The Council Rock Board of School Directors met in public session on May 19, 2016 at the Chancellor Center, 30 N. Chancellor Street, Newtown, PA. The following persons were in attendance:

Call to Order The meeting was called to order at 7:30 p.m. by Mr. Byelich. The meeting was recorded by the Council Rock School District and was broadcast “live” in all five municipalities.
Pledge of Allegiance Mr. Block asked those in attendance to stand for the Pledge of Allegiance.
The Newtown Elementary School “Newtown Sound,” conducted by Mrs. Arner, played the National Anthem, followed by “Jewe” by Brent Holl.
Student Advisory Board – CRHS South Mr. Funk introduced the following members of the Student Advisory Board at CRHS South and thanked the seniors, Viktoriya Manasyan and Jack Wheatley, for their dedication and commitment to the Student Advisory Board.

Public Comment Lyn Yetto, Holland, PA, commented on the 2016-2017 budget deficit. She is concerned that reducing staff will adversely affect teaching and learning. The motto “success for every student, every day” will not occur for the 2016-2017 school year if these reductions are made. Nancy Sauers, Holland, PA, voiced her support for a middle school track program. Participating in track and field promotes personal achievement, teamwork, and confidence on and off the track. A strong track program at HMS and NMS would have a high participation rate and bring the community together. Currently, middle school students have to travel to compete, noting that The 6th Grade District Track Meet is scheduled to be held on May 25th at CRHS North.

Nancy Carroll, Newtown, PA, congratulated CREF for raising the necessary funds to award the learning grants. She also wanted to debunk the following statements. • “CRHS North is bigger than CRHS South.” There are more students at CRHS South. • “CRSD had 90 trailers.” At most, CRSD had 54 trailers at the elementary schools. The trailers can
only be counted once. She will provide the Administration/Board with a statement listing all the trailers which she received from the home office in Newtown Borough. She further noted that twenty-six permanent classrooms have been built since the renovations.
• “NMS can use the track at CRHS North.” NMS cannot use the track at CRHS North because of liability issues.

Items for Board Approval Personnel Actions and EDRPP Approval Mrs. Thomas moved to approve the Personnel Actions, attached hereto as Appendix A and by this reference incorporated as if set forth in full herein, and EDRPP Payment Schedule. Mrs. McKessy seconded the motion. Mrs. Trioli advised that people are resigning due to family reasons e.g. childbearing. She also confirmed that the EDRPP approval is for the 2015-2016 school year. Hearing no objections, the Board approved said motion by unanimous consent. Note: Mr. Block was not present. Approval of Bids (2015-2016 Capital Projects)
• Bid #15-35 – CRHS South Second Floor Science Room Hollow Core Floor Plant Topping Repairs, Phase II Description: Repair of permanently deflected concrete floor plank including crack repair, masonry wall repair, floor topping and partial floor tile replacement. Mr. Grupp moved to approve Bid No. 15-35 – CRHS South Hollow Core Floor Plank Topping Repairs, Phase II Project to Mar-Allen Concrete at a cost not to exceed $23,865.00 subject to audit. Mrs. Thomas seconded the motion.

• Goodnoe Elementary School – ADA Sidewalk Construction at SAIL House
Description: The concrete sidewalk adjacent to the SAIL House leading to the existing ADA parking spaces is disconnected and not ADA compliant. As a part of the Goodnoe Elementary School project closeout, the Newtown Township is requiring the extension of the existing sidewalk to the existing ADA ramp accessing the SAIL House and connecting to the sidewalk at the SAIL House. Mr. Grupp moved to approve the Independent Contractors Agreement for the Installation of the ADA Concrete Sidewalk Construction at the SAIL House to T. Schiefer Contractors, Inc. at a cost not to exceed $13,480.00 subject to audit. Mrs. Thomas seconded the motion. Hearing no objections, the Board approved said motion by unanimous consent. Note: Mr. Block was not present.
Rejection of Bid – Maintenance Plumbing Trust Bid #16-19 Description: One (1) 2016 Chassis 4x4, 60” CA, Regular Cab 141” WB, etc. Vehicle motion was tabled at April 21, 2016 Board meeting. Additional Information was requested. Dr. Foster moved to reject all bids for the Maintenance Plumbing Truck, Bid #16-19. Mr. Grupp seconded the motion. Mr. Taylor noted that the District will not be able to take delivery during the 2015-2016 school year. The bid will be resubmitted at a later date for further review and approval.

