5. BUSINESS ARISING FROM THE MINUTES Mayor John Higham asked if there was any business arising from the minutes. There was none. 6. SOUTHEAST REGIONAL SERVICES

i) Regional Service Commission Deputy Mayor Ron Aiken noted that the meeting was held on Tuesday, June 30. Items included renaming of the street heading into the waste facility, a deficit for the facility however they expect that to return to normal now that operations have resumed. Funds have been provided to complete the shoreline trail from Riverside-Albert to Hopewell Rocks. ii) Planning – Lori Bickford Planner Lori Bickford provided highlights of the Report noting that it could be found on page 16 of the Council Package.

7. REPORTS

A) MAYOR’S REPORT

Mayor John Higham provided highlights of his Report noting that the Mayor had a discussion with Saltwire on the future of the Sackville Tribune and conducted several interviews on the New Brunswick / Nova Scotia Border, the future of the local hospital and Mount Allison University student plans. The Mayor, along with Councillor Bill Evans attended the UMNB Zone 2 meeting that covered policing matters, climate roundtable, isthmus study and the Tantramar COVID Task Force. The Mayor attended the volunteer recognition night where Darrin & Nancy Estabrooks and Maddie Higgins were recognized. Additional activities include the hospital steering committee meeting, a reply from Premier Higgs, a Climate Roundtable meeting and Rural Mayors Call. Mayor Higham also noted that the three Nova Scotia flags flown at Town Facilities were gifted to the 3 impacted local governments after the tragic events in Nova Scotia in April.

CAO Jamie Burke noted that the CAO Report could be found on page 18 of the Council Package and provided a summary noting that full details could be found in Department Reports. C) Finance & Administration

i) BILLS AND PAYROLL – JUNE #20-106 MOVED BY DEPUTY MAYOR RON AIKEN AND SECONDED BY COUNCILLOR MICHAEL TOWER THAT COUNCIL ACCEPT THE BILLS AND PAYROLL FOR THE MONTH OF JUNE 2020 AS FOLLOWS: GENERAL GOVERNMENT $780,078.99; GENERAL CAPITAL $63,013.72; UTILITY GOVERNMENT $364,185.36; UTILITY CAPITAL $62,820.03; AND SALARIES $188,083.25. MOTION CARRIED.

ii) Report from Finance and Administration Deputy Mayor Ron Aiken noted that the Finance Report could be found on page 22 of the Council Package and gave details of the Report and noted that the By-Law and Animal Control Reports were also included.

#20-107 MOVED BY DEPUTY MAYOR RON AIKEN AND SECONDED BY COUNCILLOR BILL EVANS THAT COUNCIL APPROVE THE 2019 AUDIT AS PRESENTED BY STEVENSON AND PARTNERS, LLP AND AUTHORIZE THE MAYOR AND CLERK TO SIGN AND SEAL THE AUDIT. MOTION CARRIED. #20-108 MOVED BY DEPUTY MAYOR RON AIKEN AND SECONDED BY COUNCILLOR MICHAEL TOWER THAT COUNCIL APPOINT STEVENSON AND PARTNERS, LLP OUT OF RIVERVIEW, NB AS OUR AUDITORS FOR THE YEAR 2020. Mayor’s Roundtable on Climate Change Mayor’s Roundtable on Climate Change members Richard Elliott, Quinn MacAskill and Barb Clayton presented to Council on the Roundtable achievements and next steps. The Mayor’s Roundtable on Climate Change was established in September 2019 in response to climate strikes. Since being established, the Roundtable has held a Climate Change Workshop, reviewed proposed capital projects, developed a climate change lens and held a climate change public forum. The Roundtable is seeking continued support and resources for further Roundtable activities that include implementing actions such as a downtown electric vehicle charging station, establishing a youth council, and explore Dark Sky Preserve designation. The Roundtable also ask for Council to re-confirm their commitment to supporting the Roundtable by assigning a Roundtable budget for 2020-2021, provide funding for the hiring of a Climate Change Action Coordinator, working with the Roundtable to apply the Climate Lens to capital budget proposals and supporting climate change training for incoming Councillors.

2. UMNB Annual Conference Treasurer Michael Beal noted that each year the Union of Municipalities of New Brunswick hold their Annual Conference in later September or early October. This year, the AGM will be held virtually. Resolutions for submissions at the UMNB Annual Conference need to be into the UMNB Office no later than August 18, 2020. In order to meet this deadline, any Resolutions that Council are considering would need to be voted on at the Regular Council Meeting of August 10, 2020. One suggested motion would be for UMNB to be an active participant in the decision making by the Provincial government on where money given by the Federal Government destined for Local Government should be prioritized. Forty Million Dollars has been allocated to Local Governments through the safe startup program – part of the Federal Government’s 19-Billion COVID-19 Recovery Fund. Additional motions have been previously considered to look for ways to bring additional funds to Municipalities, however, given the

current COVID-19 pandemic, and that there still remains approximately 6 motions on the books that Sackville has submitted with no positive financial result as of yet, it was felt that to add more would not be beneficial at this time. A motion will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider a Resolution to the Annual UMNB Conference for UMNB to be a participant in the allocation of the Safe Startup Program.

