Message from CEO & MD

Dear Readers, I am glad to present to you the CSR Annual Report for FY 16-17. This is the

eighth edition of CSR report since 2009. I congratulate everyone for

successfully accomplishing the third year of CSR working as per the

mandated guidelines. In FY 16-17, our focus was to deepen our

engagement in the community through the process of digitalization,

external partnership, and employee volunteering and through various

community projects.

For the Tata Group, improving the living conditions of the downtrodden,

empowering the economically weaker and emancipating the socially

underprivileged sections of society are the very foundation of its success. Tata Power-DDL too believes in

carrying forward the philosophy and legacy of the Tata Group by giving back to the society through its

community development initiatives. Tata Power-DDL has aligned its vision, mission and policy with a view

to benefitting society.

This year we have given new shape and structure to corporate social responsibility and defined our

initiatives under the umbrella brand ‘SAATHI’. ‘SAATHI’ defines the approach followed by Tata Power-

DDL under four pillars of initiatives to cater to stakeholders. The four pillars of ‘SAATHI’ are - Unnati,

Sanjeevani, Ujjwal and the Club Enerji. These programs combine to offer a holistic approach of personal

and social development with desired progress.

This year Tata Power-DDL has extended its coverage beyond JJ Clusters to unauthorized & resettlement

colonies and urban villages within our licensed area. Over four lakh beneficiaries have benefitted through

education, scholarships, gender equity, vocational skills, portable water, employment and environmental

sustainability and many more initiatives.

Tata Power-DDL collaborated with renowned organizations to deliver quality services and make a positive

impact in the lives of the community. We have strengthened our commitment by opening five new VT

Centers, sixty women literacy center, installing 9 new RO plants and 1 new mobile dispensary this year.

Entrepreneurship Development Program is a flagship social program under which women of SHGs have

been trained to become entrepreneurs and establish their economic independence.

Employee engagement has been another significant achievement for the company. Tata Power-DDL was

placed in top 100 companies of ‘Great Places to Work’ survey among Indian companies. A major

contributor to the same has been employee’s involvement in CSR programs. Their selfless contribution

towards bringing a change in lives of marginalized community and care for environment has brought

accolades to the company.

Next year ahead will be a year of bringing positive & sustained changes in the quality of life for

marginalized communities. I foresee innovative & multi-dimensional approach of delivering CSR to the

communities and compared to earlier years be able to generate greater value for them.

Tata Power-DDL’s Profile

Tata Power Delhi Distribution Limited [Tata Power-DDL] is a joint venture between Tata Power and the

Government of NCT of Delhi with the majority stake being held by Tata Power Company (51%). Tata

Power-DDL distributes electricity in North & North West parts of Delhi and serves a populace of 7 million.

The company started operations on July 1, 2002 post the unbundling of the erstwhile Delhi Vidyut Board

(DVB). With a registered consumer base of 1.6 million and a peak load of around 1791 MW (in FY2017),

the company's operations span across an area of 510 sq kms.

Tata Power-DDL has been the frontrunner in implementing power distribution reforms in the capital city

and is acknowledged for its consumer friendly practices. Since privatization, the Aggregate Technical &

Commercial (AT&C) losses in Tata Power-DDL areas have shown a record decline. AT&C loss is a measure

of overall efficiency of the distribution business which is the difference between units input into the

system and the units for which the payment is collected. Today, AT&C losses stand at 8.59% which is an

unprecedented reduction of around 84% from an opening loss level of 53% in July 2002.

On the power supply front too, Tata Power-DDL areas have shown remarkable improvement. The

company has implemented high-tech automated systems for its entire distribution network. Systems such

as, SCADA, Integrated Geographical Information System [GIS], Outage Management System [OMS], DMS

and OTS are the cornerstone of the company's distribution automation project. To fight the menace of

power theft, modern technologies like High Voltage Distribution (HVDS) System and LT Arial Bunch

Conductor have been adopted.

Tata Power-DDL has to its credit several firsts in Delhi: SCADA controlled Grid Stations, Automatic Meter

Reading, GSM based Street Lighting system, SMS based Fault Management System etc. Tata Power-DDL's

Smart Grid initiative with Automated Demand Response (ADR) is another first. To ensure complete

transparency, Tata Power-DDL has also provided online information on billing and payment to all its 1.6

million consumers. Tata Power-DDL has also added solar generation as a part of its sustainable initiatives

since 2008, and has installed fifteen (15) Solar Plants in its license area with a total generation capacity is

1.76 MW. Tata Power-DDL has also promoted Rooftop Solar Plants among its consumers through various

path-breaking initiatives, and a total number of 124 Rooftop solar plants under net metering with

cumulative capacity of 6.10MWp have been installed in Tata Power-DDL area of operations till the end of

FY 2016-17. Tata Power-DDL has also been empaneled as “first Utility Channel Partner" with Ministry of

New & Renewable Energy, Govt. of India and has also received the highest honor rating of SP IA as a

“System Integration Grading for Solar PV projects”. The company is now working on setting up a Smart

Grid with the integration of Roof Top Solar, Energy Storage, E-charging of electric vehicles etc. in its

network.

Tata Power-DDL is the first Indian utility to be a member of Global Intelligent Utility Network Coalition

(GIUNC) that is a coalition of 14 power utilities worldwide and is working towards accelerating the

development of common standards, technology solutions and processes for intelligent networks.

Tata Power-DDL is the only utility in the Country to have been empanelled by the Power Finance

Corporation, Govt. of India's nodal implementation agency for its Restructured Accelerated Power

Development and Reforms Program (R-APDRP), as IT Consultant and SCADA Consultant. Tata Power-DDL

is also empanelled with the Rural Electrification Corporation as System Consultant/IT and Energy Auditing

and is currently providing consultancies to various National and International utilities on IT/ SCADA

implementation e.g. Haryana, Uttar Pradesh etc. Tata Power-DDL has been assigned with consultancy

service project with newly privatized utility in Nigeria.

