Looking to provide even further insight into our municipality, the development of our “Community Profile” offers key information and up-to-date statistics surrounding development, development lands, demographics, and business climate in Kingsville.

Within this document, you will find that the Municipality of Kingsville is in a fortunate position that is home to a diverse population of residents, businesses, agriculture and industry. Often providing a balanced approach can be challenging where there are so many interests and thus why the Council and Administration behind the Corporation of the Town of Kingsville are continually supporting visioning for both the short and long-term strategies for our community’s future.

unity Overview

Community OverviewKingsville is located along the north shore of Lake Erie. It is a community in the Essex County region. Kingsville has a unique location as the most southern town in Canada and enjoys the warmest climate of any city in Ontario. Our region is located at the same latitude as northern California. The average temperature reaches above 50°F (10°C) 223 days of the year. In 1999 there was a restructuring of the town, whereby the Townships of Gosfield North and South merged. Kingsville now has a population of 22,358 (2016 census). It occupies approximately 247 square kilometres.

Kingsville is an agricultural community and with neighbouring Leamington, has the most agricultural greenhouses in North America. They produce tomatoes, cucumbers, peppers, strawberries, flowers, and potted plants. Kingsville is home to four estate wineries. They produce a variety of wines from their local vineyards. We have a large aggregate and commercial fishing industry. Another industry within Kingsville is food processing.

The community was first known as the Township of Gosfield. Early settlers included United Empire Loyalists of German ancestry and British immigrants. They sold agricultural goods and natural resources for their livelihood. There were nineteen small hamlets and three larger settlements known as Cottam, Ruthven and Kingsville. Kingsville was a popular spot for Canadian and American tourists by the late 19th century.

Kingsville is great for adventure and recreation. Our bird watching opportunities include the Jack Miner Bird Sanctuary. Our trails include the Chrysler Canada Greenway. Kingsville has three golf courses and a curling rink. Our recreation complex offers many sports. Our marine facilities include the Cedar Island Marina and Yacht Club. Kingsville has more than 45 hectares of parkland. They feature beaches, playgrounds, and both active and passive recreation.

Kingsville has many attractions. They include cultural, garden, and shopping centres. We have six annual festivals. They include the Migration Festival, Fantasy of Lights Festival, Cottam Horse Show and Fall Festival, Ruthven Apple Festival, and Kingsville Folk Music Festival. Our historical sites include over 30 designated heritage homes, a municipal heritage district and museum.

The food and beverage industry in Kingsville is robust. It includes micro-breweries, wineries, and many restaurants. We have a strong accommodation industry with many bed and breakfasts and inns, campgrounds, cottages, a motel and boutique hotel. They help provide tourists a home away from home.

Kingsville offers an excellent quality of life. A small town feel has been identified as one of our town’s strengths. Big city amenities are close by. The American City of Detroit and the City of Windsor are located 40 km north of Kingsville, making world-renowned sports, entertainment, and shopping easily accessible.

Statistics Canada released its national crime statistics. Our region ranks among the safest communities in Canada. It identified Kingsville among the top 10 safest communities in the country. The rankings are based on the crime severity index. It takes into account 305 policing communities with a population over 10,000.

The region is an affordable place to do business. Canadian Business and Profit magazines ranked Canada’s best places to do business. The Essex-County region ranked 25th overall. Our housing costs are among Canada’s most affordable. We have an unbeatable location with access to U.S. markets. Our cost of serviced land is among the most attractive in the continent.

This is the territory of the Attawandaron, Anishnaabeg, and Haudenosauonee peoples. This territory, known as Wawaayataanong, was the third stopping place on a significant migration journey taken by the Anishinaabe peoples. Today, the people of the Wawaayataanong come from five First Nation communities: Aamjiwnaang (Sarnia), Bkejwanong (Walpole Island), Caldwell, Deshkaan Ziibiing Anishinaabeg (Chippewas of the Thames), and Kettle & Stony Point.

BoundariesThe Town of Kingsville is located 30 km southeast of the City of Windsor. Its borders are formed by Lake Erie to the south, County Road 31 to the east (Albuna Townline), County Road 8 to the north (Essex Townline Road) and County Road 23 (Arner Townline) to the east.