3. Marketing Strategy Manager of Tourism & Business Development Ron Kelly Spurles provided an overview of his Report, noting that the Town’s Strategic Plan identifies Communications and Marketing as one of the strategic directions for the municipality and was recommended that the Town develop a Marketing and Communications Plan. The plan will be developed in two parts; the Communications piece of the plan will be developed internally, while the Marketing portion to be developed by Portfolio. Portfolio presented the draft plan at the Special Meeting of Council on July 6, 2020. Highlights of the report include the formulation of three tactics to bring the Town marketing success – resident engagement, attraction with a goal to market and promote “why you should come here” and consistent positioning that defines “who we are”. A motion will be brought forward at the August 10, 2020 Regular Council Meeting for Council to consider approving the draft plan to become the Town of Sackville Marketing Plan.

4. Policy By-Law (a) By-Law No. 274, A By-Law to Regulate and License the Owners and Operators of

Taxicabs within the Town of Sackville Treasurer Michael Beal provided an overview of his Report, noting that By-Law 274 received first reading at the June 8, 2020 Regular Council Meeting. Staff sent the By-Law with proposed changed to the Taxicab Owners and a meeting was held with one of the owners, and Staff spoke to the other owner. Subsequent to that meeting and further review by Staff, minor changes were recommended within the By-Law. A motion will be brought forward at the August 10, 2020 Regular Council Meeting for Council to consider giving second and third readings of By-Law No. 274, A By-Law to Regulate and License the Owners and Operators of Taxicabs within the Town of Sackville.

(b) Policy No. 2020-12 Purchase and Use of Bottled Water. Assistant Clerk Becky Goodwin provided an overview of her Report, noting that in 2008 Council passed a motion “that the Town of Sackville will not purchase bottled water for use in any Municipal Buildings or functions unless there is an otherwise unforeseen health or safety requirement to do so, and will seek to provide drinking fountains, or other options for Public and Staff drinking water consumptions in there buildings”. Staff have drafted a policy to support the motion and a motion will be brought forward at the August 10, 2020 Regular Council Meeting for Council to consider approving Policy 2020-12 Purchase and Use of Bottled Water.

5. RFP-2020-11 Public Art CAO Jamie Burke provided an overview of his Report, noting that the Town allocated $25,000 in the 2020 Capital Budget for Public Art. In working with the Mayor’s Roundtable on Climate Change, it was determined that the project would be centered around a message of climate change awareness. An RFP for this project was issued on June 25, 2020 and provided five areas for the work to be installed: the entrance to the Waterfowl Park, the Lund Property, the new Naturalized Stormwater Retention Pond, the Visitor Information Centre, and the Tantramar Veteran’s Memorial Civic Centre. The RFP closed on July 21, 2020 with three proposals being submitted. Staff have completed the evaluation of the submissions, with input provided by the Mayor’s Roundtable on Climate Change. While all submissions were well done, unique, and

within budget, the highest scoring project was the submission from Slipper Liu Studio for their proposal, The Chignecto Balance, a chrome finished weathervane in the shape of a cattail. A motion will be brought forward at the August 10, 2020 Regular Council Meeting for Council to consider awarding RFP 2020-11 Public Art to Slipper Liu Studio.

6. BIA – Appointment of Town Representative Manager of Tourism & Business Development Ron Kelly Spurles provided an overview of his Report, noting that on July 15, 2020 Mainstreet Redevelopment held their annual general meeting at the Tantramar Veteran’s Memorial Civic Centre, where financial statements for 2019 were presented and accepted, and a new Board of Directors was appointed. Anthony Maddelena (Bagtown Brewery) has been appointed the new President. The Board is requested, as per subsection 5(3) of the Business Improvement Areas Act, that the Town appoint a representative to their Board. Expression of interest by Councillors can be sent to the Mayor.

7. Sackville Sports Wall of Fame – Appointment of Board Members Manager of Recreation Programs and Events Matt Pryde provided an overview of his Report noting that the terms for two of the Members of the Sackville Sports Wall of Fame Board of Directors expired on June 30, 2020, with Gregor MacAskill and David Hicks serving as Members. The current Board of Directors have asked that Council reappoint Gregor MacAskill and appoint John Peters for a 3-year term effective immediately and expiring June 30, 2023. Gregor has been an active and effective member of the Board over the past three years and John Peters, an inductee of the Sackville Sports Wall of Fame, has a long history of supporting sport in the Town. Thank you to David Hicks for his time as a Member of the Board. A motion will be brought forward at the Regular Council Meeting on August 10, 2020 for Council to consider reappointing Gregor MacAskill and appoint John Peters to the Sackville Sports Wall of Fame Board of Directors, expiring June 30, 2023.

