Brain Injury Awareness Month

WHEREAS the Council of the Town of Kindersley recognizes that acquired brain injury is defined as a non-degenerative and non-congenital insult to the brain that may result in a diminished or altered state of consciousness, and result in impaired physical, cognitive, emotional and/or behavioral functioning. Falls, motor vehicle accidents, sports injuries, cycling accidents, strokes, tumors, aneurysms, and incidents leading to an absence of oxygen are all leading causes of brain injury in Canada; and

WHEREAS in Canada, brain injury is a silent epidemic impacting more than one million Canadians' lives with its effects. Worldwide, brain injury is the number one killer and disabler of youth, and including people under the age of 44. The social, emotional and economic consequences of brain injury are in fact devastating . Currently, there are no drugs or techniques that can cure a brain injury. PREVENTION is the ONLY cure.

THEREFORE I, Mayor Rod Perkins, do hereby proclaim that the Saskatchewan Brain Injury Association and the Brain Injury Association of Canada have designated June as National Brain Injury Awareness Month to increase awareness of the effects and causes of acquired brain injury across Canada; and

THAT the Council of the Town of Kindersley encourage all residents to become involved with brain injury associations and to listen to the fascinating true-life stories of courage and determination as survivors and family speak about the support and guidance they have received.

THAT the Council of the Town of Kindersley accept the request by Pro-Bilt Structures Ltd., the Design-Builder of the new Kindersley Aquatic Facility, for a 30-day extension to the Contract Time for the completion of the new aquatic facility, and that this request is made pursuant to Section 6.5.3.3, DELAYS, abnormally adverse weather conditions, of the CCDC-14 Design-Build Stipulated Contract, Kindersley Aquatic Centre dated June 26, 2017 between the Town of Kindersley and Pro0Bilt Structures Ltd,and that the amended Contract Time in Section 1.3 be October 31, 2018.

June is Recreation & Parks Month

WHEREAS, in Saskatchewan, we are fortunate to have a variety of recreation and parks systems providing countless recreational opportunities for residents and visitors from around the world; and

WHEREAS, recreation enhances quality of life, active living and lifelong learning, helps people live happier and longer, develops skills and positive self-image in children and youth, develops creativity and builds healthy bodies and positive lifestyles; and

WHEREAS, recreation participation builds family unity and social capital, strengthens volunteer and community development, enhances social interaction, creates community pride and vitality and promotes sensitivity and understanding to cultural diversity; and

WHEREAS, recreation, therapeutic recreation and leisure education are essential to enhancing the quality of life of individuals who experience living with a disability, or have become ill, or are disadvantaged; and

WHEREAS, the benefits provided by recreation and parks programs and services reduce healthcare and social service costs, serve to boost the economy, economic renewal and sustainability, enhance property values, attract new business, and increase tourism; and

WHEREAS, our parks, open space and trails ensure ecological sustainability, provide space to enjoy nature, help maintain clean air and water and preserve plant and animal wildlife; and

WHEREAS, all levels of government, the non-profit and voluntary sectors, and private enterprise throughout the Province participate in the planning, development and operation of recreation and parks programs, services and facilities.

NOW, THEREFORE BE IT RESOLVED, that the Saskatchewan Parks and Recreation Association (SPRA) does hereby proclaim that June, which witnesses the greening of Saskatchewan and serves as a significant gateway to family activities, has been designated as June is Recreation & Parks Month, which will annually recognize and celebrate the benefits derived year round from quality public and private recreation and parks resources at the local, regional and provincial levels.

REPORT SUMMARY (Detail Background, Comparable Projects, and Outcomes): The attached report shows Town of Kindersley financials as of April, 2018, reflecting that by the end of March approximately thirty three percent (33%) of the Council approved 2018 Budget should be utilized.

Noted below are explanation of the large differences as referenced in the financial report. These are the same as last month. Most departments are just beginning their busy season.

1. The requisition is at 100% as this is the full amount to be paid for 2018. This requisition is for the Town’s property assessment.

2. The revenue and expenses for the Fire Department are low because the cost of the new fire hall is in the expense budget and the rural municipal grant for the hall is in the revenue.

3. BEO revenue is high due to the water bypass violations.

BENEFITS: None to bring to the attention of Council. DISADVANTAGES: None to bring to the attention of Council. ALTERNATIVES: None to bring to the attention of Council. FINANCIAL IMPLICATIONS (Projected Revenue/Expenditure) (Source/Account): This report is prepared as part of the ongoing process to ensure that municipal funds are managed with accountability and transparency, and to maintain stable revenue sources.

the Town of Kindersley

When the Kindersley Regional Park Authority (KRPA) was established in 1968 by Order in Council(O.C. 1984/68), the Town of Kinders|ey's hockey rink, pool and municipal ball diamonds (theRecreation facilities) were included within the Park's boundaries and jurisdiction. It wasiustiiiedat

that time so that the Town's recreation facilities could access provincial grants and funding thatwere then available to Regional Parks.

