Another season has flown by, and I imagine all residents are enjoying the respite from this summer’s record breaking heatwave. While the heat has been challenging, it hasn’t stopped the Playford community from creating some amazing achievements. The work of your council has been recognised at a national level, with our “Young Mums and Early Childhood Development” program winning the Health and Wellbeing category at the National Awards for Local Government. One Tree Hill yet again put on a wonderful display for Stage 1 of the Tour Down Under, winning numerous awards for the community’s efforts in welcoming the riders with lots of colourful decorations and activities. I’m also looking forward to the launch in April of the 2008 Mayor’s Community Leadership Program. This is a wonderful program that focuses on local people creating and driving change for the benefit of the northern region. With so many things to celebrate and look forward to, it’s important to remember the values of mateship and sacrifice that our community and our country are built on. On Friday 25 April, we honour the memory of those who have sacrificed their lives in combat. Council will present an Anzac Day Dawn Service at 6am on Friday April 25. I look forward to seeing you at the Cross of Remembrance in the Memorial Gardens, Anderson Walk for the service and for breakfast afterwards at the Smithfield Sports and Social Club. You are Invited to Attend an ANZAC Day Dawn Service Under Construction For a listing of what’s planned for this financial year, check the full civil works program. This can be found on our website at www.playford.sa.gov. au/site/page.cfm?u=463, or by placing a request with our customer service team on 8256 0333. Keep your eye out for action in the following areas: Davoren Road Work started in February, 2008, with the estimated finish being early/mid May, 2008. Works include: Road reconstruction of the President Avenue/Stebonheath Road section, including pavement, kerbs and underground stormwater drainage. Kerbing the road along the Northern side between Stebonheath Road and Peachey Road. Improving the underground stormwater drainage on this section by inserting new Side Entry Pits (SEP), followed by road resurfacing (new asphalt seal). A 2.5 metre wide shared use path will be constructed along the Northern side of the road from Peachey Road to President Avenue, including a pedestrian bridge over the main drain. Street lighting has been upgraded from Peachey Road to President Avenue. Road verges will be landscaped. Rural Road Construction & Sealing Curnow Road, Waterloo Corner Vokes Road, Virginia Spring Road, Bibaringa Mingara Road, Virginia and 1km of Bassnet Road, Humbug Scrub Kerb & Drainage Kerb and Drainage works will be conducted along Old Port Wakefield Road. Hope Street, Smithfield Reconstruction of road, installation of kerbing and associated drainage. Argana Park Carpark Removal of trees and roots, pavement works, new seal and line-marking. Elizabeth Regional Centre For younger people particularly, leisure options had been limited but these new developments have opened up opportunities that many young people, anywhere in Adelaide, could only dream of. Caleb agrees, “I don’t know what I’d be doing without this place (NSS). I want to be involved in music, cos’ hip hop and R’n’B are my thing. There was nothing around until this came about” . NSS provides young people, and any aspiring musicians, with the opportunity to participate in music training programs, lay down their own CDs and utilise rehearsal space. For the punters, the NSS provides a live music venue to hear local and interstate bands. All this is ‘music to the ears’ of Matthew Pears, General Manager at City of Playford. The developments Caleb highlights have contributed to “ensuring that Elizabeth Regional Centre retains its position as the North’s most significant retail, commercial, community, education and regional hub,” states Matthew. Caleb has lived or studied in the North for most of his young life. In the past year, he’s spent a lot of time in the Elizabeth Regional Centre, pursuing his passion for music at the Northern Sound System (NSS). It’s there that he noticed first hand changes in the area. “The new cinemas and entertainment areas surprised me. It’s all good stuff,” he adds. Caleb’s talking about the growth in non-retail activities in Elizabeth – cinemas, bars, cafes and other dining options have provided a new and local experience for residents who previously had to travel outside of Playford to see a movie or eat at certain cafes. For residents further north, Munno Para now offers a variety of dining options too. “The past year has also seen upgrades to the pavements, footpaths, pedestrian links and landscaping on Elizabeth Way and on Main North Road adjacent to the Playford Civic Centre” . These improvements have made it easier for people to get around in the area. There are exciting things happening in the Elizabeth Regional Centre, and even more exciting times to come with a new and improved Aquadome on its way, and the future development of Fremont Park. Maybe Caleb can rap about it for us one day? Below: Adams Creek wetland gives the local community opportunities for recreation, education and leisure. Adams Creek Wetlands Project Community gets hands-on at Adams Creek wetland “Apart from learning about the water cycle and volunteering with the Waterwatch program, having this valuable resource right on our doorstep adds to the fun.” Local students undertake water testing at Adams Creek. Janie Johnson practically bubbles over with enthusiasm when talking about the learning opportunities the Adams Creek wetland offers her St Thomas More School students. “Apart from learning about the water cycle and volunteering with the Waterwatch program, having this valuable resource right on our doorstep adds to the fun. We can get the children out and about on the spur of the moment, and they just love that,” said Ms Johnson. Classes visit the site at least once a term, and conduct a water-testing program for Waterwatch. These visits have let the children see first hand an increase in both bird and insect life as the wetland further establishes itself since its 2006 launch. Adrian Swiatnik, capital works engineer for the City of Playford, has seen the local community take increasing pride and ownership over the wetlands. “It’s great to get support from local residents, and groups like Playford Landcare and Greening. It just shows that wetlands provide environmental and community benefits. As well as removing pollutants from stormwater, and providing wildlife habitat, this wetland is an attractive landscape feature with great recreation options. “Another great benefit is our ability to harvest 80–100 mega-litres of stormwater per year, which is the same amount of water that it takes to fill 50 Olympic swimming pools. We inject captured stormwater into an underground aquifer, and later use it to irrigate reserves and parks such as Ridley Reserve and Fremont Park,” said Adrian. Mark Temme, Group Manager for civil works, knows just how important projects like this are for short and long-term water management in the North. “Reducing our reliance on the River Murray, and becoming more sustainable are just a few of the many reasons we’re so committed to the Waterproofing Northern Adelaide Project, which features Adam’s Creek as the first of 5 planned wetland sites,” said Mark. Other Playford wetland sites will be in Andrews Farm, Munno Para and Andrews Farm South. “Let’s hope we can give the community even more opportunities to get hands-on with their own wetlands, and reap the rewards from the hard work of all the partners involved. These partners include the City of Salisbury, Adelaide and Mt Lofty Rangers Natural Resources Management Board, the Australian Government through the Sustainable Regions Program, and our State Government through the Catchment Management Subsidy Scheme,” said Mark. Road reconstruction of the President Avenue/Stebonheath Road section, including pavement, kerbs and underground stormwater drainage.

