1 CLERGY BREAKFAST - 13 AUGUST 2014

Following the success of the Easter Prayer Breakfast hosted by the Mayor, another breakfast has been arranged for Wednesday, 13 August 2014 with guest speaker – Pastor Rob Walsh. Pastor Walsh’s talk (flyer attached) will appeal to a wide audience and promises to be just as inspirational as that provided by Tony Huang at the Easter Breakfast. The Mayor is extending the invitation to the breakfast to school Principals or their representatives as he believes that the message to be provided by Pastor Walsh is an important one which should be shared within the school community. The breakfast will commence at 7.30am and will conclude by 9am. Pastor Walsh will give his talk in the Council Chamber to allow all those present to be seated in comfort. A light breakfast will be served in the Mayor’s Suite prior to the talk. All Councillors are invited to attend and are asked to provide an RSVP to Linda Smith.

2 SWAP - Sustainable Waste to Art Prize

In 2013/14 Council expanded the existing Youth Environment Prize (YEP), which has run for the past 3 years, to include a broader demographic and rebranded it Sustainable Waste to Art Prize (SWAP). SWAP is open to all age groups and anyone who works, lives or plays in the City of Ryde is eligible to enter.

Artists may either create their artwork from recycled or reused materials, or use multimedia as their medium. This project has been developed to engage the local Ryde community and promote positive waste management and sustainability practices. SWAP was launched on Council’s website on Tuesday, 11 March with brochures, postcards and posters distributed to local schools, community youth groups, libraries, TAFE and Macquarie University. FAIM (Fine Arts Inc Meadowbank) won this year’s project tender and have been engaged to promote this initiative and curate the event and exhibition. A series of free creative workshops were offered to local and budding artist to assist in the development of their artwork as part of the SWAP project. These workshops were run by professional artists and were based on waste to art and the use of digital media. Two workshops were run during the school holidays for the school age group with 38 children attending, while another 6 workshops were held on a Wednesday evening for 16 years and over with 34 people attending.

Submissions for SWAP closed on 28 July 2014 with over 150 submissions received. These works will be assessed by a panel and successful works will be selected to be a part of the SWAP exhibition. The exhibition will run from Friday 14 August – Saturday 30 August, the exhibit is open to members of the community and available for school excursions. There is over $4,000 in prize money available to be won as well as Eckersley’s vouchers for Highly Commended pieces. The prizes will be awarded across 4 different categories.

The Awards night will be held on Thursday, 14 August 2014 from 6.00pm to 8.00pm at the See Street Gallery. Councillors will be invited to attend.

3 LIBRARY FUNDING UPDATE

Council resolved on 27 May 2014 to support the NSW Public Library Associations’ campaign for increased State funding for public libraries. Actions taken to date are:

The Mayor, Councillor Maggio, has written to The Hon. Troy Grant MP, Minister for the Arts, calling upon the State Government to implement the recommendation of The Reforming Public Library Funding submission of the Library Council of NSW;

The Mayor has also written to local State Members asking for their support for public library funding, and for them to make representations to the Minister for the Arts; and

NSW Public Library Associations’ campaign information has been distributed in all City of Ryde Libraries, with over 500 locals signing a petition in support during June.

The campaign asks for the current funding imbalance, where local government is paying a disproportionately large share for public libraries, to be addressed by increasing both capital and recurrent funding from the State Government. The intent of the NSW Library Act in 1939 was for equal funding from state and local governments to provide library services. State Government expenditure on public libraries has decreased as a proportion of total public library expenditure from 23% in 1980 to 7% in 2013. Over 100 NSW councils have now resolved to support the campaign. It has also received wide community support. Since the campaign commenced in April, 45,000 NSW residents have signed the petition as at early July. This number continues to grow, and is evidence of the interest, support and concern of residents across NSW about the future of their libraries. Three tranches of petitions have now been presented to Parliament, triggering parliamentary debates which have been scheduled for 7 August and 11 September. The campaign has met with some success in that the NSW State budget, announced on 17 June, delivered a $15m infrastructure public library grant program over the four years from 2014-15 to 2017-18. While this is welcome news, it only reinstates the grant funding program to the level that it was in 2005-06 and is a fixed-term program that needs to be recurrent to provide the certainty required. The next target for the Funding Campaign is to address the problem of the recurrent elements of library funding – the $1.85 per capita legislated payment (both in quantum and indexation) as well as the Disability and Geographic Adjustment fund, which combine to form the annual funding that is provided directly to NSW councils. These allocations are not indexed to population growth or CPI, so there is no source to fund the annual increase resulting from additional NSW population. This will lead to the first actual reduction in direct funding to NSW councils (in 2015-16) if the attrition is not addressed.

