The Commissioners propose to follow in their mode of procedure the example which has set in similar enquiries in England. As a preliminary step, therefore, they have prepared the followmg statement of the points on which they deSIre to be informed; and I ani directed to request that you will he so good as to furnish, at your earliest convenience, whatever infonnation, documentary or otherwise, the corporation can suppl'y upon these points, in the order in which they arc severally stated :-- 1. 9. Public Works-(1.) The Public Works completed or commenced by the corporation,. and the present condition

of such works rcspectively. (2.) The co.st of for~ing and metalling streets, per chain; also of kerbing, channelling, and

formmg or pavmg footpaths. . . , (3.) The annual cost of maintaining the same when completed.

(4.) The position of the {::~~r~~~} district, as to site and facilities for drainage and other works. .

(5.) The area of Crown lands unsold in the {:!~f~~~l} district, and the approximate value of the same.

10. The powers and duties of the .corporation-, (1.) The nature of the local revenue at present collected by the central government (if any),

the collection of and propcrty in which might with advantage to the colony be transferred to the corporation.

(2.) Thc local expenditure of the central government (if any) in public works or otherwise, the . charge and execution of which might in like manner be·transferred to the corporation.

(3.) As to the markets, water, supply, baths, parks, gardens, squares, free libraries, cemeteries. abattoirs, sewers, roads, and·(in port towns) the wharves and jetties, whether under th~ present management and eontrol of the corporation 01' not, with uny suggestions which may appear desirable. .

(4.) The' amount and 'eharacter of the relief (if any) afforded from corporate funds to the I destitute poor and sick (see 18 Vic., No. 15, Sec. 27), with any suggestions which the

corporation may be in a position to make. (5'). As to the question· of municipal endowment; the prel\ent method or any proposed improve­

" Exeellency the Goveruor, with ·the advice' of the Executive Council, had been pleased to issue a " Commission to .investigate the amount and:character of the relief provided for the sick and destitute " in the various district.s of the colony by the establishment of charitable institutions, and generally to " enquire into and rep9rt upon all matters ,connected with charitable institutions," I am directed to inform you that the Commissioners have commenced their sittings. .

The Commissioners propose to follow~ in their mode of procedure, the example whieh has been set in similar enquiries in England. 6. The income of the Institution from thelear 1857 to 1861 inclusrve, or from the date of the foundation of the charitv, if establishe since 1857 :-

(1.) Amount of public ~oney received annually for building and for maintenanec: any receiptil during the present year on account of 1861 to be'separately stated.

(2.) Annual amount of all boncl fide subscriptions received; also of all other receipts, specifying municipal grants, bequests, rents, interest, sales of property, and extraordinary sources, viz., proceeds of sermons, lectures, bazaars, benefits. &c.

(3.) Estimated receipts for 1862, under the heads of public grants, subscriptions, and all other receipts.

6. The expenditure of the Institution for the same period :-(1.) The expenditure each year on building, furniture, and repairs; for salaries and wages; for

maintenance and support; for medical comforts; for medicines and surgical instruments; for rent, interest, and sundry expenses including a.1I other disbursements. .

(2.) Total expenditure on building, repairs, and furniture respectively. from the foundation of the charity to the close of the past year.

(3.) Proposed expenditure for 1862, under the heads of building, furniture, and repairs; maintenance and support; salaries and wages; and all other disbursements.

7. The property of the Institution :-(1.) A statement of the property of the Institution, glvmg a description of the buildings and

land, and setting forth the nature and value of endowments from private sources (if any), and of each other item of property; stating also th€' amount of t.he cash balance on 31st Deeember, 1861.

(2). In whom is the property vested, whether in trustees or otherwise. 8. The liabilities of the Institution:"""on contracts; for cash adva.nces (if any); for building and

furniture; for maintenance and support; or on ot1Ier outstanding claims of whatever description at the close of the past year.

9. The objects purposed to be attai.ned by the establishment of the Institution:-(1.) The area and popuiation of the district (proper) to which the Institution is a source of relief. (2.) The number of patients, so far as can be ascertained, relieved each year belonging t.n

other districts than that in which the Institution is situated, specifying as far as may be possible the districts from which the cases are received.