Kerbing the road along the Northern side between Stebonheath Road and Peachey Road. Improving the underground stormwater drainage on this section by inserting new Side Entry Pits (SEP), followed by road resurfacing (new asphalt seal).

For younger people particularly, leisure options had been limited but these new developments have opened up opportunities that many young people, anywhere in Adelaide, could only dream of.

Caleb agrees, “I don’t know what I’d be doing without this place (NSS). I want to be involved in music, cos’ hip hop and R’n’B are my thing. There was nothing around until this came about”.

NSS provides young people, and any aspiring musicians, with the opportunity to participate in music training programs, lay down their own CDs and utilise rehearsal space. For the punters, the NSS provides a live music venue to hear local and interstate bands.

All this is ‘music to the ears’ of Matthew

Pears, General Manager at City of Playford. The developments Caleb highlights have contributed to “ensuring that Elizabeth Regional Centre retains its position as the North’s most significant retail, commercial, community, education and regional hub,” states Matthew.

Caleb has lived or studied in the North for most of his young life. In the past year, he’s spent a lot of time in the Elizabeth Regional Centre, pursuing his passion for music at the Northern Sound System (NSS).

It’s there that he noticed first hand changes in the area.

“The new cinemas and entertainment areas surprised me. It’s all good stuff,” he adds.