8. Extrication Tools – Capital Project

Fire Chief Craig Bowser provided an overview of his Report, noting that in 2019, Council approved the Fire Department’s Capital Budget requests of $65,000.00 for Extrication Tool replacement. This project will allow the Department to remove the oldest set within their inventory, which has been in service for over 25 years. He noted that there is only one supplier in Atlantic Canada for Holmatro Extrication Tools, which is MicMac Fire & Safety Source Ltd. Sackville Fire & Rescue currently uses Holmatro Hydraulic Rescue Equipment for various emergency response scenarios. A motion will be brought forward at the Regular Council Meeting on August 10, 2020 for Council to consider purchasing one complete set of Holmatro Extrication Tools from MicMac Fire & Safety Source Ltd. in the amount of $56,292.50 HST Included.

9. Designated Highways Town Engineer Dwayne Acton provided an overview of his Report, noting that in order to fall in line with the previously submitted 5-year Capital Plan for Designated Highways, an updated plan to include years 2021 through 2025 has been created. The budgeted numbers consist of the DTI portion, Town Partnering and Town only portion and may require additional funds under the General and Utility Capital program to complete the projects. Projects include multiple phases of the Queens Road Reconstruction and phases of resurfacing for Route 106. A motion will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider approving the 5-year Capital Plan and authorize the Mayor and Clerk to submit the updated plan to the Minister for consideration and approval.

10. Tender No. 2020-10 – Cattail Ridge Road Improvements

Town Engineer Dwayne Acton provided an overview of his Report, noting that a tender package for 2020-10 Cattail Ridge Road Improvements was issued on July 8, 2020 with a closing date of July 23, 2020. There were 8 tender packages picked up during the tendering process and the Town of Sackville received 4 tender bids during the closing. The tender came in over budget and a portion of the shortfall will be covered by DTI, with the remaining covered by the Town using the Wright Street Improvement Capital Budget for 2020. Wright Street will be re-evaluated and budgeted in a subsequent year. A motion will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider awarding Tender 2020-10 Cattail Ridge Road Improvements to the lowest bidder Bowser Construction Ltd in the amount of $390,798.75 HST Included.

11. Liberty Utilities Town Engineer Dwayne Acton provided an overview of his Report, noting that the original agreement between the Town of Sackville and Enbridge Gas New Brunswick expired on August 31, 2019. As a result, we have been working with Liberty Utilities (formerly Enbridge Gas NB) on a new agreement. The Municipal Operating Agreement has been reviewed by Staff and the Town Solicitor. As part of the review process, Town Staff have made a few minor changes to the agreement. It is recommended that Council authorize the Mayor and Clerk and sign and seal the Municipal Operating Agreement between the Town of Sackville and Liberty Utlities and a motion will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider.

12. Crosswalk Signaling Town Engineer Dwayne Acton provided an update on his Report, noting that as part of the Town’s ongoing evaluation of crosswalks, the Engineering and Public Works Department is proposing to utilize a new Rectangular Rapid Flashing Beacon lighting system at two crosswalks in Town. The new system is expected to be as effective as the similar RA5 crosswalks we currently have on Main Street in front of the Post Office, King Street and at the Civic Centre and are approximately half the cost. As part of the Capital Budget process, Council approved the Capital Budget for crosswalk flashing light systems for 2020. Staff are recommending the purchase of the RRFB crosswalk lighting systems to be installed at the Main Street crosswalk at the Booster Pump and the intersection of Salem and Main Street. The Report was provided as information only as no motions are required for the project.

Due to Covid 19 restrictions on public gatherings, the Committee continues to hold their regular monthly meetings in a virtual setting. Other Projects

Despite the Provincial Emergency Order, staff continue to be busy delivering a variety of services to the community. Further information on departmental activities are detailed in the respective reports. We continue to monitor the COVID-19 situation very closely as it evolves, along with the Province’s recovery strategy. As needed, we adjust and adapt to the State of Emergency and our staff and community continue to be vigilant and taking the advice of the Chief Medical Officer of Health very seriously. I continue to participate in weekly meetings with my CAO colleagues in Rothesay, Oromocto, Riverview, Woodstock and Quispamsis where we discuss common municipal issues and share ideas, many pertaining to COVID-19. We’re looking forward to welcoming back many Mount Allison University students over the coming weeks, along with working closely with the university to ensure the students have a seamless and safe return, and that our community also remains safe. In addition, the following initiatives and projects over the month are worth highlighting:

- The 2021 Budget Schedule is now available. Several key dates have been adjusted this year as a result of the new timeline provided by the Province.

- We’re very pleased to see the CPO recruitment process coming to an end with a new Service Level Agreement with the RCMP.

- The completion of a recent survey on how the Town can best help local businesses, renewed interest and enthusiasm for the BIA and Destination Southeast, and various initiatives to help our local businesses community – including our new outdoor Piano!

- New improvements scheduled for the crosswalks at Main Street near the Booster Pump, and the Salem and Main intersection, the finalization of our 5-year Capital Plan for Designated Highways, and a new agreement with Liberty Utilities.

- The upcoming transformation of our Civic Centre into a Welcome Centre in partnership with Mount Allison and the Mount Allison Students’ Union.