Since that time, the Town of Kindersley has undertaken major development ofthe Town'srecreation facilities including rebuilding the West Central Event Centre, with 2 ice surfaces, a newaquatic facility, currently under construction, and 4 lighted ball diamonds. Despite theses facilitiesbeing within the boundary ofthe KRPA,the Authority has never contributed to the construction or

up keep of these facilities and the KRPAhas no use for these facilities within its mandate.

Discussions have been held between the Town of Kindersley and the KRPAto have a boundaryalteration undertaken so that the land upon which these facilities are located can be removed fromKRPAjurisdiction. it has been agreed between the Town and KRPAto seek the Minister's approvalunder 511 of The Regional Parks Act 2013 to have this completed. The title to the land has alwaysremained in The Town of Kindersley.

Enclosed please find a copy of a coloured map provided by the Ministry to the Town of Kindersley in2015. The land that the KRPAwant removed is that circled by the Green hi»lite and is more

particularly described as follows:

Those portions of Section 10, in Township 29, in Range 23, West of the Third Meridian,described as: Municipal reserve parcels, Parcels "MR15”,"Ml-117”and "MR 18" all asshown on Plan No. 84310204, Parcel "W” as shown on Plan No. 84510204, andmunicipal reserve parcels "MR13” as shown on Plan No 84512623 excepting that portion

described as commencing at a point 187.1 meters south of the most northerly corner of"MR13” on the east limit of ”MR13”; Thence northerly to the most northerly corner ofsaid "MR13”; Thence 355.5 meters south westerly along the northwesterly limit of said"MR13”;Thence easterly to the point of commencement. — Minerals in the Crown.

Under subsection 128(4) and section 129 of The Planning and Development Act, 2007(PDA), the proposed subdivision described on the attached plan is hereby APPROVED.

Development Considerations

The Ministry of Highways and Infrastructure (HI) has reviewed the proposed subdivisionand notes the following requirements:

1) Any permanent development within 90 metres of the highway right-of—wayrequires a permit from HI. Minimum setback from the existing roadwaycentreline is 60 metres for homes, 55 metres for commercial development,and 38 metres for trees, shrubs, granaries, etc.; and

2) Any new access to Highway 21 will require a permit from HI. The existingaccess to Highway 21 may be removed when improvements are made to thehighway, at that time access shall be provided.

The Saskatchewan Health Authority advises the existing sewage disposal system on theproposed Parcel A does not meet current standards; but may remain in use provided itdoes not fail or cause a health hazard. If the system causes a nuisance, fails or causes ahealth hazard, it must be changed to comply with health regulations. Any prospectivepurchaser of the lands must be made aware of the non-conforming system. For details,contact the office of the Saskatchewan Health Authority listed below.

SaskEnergy advises it maintains facilities for which the right-of-way has been granted. Ifthe gas line has to be relocated, SaskEnergy will relocate the pipeline at the developer'scost. Please contact SaskEnergy at 1-866-828-4888 for line locations.

The Water Security Agency (WSA)has reviewed the proposed subdivision application andnotes that the proposal involves the creation of Parcel A containing an existing yard sitefor residential development. The surrounding agricultural lands are to remain the same.New development should be placed on topographic highs.

The proponent is reminded that they are not to block, divert or otherwise alter naturaldrainage patterns without prior consent from WSA. Any access roads or drivewaysshould be constructed with adequate structures to ensure the roads do not act like dams.

It is noted that the proposed parcel is currently served by the Wilson-Gassner waterutility. WSA has advised that the utility requires a permit to operate, and until such timethat a permit is obtained, it is not an appropriate water source. The applicant has advisedthat they intend on connecting to the Kindersley RuralWater Utility, and the RM hasindicated that it willgrant the service connection; the approval is issued on thisunderstanding.

Municipal Reserve

Under clause 183(3) of the PDA,this proposal is exempt from providing municipal reserveland since it is the first parcel subdivided from the quarter section.

Development Considerations

The Ministry of Highways and Infrastructure (HI)has reviewed the proposed subdivisionand notes the following requirements:

1) Any permanent development within 90 metres of the highway right-of—way

requires a permit from HI. Minimum setback from the existing roadwaycentreline is 60 metres for homes, 55 metres for commercial development,trees, shrubs, granaries, etc.;

3) No development is permitted within a triangle formed by measuring thefollowing distances from the intersection of the roadway centrelines andjoining the points so obtained:

a. 20 metres (951 feet) along the highway centreline; andb. 80 metres (263 feet) along the centreline of the intersecting grid

road.