Caleb’s talking about the growth in non-retail activities in Elizabeth – cinemas, bars, cafes and other dining options have provided a new and local experience for residents who previously had to travel outside of Playford to see a movie or eat at certain cafes. For residents further north, Munno Para now offers a variety of dining options too.

“The past year has also seen upgrades to the pavements, footpaths, pedestrian links and landscaping on Elizabeth Way and on Main North Road adjacent to the Playford Civic Centre”.

These improvements have made it easier for people to get around in the area.

There are exciting things happening in the Elizabeth Regional Centre, and even more exciting times to come with a new and improved Aquadome on its

way, and the future development of Fremont Park. Maybe Caleb can rap about it for us one day?

Community gets hands-on at Adams Creek wetland“Apart from learning about the water cycle and

volunteering with the Waterwatch program, having this valuable resource right on our doorstep adds to the fun.”

Janie Johnson practically bubbles over with enthusiasm when talking about the learning opportunities the Adams Creek wetland offers her St Thomas More School students.

“Apart from learning about the water cycle and volunteering with the Waterwatch program, having this valuable resource right on our doorstep adds to the fun. We can get the children out and about on the spur of the moment, and they just love that,” said Ms Johnson.

Classes visit the site at least once a term, and conduct a water-testing program for Waterwatch. These visits have let the children see first hand an increase in both bird and insect life as the wetland further establishes itself since its 2006 launch.

Adrian Swiatnik, capital works engineer for the City of Playford, has seen the local community take increasing pride and ownership over the wetlands.

“It’s great to get support from local residents, and groups like Playford Landcare and Greening. It just shows that wetlands provide environmental and community benefits. As well as removing pollutants from stormwater, and providing wildlife habitat, this wetland is an attractive landscape feature with great recreation options.

“Another great benefit is our ability to harvest 80–100 mega-litres of stormwater per year, which is the same amount of water that it takes to fill 50 Olympic swimming pools. We inject captured stormwater into an underground aquifer, and later use it to irrigate reserves and parks such as Ridley Reserve and Fremont Park,” said Adrian.

Mark Temme, Group Manager for civil works, knows just how important projects like this are for short and long-term water management in the North.

“Reducing our reliance on the River Murray, and becoming more sustainable are just a few of the many reasons we’re so committed to the Waterproofing Northern Adelaide Project, which features Adam’s Creek as the first of 5 planned wetland sites,” said Mark.

Other Playford wetland sites will be in Andrews Farm, Munno Para and Andrews Farm South.

“Let’s hope we can give the community even more opportunities to get hands-on with their own wetlands, and reap the rewards from the hard work of all the partners involved. These partners include the City of Salisbury, Adelaide and Mt Lofty Rangers Natural Resources Management Board, the Australian Government through the Sustainable Regions Program, and our State Government through the Catchment Management Subsidy Scheme,” said Mark.

Real Estate Institute of South Australia (REISA) President, Mark Sanderson,said investors were now looking towards the northern suburbs for future opportunities.

Reported on Channel 7 News on 28 May, Mr Sanderson said: “That (the Northern Expressway) is going to have a signifi cant impact on real estate, lifestyle, everything in Adelaide in the northern area, it will be huge.”

Speaking after the news program, the REISA President said road construction opens up new areas for people wanting to experience lifestyle changes by moving out of the city into regional areas.

“There is nothing like good, modern roads to build business, build communities and get things going,” Mr Sanderson said.

“The benefi ts to the state economy will be enormous and the REISA is very much behind getting the Northern Expressway built as soon as possible.”

The Supplement Report responded to issues raised in formal written submissions from members of the public, government agencies, local government and representative bodies. The report states these extra access ramps would lead to greater use of the Northern Expressway and a reduced use of the already congested Main North Road, increase the economic benefi ts and particularly benefi t the Town of Gawler, Light Regional Council and City of Playford council areas.

Project Director Luigi Rossi said: “When there was sound and objective information coming back from the community, we followed it up.”

Under the agreement, the Australian Government will provide $424.8 million of the project costs through the AusLink Program for roads of national importance.