Transportation InfrastructureHighway 3 bisects the municipality of Kingsville, providing efficient access to the Windsor-Detroit Region (45 minutes away) and the Ambassador Bridge, the Detroit-Windsor Tunnel and the Detroit-Windsor Truck Ferry Service. Kingsville also has a daily ferry service direct from Kingsville to Pelee Island and Sandusky, Ohio from April to November.

DevelopmentKingsville’s make-up is largely agriculture-focused with food processing also taking place in the area. Commercial fishing also takes place out of the Kingsville docks on a limited scale. A significant wine industry is a relatively recent addition to the economy with three estate wineries producing a variety of wine from their local vineyards.

Kingsville is keenly focused on advanced and sophisticated agriculture production with over 750 acres of greenhouses producing tomatoes, cucumbers, peppers, strawberries, flowers, and potted plants. Working in close co-operation with the Harrow Research Station, the area continues to hone its ability to produce high quality vegetables primarily for export to the U.S. market.

Kingsville also has a substantial sand and gravel industry along with its commercial fishery. Industrial development within the town is primarily related to food processing; however, tier 2 suppliers to the automotive industry are also present and the viniculture industry continues to grow and attract tourism from outside the region.

Population CharacteristicsThe Town of Kingsville’s population has increased steadily, with a projected average annual growth rate of 1.67% annually over the past 10 years, slightly higher than the national and provincial averages.

EmploymentKingsville residents have generally experienced a lower level of unemployment than elsewhere in the Province with an estimated 2006 unemployment rate of approximately 5%. The largest percentage of the population is employed in Sales and Service Occupations followed closely by Trades, Transport and Equipment Operators and Related Occupations.

The significance of the Manufacturing sector is less in Kingsville than in most other communities in the region, with just over 20% of the town’s workforce employeed in that sector. Given the more rural nature of much of the town, it is not surprising that the Agriculture sector follows closely on the heels of the Manufacturing sector in terms of workforce size.

Business CostsThe following tables show the municipal property tax rates for select land uses and the development charges applicable to new development in the Town of Kingsville. The tax rates are multiplied by the assessed value of the property (determined by the Municipal Property Assessment Corporation) in order to determine the amount of property tax payable by the property owner. The development charge for a residential building is a fixed amount but the charges for industrial and commercial buildings depend on the value of the buildings.

EmployersThe Manufacturing sector is significant in the Town of Kingsville accounting for 2,127 jobs. The Agricultural sector represents the largest number of companies in Kingsville and accounts for 890 jobs. The large number of small and medium-sized businesses is significant in the town’s economy.

Leading IndustriesKingsville’s ideal climate offers optimal conditions for an abundance of fresh farm produce from local farmers; in fact, Kingsville boasts the second longest growing season in all of Canada. The region of Kingsville-Leamington serves as the hub for North America greenhouse operations including; peppers, cucumbers, tomatoes, and strawberries. This hub is rapidly expanding. Kingsville is primed to meet the needs of this future growth. It is also home to four estate wineries, producing a variety of wine from their local vineyards. Located on the shores of Lake Erie, Kingsville is home to Ontario’s premier fishing industry along with an active aggregate shipping port.

Economic DevelopmentThe Town of Kingsville presents a thriving downtown environment surrounded by traditional agricultural farming, together with an ever-expanding greenhouse industry. Conveniently located with easy access to international border connections and Highway #3 and 401, Kingsville is attracting the attention of manufacturing enterprises and tourism development. Attraction strategies have been identified and prioritized for the various key sectors of the Town. These include;

• Retirement and attraction of business related to this sector;• Agriculture and agri-support activities;• Tourism, food and culture;• Pursuing enhanced communication networking and connection;• Small business development and attraction of new manufacturing enterprises;• Industrial park development;• Waterfront and Marina development.

Municipal and Government ServicesThe Municipality is governed by an elected Council including a Mayor and Deputy Mayor and 5 councillors. All Council are voted at large. Council is elected for a four year term. The Municipality follows the rules and regulations set out by the Provincial Government in the Municipal Act and various Provincial Acts. The Town of Kingsville is in a two tier governance system. The County of Essex is the upper tier, with the Mayor and Deputy Mayor representing the Town at the County Council table. The Town of Kingsville offers municipal services supporting community safety, quality of life, and a suite of residential services.