Newtown Bucks County Joint Municipal Authority Agreement (Newtown Middle School) Description: The CRSD will enter into a Developer – Sewer Service Agreement with the Newtown Bucks County, Joint Municipal Authority. The Agreement defines the parties’ responsibilities, rates, charges, and other legal obligations during the construction process. Mr. Tate moved to approve the Newtown Bucks County Joint Municipal Authority Developers Sewer Service Agreement between the Council Rock School District and the Newtown Bucks County Joint Municipal Authority. Dr. Thorwart seconded the motion. The Board approved said motion by a vote of 7 ayes, 1 nay, 0 abstain. Mr. Byelich voted against. Note: Mr. Block was not present. 2016-2017 Textbooks and Resource Materials Purchase Dr. Thorwart moved to approve the purchase of the Textbooks and Resource Materials for the 2016-2017 School Year at a total cost not to exceed $290,436.21. Mrs. Brooks seconded the motion. Hearing no objections, the Board approved said motion by unanimous consent. Note: Mr. Block was not present. Approval of Bids
• Visual Art Supply and Equipment Bid #16-03 Mrs. Brooks moved to award Visual Art Supply and Equipment Bid #16-03 for the 2016-2017 school year to the 9 (nine) vendors as listed in the Total Low Acceptable Bid column at a total cost not to exceed $49,325.70, subject to audit. Mr. Tate seconded the motion.

• Physical Education Supply & Equipment Bid #16-04
Mrs. Brooks moved to award Physical Education Supply Equipment Bid #16-04 for the 2016-2017 school year to the 8 (eight) vendors as listed in the Total Low Acceptable Bid column at a total cost not to exceed $22,526.53, subject to audit. Mr. Tate seconded the motion. Hearing no objections, the Board approved said motion by unanimous consent. Note: Mr. Block was not present.
Musical Instruments and Supplies Bid #16-10 Mr. Grupp moved to award Musical Instruments and Supplies Bid #16-10 for the 2016-2017 school year to the 14 (fourteen) vendors as listed in the Total Low Acceptable Bid column at a total cost not to exceed $176,446.42, subject to audit. Mrs. Brooks seconded the motion. Discussion ensued on the procurement and bidding processes i.e. listing the musical instruments for the entire school year vs. going out to bid throughout the year. Mr. Reinhart noted that lighting is also

purchased at the school level. There is a strong movement to list everything on a bid list and he hopes to continue to do this in all aspects. He intends to seek legal counsel from Solicitor Cox. Mr. Grupp expressed his concern about the bidding process in terms of approving items from different sources e.g. the timpani drums. Mrs. Thomas did not want to micro-manage the schools and felt that each school should be required to stay within its own budget when making purchases. After discussion, the Board approved said motion by a vote of 7 ayes, 1 nay, 0 abstain. Mr. Grupp voted against. Note: Mr. Block was not present. Two (2) Nine (9) Passenger Vans with Conversion Kits Bid #16-23 Mr. Tate moved to approve the purchase of two (2) 2014 Ford/E250 Nine (9) Passenger Vans from Wolfington Body Co., Inc., at a total cost not to exceed $73,364.00, subject to audit. Mr. Grupp seconded the motion. Discussion ensued on the age, maintenance and use of the passenger vans being taken out of service and the associated savings in purchasing two 9 passenger vans. Mr. Byelich appreciates the savings but doesn’t feel the same equipment is being looked at. Mr. Reinhart agreed to provide a cost justification. He will also conduct a review on giving the older van to Chartwells for their use. According to Mr. Grupp, the Finance Committee and Facilities Committee did not review this transaction. After discussion, the motion failed to pass by a vote of 4 ayes, 4 nays, 0 abstain. Messrs. Byelich, Grupp, Thorwart and Mrs. Thomas voted against. Note: Mr. Block was not present. Mr. Grupp would like to understand the process of replacing equipment. It would also be helpful if the staff identified the wants, needs and must haves. Mrs. Thomas mentioned that this would be a good topic to discuss at the Finance Committee, after the budget. Dr. Fraser agreed to work on this when time permits. He wants to make sure that everyone’s needs are addressed and will adjust the plan accordingly. The preliminary budget is established internally beginning in November for the following school year. At that point in time, the precise number of students enrolled in school is unknown and certain assumptions are made. Approval of Designation of Agent Resolution Mrs. McKessy moved to approve the following Designation of Agent Resolution relating to the reimbursement of snow removal costs associated with the Blizzard of 2016. Mr. Grupp seconded the motion. Mr. Reinhart briefly described the process. Hearing no objection, the Board approved said motion by unanimous consent. Note: Mr. Block was not present.