The Northern Expressway contributes to AusLink’s key objective of assisting national economic and social development aimed at improving the effi ciency, safety and reliability of the national transport network.

Following strong feedback from local communities the Australian Government agreed to provide additional ramps as part of the initial construction of the Expressway. Original planning was for these ramps to be built in future stages along the route.

Extra funds of $14 million for that additional work have been included in the funding agreement. Construction is expected to start in September 2008.

The Northern Expressway will reduce driving time and increase safety for

road alignment approvedMinister for Transport, Patrick Conlon, has approved the fi nal route of the Expressway, following the tabling of a Supplement Report to the Environmental Report.

Minister Conlon said the approval marked completion of a comprehensive planning and concept design phase.

“This was by no means a rubber stamp, as a direct result of the Supplement Report we’ve made refi nements to ensure we end up with the best possible piece of infrastructure for South Australia,” Minister Conlon said.

A standard analysis of the direct road users’ costs and benefi ts has shown that economic benefi ts of that order will be realised over the life of the project.

It predicts that the project will return $880 million worth of benefi ts, in addition to an estimated hundreds of millions of dollars in indirect social and economic benefi ts that are expected.

Immediate benefi ts will include:

Contracts and jobs for SA sub-contractors and employees

New investment in the northern suburban and country regions

Up-skilling of workers involved in the three-year project

Retaining valuable engineering and construction skills in our state

Generating growth in the wider region

The economic impact will be felt across the state economy, with many local companies expected to bid for contracts for construction and associated works on the project.

Some key fi ndings of the analysis are:

Hundreds of jobs will be created during construction

The road will generate signifi cant travel time savings for users as well as those using nearby existing arterial roads

There are benefi ts for the environment with more effi cient use of fuel and less engine emissions when using the non-stop, high speed expressway

“The expressway will have a benefi cial impact on the state economy through the creation of jobs and provide a surge in economic activity,” said the Project Director, Luigi Rossi.

“When completed, the expressway will form a key link in SA’s freight and

With an upgrade of Port Wakefi eld Road, the Northern Expressway will link to the Port River Expressway providing faster travel to and from Adelaide’s west and Adelaide’s main shipping port.

It will be a four-lane freeway – two lanes in each direction – featuring interchanges and overpasses with a 110 kilometre per hour speed limit.

The road design will blend with the local environment and communities as

much as possible and will have roadside features to make the journey an effi cient and safe experience for users.

The project responds to calls by local councils and the community to reduce the amount of heavy freight traffi c now passing through the rapidly growing northern suburbs. As a joint initiative of the Australian and South Australian Governments under AusLink– The National Transport Plan, the project is now entering a detailed and comprehensive design phase.

The Northern Expressway will be a new, dual expressway joining to the Sturt Highway at Gawler and Port Wakefi eld Road near Waterloo Corner: a distance of about 23 kilometres.

Following a suggestion from a local resident, the project team is keeping a register of people wanting to volunteer their services on the project.

This refl ects previous experience on major road projects, where offers of help led to a full range of activities for residents, service organisations and schools. Volunteers have already expressed interest in activities such as seed collection, propagation of seedlings and tree planting.

Classrooms will link to the road… The project team will extend opportunities to students in the region to learn more about the engineering and construction industry through ‘hands on’ involvement with the construction phase, expected to begin in 2008.

“We want local schools to be involved, to undertake fi eld trips, perhaps even work experience opportunities for young people in the school holidays to expose them to engineering, surveying, carpentry, grader operations and the myriad of other skills being employed on the project,” said the Project Director.

“These skills are in high demand and young people will benefi t from being involved through structured school projects on the Northern Expressway.

“This project will be important in showing young people what major infrastructure projects are all about and how they can be involved.”

The newly designed interchanges and road connections

will provide improved access for the

community and help to better manage

several roads that locals have

highlighted as an issue.

These ramps will provide a higher level of accessibility to the Northern Expressway from the surrounding community and commercial areas as well as improving overall travel benefi ts and safety.

The design modifi cations to the planned interchanges were as result of wide community engagement undertaken since the project was announced last year.