Tata Power-DDL's change management experience, distributed leadership system, adoption of latest

technology; robust competence development process and innovative & open work culture are the key

strategic boosters that helped in building and sustaining competitive advantage in the changing business

scenario.

Tata Power-DDL has created several milestones in its journey so far; it is now focused and committed to

the road ahead and is exploring new opportunities to replicate its experience of distribution reforms both

in India and abroad. It is leveraging its unique learning and skillsets solely and in collaboration with leading

utilities and technology providers like GE, IBM, Honeywell, Enel, Silverspring, Omron, Raychem, 3M,

Siemens etc. in the areas of communications & smart grid technology, change management, consumer

service delivery and business process re-engineering. Tata Power-DDL have also collaborated with leading

international and national Institutions like MIT, UCLA, Reyrson University, IIT Delhi, Punjab Engineering

College, Delhi University, Netaji Subhas Institute of Technology etc. to carry out research activities in

emerging technologies.

A journey that began a decade ago for empowering the consumers in Delhi now holds the potential to

transform the distribution sector in India and similarly help utilities across the globe. Today, Tata Power-

DDL is providing project management and consultancy services to the states of Haryana and Uttar

Pradesh. It is also exploring opportunities in Chhattisgarh and Punjab. The company is providing a

technical and management support to a Distribution Company in Nigeria and is looking for consultancy

assignments in Kurdistan, Turkey and Iraq.

Tata Power-DDL is sensitive to the aspect of Climate Change and is committed to introduce energy

efficient and greener technologies. As a part of the Tata Group, Tata Power-DDL carries forward the

Group's ethos of giving back to society. In fact, 'Reaching out to communities Tata Power-DDL operates

in' is an integral part of the company's mission statement. Tata Power-DDL has a dedicated Social

Innovation Group that drives a wide array of Corporate Social Responsibility efforts of the company. Tata

Power-DDL's CSR Policy rests on four main pillars – Employability, Entrepreneurship, Education and

Employment.

Apart from this, Tata Power Delhi Distribution Limited also works on various projects to preserve and

regenerate the environment. It is a member of the Greening Agency within the Department of Forest &

Wildlife, Government of Delhi and is committed to promote tree plantation. Tata Power-DDL has been

aggressively creating energy conservation awareness though its Energy Club programmes comprising of

students from over 340 member schools. More than 2.83 lakh students and 13.65 lakh people have been

sensitized to the issues of Climate Change through this initiative and have saved nearly 17.46 lakh units

of electricity.

Tata Power Delhi Distribution Limited has won several accolades for its pioneering efforts in transforming

the power distribution scene in its licensed area both at the national and international levels. It has been

conferred with the 'National Award for Meritorious Performance' thrice by the Ministry of Power,

Government of India for outstanding performance in power distribution. It has also won eight Asian Power

Awards in a row and holds a rare distinction of becoming the first power distribution utility from India to

have received the prestigious Edison Award twice, in the international category in 2008 Edison Award for

Innovative Implementation of GIS and again in 2009 for Policy Advocacy.

In 2016, Tata Power-DDL was conferred with the National Award from Ministry of New & Renewable

Energy, Govt. of India under the category "Rooftop Solar Enabler of the Year" at the Indian Rooftop Solar

Summit and was recognized with the International Safety Award by the British Safety Council.

Some of the other key recognitions include Best Performing Private Discom Award at Power Line Award,

Platts Energy Award, ICC Award for most innovative Discom, Asian Power Awards, IPPAI Award 2013,

International Palladium Balanced Scorecard Hall of Fame award, SAP Ace Award ; UPN, USA metering

award. It is also the youngest company and the first power utility in India to receive the prestigious CII

EXIM Award for 'strong Commitment to Excel'. It is also the only distribution utility to receive the ISO

9001, ISO 14001 and OHSAS 18001 certification. Tata Power-DDL has been recognized as second best in

the "Best in Class – Energy, Oil and Gas Industry by the Great Places to Work, India.

Tata Legacy of Community Development

Working towards the betterment of the society in which we operate has always been central to our operating principles and is aptly highlighted in our CSR Policy. In fact, the parent group, i.e. the house of Tata's has been the pioneer in designing, developing and implementing various Social interventions and initiatives, not since the time CSR became popular and in vogue, but since when nobody knew or thought of it!!! Our CSR policy provides corroborate to this claim and aims at imbibing social alignment as a key component of all our business processes and strategy.

The wealth gathered by Jamsetji Tata and his sons in half a century of industrial pioneering formed, but a minute fraction of the amount by which they enriched the nation. The whole of that wealth is held in trust for the people and used exclusively for their benefit. The cycle is thus complete; what came from the people has gone back to the people many times over. Every company has a special continuing responsibility towards the people of the area in which it is located and in which its employees and their families live. In every city, town or village, large or small, there is always a need for improvement, for help, for relief, for leadership and for guidance. I suggest that the most significant

contribution organized industry can make is by identifying itself with the life and problems of the people of the community to which it belongs and by applying its resources, skills and talents, to the extent that it can reasonably spare them to serve and help them.

Corporate Social Responsibility Strategy of Tata Power-DDL The philosophy of Corporate Social Responsibility as practiced by Tata Group is a legacy of its founders.

The multitude of community initiatives the group has sown and fostered from its earliest days flows from

this wellspring voluntary, as opposed to obligatory commitment. It is seen to stretch beyond the statutory

obligation to comply with legislation and the companies voluntarily taking further steps to improve the

quality of life for the local community and society.

At Tata Power-DDL, rich heritage and unmatchable legacy of Tata group for holistic development of

underprivileged communities, societies & nation becomes the guiding force for adoption of community

development initiatives. More than 220 listed JJ clusters & resettlement colonies, unauthorized colonies

and villages are in the company’s area of operation. The community outreach programs, working on the

lines of triple bottom line approach, aims to serve key communities in a systematic & planned way.

