\ Samuel Odyth Hosler, age 74, of Kearny, Arizona, died on Wednesday, Feb. 19, 2020 at St. Joseph’s Medical Center in Phoenix after a long battle with Myesthenia Gravis. Sam, as he was known, is the grandson of Arizona pioneers. He was born in Seligman, Arizona, during a rare early snowstorm on Sept. 19, 1945, in the old hotel that served as a hospital. His hospital crib consisted of bedding in a cardboard box placed on the open lid of a stove for warmth. He joined his railroader family living in a remodeled box car right by the tracks. His father, grandfather, and uncle were all railroaders. His father, Odyth Guthrie Hosler, was an engineer on the Santa Fe, working out of Seligman and Winslow until his retirement in 1976. His grandfather and great uncle came West from Pennsylvania in 1906, working for the Santa Fe as well. His grandfather, Samuel Lichtenburger Hosler, was the manager of the Childs Power Plant in Fossil Creek Canyon for a time. His paternal grandmother came west from Ohio at about the same time, providing housekeeping for her father, a traveling salesman. The couple married in Winslow and returned to Ohio for a time before living the rest of their lives in Arizona. Sam’s mother, Ada Lucretia Gould Hosler, came to Arizona from Oklahoma in the 1930s, settling in Pine. For a time the family lived in the historic Strawberry Schoolhouse until they could be settled in their own home. Sam’s parents purchased property in Strawberry in the early 1940s and are said to have been instrumental in bringing electricity to the mountain town. Sam attended elementary school in Seligman, and high school in Winslow. He then attended the University of Arizona, graduating in 1967, and then Bexley Hall, an Episcopal seminary in Ohio. He met and married his wife, Carol Edith Smith, at that time. He returned to Arizona to be ordained an Episcopal clergyperson at Trinity Cathedral in 1970 where he served for two years.

The couple’s sons, Joshua Luke and Seth Stephen, were born while the family resided in Scranton, Pennsylvania. Subsequently, Sam also served Episcopal parishes in Delaware, Idaho, and the Upper Peninsula of Michigan before returning to serve, with his wife (also an Episcopal priest) in Holbrook and Winslow. They retired to Kearny in 2005 where Sam enjoyed being Mayor of the small copper mining town for a term. He worked tirelessly, even after his official term, to improve the health of the town. His biggest regret was not being able to complete, with others, the local purchase of the uptown. He always enjoyed the sound of the Copper Basin Railway trains as they zipped by their home near the tracks. The flag at Kearny Town Hall was hung at half-staff over the weekend in his memory. Sam is survived in his immediate family by his wife of 50 years, Carol Edith Smith Hosler; son, Joshua Luke Hosler, an Episcopal priest in Seattle and his wife and daughter; son, Seth Stephen Hosler, a translator in Japan and his wife and son; sister, Martha Hosler Ahrens of Strawberry and her husband and daughter, and multiple nieces, nephews, and cousins. A Celebration of Life will be held at Good Shepherd Church in Kearny on Saturday, Feb. 29, at 11 a.m., officiated by the Rt. Rev. Jennifer Reddall, Bishop of the Diocese of Arizona. An overflow crowd is expected but arrangements are being made for that. Rather than having an overabundance of flowers, Carol is suggesting that memorial contributions be made to Good Shepherd Church for its life and ministry in the Town of Kearny. PO Box 729, Kearny, Arizona 85137.

A person falls in their driveway. Someone experiences chest pain while working in the yard. In a medical emergency seconds matter. If they go by ambulance, and should their condition change, the ambulance crew can notify the hospital of their condition and the hospital can be ready to help them. When using the Town of Kearny’s ambulance service, make sure you request to be transported. If an ambulance is called and you refuse to be transported then Medicare, Medicaid, AHCCS and possibly your private insurance will not pay and you will be responsible for the full charges for ambulance services. If you are transported, then your insurance including Medicare or Medicaid will pay a portion of the ambulance billing and you will not be responsible for any of the remaining amount, unless you have a private/employer insurance. Be sure to review the insurance’s terms to receive care at a minimal cost to you.