Additional ramps will now be at:

Two Wells Road, with ramps for movements to and from the south

Angle Vale Road, with ramps for movements to and from the south, will be a full interchange

Curtis Road, with additional ramps for movements to and from the north that, together with the previously proposed ramps for movements to and from the south, will be a full interchange.

These extra access ramps are designed to lead to greater use of the Northern Expressway and a reduced use of the already congested Main North Road.

Where possible, the interchanges will receive extensive landscape treatment, streamlined and simple structures, special feature lighting and landscaped embankments.

The latest updates for the Northern Expressway plans include:

extra ramps for greater local traffi c access at three road intersections

a new overpass bridge

refi nements in the route of the Northern Expressway.

Regions will benefi t from extra rampsAdditional ramps will increase the economic benefi ts derived by the Northern Expressway Project and will particularly benefi t the Town of Gawler, Light Regional Council and City of Playford council areas.

This is due to full interchange access that will allow traffi c to enter and exit the Northern Expressway on several major roads.

The newly designed interchanges and road connections will provide improved access for the community and help to better manage several roads that locals have highlighted as an issue.

During the consultation process, the community asked for better access at the interchanges along the expressway. The community highlighted the need for greater access at Curtis Road, Two Wells Road and Angle Vale Road. This has resulted in a decision to fund construction of additional ramps at these locations as part of the initial project, rather than at a later time.

The Northern Expressway will:

provide signifi cant economic benefi ts to the state

improve traffi c conditions for local residents in Angle Vale and the northern suburbs near Main North Road

make local roads safer by reducing freight traffi c, in particular on Angle Vale and Heaslip Roads

provide a quicker and safer connection to suburban destinations such as Adelaide Airport, shopping centres, sports stadiums, beaches, residences and businesses

connect to the new Port River Expressway, allowing drivers to use on-off connections at South Road and Hanson Road as well as Port Adelaide

Two Wells Road interchange Traffic on Two Wells Road will not be interrupted and will travel under the expressway.

This will be a partial interchange because of its closeness to the northern end of the expressway. It will have access ramps for south bound traffic heading towards the city

and north bound traffic heading towards Gawler.

Because of the close proximity of the Gawler township, the Two Wells intersection does not require a north-bound ramp because there is already good community access to enter at the northern end of the expressway.

Wingate Road will continue as an uninterrupted local road, joining the Two Wells Road via two large roundabouts to cross under the expressway.

It is possible that some local roads will be upgraded to ensure that northward local access is increased.

Angle Vale Road interchangeTraffic on Angle Vale Road will not be interrupted and will travel via a bridge over the expressway.

It features a full interchange with four on and off access ramps allowing drivers to get onto and off the expressway from both north and south to allow quick access to multiple interchanges nearby.

Curtis Road interchangeTraffic on Curtis Road will not be interrupted and will travel via a bridge over the expressway.

It features a full interchange with four on and off access ramps allowing drivers to get onto the expressway and off the expressway from both northward and southward

directions and to allow quick access to interchanges further southwards or northwards.

Analysis of local traffic patterns showed there is potential for more local community pedestrian movements at this point, as the expressway comes closer to new housing subdivision development.

To cater for this growth the Curtis Road overpass has a pathway for pedestrians.

Where possible, the interchanges will receive extensive landscape treatment, streamlined and simple structures, special feature lighting and landscaped embankments.

Heaslip/Womma Road interchange A revised Heaslip Road Interchange is now proposed. The interchange has been reconfigured to allow the expressway to go over Heaslip Road.

The junction of Womma Road with Heaslip Road will be joined by a roundabout, which will

improve safety as it has been a black spot for crashes.

The decision to build an overpass bridge at Penfield Road means the complex intersection originally planned for Womma and Heaslip Roads can now be simplified while maintaining an east west connection for local traffic.

After the Womma Road roundabout, Heaslip Road will enter a full interchange with four on and off access ramps allowing drivers to get onto the expressway and off the expressway from both northward and southward directions on Heaslip Road.
