NGOs members of the Advisory committee (AC)Around 20 experts covering different expertise, from NGOs and research institutions, from developing and developed countries build the Advisory Committee to the Network. The invited experts are expected to as-sist the network in assessing the development of the AF by providing strategic guidance on all issues related to the AF and the Network. The AC aims at facilitating and easing the sharing of knowledge on adaptation good practice within the Network members, countries and regions, including on means to identify the par-ticularly vulnerable people. The AF NGO Network The AF NGO Network has been initiated by a number of NGOs in order:

▶ To accompany the crucial phase of implementation of the projects through enabling a multi-stakeholder participation in the AF procedures.

▶ To contribute to a successful outcome of the funded projects in the interest of those people being less privi-leged and most vulnerable to climate change.

▶ To support NGOs in developing countries by increasing their capacity throughout the project period in observ-ing both the project activities and the performance of the accredited NIE in the carrying out of the projects.

▶ To assist NGO partners in developing countries to better accompany and participate in the design and implementation of the projects until the last stage of their evaluation.

▶ To facilitate, disseminate and share information and lessons learnt among interested stakeholders.

The Adaptation Fund (AF) The Adaptation Fund has been established by the Par-ties to the Kyoto Protocol of the UNFCCC to finance concrete adaptation projects and programmes in devel-oping countries that are Parties to the Kyoto Protocol. The AF is innovative in the way it is funded, managed and governed.

■ Developing countries have a majority in the Adapta-tion Fund Board (AFB), which manages and super-vises the AF.

■ The AF is not a donor driven fund, but a demand driven one, financed with 2% of the Certified Emission Reduction (CERs) issued for projects of the Clean Development Mechanism (CDM) and other sources of funding.

■ The AF offers opportunity to access to its resources through direct access. This approach is unique in international climate finance.

■ The strategic priority of the AF gives a special atten-tion to the most vulnerable communities in project regions.

2011 – Operationalization Year Started from scratch as a new fund, the Adaptation Fund is now fully operational. 2011 marked the year of implementation of concrete adaptation projects under the Adaptation Fund with all challenges and expecta-tions it spawns.

So far the Adaptation Fund has approved concrete adaptation projects in the following countries: Ecua-dor, Eritrea, Honduras, Maldives, Mauritius, Mongolia, Nicaragua, Pakistan, Solomon Islands, Senegal and Turkmenistan.

A number of other projects have been endorsed and are in the pipeline.

Furthermore the AF has conducted in 2011 two regional workshops in order to familiarize Parties with the process and the requirements of the accreditation of National Implementing Entities (NIE).
