers,experts,speciallytrainedpoliceofficers,localandfederalauthorities.Forinstance,aroundtable“Theterritoryofpeace”,wherestudentsoftheKazanInnovationUniversitypresentedtheir ideas on how to counter extremism on 06/03/2019, was organized under theauspiceofthegovernment.Otherpopularactivities include the state’s efforts topublishand spread leaflets thatinform the population on some aspects regarding terrorism and extremism. Othersencouragepeopletobevigilantandtoreportanyonesuspiciousortosupportthosewhoneedhelp.Forinstance,oneoftheleafletsinvitespeoplenottobeindifferenttothose,whoseem“unhappy,lonely,andhumiliated…”Timelyprovidedsupport,accordingtotheleaflet,cansavemanylives(Hmyzova2016).In addition to state activities, NGOs also started participating in the prevention ofreligiousradicalisation.For instance,ChechenNGO“Women fordevelopment”workswithwomenbydiscussing the Internet love stories,which in somecases resulted inwomen moving to live in the ISIS-controlled territories. Another organization “TheObjective” organizes trainings, invites psychologists, lawyers, and people who cameback from the ISIS-controlled territories to share their insights with the university,college,orhighschoolstudents.Mostoftheseactivitieswerementionedbytheparticipantsoftheonlinediscussiononterrorism in the North Caucasus, which was hosted by the online media platform“CaucasianKnot”inFebruaryof20196.Theparticipantsagreedthatthestatemadeverybig progress in countering religious radicalisation and incorporating soft powermethods into the prevention of religious radicalisation. However, most of them areeither developed insufficiently or have a too formal approach. For instance, expertsclaimed that the state has not developed yet a sophisticated counter-narrative thatwouldexplain theevilnatureof the ISISandconvince thepopulation that it isnota“dream state”, as the ISIS propaganda depicted it. Another example of formality and

ineffectivenessistheparticipationinthepreventiveactivitiesofthosewhocamebackfromtheISIS-controlledterritories.Thiswouldseemabrilliantidea,butasaparticipantofoneofsuchmeetings(TatyanaLokshina),whoworksfortheHumanRightsWatchorganization,claimed,95%percentofthemeetingwasdedicatedtopraisingRamzanKadyrovandtheChechenauthorities.Another method that has been tried in the republics of the North Caucasus is thereintegrationoftheformerfighters.Ineachrepublic,theprogramsofreintegrationhadsomespecifics,butinmanycases,thepromisesnottopersecutethosewhoreturnedtopeacefullifewerenotmaintained,andthisdiminishedtheefficacyoftheprogram.Ideological-repressivemethodsIdeological-repressivemethodsarecloselybondedwiththeeducative.ThestatetriestopromoteSufiIslam,whichiscalledinRussia“traditional”andwhichisconsideredtobepeaceful.Thisisdoneonseverallevels:universities,highschools,andprimaryschools.There are several IslamicUniversities inDagestan, Ingushetia, Chechnya,Kabardino-Balkaria, Moscow, Tatarstan, and Bashkortostan. They all are linked with the stateuniversitiesoftheRussianFederationandorientedtopreparestudentsforpromotingthe“traditional” Islam. Insomerepublics, thepreparationstarts fromtheschool.Forinstance,inChechnya,theauthoritiesobligedlocalimamstopromotetraditionalIslamintheschools.Theyconsiderthisasoneofthemainmethodsthathelppreventreligiousextremism and its ideology. In every school, there is a responsible person, usually adeputyofadirector,whomonitorsthe“spiritualdevelopmentofchildren”.Thesepeoplearedelegatedbytherepublic’sMuftiate(thehighestreligiousinstitution).Moreover,theMuftiate obliges parents of the primary school pupils to declare and register theirbelongingtooneoranotherSufibranchofIslam.Theauthoritiesalsoinvestinopeningnewreligiousschools,mosques,andschoolsofhafizs(thosewholearntheQur’anbyheart).OnTV,thereareregularprogramsthatexplainIslamandhowtolivefollowingit(Gadayev 2014). The Muftiate and the Spiritual Board of Muslims in the ChechenRepublic play a central role in this. These religious institutions have developed ahierarchicsystemthatallowsthespreadingofideasandthemonitoringofthesituationacross the republic through the local mullahs, who are responsible to the Imams(leaders)ofthemosquesandthesettlements,whointurnareaccountabletoQadis(themagistratesofShariacourts)ofthedistricts.ThelatterhaveaccesstotheMufti(theheadofMuftiate)himselfandtheSpiritualBoardofMuslims(Gadayev2014).Therearealso“soft”repressivemethodsthattheauthoritiesinsomerepublicsrelyon.For instance, Dagestan’s authorities in 2015 introduced a new practice, which iscommonlyknownasaprophylacticregistry.Bydoingthis,theyaimedtocreatealistofpeoplewho could be potential terrorists or extremists. Thiswas intended to refrainthemfromextremistorterroristactivities,astheywouldknowthattheyareunderclosesupervision.However, this idea turned intoanotherwayof terrorizingpeopleby thepolice.Inmanycases,thisregistrationwouldruinpeople’slives,theirgoodrapportwithneighbors, andwouldeven result inpsychological trauma for school children, as the