Target Communities 220+ JJ clusters and resettlement colonies, unauthorized colonies and villages falling in Tata Power-DDL’s

area of operation and are of varied sizes with inhabitants ranging from a couple of hundreds to thousands.

The residents are migrants who drifted from their native places to Delhi in search of a better living and

employment opportunity. These inhabitants are from different communities, culture, ethnicity and creed.

Like every migratory community, the individuals residing in these clusters face a basic problem of

Employment, Health, Hygiene, Education and Infrastructure. These clusters also have a very high

representation of SC/ST communities that further emphasizes on the need for inducing various

developmental initiatives there. Creating avenues for education, health services, skill generation

programs and empowering communities in these clusters has been the primary objectives of community

development at Tata Power-DDL.

Saathi: Tata Power-DDL CSR Mother Brand CSR initiatives – Vocational Training Centres, Women Literacy

Program among school children were branded in the language

of the land – Hindi - to resonate with beneficiaries and

participants and communicate the essence of the program.

SAATHI means a friend and a companion - somebody whom you can trust to stand by you always. The

name draws inspiration from Tata Power-DDL brand promise “With you Non-Stop”. Tata Power-DDL

Saathi will always be there to serve the community unconditionally, like a true friend and work vigorously

for the betterment of society.

CSR Programs of Social Innovation Group have been clustered under umbrella brand name “SAATHI”

under four pillars - Unnati, Ujjwal, Sanjeevani and Club Energy encompassing all CSR programs and

initiatives – supported by ABHAs – Tata Power-DDL brand ambassadors - women representatives - who

are engaged in reaching out to residents of JJ clusters to maximize the visibility of our community

initiatives.

Unnati: Women Empowerment

“UNNATI” recognized for understanding the need of women empowerment,

requires continuous progression to bring significant differences in socio-economic

condition of women residing in JJ clusters.

Under this segment, various programs are women centric initiatives like Women

Literacy Centers, developing Self-help Groups and Entrepreneurship development program, Life skills

program for girl students etc., and youth –boys and girls - are empowered through various social initiatives

conducted at Vocational Training Centers.

Women Literacy Program

“You educate a man; you educate a man. You educate a woman; you educate a generation.” – Brigham Young

It is an established fact that literacy enhances a nation’s human capital. Literates have always enjoyed

better health & economic status. Literacy of women leads to the holistic development of the family & the

society overall. Being literate imparts a sense of empowerment to women. Education ensures the mental

development of women enabling them to sustain themselves financially. Education is vital for a woman

as she grows up to be the bulwark of her family and her children. The female populace residing in the JJ

clusters of North and North-West Delhi are mostly illiterate and have never had the opportunity to enroll

themselves in schools and colleges. Tata Power-DDL identified this concern as one of the intervention

areas and ventured into Women Literacy Program in 2006-07 with two centres, through Computer Based

Functional Literacy Program (CBFL) introduced by Tata Consultancy Services and today the program has

grown to 350 Women Literacy Centres (WLC). Under this program, an educated woman from the same

community is identified as instructor and her house serves as the classroom. The timeline of the module

is six months and classes of duration 1.5 to 2 hours, are conducted six days a week. This way each center

imparts functional literacy to 60 women in year. We also provide Hindi newspaper and small library facility

at each centre to encourage and enhance their reading skills. Beneficiaries are also facilitated for SHG

formation and their bank accounts are opened in nationalized banks. To date, Self Help Groups have

opened 292 bank accounts in nationalized banks in their vicinity. On attaining maturity, these groups will

be able to avail loan from banks for starting their own venture.

The intent of the program has been to impart

functional literacy, so that these women become

adept with carrying out their daily tasks such as doing

grocery shopping, operating bank accounts, reading

bus numbers etc. The beneficiaries become self-

reliant in reading, writing and numeracy. They

become aware of the causes of deprivation and move

towards amelioration of their condition by

participating in the process of development. The

program has also led to improvement in their

economic status and general wellbeing. This software

enables them to read and write alphabets in Hindi and understand the numerical system through

animated videos. The classes are generally conducted during the afternoons and evenings to coincide with

the free hours of their household chores. Along with imparting functional literacy, these beneficiaries are

also given awareness sessions on health issues, sanitation and safety. Around 66,249 women have been

covered since the inception of the program and 19200 women have benefitted from this program in the

FY 2016-17.

WLC Innovation Council At Tata Power-DDL, we believe in a bottom-up approach for the holistic development of the society. With the same vision, WLC Innovation Council was set up where the idea is to unlearn from the community. The council comprises of 20 WLC instructors from different districts along with SIG team members. The first objective is to identify areas of asset building based on the needs of the community, through focused group discussions with council members. In addition to this, the council also provides a platform to our WLC beneficiaries and their families to showcase their talent at various cultural events of SIG. In essence, the idea of Innovation Council is to promote the interests of our communities and to provide them a platform to facilitate these interests through engagement and collaboration.

insurance schemes, etc. ‘ABHAs’ help the

community to avail benefits of SIG initiatives

and also works as first consumer contact points

regarding general queries of SIG. Currently 741

women are designated as ABHAs and working

dedicatedly in the community. Monthly

sessions are organized for regular monitoring

and handholding of associated ABHAs.

Entrepreneurship Development Through Self Help Groups

The creation of self-help groups is encouraged at these women literacy centers in

order to organize them into small micro income-generating groups. The aim behind

creating self-help groups is to make these women independent and self-sufficient

and to inculcate the habit of saving. Maintenance of account books and other

records like the minute’s book, attendance register, etc., is a norm in these self-help

groups (SHGs). The SHGs have their own centralized bank accounts opened in their respective names for

the sake of transparency with regard to various transactions that take place within these SHGs. This

promotes trust, mutual faith and confidence among its members. These SHGs are linked with nationalized

banks so that they can have proper bank accounts in their names where they can deposit their savings

and avail of financial assistance at the stage of maturity.

