This month's production estimate for the major cotton exporting countries is the lowest since 1996/97. Compared with last year, lower area in the African Franc Zone, Greece, and Syria, and lower yields in the Former Soviet Union, are anticipated to reduce production significantly. Only Australia is expected to raise production, due mainly to favorable prices. These countries collectively accounted for an average of 66 percent of the world's total exports during the past five years. U.S. COTTON OUTLOOK

Changes to this month’s 2000/01 U.S. estimates include lower domestic mill use and higherending stocks. Production is virtually unchanged. Domestic mill use is reduced 100,000 bales to10.0 million bales because of mill closures, reflecting a loss of market share to textile imports. The export estimate is unchanged. Ending stocks are pegged at 3.9 million bales, up 100,000 fromlast month and 22.2 percent of total use.

WORLD COTTON OUTLOOK

The 2000/2001 world production and consumption estimates also are trimmed slightly this month. Production is reduced mainly in Uzbekistan, and consumption mainly in Russia and the UnitedStates. World trade and stocks are about unchanged from last month.

COTTON PRICES

Cotlook A Index: The A-Index, a principal measure of international cotton prices, is anaverage of the five lowest quotes of cotton for delivery to Northern European ports. DuringOctober, quotes of Greek, Uzbekistan, Africa ‘Franc Zone’, Syria, and Pakistan were included inthe Index. The Index averaged 60.90 cents per pound during the period, a 0.75-cent decrease from September’s 61.65 cents per pound average. The inclusion of the lower-priced Pakistaniquote in the composition attributed to this month’s average price decrease. The Pakistani quotewas the lowest in the Index over the four-week period, averaging 59.62 cents per pound. OnThursday, November 9, the A-Index was 63.70 per pound, an increase of 2.65 cents from lastmonth’s close of 61.05 cents per pound. The increase in price indicates a rise in global worldcotton demand.

Futures Prices: A bearish market resulted in nearby December futures prices in October,

averaging 63.30 cents per pound, down 4.52 cents, from a high price of 67.82 cents per pound inSeptember. The decrease in price was due to weak demand conditions uncertainty aboutcertificated stocks. On Thursday, November 9, the December 2000 contract settled at 64.96 centsper pound, an increase of 1.66 cents from the previous month’s average. The March 2001contract settled at 67.49 cents per pound, an increase of 1.29 cents from the previous month.

U.S. COTTON HIGHLIGHTS

Cotton Consumption: The seasonally adjusted daily rate of U.S. cotton consumption inSeptember to 37,723 (480-lb.) bales, compared with August’s level of 38,500 bales. A total of964,354 bales were consumed during the five weeks in September, compared with 795,816 balesin August (four weeks). The seasonally adjusted annualized consumption rate for the month ofSeptember was 9.85 million bales, down from August’s 10.05 million bales.

Domestic mills purchased a very light volume of cotton for first quarter 2001 to third quarter2001 delivery. Most purchases were color 42 and lower, leaf 4 and better, staple 33 and shorter,mike 35-51, and strength 26 and higher for March to July 2001 delivery. Interest was weak forcolor 41 and better, leaf 4 and better, staple 34 and longer, mike 35-47, strength 26 and higher. Most mills have covered their anticipated needs, and are waiting for additional sales to makeadditional purchases. Mills continued the process of switching from 1999-crop to 2000-cropcotton. Interest in ring spun yarns remains good while interest in open-end yarns was very light. Demand for fine count yarns was good, while demand for coarse count yarns was very light. Sales of domestic denim fabrics, greige cloth, sales yarn, upholstery, print cloth and industrialfabrics were light to moderate; mills sales of specialty yarn were very light. Most mills continuedto operate on a six-day work week.

Cotton Stocks: U.S. cotton stocks on hand in consuming establishments at the end of Septembertotaled 486,985 bales (480-lb), down from 503,596 in August. Stocks held in public storage andcompresses in September totaled 4.25 million bales, up from 3.07 million bales in August. Activespindles in September totaled 4.37 million, of which 2.39 million were dedicated to 100 percentcotton, compared with 4.59 million for the same month last year, with 2.44 million dedicated to100 percent cotton. Cotton’s share on the cotton spindle system was 79.3 percent in September.

U.S. cotton exports in August 2000 totaled 430,000 (480-lb.) bales, 49,000 bales below July2000 exports of 479,000 bales and 176,000 bales above August 1999 exports of 254,000 bales,according to the U.S. Bureau of the Census. The leading markets in August were Mexico,Indonesia, Japan, Canada, Turkey, Hong Kong, Korea and China.

U.S. cotton imports in August 2000 totaled about 1,400 bales, 300 bales below July 2000imports of 1,700 (480-lb.) bales, and 35,200 bales less than August 1999 imports of 36,600 bales.The major suppliers in August 2000 were Egypt and Turkey, with very modest imports fromBarbados and Mexico.

U.S. export sales were up in October, 2000. Upland cotton sales for delivery in MY 2000/2001 during Sept 29 -Oct 26 (4 weeks) registered net sales of 429,600 running bales, a weekly average of 107,400 bales. In MY1999/2000 upland sales during Oct 7 - Oct 28, registered net sales of 686,400 running bales, a weekly average of171,600 bales. The weekly upland export average through Oct 26 for MY 2000/2001 was 132,000 running balesagainst MY 1999/2000's weekly export average of 118,000 running bales. Accumulated exports through Oct 26 for MY 2000/2001 were 989,000 running bales, compared with 533,000 bales last year. Total upland outstandingsales for MY 2000/2001 were 2.541 million running bales, compared with 2.965 million bales the same time a yearago. Upland commitments to date were 3.53 million running bales, compared with 3.498 million bales last year. Pima export sales during Sep 29 - Oct 26 for delivery during MY 2000/2001 totaled 17,400 running bales and totalnet sales were 19,100 running bales. Pima accumulated exports through Oct 26 for MY 2000/2001 totaled 84,600running bales, compared with 35,500 running bales the same time a year ago. This supplement presents the Foreign Agricultural Service’s (FAS) database for world cottonarea, yield, production, trade, and utilization for the marketing year 1991/92 through 2000/2001. The information in this supplement presents statistical totals for each individual country.

The database contains 119 countries. U.S. agricultural counselors and attachés report regularlyon 37 of the major cotton producing and/or consuming countries. Official statistics, tradejournals, U.S. embassy reports, and data compiled by various international agencies serve as theprimary basis for data covering the remaining countries. The statistics presented here are currentas of November 9, 2000. Data in this section for marketing year 2000/2001 should be regardedas preliminary. Marketing years refer to an August-July time frame. For example, MY 1996/97begins August 1, 1996 and ends July 31, 1997. All bales are 480-pounds net weight.
