SUBJECT: 2016 Unaccounted Water (Strathroy and Mount Brydges)

RECOMMENDATION: THAT: • the 2016 Unaccounted Water Report for Strathroy and Mount Brydges be received

as information and filed. BACKGROUND One of the performance measures monitored for the water systems on an annual basis is unaccounted water. Unaccounted water is defined as the difference between the volume purchased from Lake Huron Primary Water System and the volume billed by Entegrus or that may be accounted for during the year through water operations (metered/billed hydrant connections). In 2016, the Strathroy Water System had an unaccounted water loss of 8.30 % which is equal to a cost of $61,717 based on Lake Huron Primary Water Supply rates. In 2016, the Mount Brydges Water System had an unaccounted water loss of 10.52% which is equal to a cost of $12,404 based on Lake Huron Primary Water Supply rates. The unaccounted volumes generally would pertain to:

Fire hydrant flushing programs

Fire fighting activities by the Fire Department (Strathroy-Caradoc and Adelaide-Metcalfe)

Street Sweeping/flushing/road activities

Capital construction projects

Subdivision and new development water main servicing and commissioning

Water main/service leaks

Faulty water meters

Theft/water meter bypassing/unapproved fire hydrant connections

Sewer Flushing

Chlorine Analyser operation

Unmetered services for municipal operations

In 2016, Flowmetrix performed leak detection on the Strathroy Water System which resulted in the finding of a couple water service and fire hydrant leaks that have been repaired. In addition, the water services on Deborah Drive which were subject to corrosion leaks have now all been replaced with municipex pipe. The Albert Street watermain which was installed in 1926 and subject to numerous leaks has been disconnected from the water system. Staff have also replaced 155 water meters in 2016. We also have capital projects moving forward in 2017 which will replace the Caradoc Watermain which has the highest watermain break frequency in Strathroy. The watermains scheduled for replacement in Strathroy in 2017 have original installation dates of: Caradoc Street 1920, Princess-Burns-High 1930, Ellor 1900/1940, McKellar 1940 For 2017, we will be performing leak detection in Mount Brydges to see if we can reduce our water losses in this area.