In order to support and offer longevity to SHGs, it is essential to create doorstep access to micro-

enterprises amongst seasoned SHGs. Keeping this objective in mind, specialized agencies have been

identified to train women in various skill sets such as bangle making, chocolate making, soft toy making,

jute work, handicrafts etc. These women are now earning Rs. 5000-Rs. 7000 per month. The training

programs aim to empower women in such a way that they can start their own entrepreneurial venture.

Network linkages with various companies and factories established with the objective of marketing the

products made by SHGs.

Tata Power-DDL is working towards providing skill-based training to 350 SHGs on entrepreneurship

development program of which 66 SHGs have been trained in FY 16-17. Currently 292 SHGs are

functioning smoothly and engaging 3,497 women.

Support Girl Child program The fundamental lack of life skills, employability skills, and self-confidence become

barriers in the progress and development of many girls who come from the

underprivileged section of society. These skills are necessary to help ease and

acclimatize them into mainstream society. The reasons could be financial obstacles

that may become an impediment for them to get into good schools, a lack of trained teachers, high

number of enrollment of students and condensed focus of teachers. Tata Power-DDL identified this gap

by providing life skills, soft skills and personality development trainings in schools for adolescent girls

studying in XI & XII through a professional agency. Developing the foundation skill sets enables improved

accessibility, increased inclusivity, and upward mobility. This program is very different from a typical

classroom structure. It follows the “learn by doing” methodology – each module is activity based and the

students learn through discussions, debates, extempore, role plays, practice exercises, and games,

through monthly session in schools by professional counselors. Career Counseling is given to class XII girls

so that they can decide upon appropriate career options for themselves. The duration of each workshop

is about 4 or 5 hours. The frequency of the workshops would be either twice a month or once a month

depending on the school’s academic calendar.

In the first phase of implementation, the program has reached out to 3200 girls from 10 government

schools. Presently the program reaches out to 3799 girls in 12 schools, including 1 at Rajendra Prasad

Sarvoday Vidyalaya, President’s Estate.

Approx. 2000 girl students from the AA community studying in Classes-XI & XII from 11 Government

schools are benefitted through the training program for Soft Skill, Personality Development, English

Speaking, and general awareness like Self-defense, Hygiene through monthly sessions by professional

counselors.

Skill Generation – Vocational Training Program Tata Power-DDL has started various vocational training cum educational centers for

the inhabitants residing in these JJ clusters. After conducting a need assessment

survey, skill-training programs start to enhance the employability of these

communities and to uplift the economic status of their families as well. These

vocational training centers provide a platform to the less privileged youth to support them to learn desired

skill sets which will make them employable and empower them to earn their living. Basic objective behind

opening these centers was to enhance family income and bridge the gap between needs & resources in

order to fulfill them. In order to cater and meet this purpose, Tata Power-DDL runs 18 vocational cum

tutorial classes and plans to develop more vocational training centers in order to impart the requisite skills

to the unemployed youth and school students. These centers are centrally located within the

communities, offering an ease of access to the youth, especially women. The aim of skill generation

programs is to train the unemployed youth and school dropouts that hail from JJ clusters & resettlement

colonies, in various vocations, thus enabling them to either start their own small ventures or get a gainful

employment. This leads to an enhanced family income and the family is then able to afford the basic

amenities of life needed to lead a happy and healthy life.

Our partner agencies carry out assessment surveys for the selection of courses ensuring the marketability

& engagement of passed out beneficiaries. The beneficiaries are skilled in useful and practical vocations

such as computers, training in electrician’ s skill set, stitching, tailoring and training in beautician practices,

personality development and mobile repairing. New industry based short term courses of Retail Chain and

Office Assistant have also commenced which has very high placement prospects. Students trained at VT

Centers - skilled in computers, mobile repairing, Tally, in electrician skill sets received opportunities to

work with IBM, Consultancy Firms, District Courts, and shops are making a decent living.

Around 4025 youth pursued various courses at our VT centers in the last Financial Year (2016-17). Until

date, we have reached out to more than 14,000 youth.

Tutorial Program

The socio economic status of the families residing in our JJ clusters proves an

obstacle on imparting quality education to their wards. Poor quality education, lack

of infrastructure within schools and a disorganized evaluation system, all lead to

loss of interest in studies adding to the dropout rate. After voluntarily dropping out

of mainstream education system, these wards who are still in their teens, either

get entrapped and sucked into anti-social activities or they start working early in order to support their

families. This aggravates the problem of child labour leading to exploitation at their work places. These

teens are underpaid, and are vulnerable to various addictions.

The locations in which our vocational training centers are developed are fully equipped with all the

provisions that enable us to run tutorial classes along with other income-generating trainings. These VT

centers are located in the heart of their communities, making them easily accessible to children (both

school going and dropouts). The school going students from standard I-X receive free supplementary

education. Not only do the children receive guidance with their studies, they are encouraged to

participate in extracurricular activities such as painting, skits, singing and dancing. In 2016-17, 1516

children enrolled themselves in the tutorial classes and 4984 students have benefitted from these classes.

Zero dropout rate has been achieved since inception of the program.

Ujjwal – Social Equality

“Ujjwal” focusses towards improving the quality of lives belonging to deprived section of

the society. Tata Power-DDL makes every effort towards socio-economic upliftment of

Scheduled Caste and Scheduled Tribes in the areas of Education, Employability,

Employment and Entrepreneurship under Tata Affirmative Action Program.

Tata Power-DDL’s Affirmative Action Program began with the signing the CII Code for

Affirmative Action on February 2007. Since then, Tata Power-DDL has implemented its

Affirmative Action program by carrying out ground level initiatives in the areas of

Education, Employment, Entrepreneurship and Employability and by catering to the most

underprivileged section of society in its area of operation.