Reinhart, Director of Business Administration is hereby Authorized to Execute for and in behalf of Council Rock School District, Bucks County, a public entity established under the laws of the Commonwealth of Pennsylvania, all required forms and documents for the purpose of obtaining financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288 as amended by Public Law 100-707).

Solicitor’s Report Mr. Cox reported that the Board will meet in executive session immediately following the Board meeting on a personnel matter, labor, potential litigation, and a confidential student matter. Board Items • Old Business
In reply to Dr. Foster’s request for an update on the occupation tax, Mr. Reinhart advised that he contacted Keystone Collections Group and has been in communication with Mr. Byelich. This matter will be addressed after the budget is approved for the 2016-2017 school year. He will seek advice from Solicitor Cox. Dr. Foster stated that an increase in the millage rate on the occupation tax would prevent an increase in real estate taxes. It is a fair thing to do for retirees and this community.

Committee Reports Academic Standards Committee: Mrs. Brooks reported that the next Committee meeting is scheduled to be held on June 2nd. The Committee will review the math curriculum. Facilities Committee: Mr. Grupp reported that the next Committee meeting is scheduled to be held on June 9th at 6:30 p.m. Finance Committee: Mrs. Thomas reported that the next Committee meeting is scheduled to be held on Thursday, May 26, to review and discuss the budget. Policy Committee: Mr. Tate reported that the Committee is tentatively scheduled to meet on May 31st. The meeting is open to the public and will be advertised accordingly. MBIT Representative: Dr. Foster reported that the Executive Council met last week. The programs on web design, administrative sciences and business technology were reviewed and discussed. The administrative sciences and business technology program will end due to low enrollment. Mr. Garth was reappointed as solicitor for the 2016-2017 school year. Students who competed and won in various competitions on the district, regional and state levels were honored. Mrs. Thomas further stated that Mr. Paul Carney was named PDE East Career & Technical Teacher of the Year. Bucks County Intermediate Unit No. 22 Representative: Mrs. McKessy reported that BCIU met on Tuesday, May 17. May is Better Hearing and Speech Month. There was a presentation on some of the work being done to better educate members of the community and physician offices—in particular detecting hearing loss prior to the pre-school age. Dr. Hoffman presented a great deal of information of what the IU has done during the year under his leadership. The next meeting is scheduled to be held on Tuesday, June 21. Council Rock Education Foundation Liaison: Mr. Byelich had the opportunity to fill Jarod Boxes in recognition of the Travis Manion Foundation’s National Day of Service. Last Thursday night, over 250 people attended the Trenton Thunder game. Over the next week CREF will kick off the End of Year Staff Recognition Program. Public Comment Nancy Sauers, Holland, PA, voiced her support to install tracks at Holland Middle School and Newtown Middle School to benefit the students and community. Transportation savings over the course of the 12-meet track season can be captured in the budget and reallocated to other deficits. The District can rent space for CYO programs and to community groups for events. A track at HMS is better than no track at all. However, adding a track at NMS could benefit both schools. She asked elementary school parents to show their support for track by contacting the School Board. Their contact information can be found at www.crsd.org under the School Board tab. Nancy Carroll, Newtown, PA, had no idea that a track was not going to be installed at NMS. She does not believe the Board/Administration is being transparent. The installation of tracks at the middle schools have not been fully vetted. She would like to know what it would take and what it would cost. The students who participate in track should also be kept informed. Discussions about the tracks at both middle schools should be open to the public. She would also like students to get involved in broadcasting over the TV Channel. If that can’t be done, she suggested that videos on MBIT activities be aired over the summer months. Board Comment Mr. Grupp commented on the Don Ketterer Fund. The money is used to purchase and repair instruments that are donated to the school. The instruments are provided to students in financial need. He also spoke about The Miracle Worker in terms of providing closed captions for those who were not able to hear and a sound loop system that interacts with a person’s hearing aid. In addition, the entire performance was translated into sign language by Katy Tiger. Lastly, in response to a comment about not being transparent, he advised that a diagram of the middle school project has always been on display at the school. He also noted that Mr. Taylor produced a memo to the Board in June 2015 detailing the cost of a track. To allege or infer that the Board/Administration is hiding something is inappropriate. Mr. Tate commended Messrs. Reinhart and Taylor for their creative efforts in seeking reimbursement of snow removal costs associated with the blizzard and looking for additional savings through energy efficiencies. Mrs. Brooks encouraged everyone to attend the Relay for Life at CRHS South on Saturday, May 21. To date, there are 28 teams and 232 people have registered. CRSD has raised $26,991 YTD. The event has been moved indoors. There will be games, food and music.
