Plenary Session 13

ARTICLE:GA 1By Tom Pham

We arrive at the last day in the GA1committee and everyone is excited asever. Unlike previous days, the GA1council didn’t only proceed straight todebate time but they had also startedearlier than schedule. I can be said thatthe debate simply cannot be waited for.Even the admins were high on energyas their movements around the roomsquickens from their normal paces theyhad the days before.

The early debate session began with afairly well made resolution combatingthe issue of cyber warfare. Theresolution primarily aims toward cyberterrorist internationally. Although someclauses were generally opposed by thehouse like the one where thegovernment will inflict terror as ameasure to regulate security, amendments were submitted andperfected the already well doneresolution. It passes overwhelmingly asthe result. The second one about cybersecurity and warfare however, failedhorribly due to several contradictionsand ambiguity.

The highlight of the day’s debate lieswithin the third and final resolutionsubmitted by the U.S. concerningWMDs. Although the resolution wasn’tanything out of the ordinary. Theargument over it between DPRK andthe Republic of Korea was mostdefinitely interesting. While opposingthe resolution, in his speech thedelegate of DPRK quoted his “supremeleader:”

He did so in his native language andit was difficult to decipher the quote. But it was rather unexpected and thewhole house broke order and clappedloudly. Though it didn’t stop there. The Republic of Korea responded toDPRK speech by replicating histactics. Quoting his president, therepublic of Korea also receivedapplause after calling DPRK’s“supreme leader” “stupid Kim Jong-Un.” The debate soon turnedoutrageous and the Chairs wereforced to emphasize their power. Inthe end the succeeded resolution ofAmerica imprinted the impression ofthe debate over it on the day.

After the events that had taken place,it was not surprising that thedelegates would comment “That wasthe funniest debate ever.” That quotealone sums up the whole experiencewithin GA1 for the past three days.Indeed time in this committee issurely worth remembering.

General Assembly 2 started with mainsubmitter Cyprus’s resolution hoping tosolve the issue of the Eurozone Crisis. With her opening herself to any and allpoints of information, this delegateimpressed the House with her fluentlanguage and deep understanding of theissue. The first amendment striking thefirst clause was passed with 24 votes forand 25 votes against, leaving theresolution with only 6 clauses, making iton the verge of disqualification. However, the next amendment - that imitates therecently-struck clause with just theaddition of the word ‘new’ - was passed. After multiple intense speeches weremade, the resolution as a whole waspassed.

Sadly, the next resolution did not sharethe same fate. India’s resolution regardingthe question of development ofagricultural methods, in the context offood and security was not passed. Thedelegation of Spain once again voiced hisconcern about the lack of spoken opinionfrom delegates in GA 2, and requested theHouse to contribute their reasons.

Main submitter Spain’s concerns aboutproviding everyone with equal accessto healthcare was represented in hisresolution. Unfortunately, hisoverwhelming passion had stabbedhim in the back, causing him to besuspended him from speaking until hehad calmed himself down. Theresolution caused a lot of uprisingtension in General Assembly 2,putting the chairs in difficult situationsseveral times. USA’s amendment tothe second degree stating strikingclauses 4, 6, 7, 8, and 9 was passed, leaving the resolution with only 4clauses. The resolution was not passedsince it did not qualify the minimumnumber of clauses.

Day 3 in GA 3 began excitingly withdelegates chatting nonstop with oneanother. At the beginning, before going tothe debate, the Chairs called all thedelegates to vote for the Superlatives, probably the funniest part of SAIMUN.

The main submitter, Spain opened theconference with the problem ofoverpopulation. She had listed out clearlymany methods to control the populationincluding education, contraception, as wellas the lands concern. However, it seemedthis resolution needed a lot more valuableamendments from other delegates to makeit more perfect. The most important pointof this issue, education was primarilyfocused on. Thanks to the contribution ofdelegates of the House, the resolutionpassed after an intensive debate.

Moving on,the next resolution wasregarding World Heritage Sites’ problemsrepresented by Spain. This delegate hadgiven out a detailed resolution as heemphasized the importance of education aswell as including solutions for theorganization such as UNESCO or evengovernments. After a fruitful debatediscussing back and forth, this resolutionhad finally passed.

The Chairs broke the stressfulatmosphere by chatting a little bitabout the superlatives. Especially, admins can be voted by the delegatesas well. The negligence made the oneperson who had always devoted hertime writing articles in the corner ofthe room extremely sad. :(

At the end of the conference, theChairs turned on music so thateveryone can dance altogether, lightening the intense debate mood inthe room.

ARTICLE:ECOSOCBy Ka t i e Cao

Day 3 of the ECOSOC started with aresolution about the promotion andintegration of sustainable urban growth. The main submitter, the delegate of thePhilippines, emphasized the howimportant it is “to implement programs ofurban renewal and slum upgrading” and “to eradicate and mitigate poverty in ruralareas”. He was confident about hisresolution and compared it to “ThePowerpuff Girls”. The delegates ofUruguay, Ghana, and Cyprus alsoshowed support for this resolution as theywere co-submitters and asked for theHouse’s approval toward it. Even thoughthis resolution was overall wonderful, there were some minor flaws. Ironically, the delegate of Uruguay submittedAmendment to strike the sub-clauseabout the government’s support forairfare reimbursements. He stated thatthe government couldn’t pay for allcitizens’ flights. Due to the justifiablereasoning provided by the delegate ofUruguay, the amendment passed. Theresolution as a whole had effective ideasand were very well written. That is whythere were no surprised when it waspassed.

