BullyingmeansengaginginwriCenorverbalexpressionorphysicalconductthatschoolpersonneldetermine:

Willhavetheeffectofphysicallyharmingastudent,damagingastudent’sproperty,orplacingastudentinreasonablefearofharmtothestudent’spersonorofdamagetothestudent’spropertyorissufficientlysevere,persistent,orpervasiveenoughthattheacKonorthreatcreatesaninKmidaKng,threatening,orabusiveeducaKonalenvironmentforthestudent(TexasEducaKonCode25.0342).

Nostudentshallengageinanyformofbullying,norshallanystudentencourageorassistanyotherpersoninbullying.

Cyberbullying

Bullyingdoesn’tjusthappenfacetoface.ItincludeselectroniccommunicaKons,including:e‐mail,Facebook,TwiCer,textmessaging,etc.

Bullyingdoesnotincludenormalchildhoodbehaviorsuchassiblingrivalryorone‐on‐onefighKngofsiblingsorpeerswithcompeKngclaims.Nordoesitincludeactsofimpulsiveaggression‐—inotherwords,aggressionthatisaspontaneous,indiscriminatestrikingout,withnointendedtarget.SuchaggressionisoXenrelatedtoaphysicalormentalhandicap,suchasauKsmorAsperger’ssyndrome(highfuncKoningauKsm),andmustnotbedismissedorexcused,butitisnotbullying.Spontaneous,deliberate,indiscriminatestrikingoutalsomaybearesponsebyabulliedkidtoanaCackbyabully,butitisnotbullying.

BullyingdoesnotincludecriminalacKviKesthatmayhavebegunasaconflictandescalated.