- Innovative recreation programming that meets COVID-19 restrictions continues, including the return of Concerts in the Park, the annual Corn Boil, NB Day celebrations and several partnerships with the Tantramar COVID-19 Task Force.

- Ongoing volunteerism in the community with appointments to the Sackville Sports Wall of Fame Board of Directors.

- Resumption of important training sessions within our Fire service.

With respect to regular Council business, there will be an important discussion on the return to in-person meetings in Council Chambers. In addition, a UMNB related motion is anticipated for their AGM, requesting that they appeal to the province to be a participant in the decisions made on the distribution of Federal COVID related money destined for municipalities.

- Financial Statements are included to the end of July 2020 and continue to be relatively on

track except for items affected by Covid-19. There are no major anomalies to report and managers continue working on completing Capital Projects which have also come in on budget or under budget so far. The Utility Operating Budget also remains in stable position but transfer to the reserve fund for 2020 may be limited.

- 2021 Budget Schedule is attached. Some dates have been advanced for 2021 given the new timeline provided by the Province. We look forward to receiving the information early and being able to proceed through the process in October. In accordance with the new timelines we will be required to approve budget motions in November rather than December. This will all work out provided the Province provides the information in the timely manner they have indicated that they would.

o The meeting date for any Public Presentation by groups, organizations and individuals will be September 21, 2020.

o Presentation of the draft Budget to Council is expected on October 18th and 19th, 2020.

- The 2019 Audit was approved at the July 6th Council meeting showing a surplus for the

purpose of tax rate of $63,677 in General Operating and $9,109 in Utility Operating. Copies of the 2019 Audit have been filled with the Province as well as copies submitted to the Bank for review. A copy of the Audit has also been placed on our website.

- Water Bills for the period of April to June 2020 went out on July 20th and have a due date and senior discount date of August 19th, 2020.

- We continue to operate with no shut off for unpaid accounts which we have extended until the end of August 2020. Prior shut off notices that people had made arrangements to pay are currently being reviewed and may potentially be subject to shut off in the fall if new arrangements can’t be made.

- Lorne Street Phase 2 final claim submission took place in late May. In early June we submitted Schedule F of the agreement which signifies project completion. Once all of this is approved it is expected we will receive the final claim amount of approximately $222,860. This will bring the total project cost for Phase 2 of $2,890,513 and total reimbursement from the Federal and Provincial Government of $2,167,885 for a net cost to the Town of $722,628 which was funded through Capital out of Revenue and the Reserve Fund with no long-term borrowing being required. We still await payment of this final claim submission.

- Motions will be presented later this evening relating to a service legal agreement with the RCMP for the CPO position. This agreement would put on paper the operating rules governing who pays for what when it comes to the RCMP and the Town for the CPO. There are no changes in how we have done this over the years but more formalizing it on paper. The second motion later will be submitting a resolution for the upcoming UMNB conference. The motion being presented by Sackville for 2020 would call on the province to include the UMNB as a participant in deciding on how funding is allocated to Municipalities any time money flows from the Federal Government through the Provincial Government and is designated for Local Governments.

- In June Council had passed a resolution authorizing the application for FCM funding for a new public works work order system. We have begun this application process and the application will be formally completed and submitted in August. If successful this would allow us to receive 80% funding on the project.

- Due date for dog tags was on July 31st. We will now proceed with a review of who got tags in 2020 and who did not compared to prior year lists and begin to make contact with those who have not registered. There will now be a $20 late fee associated with the registration. Proof of rabies will be required at the time of registration.

- By-Law Enforcement Report for July is included. We continue to put a heavy focus on illegal parking, especially Willow Lane area as new signage has been installed in that area advising of the fine. We continue to operation with our 1 full time by-law officer and 1 student for the summer.

- Animal Control statistics are included for June 2020. Normal operations continue. One major point to note within the animal control report is that during the month of July 4 calls were received relating to animals left in hot cars. The weather is extremely hot these days and people need to be cautious in not leaving animals in vehicles.

Sackville Animal Control Report July 2020

During the Month of JULY, 19 calls were responded to within the Town of Sackville

-4 Calls on missing cats. -1 Call on a cat that was hit by a car but still alive, taken to vets but later was euthanized do to the cats injuries (owner unknown). -4 Calls on dogs being left in hot car with windows down only a little bit. -2 Calls on D.O.A. Cat -3 Calls on a dog being left in a house and the dog barks all day. -3 Calls about needing to use the live traps, dropped off for use. -1 Call on an injured bird. -1 Call on a found dog.

There have been 31 patrols done in the month of July.

LIAISON COUNCIL REPORT

Background:

The Tourism and Business Development Liaison group met virtually on July 27.

Highlights and Initiatives:

• For the month of July at the Visitor Information Centre we had 252 people come for travel counselling (that compares with 1188 for the same period last year, or about 21%). We had 360 for the washrooms. People from Moncton (39) were the largest contingent of visitors. We had 54 from locations other than New Brunswick in the Atlantic Bubble. The Craft Gallery is preparing to open on September 1 and Robert Lyon Graphics will also be selling merchandise then too.

