    The timer is set after a DCH for a signalling link isallocated in the RRC connection setup phase and aU-plane RB has been setup in the MS.

    The timer stops hen an! D"#U" acti$it! is detected%i.e. capacit! re&uest recei$ed from the MS or M'Centit! of the R(C) and a DCH for the U-plane RB%s)is allocated. *f the MS is in C+"",'CH state astate transition to C+"",DCH is initiated.The timer is also used in the folloing signallingcases/- hen the MS is in C+"",DCH state and a R'Bassignment re&uest is recei$ed from the 0S C(- after the MS has detected a radio link failure inC+"",DCH state has been transferred toC+"",'CH state and sent a cell update to theR(C and