Canadian National Railway has adopted the FCM — RACGuidelinesfornew Developmentin Proximity to Railway Operations. In accordance with the guidelines, the rail operatorrecommends that any dwelling be setback a minimum of 60 metres from the rail line.This document should be reviewed and implemented by the landowner where possible.A copy of the document is available at: www.proximityissues.ca. Municipal Reserve

Under clause 183(a) of the PDA, this proposal is exempt from providing municipal reserveland since it is the first parcel subdivided from the quarter section.

As you know the Executor has been in communication with the Kindersley & District Health 8: WellnessFoundation (KDHWF)and others. The Estate solicitor has provided a letter of request expressing

concerns and desires regarding this bequest, and discussions between Ministry officials, the Ministers,LocalMLA,and others took place March 15'“,2018 in Regina.

With the amalgamation, and other possible complications regarding ”repatriating funds" withoutcreating controversy, potential adverse feelings or publicity, perhaps a mutual and collegialarrangement, ensuring engagement, and accountability would be the preferred model.

Based on discussionsand conversations, the following is put forward as a potential framework;

1) A letter of comfort is drafted and submitted to KDHWF,that the bequest will only be used to fundimprovements at the Kindersley Integrated HealthFacility.(we willshare/provide with/toexecutor)

2) A commitment and promise that the funds are segregated, distinct, set aside, and reserved forpurposes and direction stated in the will(we willshare/provide with/toexecutor).

3) An annual accounting of the segregated fund balance, and expenditures/earnings is provided whichwe can share/provide to the executor. Anagreeable annual date to be determined and agreed to.

4) Proposed improvements will be proposed by SHA, and reviewed/approved by KDHWF(advice ofwhichwill be provided to executor), and once approved, a joint press release of such improvement willbe done. Once the project is complete, a joint press recognizing this work, and funded "by”, would beissued.

5) For publicity purposes it may be desired to say this bequest is beingjointly "managed" by SHAandKDHWF.

6) There is strong concern that the gift will fund approved projects 100%. We believe as some measure

of equity and reasonableness, SHA or the Ministry should commit to funding at least 25% of any

approved project, with the balance being provided by the DonaldBequest.

7) It is desirable, we believe, that some recognition, or naming, of some significant improvement be

done. Basedon recently provided "proposed" improvements list by Health Authority, the oncology and

digital upgrade project(s) may fit this bill.

We need to be respectful, appreciative, transparent, and have accountability for how this gift is handled,

what it is used for, and outcomes improvements it provided. To accomplish this, we need to all work

together and be open to the public about it.

In conversation with Executor, he was quite concerned with how things transpired and were handled.

The fact that the ”region” received the funds versus the Foundation, later fact, that the Region

disappeared into SHA,and, the potential for the funds to simply "be eaten up" or ”disappear". The loss

of local accountability was a real concern as well, who approves, looks after, and answers for??.

He was very concerned that the funds would be "only source" used for local improvements, without

any SHA/Ministry/Gov funding participation. Dollar or dollar if at all possible, but not free 100 cent

funding dollars were his comments. He expressed a desire, well warranted in our opinion, that some

major improvement be named for Donnie upon completion, as recognition of the gift, with other

mention and recognition as appropriate.

In any case, the foregoing are thoughts and frameworkwe came up with for your information, review

and comment, which in our opinion should be a satisfactory, workable, mutually beneficialarrangement

to all involvedparties, and address the issue, situation, and the concerns raised.

Please review and adviseof your thoughts and comments regarding the foregoing.

Old BusinessD. Whit?eld spoke with Dr. Tasveer, there is no word as to when the Obstetrics Programwill begin and RN’s need more training.A letterwill be writtento the SHA Chairpersonin regards to the Obstetrics Program andPrimary Health Care Services Needs Assessment.

New Business1. D.Whitf1e1dand K.MeBridewill meet with the RM of Chesterfieldon Feb. 13 at11:00AM to give informationon KindersleyMedicalArts and KDHW Foundation.

2. D.Whit?eld will look into getting LED lights for outside of clinic.

3. Med Arts group will meet with the Dr’s sometime in Feb. Will ask the Dr.s if theywould agree to having a picture of them put up at the clinic.

4. R.MacDougal1wrote a letter to Jim Reiter,Ministerof Healthregardinga bequestofover $1,000,000.00 given to HeartlandHealth forthe KindersleyIntegratedFacilityandaskingthat it be forwardedto KDHW Foundationand that these funds would be held intrust honoringthe wishesof the donor. This request will go to the Executor and Lawyerof the Estate and we will proceed from there.

5. Interest rates are increasingso we will look at getting a secured loan for the clinicmortgage.