The Town of Kearny wants to ensure experiences with the ambulance service are beneficial and sustainable for the community. Costs to ensure an ambulance service remains in our town and surrounding areas are calculated into the transportation of a patient. Costs that include state regulated training, equipment, supplies, readiness, mileage, staff and more. In 2016, there were 77 refusals at a total cost to patients of approximately $91,630. Each year following has increased, with a projected 30% increase in 2019. That is 102 projected refusals at a cost of approximately $130,458. While you have every right to refuse service, the Town of Kearny wants to prevent high outstanding debts these refused transport patients would be obligated to pay. When an ambulance is called, the patient will be given paperwork to READ thoroughly and sign. The paperwork states:

Using the Town of Kearny’s ambulance service – necessary service saves lives

“IN ORDER TO PROCESS A CLAIM FOR BENEFIT, I AUTHORIZE THE TOWN OF KEARNY’S AMBULANCE SERVICE TO RELEASE ANY INFORMATION REGARDING MY MEDICAL HISTORY, SYMPTOMS, TREATMENT OR EXAMINATION RESULTS. A PHOTOCOPY OF THIS AUTHORIZATION SHALL BE CONSIDERED AS EFFECTIVE AS THE ORIGINAL AND SHALL BE CONSIDERED VALID FOR THE DURATION OF THE CLAIM. I UNDERSTAND I HAVE THE RIGHT TO RECEIVE A COPY OF THIS AUTHORIZATION. I, ALSO, UNDERSTAND THAT IF MY INSURANCE DENIES PAYMENT, I AGREE TO BE PERSONALLY RESPONSIBLE FOR PAYMENT. I ALSO UNDERSTAND THAT IF MY INSURANCE OR MEDICARE WILL NOT PAY SHOULD I REFUSE TO BE TRANSPORTED, I WILL BE PERSONALLY RESPONSIBLE FOR PAYMENT. ALL PATIENT

INFORMATION WILL BE KEPT CONFIDENTIAL. I, ALSO, ACKNOWLEDGE THAT I HAVE RECEIVED A COPY OF THE TOWN OF KEARNY’S AMBULANCE SERVICE HIPAA NOTICE OF PRIVACY PRACTICE’S BROCHURE.” The Town of Kearny’s ambulance services from the top of the divide, to Aravaipa and communities in-between, such as, Kelvin, Riverside, Kearny, Hayden, Winkelman, ASARCO (both Ray and Hayden), Piper Springs, Dudleyville, the Apache Sky Casino and Aravaipa. These are great partners and the Town of Kearny ambulance crew is proud to serve such a great area and the residents of Kearny. The ambulance transported an average of 23 patients a month in 2019. May saw the most transports, 36. July had the fewest number of transports, 16. Please feel free to call the Kearny Town Hall, at (520) 363-5547, Monday-Thursday from 7 a.m. to 5:30 p.m. if you have any questions.

Come one, come all and visit Kearny, Arizona! Pioneer Days is March 12-15, 2020. For the past five years, Kearny has established a reputation among hikers as “The Friendliest Town on the Arizona National Scenic Trail.” Norm’s Hometown Grocery stocks special items that are popular with hikers and their Deli has great meals. Our Ace Hardware provides many hiking-specific products. The General Kearny Inn accepts packages that hikers send ahead with supplies for their next leg of the trail, and local “trail angels” pick up hikers at the trail heads and transport them to and from Kearny. Gary Birkett, owner of Old Time Pizza, delivers pizza, sandwiches, and beverages directly to the trailhead of Passages 15 and 16 of the Arizona Trail. This trail runs over 800 miles from Mexico to Utah. Gary has trekked about 500 miles of the trail. As part of these “Arizona Trail Gateway Community” duties, volunteers made a few Kearny, Arizona baseball caps to share with visitors as a promotion. Instagram Influencers Alyssa Bean and Dan Mini found out about Kearny and visited Kearny driving their 110-square foot rolling tiny house that they call The Lucky Bus. They posted videos on Instagram and YouTube wearing special Kearny, Arizona hats. Their headline was “We found a Hidden Gem.” Here is their video:https://www.youtube.com/watch?v=uXS9r2nlKeA Kearny truly is one of

Pinal County’s Hidden Gems, just 22 miles south Superior along State Route 177. Like small towns everywhere our local economy could use a boost. On Friday, Feb. 21, a special event was held around the Kearny, Arizona Hats. Following the Pledge of Allegiance, there was a moment of silence honoring former Mayor Sam Hosler who passed away on Wednesday,