The last resolution to be discussed inECOSOC was about internationaltrade development. This resolutionencountered a number of amendments. The delegate of Uruguay striked twoclauses: (1) “filing legislation in orderto prevent harmful organizations fromillegal trading” for being “pointless,”and (2) “use of military force ifnecessary” for violating peacefultrading. Both of these amendmentswere passed. Eventually, the resolutionas a whole was passed. To sum up,there were five over six resolutionsthat were passed in the ECOSOC.

There were a special segment calledthe superlatives which delegates choseother delegates that fit to thecategories given. Some notable oneswere “The next Secretary General” forthe delegate of Afghanistan, “Thedelegate who will most likely to startWW3” for the delegate of Uruguay,“The delegate who were most likely tobe a One Directioner” for the delegateof Uganda, and “ The best beatboxer”for the delegate of Togo.

After that, the conference was closedin a happy and satisfying atmosphere.

The third day of SAIMUN conferencecommenced with a short hour for alldelegates of the Environmental to makesome last changes to their resolutions. Both delegates and chairs tried to finalizethe resolutions so that the debate sessionswas able to start as soon as possible. With tremendous effort showed, theEnvironmental Commission were able todebate the total of four resolutions withinday two of SAIMUN regarding all threeof the issues: the disposal of chemical andwaste, the transition to green economy, and the illegal wildlife trade.

Two out of four resolutions debated wereabout the disposal of chemical waste.Countries like China, Uruguay, Brazil, and Congo presented much of theirinterests regarding this issues as theymade up the majority of time of debating. As the first resolution’s main submitter,Uruguay suggested that his groupresolutions aimed to build a communitywith long lasting knowledge regardingsustainable environment through themeans of government regulations, education, and awareness. However, other delegates concern the safety of someof the concepts in the resolutions becauseof the requirement to approach hazardouslandfills. In addition, some delegatesquestioned the potential of the resolutiondue to the vagueness and broadness of it.

Answering and erasing these concernsfrom the delegates, Uruguay andCongo stated that the vagueness of theresolution is signifying the diversity ofeach and every country. In addition, there should always be safe viewingdistance and protected gears. Withmany submissions for amendmentsfrom the house and some strongoppositions from few delegates such asChina, the future of this resolution wasunsure. Disregarding this, the delegateof Uruguay stated in a response topress member that “This resolutionwill pass, the strengths of our teamarguments can outweigh theuncertainties of other delegates.” Unfortunately, the resolutions fail topass due to the overwhelming majorityof against votes.

China and other countries submittedanother resolution in another attemptto solve the issues of waste andchemicals disposal. In his openingspeech, China assures that thisresolution is the most effective andfastest way to solve the issue.

The final day of the Human RightCouncil was a very calm day as nothingbig similar to the case of DPRK’sresolution happened. Everything was ableto transit smoothly without any problemexcluding some mistakes that the chairsmade within the the span of debate.Nothing unexpected showed up as thelast two resolutions were about thequestion of women power and decisionmaking which were submitted by Italyand Brazil.

Unsurprisingly these two resolutionpassed with an overwhelming vote for asit was already clear the majority of thedelegate support the notion women'srights. However those two resolutiondidn’t pass without raising any bigconcern that these resolution had address.First of all, the resolution that wassubmitted by Italy had raised a number ofconcern regarding the funding requiredfor this resolution to be applicable inaddition to couple of point raised by otherdelegates about the lack of certain aspectregarding to women's rights, mainlysexual violence. Nonetheless, after a longperiod of time explaining and a fewamendment by Italy and it’s supporterthat most delegates believe to hadresolved the issues, allowing theresolution as a whole to pass with 36vote for, 2 vote against and 10 abstain.

However, the resolution that wassubmitted by Brazil raised a muchbigger concern which is this is a sexistresolution as pointed out by severaldelegate. Many delegates had pointedout that some of the clause within theresolution to give women's unfairadvantage over man, mainly clause 6.Although many questions were raisedand attempts to change were made, themisinterpretation about the idea of thissexist notion within the resolution hadbeen resolved thanks to the throughoutexplanation of Brazil and it’s supporter. In addition, a few more small changeswere made to address some unclearaspect of the resolution were madewhich allow the resolution as a whole topass.

Overall, the Human Right Council wasable to enjoy itself through the course ofthree tiring day of establishing anddebating on resolutions with utmostefforts from all delegates. No matterhow split the House can be on certainresolution, it is accepted as a whole thateveryone had enjoyed SAIMUN 2016as either their first time, last time orjust one of the countless times of life.

“The delegate of New Zealand issuspended from making speeches as wellas making any Point of Informationunless he is the main submitter giving aspeech for the clause,” says Chair.Unfortunately, this delegate was deprivedof his right to speak as he gave manydeath threats and insults.

This incident happened when the Housewas debated upon the question ofsituation in Iraq and Syria. The delegateof New Zealand suggested a sub-clausethat aimed to remove the President ofSyria. He also condemned the PresidentAssad to treat his civilians like animalsand killed them, thus he must be punishedby the International court of Justice. However, during his speech, he hadspoken many strong and extreme wordsthat insulted the President of Syria, saying that “people who treat others likeanimals will be treated as animals.”Although this sub-clause has receivedmany supports from other delegates, theywere still uncomfortable with thisdelegate’s use of word choice.

In addition, the delegate of China feltoffended and very outraged at otherdelegate’s attitudes towards the Mandarinlanguage. In the resolution for thequestion of situation in Liberia, thedelegate of China urged to introduce bothEnglish and Mandarin to Liberia.

However, other delegates soonopposed to this proposal as they statedthat the introduction of MandarinChinese to the country is notnecessary since it is concentrated inonly one area, whereas English ismore widespread. Unfortunately, thisamendment did not pass.

Nevertheless, despite the ups anddowns happened during the debate, both resolutions were successfullypassed and ended the intense debate inthe Security Council.
