Introduction Background and status of national and urban transport: Rapid increase of population moving into urban area, particularly into Phnom Penh capital as well as the increase of GDP per capita creates the main challenge of urban transport in Cambodia, as its circumstances traffic congestion and traffic accidents become the most serious issues in the Capital. The number of registered vehicle in Phnom Penh has been increasing at an average rate of about 20% each year, and has reached almost 1,500,000 in 2015. The number of motorcycles dominates the biggest share of registered vehicle (accounted about 84% of all registrations). Institutional arrangements and agencies involved in planning, development, assessment and monitoring of sustainable transport and urban transport systems/projects: No clear authority or agency from National level responsible for urban transport. 2. Urban transport policies National urban transport policies and plans in your country: Cambodia doesn't have National urban transport policies and plans. The first Urban Transport Master Plan was developed in 2001 with the target year of 2015 under assistance from Japan International Cooperation Agency (JICA) only for Phnom Penh Metropolitan Area. This plan only called for the installation of traffic lights at major road intersections across the capital. The installation, to some degree, helped alleviate the problem but it was found that traffic congestions and traffic accidents have increased because public transportation has yet to be introduced. Therefore it is needed to reformulate the 2001 MP and to develop a "Comprehensive Urban Transport Plan in Phnom Penh City", which was completed in December 2014 and being submitted to the Council of Minister for approval. 1. Introduction

Background and status of national and urban transport:

Rapid increase of population moving into urban area, particularly into Phnom Penh capital as well as the increase of GDP per capita creates the main challenge of urban transport in Cambodia, as its circumstances traffic congestion and traffic accidents become the most serious issues in the Capital.

The number of registered vehicle in Phnom Penh has been increasing at an average rate of about 20% each year, and has reached almost 1,500,000 in 2015. The number of motorcycles dominates the biggest share of registered vehicle (accounted about 84% of all registrations).

Institutional arrangements and agencies involved in planning, development, assessment and

monitoring of sustainable transport and urban transport systems/projects:

2. Urban transport policies

National urban transport policies and plans in your country:

Cambodia doesn't have National urban transport policies and plans. 5. Way forward

Identify and assign clear Institutional Responsibilities to the Ministry of Public Works and Transport to be in charge of the development of National Policies and Strategies to improve urban transportation systems,

Integration of urban transport into the land use and urban planning, Ministry of Public Works and Transport coordinates with other line Ministries, Municipality

setting up clear action plan to solve current serious issues such as illegal parking, improper use of Right of Way, Land use plan, Laws enforcement, improvement of driving behavior etc…

Follow recommendations as suggested by the International Experts, especially from the "Comprehensive Urban Transport Plan in Phnom Penh City" prepared by JICA.