Educational support for students in Government schools Our approach is to focus on the educational needs for the members of the SC/ST communities and provide

them equal opportunity, so that they are able to compete with students who hail from privileged

backgrounds. Education is one of the most important pillar out of the four pillars of the Affirmative Action

program. One of our key initiatives in this field has been our support to SC/ST students every year from

classes X, XI and XII. We support children from 46 government schools located in our licensed area of

distribution. This initiative has successfully been taken forward since 2007 and to date 4321 SC/ST

students have benefitted.

In the past, scholarships were given to students on merit cum means basis but subsequent interactions

highlighted the lack of access to resources, which inhibits the merit of SC/ST students. Hence, the criteria

for selection has been modified to “economic need criteria”.

Under this school scholarship program, students are supported with reference books, school bags, and

other stationery material. An annual and customized personality development, interpersonal skills, career

counseling and competency testing of these students is held. The career-counseling program attached to

government schools indicate that the dropout rate has declined among SC/ST students and it depicts an

improvement in their academic performances. In the year 2016-17, more than 6500 students were

provided educational career counselling.

Tata Power-DDL aims to empower students from the SC/ST

Community, make them employable, and ensure the

sustained development of their families. Tata Power-DDL’s

efforts has been to support them with supplementary funds

and give them access to skill training so that they can become

employable in the competitive job market, this is done to

widen the pool base of capable and employable SC/ST

students within the job market. The company offers financial

support to the students for ITI, Diploma, Engineering and other Degree courses. The students are selected

on receiving recommendations from the Principals of their respective institutions and on the economic

need criteria basis. Tata Power-DDL offers internship to these students, which gives them some practical

exposure, by using its core competence in the electrical sector. The students who have passed out have

found employment in good organizations through campus placements. Tata Power-DDL has supported

1720 students pursuing ITI, Diploma, Engineering and other Degree courses since 2007.

Entrepreneurship Promoting SC/ST vendors: Quality and cost being equal, Tata Power-DDL gives

preference to enterprise of SC/ST promoters for inclusion in its supply chain,

provided such companies transparently and voluntarily share this information

prior to bid participation. Complete waiver of Tender Fee, 50 % relaxation in

security deposit, relaxation in bank guarantee and 25% relaxation in company

turnover under qualifying requirement criteria in General Conditions of

Contract (GCC). In FY17, business worth Rs. 4.74 crores was given to 6 SC/ST

vendors.

Employment While Recruitment: Preference is given to SC/ST candidates in campus

recruitments by transparently lowering qualifying marks, without diluting merit

(Positive Discrimination). For this purpose, it exercises the philosophy of “skill

vs. will” wherein a candidate with lower skill, but higher will to learn is positively

discriminated and taken into the organization. A relaxation of 5% is given to

SC/ST students during entrance exam.

Sanjeevani – Promoting Better Health – Strengthening Communities

“SANJEEVANI” seeks to promote and support healthy lives of communities

with the aim of improving accessibility and outreach of health services at

the doorstep. Programs executed under the banner of Sanjeevani are -

Installation of RO plant water, Blood Donation Camps, Mobile dispensary

unit and Drug De-addiction Camps.

Installation of RO Plants Tata Power-DDL in collaboration with Tata Projects designed and developed Skid Mounted RO Purification

Unit in the capacity of 500 Liter per Hour (LPH). This plant helps remove high TDS, fluorides and other

contaminations and provides safe drinking water to the community.

Tata Power-DDL has signed a MoU with Delhi Jal Board (DJB) for installing industrial type RO (reverse

osmosis) plants with ATW (any time water) machines. Tata Power-DDL installed 39 RO water plants at

government Institutions falling within the area of Jhuggi Jhopri clusters & resettlement colonies including

5 plants at Jhuggi Jhopri clusters and 5 at Metro stations.

Each of the RO plant sites within the JJ clusters are taken care by women of the Self Help Group (SHG)

that are associated with Tata Power-DDL. The basic idea behind this project is to make it self-sustaining,

however, Tata Power-DDL would continue to overlook the maintenance, control and up keep of the plant.

The households that are settled within the JJ clusters and are desirous of availing the facilities of the RO

plant water have to register for the scheme. Upon registration, each household shall be allowed to draw

300 liters of RO water per month against the payment of Rs.30. Each of these households will be issued

swipe cards to facilitate the drawing of drinking water. Every day, a maximum of 10 liters of water can be

drawn by each household. An awareness program about safe drinking water and RO plants are also

organized. The women from the SHG of each location visit the awareness session organized by visiting the

residents of the JJ clusters.

More than 192140 individuals get portable drinking water from these 45 RO water plants. The benefit

generated is of immense value to the communities, as it not only assures good health index but also

provide access to clean, free and safe drinking water to residents of the surrounding ‘Jhuggi Jhopri’ (JJ)

clusters.

Sanjeevani – Mobile Health Dispensaries Lack of sanitation and unhygienic living conditions result in the poor health indices of the residents of the

Jhuggi Jhopri clusters & resettlement colony, unauthorized colonies and villages. Healthcare takes a

backseat as these people struggle to feed and clothe themselves with their meager earnings. This lack of

basic amenities and unable to make ends meet, forces them to receive poor and low quality treatment,

which elongates the suffering of the patient and further aggravates his/her problem.

Tata Power-DDL has three mobile dispensary vans at their disposal, equipped with a doctor, a pharmacist,

bed and medicines each of which are there to tend to the daily needs and health issues of the cluster

citizens. These vans serve all of the 220+ JJ clusters by making daily visits to identified clusters on a weekly

basis and covers 60 JJ clusters within a month.