policewouldvisitandinterrogateeventhem.Atthepeakofthisactivity,therewereasmanyas16,000peopleontherepublic’slist.ClosingSalafimosquesinsomerepublics(e.g.inDagestanandKabardino-Balkaria)wasconsidered as another preventive method. Regular police raids during the Fridayprayersanddetentionofupto200peopleduringsuchraidswerealsoamongthemeansofthepolice.Liketheinformative-educative,ideologicalmethodshavetheirfaults.Forinstance,thosewho are responsible for the “spiritual development” of pupils in the schools aredescribedbyschoolteachersasratheruneducated.“Usually,theyarepeoplewhocannotfindanyotherjobs.Itisquiteaneasyjob,whichdoesnotrequireanyqualifications.Andtheydo it inaverysuperficialway”—Sokirianskaia (2019)quotesone teacher fromGrozny.Tosumup,themajorityofthemethodsthatareinuseinRussiaarenotasefficientastheycouldbe.Someofthemhavedegradedintoformalities;othersdonothitthetargetprecisely. This can be realized from the sociological survey conducted byMuslimov(2011) in Dagestan. According to its results, Dagestanis consider that the efforts ofcounteringterrorismandextremismshouldbeorientedtowards:nurturingtolerance(26%),perfectingthepowermethods(18%),fightingcorruption(14%),improvingthelegislation (14%), informing the population (12%), and searching for a confessionaldialogue(6%).Thesetargets,accordingtotherespondents,wouldgivebetterresultsfightingreligiousradicalisation.Theparticipantsofthementionedonlinediscussion7onterrorismintheNorthCaucasusalsoagreedthatpositivepoliticalandsocialchangeswouldbeamoreefficientmethodofpreventingradicalisation.Suchchanges,accordingtothem,wouldcreateanecessaryenvironmentfortheyouthtorealizetheirambitions.Unfortunately,untilnowmostofthenegativefactorsremainedunattended(Sokirianskaia2019),whichdiminishesothereffortsbythestateandNGOs.

