BACKGROUND INFORMATION: The Richards Ranch Reorganizat ion i s i n th ree ownerships and conta ins 45 acres. A l l t h ree owners have agreed t o the annexation t o the City o f Lodi .

A t i t s meeting o f J u l y 7, 1993, the City Counci l adopted Ordinance No. 1580 prezoning the th ree pa rce l z inc luded i n the Richards Ranch Reorganizat ion, R-2 S ing le -Fami ly R e s i d e n t i a l .

The Local Agency Formation Commission approved t h e r s o r g a n i z a t i o n on September 24, 1993, w i t h t h e c o n d i t i o n t h a t the approval be s u b j e c t t o the f o l l o w i n g :

"The C i t y ' s r e s o l u t i o n completing the reo rgan iza t i on s h a l l s t a t e t h z t the a f f e c t e d t e r r i t o r y w i l l remain w i t h i n t h e countywide bcundary o f County Serv ice Area No. 53, Household Hazardous Waste Management."

Since the annexation was requested by a l l the affected property owners, LAFZO designated the City o f Lodi as the conducting authority and the City Cocncil i s authorized to complete proceedings for uninhabited reorganization w i t h o u t no t ice and hearing in accordance with Section 57002(c) o f the Government Code.

Section 1. RESOLVED, BY THE CITY COUNCIL OF THE CITY OF LODI that it determines :

a) Preliminary proceedings tor :he .mnexat;on of certain described territory to the City of b d i and detachment from the Woodbridge Fire District and the SJC Resource Conservatim District were initiated by the filing of the City of Lodi's Resolution No. 93-94 with the Loza: Agency Formatio.7 Commission in the County of San Jcaquin, proposing annexation of approximately 4 5 acres of property located at 13737 and 13845 North Cherokee Lane (APN'o 062-290-18 and 062-290-07) arid 2250 North Stockton Street (APN 062-290-081, pursuant to the requirements of the Local Go;'ernment Reorganization Act.

b) Thereafter, appropriate proceedings were c Aucted by said Local Agency Formation Commission, and saici Cmission on September 24. 1993 adopted Resolution 890 zipproving the proposed annexation, subject to the terms and conditions set forth within the subject resolution.

c) Resolution No. 890 of the Local Agr..ncy Formativn Conmission approving the proposed annexati-on also authorized the City of Lodi to complete proceedings for uninhabited reorganizacion without notice and hearing as the deeignated conducting agency in accordance with Section 57002 (c) of the Government Code.

. Section2, BE IT FURTHER RESOLVED, BY THE LODX CITY COUNCIL:

a) That the proposal for annexation is ORDERED in accordance with Section 5 7 0 0 2 ( c ) of the Government Code of che State of California, to wit:

1. Richards Ranch (contiguoufl) annexation to the City of Lodi.

2. Detachment of Richards Ranch frm the Woodbridge Fire District and the SJC Resource Conservation District.

3. A description of said territory i s attached hereto (Exhibit A) and made a part hereof, as though set out in full.