• We were pleased to have the Student Mobile Unit from Tourism New Brunswick visit the Town on July 10 to promote Sackville through Provincial Tourism platforms.

• We hosted popular Moncton based blogger Audrey Favre with Arpentier Lechemin in Town the weekend of July 18. She did a feature on Sackville and what there is to do here.

• Our promotional videos “When the Time is Right, Consider Sackville NB” and “Welcome Back to Sackville New Brunswick” have had more than 83,000 views combined. A third video promoting us as the centre of the Maritimes will be release soon.

• With the re-emergence of the BIA Association (Mainstreet), the COVID-19 Task Force group on Economic and Business Impact has decided to disband. The Manager continues to attend meetings with Mount Allison University to plan for the return of students, and online meetings with local businesses.

• Our new sackville.com/explore page and will be launching shortly. • The Town Marketing Plan was presented for consideration at the July 6 special Council

meeting, and a motion for its adoption is being brought forward at this meeting. • The outdoor public piano, beautifully painted by local artist Izzy Francolini, was placed

on the corner of Bridge and Main Streets in July. It has generated much enthusiasm. • We are pleased to be able to present the first Sackville Business Passport. A total of 23

local businesses have agreed to participate in the program which will see passports distributed to all Mount Allison students as well as to interested visitors and residents. People getting 10 stamps by spending $10 or more at local businesses will receive a t-shirt from the Town and also be entered in a draw for $1000 of local shopping.

• Other ongoing initiatives include: the creation of an online shopping mall for local businesses; other ways to promote shopping from local businesses; signage; and advertising initiatives.

• After much consideration, we have decided to join Destination Southeast/Cultural Coast for the remainder of 2020. The Department of Tourism, Heritage and Culture is working very closely with them, and given that the Regional Destination Marketing Organization is on hold as a result of the pandemic, we have decided that joining them makes sense. The fee we will pay falls within the approved budget line for regional tourism associations. In addition, they also came to Sackville to film our Waterfowl Park for a promotional video that will be released soon.

• The Business Needs Survey we conducted closed on July 30th. We had 45 respondents, which included: Restaurants/Bars; Accommodations; Music Festival; Banking; Seasonal Celebrations; Parks Canada Agency; Retail, Real Estate, Sales, Construction; Grocery; Arts and Culture; Brewery, Taproom, Craft Alcohol Sales; Massage Therapy; Naturopathic Clinic; Travel; and Artist. The results are being analyzed, and staff will be meeting with the BIA to evaluate what options/programs may be best to offer assistance. We will advance suggestions and options to Council.

• We are completing mid-summer student evaluations. We are very pleased with our students’ performance so far this summer.

• We are pleased to report that on July 15 Mainstreet Redevelopment (our BIA Association) held their Annual General Meeting. A new Board of Directors was elected and Anthony Maddelena (Bagtown Brewery) is the new President. We congratulate them on their new activity and look forward to working with them. The Board is also requesting, as per subsection 5(3) of the Business Improvement Areas Act, that the Town appoint a representative to their Board. Therefore, a Council appointment to the Board will be made at this Council meeting.

Engineering and Public Works

• During the month of July, the Public Works department completed road condition evaluation and made any necessary repairs to road shoulders, ditching, culvert and any other necessary repairs to roadways scheduled for paving under the Gas Tax funding program that was approved by Council.

• MacDonald Paving and Construction Ltd started to work on the asphalt resurfacing of various street contract #2020-06 during the month of July, and they will continue into August until all scheduled street under this contract have been completed.

• MacDonald Paving and Construction Ltd continued with the patching program for 2020 during the month of July and should finish up most of the summer patching by mid-August, with the potential for some fall patching as budget permits.

• Public Works has continued to utilize the street sweeper to clean gutters and streets around Town during the month of July. This will continue throughout summer and fall as time permits.

• Public Works staff conducted the installation of several driveway culvert renewals and extensions that were required throughout Town during the month of July.

• Public Works staff have finished up the majority of the line painting at this time, however, there is some additional painting that is required and will be completed as weather and time permits.

• Public works summer students continue to be busy assisting regular staff on all Public Works projects, as well as trimming around hydrants, guardrails, lift station and much more.

• Mechanics conducted ongoing maintenance on all equipment and repaired all breakdowns to equipment, as well as, any fire and rescue vehicles that required servicing and repairs throughout the month of July.

• The utility department continue to complete ongoing maintenance to all of our 14 lift stations within the Town, as well as, conducting annual fire hydrant maintenance on many hydrants around Town.

• The Engineering and Public Works department have continued to evaluate crosswalks throughout the Town and are currently looking to install two new Rectangular Rapid Flashing Beacon (RRFB) systems at the crosswalk on Main Street near Booster pump and at the crosswalk at the Salem and Main intersection. The RRFB lighting system has become a proven and widely utilized crosswalk lighting system in many municipalities in our region. We feel that these new lighting systems will help improve the safety at these two locations.