Feb. 19. Then Kearny Mayor Debra Sommers read a proclamation and presented special Kearny, Arizona hats to: Pinal County Supervisor Pete Rios, Arizona State Senator Frank Pratt, and Representative David Cook. The seven Pioneer Days Queen Contestants also received hats. A hat was also sent to Representative TJ Shope by way of David Cook. (Thank you, David.) If you love small town

America, here is the video: https://youtu.be/b2DZFgTzOA0 These hats are interactive. Officials were encouraged to wear their hats at the State Legislature, and send us selfies in front of recognizable landmarks and other “Instagram-worthy” places. You can help us, too! We are inviting everyone in the State of Arizona to take a scenic drive in the Copper Corridor along

State Route 177, visit our town, and get your original Kearny, Arizona hat at Old Time Pizza. These colorful hats are locally made by Gold Canyon Embroidery, use six different colored threads and contain over 6,300 individual stitches. The scene shows an Arizona sunset in front of a copper mountain, with a saguaro cactus on the left. If you look closely the saguaro has visible needles. We hope you wear your Kearny,

Arizona hat everywhere you can to help us promote the Town of Kearny. And please let everyone know that we are “The Friendliest Town on the Arizona Trail.” These special colorful Kearny, Arizona hats are available for purchase at Old Time Pizza.Old Time Pizza at: (520) (Editor’s Note: Thank you to Gerry Kaufhold who organized this wonderful event. We appreciate all you do for the Town of Kearny.)

A trio of wrestlers from Hayden and San Manuel High Schools competed at the AIA State Championships, which took place Feb. 14-15 at the Findlay Toyota Center in Prescott Valley, Ariz. Hayden senior Pablo Acuna (195), a No. 2 seed, defeated Chinle’s Dion Tossie in the first round before a loss to Yuma Catholic’s Jaco Webb, a No. 1 seed. Acuna advanced in the consolation bracket, before being eliminated by Parker’s Anthony Taylor, who placed sixth at the championships. “He did well,” Hayden head coach Ruperto Gonzales said, adding that this was only Acuna’s second year of wrestling. “He could’ve qualified for state all four years if he started sooner. He’s got a big heart.” San Manuel junior Adrian Romero (182), a No. 2 seed, lost his opening match before advancing in the consolation bracket with a 5-1 decision against No. 4-seed Jerome Peshtony of Ganado. Romero was eliminated by

junior Cylis Gonzales, a No. 2-seed from Winslow. San Manuel junior TJ Madrid, a No. 4 seed, suffered consecutive defeats at the championships, first against top-seed Broden Harold of ALA-Gilbert North and then in the consolation bracket to No. 3-seed James Thomas, a sophomore from St. John’s. “(I) and the coaching staff couldn’t be any prouder of what (the boys) accomplished,” San Manuel head coach Michael Borg said. “Our season didn’t end at state, we just started next season. “As we all know wrestling is a tough sport [and] we learned a few lessons all year and also at state. Now it’s just time to get back and work on what will get us to the next level.” Congratulations to all of the wrestlers for a great season. Editor’s Note: at press time last week, our sports writer Andrew Luberda had not heard from either the San Manuel or Hayden coach. They responded to his inquiries on Wednesday. We wanted to run the story again in its entirety with the coaches’ comments included. We are proud of our local athletes.

Students enrolled in the Cobre Valley Institute of Technology/Central Arizona College welding classes are making names for themselves. The students participated in the SkillsUSA Region 3 welding competition Feb. 15 at the East Valley Institute of Technology in Mesa and their teacher is pleased to announce their successes. The students are participating in the Central Arizona College Aravaipa campus CVIT CTED and adult education construction technology and welding programs. These students are drawn from the Hayden and Ray High School districts, recent high school graduates who have been enrolled in the career pathway high school to college program administered by CVIT, and other community adults. All competed in several skill and knowledge competitions related to construction technology and welding. All of the students competing were required to work from a set of blue prints to complete a design project that tested their skills, as well as a written test and a job interview. The students competed against other region three students from Apache Junction, Casa Grande, CAVIT, Chandler, Coolidge, EVIT, Florence, Fountain Hills, Gila Community College, Gilbert, Globe, Higley, Maricopa, Mesa, Miami, Queen Creek, Santa Cruz Valley, Scottsdale, Tempe and Tucson. “SkillsUSA is a partnership of students, teachers, and industry working together to ensure America has a skilled workforce. We help each student excel. SkillsUSA serves more than 300,000 students and instructors annually. The organization has 13,000 school chapters in 54 state and territorial associations. More than 14,500 instructors and administrators are professional members of SkillsUSA. SkillsUSA Arizona empowers its members to become world-class workers, leaders and responsible American citizens. SkillsUSA Arizona improves the quality of America’s skilled work force through a structured program of citizenship, leadership, employability, technical and professional skills training. SkillsUSA Arizona enhances the lives and careers of students, instructors and industry representatives as they strive to be

