This seminar will focus on how countries can establish a policy framework to enable effective local action using an evidence-based approach, choosing between different measures when resources are scarce. The latest evidence from OECD countries on ‘what works’ and ‘what doesn’t’ will be considered, with participants sharing their own experiences from their perspectives as policy makers, researchers, practitioners and social entrepreneurs.

1. The Program

Services outsourced to private providers

Targeted at unemployed or underemployed youth under 30, with at least a 2-year college degree

Two Stages:The first stage focused on finding long-term employment (lasting at least six months)

The second focused on stabilizing them in their new job

Three Main features:

1. A dedicated caseworker, who met job seeker in person at least once a week

2. The caseworker had the responsibility to identify job offers that could fit the profile of the job seekers he worked with

3. Job seekers attended workshops on various aspects of the search process

• 30,000 young, educated job seekers in France

• Two-Stage randomization:

1. Researchers randomly varied proportion of eligible youth who were offered counseling within each community

2. Then, randomly assigned job seekers in each treated community into the treatment or comparison group

• Long term results collected over 2 years

How do intensive job counseling services affect employment rates among those who receive counseling and in the overall job market?

• Individuals in the treatment group were 2.5 pp. more likely to have a permanent job but gains disappeared after 12 months

3. Did Job Counseling Work?

• Job counseling lowered employment rates for comparison group individuals living in treatment areas (displacement effects)