• The Engineering department in conjunction with CBCL Engineering Ltd. completed the design and preparation of the tender package for Tender # 2020-10 Cattail Ridge Road Improvements, that was issued on July 8th, 2020 and closed on July 23rd, 2020 at 11:00 am in council chambers. During the tender opening four (4) tender bids were received and presented to council during the August 4th discussion group meeting for their review and consideration. There will be a motion coming forward during this regular council meeting tonight.

• The Engineering department continued to work with Liberty Utilities, staff and Town’s legal counsel to review and develop the draft Municipal Operating Agreement that was presented to council during the August 4th discussion group meeting for their review and consideration. There will be a motion coming forward during this regular council meeting tonight.

• The Engineering department completed a detailed evaluation and update to the 5-year designated highway plan during the month of July. The updated 5-year designated highway plan was presented to council for their review and consideration during the August 4th discussion group meeting. There will be a motion coming forward during this regular council meeting tonight.

Tantramar Veterans Memorial Civic Center

• The Civic Center hosted a blood donor clinic, a meeting for local businesses, and a board meeting for Minor Hockey.

• The Civic Center will be the Welcome Center for all student going to Mount Allison this season. The Center will open on August 14th and run until September 7th.

Municipal Parks

• The Covid 19 signage in the Waterfowl Park has been changed to a more permanent material. The messaging on the sign has not changed it still indicates the direction to walk as well as signage stating no running or stopping on the boardwalks,

• Water samples are being taken at Lillas Fawcett Park for water quality for swimming and the testing will continue until the first week of September. The samples are taken weekly for E. coli and monthly for Blue Green Algae. So far, all the tests have come back with great results this year.

• The Pickleballers have started resurfacing the courts at Bill Johnstone Park. Two of the courts may be ready this week and this project should be complete within the next couple of weeks.

• A reminder to the public smoking is prohibited in Town parks, as well as inside Town owned buildings. There are smoke detectors in the washrooms in Bill Johnstone Activity Center that are sensitive enough to go off when lighting a cigarette and the Fire Department will be responding and RCMP investigating as necessary.

LIAISON COUNCIL REPORT

Background: The Recreation Programs and Events Liaison Group did not meet in July but was updated through e-mail. Highlights and Initiatives:

• August program registration numbers have been very good with most programs being

full. There are several other smaller events that require pre-registration; including Family Olympics, the Amazing Race, and Friday Nature Walks. Residents can register at www.sackville.com/programs.

• Concerts in the Park have continued to take place on Thursday nights from 6:30-8:00pm. Anyone coming to watch the Concert will be screened for COVID-19 and asked for their name and contact number for contact tracing purposes as per Province of New Brunswick requirements for gatherings. All participants must physically distance from anyone outside of their social bubbles.

• The Pickleball Court material has been ordered and work has started on resurfacing the courts.

• With the help of the province and the Sackville Rotary Club, we have ordered and installed an outdoor water bottle fill station for Bill Johnstone Memorial Park.

• The department celebrated New Brunswick Day with various activities that required registration and a musical performance by Faye Tower.

• The department has hired various buskers to perform downtown on Friday evenings throughout the summer months. The performers will be moving to various locations throughout the downtown and some evenings will feature multiple performing spaces at the same time. • Sackville Local Food Week took place July 26-August 1, 2020. Several local restaurants, Open Sky Cooperative and the Sackville Farmer’s Market offered specials and activities promoting local ingredients throughout the week.

• Community Development Grant applications are now available online at www.sackville.com and are open to any local volunteer-based organization. The deadline to apply is October 15, 2020.

• A project initiated by the COVID-19 Physical Health Action Group, the department has developed COVID Activity Kits. These kits are intended to support families in need and will be loaned similar to a library system. The kits will be delivered and picked up by staff when loaned to a town resident. Items in the kit include jump ropes, sidewalk chalk, active game ideas and much more.

• The department has been assisting the Tantramar COVID-19 Task Force and has joined both their Mental Health and Physical Health action groups.

• The manager is in discussions with the Sackville Rotary Club and the Mount Allison Students’ Union about different formats to offer the Corn Boil Event on Sunday, September 6, 2020.

• The Sackville Sports Wall of Fame Board of Directors recommends Council reappoint Gregor MacAskill and appoint John Peters to the Board for 3-year terms ending June 30, 2023. A motion will follow.

On July 27th, Chief Bowser and Sgt. Gagne met virtually through Microsoft Teams with the Liaison Councilors for Public Safety and provided them with an overview of various highlights and activities within Public Safety during the past month: Fire /EMO Services: Sackville Fire & Rescue responded to 11 calls for service in the month of July. They included: 6-commercial fire alarms, 2-rubbish fires, 1-utility pole fire, 1-person trapped and 1-motor vehicle collision. The total number of calls for service to date in 2020 remain down compared to the same timeframe in 2019. Training sessions that took place in the month of July were; pump operations, hydrant connections, water rescue, and station and equipment checks. We continue to follow all guidelines that have been developed by the Fire Marshall’s Office in conjunction with WorkSafeNB. The below motions will be coming forward this evening for council’s consideration:

1. Extrication tools replacement. 2. Second and Third reading of Fire Prevention By-Law No. 275.

We continue to actively monitor the COVID-19 pandemic very closely and are following the instructions given by the Public Health Agency of Canada and the Office of the Chief Medical Officer of Health for New Brunswick. This said, we are also working closely with our Regional Coordinator from NB EMO and are following all directives given. This Pandemic is not to be taken lightly and all citizens have a responsibility in mitigating the impact of COVID-19. Preventative measures include self-isolating (if required), social distancing and frequent hand washing and sanitation. As always, I would like to remind all residents of Sackville to make sure that they have a basic emergency kit prepared to last 72 hours, in the event of an emergency. Things that should be in this kit are: two liters of water per person/day, food that won’t spoil, such as canned food, energy bars and dried foods (remember to replace the food and water once a year). Other items that should be included are a manual can opener, flashlight and batteries and a first aid kit.

Police Services: Operations: The month of July saw a continued increase in overall calls for service consistent with June. Frauds have increased mainly due to phone and computer scams. Most of these complaints are just attempted. The other property related crimes included two break and enters and several thefts. The B&Es were non-residential and the only difference in pattern from previous months. Related to general assistance calls, we’ve attended to a few Mental Health Act investigations, but the numbers are consistent with prior months. We’ve also attended several false alarms and false 9-1-1 calls. Related to traffic duties, collisions and driving complaints is the main cause for the increase in calls for service. There were some off-road vehicle and mostly speeding complaints. As such, our increased visibility patrols continued. Several speeding contacts were conducted with charges and warnings given. Other traffic related charges were detected and dealt with by charge also. We’ve been trying to focus our patrols in key areas where we’re getting calls from concerned residents. Related to the EMA Covide-19 Provincial Order: We haven’t fielded any complaints and have not given any tickets for any violations. Sgt. Gagne met with Public Safety committee on July 27 and received feedback regarding policing issues. Administration: One of the Constable positions is being vacated due to retirement but is being replaced by a new member coming in from Depot Training Academy. MONTHLY REPORT: The Policy/By-Law Liaison Group met through Microsoft Teams on July 21, 2020.

1. By-Law No. 274, A By-Law to Regulate and License the Owners and Operators of Taxi Cabs received first reading at the June 8, 2020 Regular Council Meeting. Staff followed up with Owners and a subsequent meeting was held with one of the Taxi-Cab Owners. Following a good discussion several valid points were made by both parties. By-Law No. 274, will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider second and third reading.

2. By-Law No. 275, Fire Prevention By-Law (formerly By-Law No. 247) received first reading at the July 13, 2020 Regular Council Meeting. This By-Law has been advertised on the Town’s Website and will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider second and third reading.

3. By-Law No. 276, A By-Law Respecting Culverts and Water Drainage Structures

(formerly By-Law No. 222) received first reading at the Regular Council Meeting of July 13, 2020. This By-Law has been advertised on the Town’s Website and will be brought forward at the August 10, 2020 Regular Council Meeting for Council to consider second and third reading.

4. In 2008 Council passed a motion, “that the Town of Sackville will not purchase

bottled water for use in any Municipal Buildings or functions unless there is an otherwise unforeseen health or safety requirement to do so, and will seek to provide drinking fountains, or other options for public and staff drinking water consumption in these buildings”. The Sackville Fire Department and the Canteen at the Tantramar Veteran’s Memorial Civic Centre would be exempt.

Although Council passed this motion in 2008, there was never a Policy created to support the motion. Staff have drafted a Policy which was presented at the Special Meeting of Council on August 4, 2020. Policy 2020-12 Purchase and Use of Bottled Water Policy will be brought forward at the Regular Council Meeting of August 10, 2020 for Council to consider.

5. The Clerk’s office attended one Tender opening and one RFP opening during the

month of July. Tender No. 2020-10, Cattail Ridge Road Improvement, was brought forward under Public Properties and RFP No. 2020-12 Public Art will be brought forward under Corporate Affairs and Strategic Development.

6. Following the practice of the last number of years, there will be no Policy/By-Law

Liaison Meeting in August.

Policy Statement: The Town of Sackville, through the Sackville Public Works Department, provides municipal drinking water in the area. It is important that the Town stands as a leader in the promotion of public drinking water, and the building of public confidence in the use of drinking water in Sackville. The use of tap water over bottled water conserves energy, reduces utilization of fossil fuels and saves money. Definitions: Bottled Water Water that can be purchased in individual sized bottles (plastic or glass) Council Includes Mayor, Deputy Mayor and all Councillors Potable Water Water that is safe for human consumption and domestic use Tap Water Water that is provided by a municipal water treatment facility and registered public drinking water supply Policy Objectives: The objectives of this policy are to achieve the following:

- Eliminate the Town purchasing bottled water where possible; - Increase the use of potable tap water for Council and Town staff.

Application: This policy applies to all Council and Town employees. It is recognized that individuals who are immune-compromised or have other sensitivities related to water quality may need to buy bottled water. This policy is exempt in the case of an emergency as defined in our Municipal Emergency Response Plan. Sackville Fire Department and the Canteen at the Tantramar Veteran’s Memorial Civic Centre are exempt from this policy.