City of Ryde Libraries will continue to again distribute campaign information, as per Council resolution, where locals will be given further opportunity to sign the petition in support of increased public library funding from the State Government. The campaign aims to present further tranches of petitions to Parliament, triggering further parliamentary debates regarding the state of public library funding.

These state wide efforts, towards which City of Ryde has made and will continue to make a solid contribution, will help ensure public library funding remains on the State Government agenda.

4 GRANT AWARDED TO CITY OF RYDE FOR CCTV AND LIGHTING IN EASTWOOD PROJECT

This is to advise Councillors that Council’s application for grant funding under the Federal Government’s Safer Streets Program has been successful.

City of Ryde has been awarded a $200,000 grant under section 298 of the Proceeds of Crime Act 2002 (POCA) for the installation of CCTV and lighting in Eastwood.

Council’s application identified areas including Glen Reserve, Glen Street car park and Rowe Street where the installation of lighting and CCTV would support existing crime prevention measures and address concerns of both the community and the police.

Projects funded under the Safer Streets Program must be completed by 30 June 2016.

The Funding Agreement with the Attorney-General’s Department is expected to be finalised within the next couple of months. Project planning is due to be finalised by the end of this year, followed by a consultation and assessment process commencing in early 2015.

5 BEFORE AND AFTER SCHOOL CARE LONG WAITING LIST- EASTWOOD AREA STAKEHOLDER'S MEETING

City of Ryde met with schools and out of school hours care (OOSH) providers on 24 July to address the issue of long waiting lists for families in finding before and after school care for their children in the Eastwood area. OOSH services operate before and after school care and accept children who are currently enrolled in school. The meeting was attended by Principals, Deputy Principals, OOSH Coordinators representing Eastwood Heights Public School, Eastwood Primary Public School, Denistone East Before and after School care, Ryde Before and After School Care, North Ryde OOSH Care, Network of Community Activities and City of Ryde. The stakeholders agreed that there has been a major increase in demand of this service in the Eastwood area. The information in the table below highlights that the issue of long waiting lists is of particular concern in Eastwood. In the other areas where the problem is not as pronounced, some OOSH services are running at capacity and are concerned about their inability to meet demand in future.

Key issues for the high levels of demand for OOSH care highlighted by the participants were: Lack of safe and readily available transport to take children to alternative OOSH, new developments (units – houses) leading to increased demand for services in the area; emergence of families with both parents working; lack of available physical spaces in the schools, new regulations increasing the recommended square metre per child and in turn reducing the number of places available; and lack of available floor space at the schools to build more facilities. Casual nature of staffing was also mentioned as one of the issues by the OOSH providers hampering their ability to plan and coordinate everyday activities. The participants agreed on a diverse range of strategies to collaboratively deal with these challenges. A short term strategy was offered by Christian Community Aid (CCA) to address transport issue. CCA buses can be utilised to transport up to 20 children from Eastwood Public School to Ryde Before and after School every day. Council will facilitate the stakeholders to meet and explore the feasibility of this option. Some medium to long-term strategies include: advocacy action by Network of Community Activities (NCA) - the peak body for OOSH services in NSW. NCA agreed to work with local providers and schools that attended the meeting to support their efforts to put solutions in place. In particular work with Eastwood school community including the OOSH provider to finalise a project to build an additional space on the school grounds and explore options for use of the school hall. NCA will also work with Denistone East to explore space solutions at the school.

The NCA also agreed to support agencies to have a more permanent staff by providing assistance in developing clear job description for staff and building service capacity and skills in a range of areas including provision for services for children with special needs. City of Ryde has undertaken to keep working with local schools and OOSH service providers in addressing the issue. A follow up meeting will be organised by Council staff in due course to report back on the progress made.

6 NATIONAL TREE DAY 2014

The 2014 National Tree Day held on Sunday, 27 July was hailed a success as one of our best ever. Eighty six participants from the local community helped to create a habitat haven at Waterloo Park by planting 550 native plants. Over the last 10 years, volunteers from the local community have planted 13,500 native plants in parks across the Ryde LGA on National Tree Day and School’s Tree Day. Staff from the Open Space, Environment, Operations, Communications and Media units helped with various aspects of the day including site selection, preparation, promotion, supervision on the day and provision of the BBQ.