The consumers who are regular with paying their electricity dues are given free consultation & medicines

and the individuals who are defaulters or do not have a metered connection are given free consultation

only. Through this initiative, we aim to encourage defaulters & unmetered consumers to become

legitimate consumers of electricity. These mobile dispensaries provide quality medicines and consultation

to the affected people, which otherwise would remain out of their reach. The initiative began with one

mobile dispensary but ever since it has collaborated with Eduquest, an NGO we now have two new

dispensaries up and running. In 2016-17, Mobile Dispensary Vans reached out to 87,156 beneficiaries. To

date, 2,05,858 beneficiaries have been served through our mobile dispensary and health camps.

Focused sessions are taken up at JJ clusters and vocational training cum tutorial centers where awareness

sessions on lifestyle diseases, sanitation, general cleanliness, and personal hygiene are given and

discussed by the doctors.

Drug De-addiction Camps

The residents of the JJ clusters and resettlement colonies are mostly displaced

residents and migrant population that come in search of employment from

rural areas to the capital. The reality more often is not in synchronization with

their dreams of earning a decent living and hence they fall prey to various

addictions such as drugs and alcoholism in order to escape the reality of their

existence. The entire earnings of a single family unit gets spent on meeting the expenses of basic life needs

like food, medicines, electricity and children’s education. Sometimes these basic life needs do not get

fulfilled. The result of this gap of unrequited needs and desires creates an environment of scarcity and

dissatisfaction within the communities, which in turn leads to social unrest.

Kumaris, Tata Power-DDL organizes

drug de-addiction camps for JJ cluster

& resettlement colony residents. The

camps are held in a centrally located

area and are purposely scheduled

during the evening, as most residents

return from their day’s work in the

evening. The beneficiaries are

counseled about the ill effects of

addiction and given free homeopathy

medicines. The camp is followed by

another follow-up camp within a

month. To assess the efficacy of the

campaign, beneficiaries are personally

interviewed along with their family members in order to verify their improvement vis-à-vis addictions. A

total of 60 camps are organized per annum and till now 52560 beneficiaries have been covered through

these camps. The success rate of drug de-addiction has been approximately 15 % of the total attendees

of the camp.

Blood Donation Camps

Tata Power-DDL in association with the Red Cross Society organizes blood

donation camps where its employees, their families and consumers contribute

towards saving lives in distress. Being a corporate donor, a Tata Power-DDL

employee can avail of facilities from Red Cross’s blood bank through a doctor’s

prescription. This is done, despite the fact that he/she did not donate blood during camps. Tata Power-

DDL has received many awards by the Indian Red Cross society for its contributions. To date, a total

number of 3769 individuals have donated their blood to patients in need.

Viklang Margdarshan Kendra – Handholding differently abled individuals

An estimated 10% of the world’s population

experiences some form of disability or

impairment (WHO Action Plan 2006-2011).

Most differently abled individuals are

considered as dependents for their entire

life. The scenario gets poorer when the

individual is from an economically

disadvantaged section of society, as they

cannot afford various medical aids and

equipment. Tata Power-DDL, in association

with Viklang Sahara Samiti, runs Viklang Margdarshan Kendra, wherein information and services for the

differently abled is provided and public advocacy & litigation for them is carried out, especially for those

from the needy sections of the society. The center provides counseling services and assistance to these

people in obtaining a disability certificate from concerned hospitals, getting an identity card for the

differently abled, rail pass, bus pass, scholarships for differently abled students, and their inclusion in the

disable pension scheme of MLAs & counselors, financing differently abled individuals for starting their

own entrepreneurship ventures at a micro level. In the FY 2016-17, we were able to reach out to 13051

individuals and 60267 have been disseminated information to date.

The Club Enerji: Ensuring Environmental Sustainability

The initiative of sensitizing schoolchildren is key to ensuring environmental

sustainability and developing sensitivity towards conserving resources for a greener

and healthy future. In the present scenario, electricity demand is rising all over the

world, more so in developing countries like India. The need of hour is conservation

and judicious use of electricity. Since it is not possible to cope up with this rapidly

increasing demand, the only alternative available to us is to conserve electricity consumption by whatever

means we can adopt. The ever-increasing pressure on resources to meet the endlessly expanding demand

for energy has become a serious concern in the Global Scenario. Delhi being a metropolitan city has the

extra burden of serving to its ever-growing population, which ultimately leads to massive exploitation of

energy generating resources. Over the last decade, we have adopted practices that can lead us to the path

of sustainable development.

Club Enerji: Sensitization of school students on Energy Conservation

To make a difference to the rampant power crises and the general lack of concern and awareness, nine

years back a lamp was lit to spread the light of awareness on Energy Conservation techniques. The unique

initiative of Tata Power Delhi Distribution Limited - a first of its kind - is based on the theme of

‘Collaborating to Conserve’. Tata Power-DDL Energy club is an initiative through which we sensitize the

young school students on issues like Energy Conservation/ Electrical Safety, Water Conservation,

Renewable Energy and Plantation through direct sensitization sessions. We believe students are the

change agents who can make the message go a long way.

Tata Power-DDL Energy Club journey was started in way back 2005 with merely 5 Public schools. So far,

nine phases has been completed. In each phase, 50 new schools are added on board. Currently, 340

schools (260 Govt. Schools and 80 Public Schools) are registered as Enerji club members. Since the

inception of Tata Power-DDL Club Enerji, we have disseminated the energy conservation message to more

than 1.5 million individuals and have saved nearly 17+ lakh units of electricity. In Phase IX of Club Enerji,

50 new schools were taken on the membership panel and more than 37, 000 students were sensitized in

FY 2016-17. Till date, a total of 2,83,720 students are sensitized on energy conservation and participated

in this program.

Approach of Tata Power-DDL Energy Club

Project Conserve is the platform where students from our member schools are introduced to Tata Power-

DDL Energy Club for the first time. In its first go, they are made familiar with the term ‘Energy

Conservation’, the need for it and what role they can play in ensuring the conservation. Through the first

hand sensitization sessions by Tata Power-DDL energy expert team, during the zero periods and morning

assemblies , Students are sensitized on various aspects of Saving Energy, Water Conservation, Climate

Change and Safety, during their morning assemblies.