Policy Directives

- Meetings and events hosted by the Town of Sackville (on or off site) shall have tap water available to guests, Council and employees when potable water is available. Bottled water will not be provided.

- The use of Town supplied bottled water will be limited to the Sackville Fire Department to be used during live calls and training events or if access to potable water is unavailable or the Town is under a water advisory.

- Council and Staff are encouraged to use potable water in refillable containers.

- Encourage Council and staff to drink water as part of a healthy lifestyle whereby

potable tap water is an excellent source.

Background: The Personnel Liaison Group met on August 5, 2020. Highlights and Initiatives: The following is an overview of recent activities during the past month:

• During the pay periods of June, there were 36 permanent employees, and 27 summer students.

• All Departments have been busy on several fronts and our summer students have been a significant factor in helping us get the job done over the summer in the various departments throughout the Town. As summer winds down with only a few weeks remaining, we wish to thank the students for the great job they do over the summer in their various capacities.

• The recruitment post for the Senior Manager of Corporate Projects position has closed and

the candidate review process is now underway.

• A successful candidate for the Community Program Officer (CPO) has been selected by the RCMP. A new Service Level Agreement between the Town of Sackville and the RCMP is required for the CPO position, which is nearing completion.

Background: The Corporate Affairs and Strategic Development Liaison Group met on July 29. Highlights and Initiatives:

• Portfolio has now finalized a draft of the Town’s new Marketing Plan. The plan provides a variety of initiatives to help improve and coordinate the Town’s marketing efforts to a variety of audiences. An overview of the draft plan was presented to Council at the Special Meeting on July 6 and was further discussed at the Special Council meeting on August 4. A motion to adopt the new plan will be presented at the Regular Meeting.

• We continue to monitor the impacts of COVID-19 as it relates to the municipality and provide updates as necessary.

• The weekly check-in meetings with a variety of local business owners/operators to discuss economic recovery efforts will now be held monthly based on discussions with Mainstreet Redevelopment (the Business Improvement Association). These meetings will continue to be informal check-ins and serve as an opportunity to share ideas and initiatives that are aimed to help the local businesses community and keep them updated on town initiatives.

• Economic development organizations from across southeastern New Brunswick continue to work together on an economic recovery plan as the region slowly emerges from the COVID-19 pandemic. The Chamber of Commerce for Greater Moncton and 3+ Corporation are leading a group of stakeholders that include the City of Moncton, Ville de Dieppe, Town of Riverview, Town of Sackville, Atlantic Canada Opportunities Agency, Working NB, Downtown Moncton Centre-ville Inc., Opportunities New Brunswick and the United Way of Greater Moncton and Southeastern NB. The Southeast Economic Recovery Task Force has been meeting virtually and is focused on the gradual resumption of the economy. Work is underway on a retail/service sector assessment and the results of a recent survey on office space/return to the workplace plans by regional employers are being analyzed.

• Staff attended a variety of meetings over the month, including: a meeting with several members of the Renaissance Sackville Board regarding the COVID-19 pandemic and role for the board, a meeting with members of Sappyfest regarding the Town’s grant program, a

meeting with the Levee on the Lake organizers regarding their events, a meeting with Cyber NB on a new funding program, attending the bi-weekly meetings of the Tantramar COVID-19 Task Force, and a meeting with a variety of representatives from NB and NS on the Aulac/Amherst Traffic Control Point for the border closure. Staff also attended the MainStreet Redevelopment AGM.

• We continue to work very closely with senior representatives at Mount Allison, the Mount Allison Students’ Union, a local landlord, and the President of the BIA to prepare for the return of tudents in August. This work includes the MtA-Sackville Bubble initiative and a Community Commitment, which is voluntary - under the belief that we are all in this together and encourages all community members to do their part to protect everyone in the bubble by following Public Health directives such as respecting physical distancing, only gathering in small groups, frequent hand washing, and wearing non-medical masks as required. In addition, the commitment asks the community to stay informed, remain vigilant on and off campus, and to uphold COVID-19 regulations. The group is also opening a MtA Sackville Bubble Welcome Centre for new and returning students at the Civic Centre from August 14 to September 7. Students will be able to obtain student IDs, orientation welcome packs, and the latest information around health and safety measures and regulations from Public Health, Mount Allison, and the Town will be available at the Centre. Additional information will be realised over the coming weeks, and a series of “did you know” posts on social media on COVID-19 facts/requirements/processes are now being issued by the COVID-19 Task Force.

• As noted at the Special Council meeting on August 4, the Town allocated $25,000 in the 2020 Capital Budget for Public Art. The project is intended to increase awareness for climate change, which was suggested by the Mayor’s Roundtable on Climate Change. An RFP for this project was issued on June 25 and closed on July 21 with three proposals being submitted. Following a review of the submissions and input from the Mayor’s Roundtable on Climate Change, it is being recommended that the RFP be awarded to Slipper Liu Studio for their proposal, The Chignecto Balance. A motion to award the work will be presented at the Regular Meeting.
