Reverting to BSNL Pensioners issue, we would like to say that this is time for government to help senior citizens who have given average more than 35 years of their precious time to serve the government. We expect release of funds for payment of their In-door/out-door and Fixed Medical Allowance which is pending nearly for last three years. The BSNL is prompt and attentive to settle and pay the Medical Reimbursement Claims for working Employees but it appears it has cultivated a

not ion that the Retired BSNL Pensioners are merely burden and have no right to complain for delaying payment. We hope that Second thought wi l l be g iven by the Pensioners and will clear all the p e n d i n g c l a i m s f o r B S N L Pensioners.

The working employees are ensured timely release of their annual increment and various payments, but in the name of national crisis C.D.A./I.D.A. of Pensioners is freeze up to 30th June, 2021. In BSNL,

salary bill of the employees is drastically brought down through VRS-2019 Scheme but pitiably its finance condition is not proportionately increased. BSNL Pensioners have to suffer as they are forced to revert to CGHS Scheme by spending handsome amount from their pension as they feel that when their medical bills are not paid regularly, what will be the fate of their situation, if they have to hospitalized for any major health issue?

Since, BSNL Employees are not eligible for Pay Revision due w.e.f. 01.01.2017, as per the DoT version, and final settlement is likely to be delayed; we request just to merge the IDA of 119.5% as on 01.01.2017 (full Neutralization) with the existing Basic Pay and extend the benefits as done in the past. And this will in turn make BSNL Pensioners for similar benefit.

We are serving BSNL Pensioners alike other C.G Pensioners Associations but we are not given monetary help by DOPPW. We are also drawing our Pension from the Central Government Fund and as such, we are also eligible for such grant in aid so that we can serve our pensioners with more comforts and effectively extend facility of DLC for Pensioners from their door.

Passing through present pandemic situation

Since last one year, we are living under the agonistic situation and passing our day with a hope to have end of the situation. We were having a ray of rope but proved deceptive as once again we are put to a worse condition which was in previous year.

We were confined to home and not to move out of our houses and we struggle to have some rules relaxed for the welfare of BSNL Pensioners after passing through pitiable condition, we survived facing severe blow of nature in the form of pandemic.

Now, the situation is all to gather different, as government is now reportedly hesitant to revert back severe action like lock down, as it was proved hazardous and exodus of c i t i z e n s u n d e r t h e c l o u d o f uncertainty and hidden terror.

So now, we have to follow a word collective responsibility in true spirit to overcome the present crisis else to face ill effects of present situation, as even the judiciary has said that reality is not shown by the government and needs stern corrective helping action to ease the situation.

Fine for not wearing mask and not maintaining is not real remedy. It can force rule-minded citizens to abide by it as their economic conditions do not permit them. Enforcing rule with high handed will never become successful unless we the citizen of the country understand the gravity of situation and necessity to follow the rules. We have to join our hand with the administration to tide over the situation. Let us realize gravity of situation and to determine decide to act as the situation demands and confine to our homes, follow sanitization dictates and maintain distance and to abandon our presence in social events and political meetings.

Now turning to second side of coin, no war can be fought without animation and army. Likewise expecting the citizens to follow the rules, the government should also ensure that citizens are financial secure to have their timely bread and medical attention. A hungry man cannot sing Prayer and citizen cannot be expected to confine to house, as to have timely bread is a must to survive. We have seen that in number of organizations workers are sent back to home as there is no work for them. Even when working at home, the responsibility and expenditure is increasing, but see the fun, salary cut is imposed for such citizens. Sufficient fund has been