A bilingual energy conservation booklet containing electricity conservation tips, climate change and

electricity safety tips is distributed to every member student. These tips are directives for using day-to-

day electrical appliances, so that the electricity consumption is optimized. The main purpose of Project

Conserve is to educate and enable the students on Energy saving so that the ongoing energy crisis can

be addressed. The fact that ‘Energy saved is Energy generated’, needs to be percolated in the daily life

practices of the students and later on to their family members, neighbors and friends. The booklet also

has some useful & practical tips on household / electrical safety and climate change prevention.

Impromptu Quiz Competition is organized on the spot, to engage the students.

After the sensitization of students, comes the task of raising awareness for Energy Conservation to society.

Our already sensitized member students are requested to share their knowledge and information about

need of Energy Conservation, means to achieve it etc. with their friends and neighbors during vacations.

The project Nest format is offered to students containing the energy conservation tips and personal details

of friends and neighbors sensitized with their CA Numbers. Those students who sensitize maximum

numbers of friends and neighbors along with their CA numbers are awarded.

Urja Mela is the most fun-filled and look forward to event of every Tata Power-DDL Club Enerji phase,

where students from all member schools take part in various competitions. Its unique feature is that all

events are entirely based on the theme of Energy Conservation, Renewable Energy and Climate Change.

The objective of the event was to create awareness on Energy Conservation, Renewable Energy and

climate change among the school children through various sessions conducted by Team SIG and Tata-

Power-DDL volunteers.

Urja Mela is celebrated every year as a finale event of Energy Club program. This year the event witnessed

an overwhelming participation of nearly 1300 children and teachers from 184 member schools. Three

events namely Painting Competition, Science Model and Nukkad Natak were conducted.

The Event witnesses enthusiastic volunteering from Tata Power-DDL employees who facilitate the

conduct of the event –right from operating the Registration Desk to judging the competitions.

UMANG 2017 – President Estate Event

A prestigious opportunity for Tata Power-DDL Club Enerji came its way when Tata Power-DDL was invited

by the Office of President of India to organize the energy festival on 10 February 2017 in the premises of

the Rashtrapati Bhawan for the second consecutive year. The Festival of Energy “Umang - 2017” provides

a platform that challenges youth to embrace the three tenets of Energy – energy efficiency, energy

conservation and renewable and empowers them to be the future energy ambassadors that are smart

and well informed. All the awardees in the various competitions in the Urja Mela Umang, along with the

winners of Urja cup, displayed their paintings, Science models, The winning team of Urja Mela 2017-

Nukkad Naatak performed in the presence of Shri Pranab Mukherjee, Honorable President of India, Ms.

Omita Paul, Secretary to the President of India, Shri Praveer Sinha, CEO & MD, Tata Power-DDL and other

distinguished dignitaries. All the dignitaries complimented and motivated the students for their efforts.

Dignitaries also praised efforts of Tata Power-DDL for sensitizing students through Energy Club program.

This Event offered the students and winning schools - the opportunity to meet the President of India and

display their skills. The event received a massive coverage in many leading dailies and news channels.

Harit Ek Pahal – Tree Plantation Campaign

In an endeavor to make Delhi Green, we at Tata Power-DDL have constantly engaged

ourselves into mega tree plantation drives under the aegis of “Harit Ek Pahal” for

years now. Working towards ensuring a greener future, Tata Power-DDL has

initiated the tree plantation campaign in partnership with various stakeholders to

carry out massive tree plantation drives across Delhi. Tata Power-DDL has tied up

with agencies such as CRPF, ITBP, various schools & colleges, RWAs etc. for carrying the plantation

drive and planted more than 22900 tree saplings in FY 2016-17. Till now 135520 saplings are planted under

this drive. Tata Power-DDL has been recognized as one of the Greening Agencies of Department of Forest

& Wildlife, GoNCTD. The continuous plantation efforts undertaken by the company have been well praised

by Department of Forest & Wildlife, GoNCTD on various platforms.

Digital Initiatives in CSR Along with branding of social initiatives, consolidation of digital initiatives aligned to Unnati, Ujjwal, Sanjeevani, Club Energy and Volunteering rolled out to enhance resource utilization, decision-making and tracking of beneficiaries and their progress in various programs.

Sanjeevani - Mobile Dispensary Information System – has been developed following the tenets of operating in dual mode- work in a stand-alone mode while on-board the mobile dispensary and the same application offering an interface to the centralized server application - ensuring data synchronization across all mobile vans and back-end system. The features deployed in the system are scan-in of data supporting barcode scanners operating the process of registration, consultation, medicine dispensing during field operations printing prescriptions maintaining inventory levels at the vehicle level and central pharmacy level synchronization of master data at periodic intervals – result in a seamless and continual data flow between field and back-office operations ensuring a daily tracking to support fine-grained decision making and monitoring the efficacy of the initiative.

The application offers many prompts and informative cues during operations to ensure easy and quick recording of information and status of workload, medical supply inventory levels and prior records of patients/beneficiaries. The experienced application development team possessing process knowledge helped deliver a user-friendly and field operations oriented rugged application to ensure information gathering in severe operating environments. Post implementation in October 2016, the following benefits have accrued:

Ease of use to stakeholders - pharmacist and doctor - reducing their time spent in recording basic information of beneficiary, issuing of OPD Slip, capturing Doctors’ diagnosis and prescription of medicines digitally.

Queue system for Beneficiary - ensuring higher satisfaction in terms of shorter turn-around time to serve her.

Availability of near real-time data from all mobile dispensaries to support decision-making related to routing of dispensaries, medicine inventory management.

Help optimize inventory and procurement cycle of medicines to improve cash flows.

Efficiencies accrued in operations have resulted in a significant increase in beneficiary reach out.

