I am asking for the City Council take a good look at how this department is run and hold department heads accountable. I am writing this letter of complaint with regards to the City of Los Angeles Dept.of Pub lie Works, Bureau of Sanitation and the 'Proposed Monthly Fee Schedule'. Thefee hike for a single family dwelling is outrageous, unfair, and a betrayal by my localgovernment.

] am a single woman paying a mortgage on my own on a teacher's salary. I resideat my home 4 nights a week and have no other tenants that share the utilities. For me topay the same high rate or higher than those households that have several people using thesame services is blatantly unfair. I've been struggling with higher water and power bills,in which there was some apparent fraud committed by the DWP with regards to aparticular fee as well. I believe it was a sanitation fee with the water.

In these, unsure times of a failed economy, education cutbacks, and no pay raisesor job security for many middle class Americans, how can my local government, towhom I pay my hard earned taxes, possibly and rightfully justify such a huge hike in theSRF fee, from $26.00 to a proposed $36.32?

The city officials who stand by and watch our local utility companies rape theircustomers should be ashamed of themselves and their inability to protect their citizens. Isincerely believe that the proposed SRF hike is unwarranted and unfair.

I wish for this letter to be submitted for the public hearing on July 29,2008. Feelfree to call if you have questions at 818-808-3131. Thank you for your consideration inthis matter.

Every week and any time that I drive through a neighborhood during 'trash day', I seescavengers. going through the blue bins. \Nhen the recycling program was new therewas a mention of how much the city was losinq to scavengers. I don't remember thenumber but it was many millions of dollars. Because I consider recycling very importantand because of the cost to me, if they are going through my can I tell them to stop. Theyusually feign ignorance of english and finish what they are dOing. If I say "pollee" theyscurry along to the next house. I have called the police to report them but to no avail. Ifthe police do call me back it is to say they couldn't find anyone.

It is not my wish to have these people arrested. Just stopped. I know they are probablystruggling to get by but so am I and I cannot afford to subsidize those who are stealingfrom the City. Now you are proposing to increase our refuse pickup fees by 40%. Howmany millionS of dollars would be saved by the city if the scavengers were put out ofbusiness? Would it cover the fee increase you are proposing? Is anything being done tostop this this crime?

Some suggestions that have come to mind are requiring neighborhood recycling centersto check photo IDs and keep detailed records of who is doing the recycling, when theyare doing it and the reimbursements they have received. If they are earning enough,taxes could be withheld. Another possibility is to close down neighborhood recyclingcenters completely. After all, their work is redundant. Regional recycling centers couldstill operate and be required to keep detailed records as mentioned above. In this situa-tion neighborhood scavengers might find the cost of transporting they're ill-gottenbounty prohibitive. Increasing enforcement could also work. This could be done throughthe neighborhood councils via awareness programs similar to how they are trying tohelp with graffiti abatement. Parking enforcerrient officers or any other appropriate cityworkers could also be required to report scavengers to the pollee when they see themvia radio or cell phone. .

But, next year, it will go different for me- I'll be retired after 53 years of employment, at which time my income will be substantiallydecreased, but not to the point where I can enroll for utilities financial assistance.

Stop the waste at City Hall!

I am in receipt of the proposal to increase the current monthly fee for waste collectioneffective September l " 2008. The increase on single family dwellings would rise to$6.32 though remains the same fee thru July 1st 2008 and increase by $2.00 in July 2009.

As a new homeowner I recognize the city has many budget difficulties. For one example.I req nested a tree trimmed two years ago ( 2006) and to date the city has not completedthis request. I won't point out other financial dilemmas the city faces.

My main interest is to urge to the Council Members not to increase the fee at this time offinancial hardship for homeowners who have increase gas prices and other financiallimitations.

I would appreciate your consideration to hold out for at least another two years when thehousing market and other financial deficits level out.

As a single, senior Iwant to let you know how this intended SRF rate increase isextremely hard to take financially.

There is no way for you to know the difference in amounts collected but people like medo not have much trash eachweek and with everything else going up sky high (gas, food,utilities, etc.) this is NOT acceptable.

You need to give people a chance to put trash/recycles/green waste out every two weeks.I know many people would fit this category. This would cut down on a lot of time· andstop and go truck energy. OR, let us opt out completely. Just pass my house by anddon't charge me for a thing. There are alternatives you know.

I hope there are many people at the hearing who protest LOUDL Y and vehemently .against this increase.

I am writing to protest the Proposed Solid Resources Fee hikes.

First: Trash fees should be based on how much trash you throwout. A single person who disposes of very little trash should notbe charged the same as a large family who fill their cans to themaximum every week. 0

Second: Citizens have no way to control what their SolidResources Fee will be. For example, I can choose not to run theair conditioner to save electricity costs. I can choose toconserve water to save money. I can choose not to play golf ona city owned course. But I am charged the Solid Resources Feeeven if I don't put out any trash.

Maybe the city could raise more money for trash collection bystopping the gleaners from stealing all of the recyclables fromthe blue cans each week.

Please do not approve this unfair Solid Resources Fee hike.