champions at work.” (from the www.azskillsusa.com) Students were evaluated by industry experts and received a score based on a national criteria. Only the top three in each category are recognized at the awards ceremony with a gold, silver or bronze medal. This was a state qualifying event. As the program faculty I am very proud of all of our competitors from the CVIT CTED and CAC adult education program. For most this was their first venture at such a demanding and competitive event. Our students demonstrated that Central Arizona College training programs are providing students the skills they need to compete in today’s workforce. Our SkillsUSA theme this year is “SkillsUSA Champions at Work I’m Ready”. As their professor, advisor and mentor it will be my privilege to prepare and champion them to the next level. Special thanks to the Central Arizona College “Team Aravaipa” administrative, instructional support and facilities staff for working to provide an environment where great student learning outcomes like these occurs. TOWN OF KEARNYREQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES

The Town of Kearny has been awarded a federal Community Development Block Grant (#134-20) through the State of Arizona Department of Housing (ADOH) funded by the U.S. Department of Housing and Urban Development (HUD) for the purpose of Water System Improvements. Accordingly, the Town is seeking to contract with a qualifi ed project engineer, duly registered in the State of Arizona by the Arizona Board of Technical Registration, to provide the necessary engineering design to:The project engineer will evaluate the current status of the potable water system starting with the treatment plant. The facility has experienced repeated operational failures and required major repairs on several occasions in its lifetime. The town wants to determine the process to get out of the current cycle of piecemeal repairs by conducting a systemic evaluation and pursuing a comprehensive and proactive path forward based on the data the evaluation provides. Since the facility is the only treatment facility for the town’s water it is imperative they get the plant up to as close to new condition as possible. Only by determining the best path forward may the town improve the effectiveness of their investments in the plant to consistently serve the community and avoid the more costly piecemeal repairs and improve the effectiveness of maintenance expenditures going forward. The top priority elements will be addressed with the CDBG funding as the projects budget allows. No additional funding is currently available for this project. The size of the budget needed for the water treatment plant is unknown before the engineering study is completed. With that in mind the town has included another element of their potable water system, fi re hydrants, to be addressed in the event the repairs and upgrades to the treatment plant are less costly than the money available in the project budget. The fi re hydrant system was evaluated in a previous project that provided a list of fi re hydrants to be replaced beyond the funds available at the time. The successful respondent will be responsible for performing all project related necessary engineering services to develop all preliminary and fi nal construction plans and specifi cations and bid documents, including but not limited to, engineering, surveying, documentation of existing conditions, etc. Additionally, the engineer will provide interim and fi nal inspections in order to ensure construction according to specifi cations.A copy of the complete Request for Qualifi cations may be obtained from Alan Urban, Central Arizona Governments, 2540 W. The successful respondent will be required to lend all possible assistance in the preparation, investigation and documentation necessary for compliance with requirements of the ADOH Program. The successful respondent should be prepared to comply with all local, state and federal safety and environmental requirements. The Town’s Selection Committee may choose one (1) or more fi rms/individuals from those submitting qualifi cations and conduct interviews and/or negotiations and make a recommendation concerning award to the Town Council.Sealed for Qualifi cations will be received in the offi ce of the Town Clerk, 912 C Tilbury Rd., Kearny, AZ 85137 until 1:00 p.m. on March 18, 2020, at which time all submittals received will be opened and the names read. Failure of the respondent to complete all of the submittal documents may result in rejection of the submittal. All submittals should be identifi ed as “Sealed Qualifi cations - Kearny Water System Improvements”.If information of a material matter is provided in response to any correspondence or question or if a clarifi cation is issued by the Town, a copy of the questions and answers will be provided to all prospective respondents who have requested a copy of the request for qualifi cations. This response shall serve as an addendum to the advertised call for qualifi cations.Correspondence, questions and/or clarifi cations of the submittal procedure or project should be directed to: Alan Urban, Central Arizona Governments, 2540 W.