Sangrah: Beneficiary Information System – Sangrah contains data of beneficiaries of CSR initiatives over the years. The system was available to store data that was uploaded from SIG Office. Enhanced functionality to register beneficiary during admission and track her attendance; employment progress has been incorporated in the system. The system user-interface is being extended to the VT Centres –enabling data entry at source. Timely availability of information shall enhance quality of decision-making and offer cushion for course correction. Key stakeholders and their information would be enabled by Sangrah and ensure standardization of operations through timely interventions by SIG Team.

Sewa: CSR Volunteering Management - The existing system underwent technical upgrade and addition of user- friendly features –single screen data entry screen, inclusion of all types of volunteers from one screen, verification of employees and BA employees from corporate data stores; reporting in employee dashboard etc. These improvements led to significant ease in recording data for volunteering.

Volunteering Program

At Tata Power-DDL, we believe in the philosophy of giving back to society, multifold. We encourage our employees & business associates to volunteer their services for a holistic betterment of society. It further gives us an opportunity to explore areas for expansion of our existing projects.

Tata Volunteering Week is one such platform, held bi-annually, across Tata Group. Herein, volunteering is not just for the employees, but their families are also welcome to serve the communities. Volunteers have a whole gamut of activities to choose from - blood donation camps, cleanliness drive, Energy Conservation initiatives, Sports Meets, Women’s Day celebration, Walkathon, awareness rallies, plantation drives, scholarship distribution to SC/ST students etc. During FY 16-17, 8767 volunteering person-days were contributed by Tata Power-DDL employees & business associates. Time and again, Tata Power-DDL has received awards for highest number of volunteering hours, highest participation rate volunteering hours by the Chairman of Tata Group.

Stakeholder Engagement – Sangam NGO Meet Civil societies play a very important role in manifestation of interest and will of communities. At Tata

Power-DDL we acknowledge and appreciate their contribution through NGO Meet organized annually.

Tata Power-DDL organized ‘SANGAM – NGO Meet -2017’ on 18 February 2018 to recognize and encourage

outstanding contribution by its NGO partners. More than 2000 beneficiaries of its “Saathi” program

participated in the event. This year’s theme was – “Empowering Women – Strengthening Nation” also

saw the inauguration of the fourth Mobile Dispensary under SIG’s Sanjeevani Program. Partner NGOs and

beneficiaries are invited for the day where they present various cultural programs. NGOs are recognized

based on their performance and feedback on improvisations to be done is captured.

Certifications & Affiliations – Endeavoring for Excellence Signatory to Global Compact Network

Tata Power-DDL is signatory to United Nation Global Compact Network, an elite

group of organizations, which commits & abide to align their operations with the

ten universally accepted principles pertaining to Human Rights, Labor,

Environment & Anti-Corruption. These principles move in concurrence with the

Universal Declaration of Human Rights, ILO, UNDP & United Nations Environment

Program. Being the signatory of UNGC, Tata Power-DDL sends a Communication

On Progress annually to the Global Compact Society showing its commitment

towards the 10 principles. The report is submitted in mid-May every year to the

Society.

SA 8000:2008 Certified SA8000 is based on international workplace norms, including 12 International Labour Organization (ILO) conventions and the United Nations’ Universal Declaration of Human Rights, the Convention on the Rights of the Child and the Convention to Eliminate All Forms of Discrimination against Women. Tata Power-DDL is the first power distribution company in the world to get SA-8000 Certification. Tata Power-DDL is also the first power utility in the world to be certified for SA 8000-2008 and last surveillance audit was carried out in 2016-17.

Success Stories I have been associated with Tata Power-DDL Women Literacy Program as in-charge of one the centre. I belong to a lower class family and my mother is suffering from paralysis. Due to my hard work and efficient work I got promoted as senior coordinator where I am supervising functioning of 25 WLCs. Now I am earning Rs. 13000/- which helps to support my family. I also came to know about the scholarship program of Tata Power-DDL for the students studying in higher studies which motivated me to continue my studies through distance learning from IGNOU. I am really proud to be associated with Tata Power-DDL which enabled me to earn a living and accomplish my dreams.

WLC Beneficiary- Praveen The financial condition of my family was not quite good. Whatever I used to earn

was not enough for my family to live a dignified life. During this tenure, Tata Power-

DDL gave me an opportunity to work as an instructor of Women Literacy Program

located at Jahangirpuri. I worked as instructor for 2 years, which helped me to

groom my personality and confidence. It helped me to improve my communication

skills. I was also given a chance by Tata Power-DDL to work as ABHA along with my

existing work of WLC. My job was to sensitize the community regarding SIG

initiatives and to distribute bills in community. People in the community have started recognizing me. I

was also given an opportunity to be a part of Self Help Group wherein I learnt chocolate making. I started

selling my chocolates in shops and on celebrations. I would like to thank Tata Power-DDL for making me

what I am today.

WLC Beneficiary- Vinita

I am a resident of Jahangirpuri. I have been working as an ABHA for past one and

half years. My husband works as a laborer and his wages were not enough to

sustain a family of four. Initially I wasn’t very comfortable in interacting with the

residents but regular training by the company helped me to overcome my

shortcomings. Now, I am able to explain bills to the customers, solve their queries,

sensitize about safety aspects, report incidents of theft and inform residents about

different activities of the Social Innovation Group (SIG). Earning money by myself

has instilled in me a lot of confidence and I utilize my salary for my children’s education.

ABHA- Geeta

After the tragic demise of my father, my family was in a big financial crisis. The

amount of grant received by my mother from the State was not enough to

manage even two fold meal a day. Gradually, one day during door-to-door

information dissemination program carried out by Tata Power-DDL, I came

across the WLC program and worked as center in-charge for quite a long time.

During the course of time, I came to knew about Tata Power-DDL AA financial

scholarship program and I have applied for the same. Now I am pursuing my

post-graduation through the financial assistance. I am also responsible for managing the RO Plant

installed by Tata Power-DDL in Kirtinagar JJ cluster through Self Help Group.