6. ConcludingRemarksThisreportfocusedonsomeaspectsofradicalisationintheRussianFederation.Firstofall,itidentifiedandjustifiedthefocusonIslamicradicalisationinfourrepublicsoftheNorthCaucasus(Kabardino-Balkaria, Ingushetia,Chechnya,andDagestan),Tatarstan,andBashkortostan.ThesepartsoftheRussianFederationareconsideredasthemostvulnerableandsusceptibletoreligiousradicalisation.Thefirstpartofthechapterpresentedtheethnoreligiouscompositionofthestate.ThesectionreferredtothestatisticaldatathatwascollectedduringthelastandpreviouscensusesconductedinRussiain2010and2002respectively.Theparthighlightedthatit is impossible to provide precise data due to the ever-changing composition of the

populationandthelackofuptodateinformation.Tobalancethisinaccuracy,thesectionalsoreferredtotheexperts’opinionsandconsiderationsaboutthestatisticalresultsonthequestion:whoabelieveris.Thesecondpartofthereportanalysedthehistoricalcontextandconsideredtheimpactthatithadontoday’stendenciesofreligiousradicalisation.Thepartbrieflyoverviewedthe expansion of the Russian Empire in the early and late middle ages and therelationshipthatthestatebuiltwiththeconqueredpopulations.ThesectionconcludedthatthehistoricalcircumstancesstillplayaveryimportantroleintheradicalisationofthepopulationoftheNorthCaucasus,buttheyarelessvisibleandlessimpactfulintherepublicsoftheVolgaMuslims.Thepopulationoftheseterritoriesisbetterintegratedinto theRussian Federation. Then, the sectionmoved to the exploration of the legalframethatthestatecreatedtoregulateitsrelationswithreligion.Thesectionindicatedthat themain rights of the believers that the Constitution ensures does not preventradicalisation. Neither do the laws that determine the boundaries within which thereligioncanoperatewithinthestate.ThethirdpartofthereportexploredthereasonsbehindradicalisationinRussia.Thepart presented the ideas of experts, state officials, and the opinions of the generalpopulation.Toanalysetheidentifiedreasonsthepartusedfourcategoriesthatunitedthesereasons.ThesectionclaimedthatthemostinfluentialreasonsoftheradicalisationintheRussianFederationareofsocio-economicandsocio-politicalbackground.Asthepresentedresultsofthesurveysandtheopinionsoftheexpertsdemonstrate,Russia’scitizenstendtoblamepooreconomicconditionsandthestate’sinjusticeforreligiousradicalisation. The reasons that are rooted in cultural-ideological or personal-psychologicalspheresareidentifiedinthereportaslessinfluential.Thelastpartanalysedthemethodsthatthestateemployedinthefightagainstreligiousradicalisation and its expressions in the form of extremism and terrorism. The partpresented two types ofmethods: 1) the active counter-terrorismmeasures that areusuallyimplementedbythepoliceandmilitary,and;2)thepreventivemethodsorso-called prophylactics, which allow the non-governmental sector to take part in thepreventivework.Thereportconcludedthat themeasuresutilizedbythestatearenotveryefficient infightingreligiousradicalisationofRussia’sMuslimsas theyeitherdonotaddress therootsofitoruseaveryformalapproachtoit,whichdiminishestheeffectivenessofthedesigned measures. Socio-economic and socio-political problems, such asunemployment,lowsalaries,corruption,nepotism,andinjusticeshouldbeaddressedasthemostimportanttargetsinthefightagainstreligiousradicalisationinRussia.

These articles are designed to ensure equal rights to people and organizations, to prevent any kind of discrimination, and to minimize a possible threat to the state. The Federal Laws (On countering the extremist activities N114-F3, 2002) (On countering terrorism N 35-F3, 2006) These laws provide with the definitions of extremism and terrorism and oblige the regional authorities to work on preventing terrorist and extremist activities. Their functions include: a) actions for countering terrorism and extremism; b) activities oriented to identifying and removing the reasons and conditions for extremism and terrorism [prophylactics]; c) investigation of the cases of extremism and terrorism; d) minimization or elimination of the consequences of the extremist and terrorist acts; e) designing the means of prophylactics and implementing the measures, which help to prevent radicalisation; f) control and combat the organizations and people whose activities can be classified as terrorist or extremist. Municipal entities also have rights to create their own para-military organizations that work on a voluntarily basis to help preventing radicalisation or neutralize possible extremist attacks.