(3.) Nature of cases treated in tbe Institution. (4.) Estimated cost of providing accommodation for persons committed in the district on Lhe

charge of lunacy, whether in transit!, or as permanent inmates; probable number of lunatics so to be provided for; number of lunatics (if any) at prescnt on the books of the Institution.

10. The accommodation afforded by the Institution. (1.) The number of patients which tbe Institution can accommodate. (2.) Proposed additions to the building now in progress or to be executed during the present

year; the further number of patients that can be accommodated when such additions are completed.

11. The number of persons in the Institution from the year 1857 to 1861 inclusive, or from the date of the foundation of the charity if established since 1857, (1.) The number of patients who have been cured or relieved each year, or who have died, or

who were under treatment by the Hospital on 31st December, 1861, classified as follows :­Indoor patients, Outdoor patients, Casualties.

(2.) Applications for relief, by whom made, received, and decided upon. (3.) Are orders for admission by tbe governors or subscribers conclusive; if not, with whom

rests the final decision as to admission or rejection of the bearers of such orders. (4.) In cases of accident or emergency who is authorised to judge of the necessity for admission

to tbe Institution. (5.) Generally, what tests are applied to secure the admission of proper objects of the charity

only. (6.) Annual cost per head of each class of patients (as above) for the same period. (7,) Out of the wbole number of deaths. state the proportion which have resulted from chronic

diseases; with any other facts from which the success or otherwise of the Institution may be ascertained.

(8.) What provision is made for destitute patients who have been under treatment and have beeome convalescent, or who ha1'e sustained the loss of some member or organ of senS<' disqualifying them from following their previous pursuits?

12. General:-(1.) Claims to public, private, district, or municipal support. (2.) The method of obtaining subscriptions or donations, whetber entirely ~oluntary or ill

consequence of applications made for them. (3.) As to payments by patients, their friends, or otherwise, on their behalf. Are such

payments considered to be SUbscriptions or donations entitling the Institution to claim a rateable proportion of the Government grant thereon?

(4.) Number of applications for admission refused for want of room during the same period. (5.) Remarks-respecting the present system of grants from the Consolidated Revenue; SUll!,

voted by municipal councils ill the district; on the question of endowment; or any other remarks or suggestions on subjects connected with public charities.

The Commissioners confidently rely on the earnest co-operation of your Committee in furtherance of the objects of the Commission, and a~e desirous of ascertaining the views of any individual member of Committee, or offieer of your Institution, whose suggestions may assist them in treating of the matters to which this Oircular refers. As it is necessary that the labors of the Commissioners should be brought to a close at an early date, and as the Commissioners would wish to include in their report evidence respecting the whole of the charitable institutions in the colony, I am directed to request that the information may be furnished by Monday, the 27th October, at the latest.

(3.) Nature of cases treated in the Institution. (4.) Estimated cost of providing aeeommodation for persons committed in the district on the

charge of lunacy, whether in transitu or as permanent inmates; probable number Of lunatics so to be provided for; numBer of lunatics (if any) at present on the books of the Insti tution.

11. The number of persons in the Institution from the year 1857 to 1861 inclusive;-

(1.) The number of inmates, and of persons receiving out-door relief (of each sex) who have been relieved each year, who have been discharged,' who have died, and the number remaining on the books of the Institution on the 31st December, 1861. '

(2.) Applications for relief, by whom made, received and decided upon. (3.) In cases of emergency, who is authorised to judge of the necessity for admisSion to the

Institution? (4) Generally, what tests are applied to secure the admission of proper objects of the charity

only? (5.) A nnua! cost per head of each class of patients (as above) for the same period. (6;) What are the conditions under which relief is afforded? Is it confined to newly-arrived

immigrants, or have there been eases in which the poverty of older residents has been deemed a sufficient ground of relief? Is any. and what, labor test applied; also, what means are taken for providing employment to persons relieved, so that they may remain no longer on the books of the soeiety than the eases actually-require?

The Commissioners confidently rely on the earnest co-operation of your Committee in further­ance of the objects of the Commission, and are desirous of ascertaining the views of any individual member of Committee, or officer of your Institution, whose suggestions may assist them in treating of the matters to which this Qircular refers. As it is necessary that the labors of the Commissioners should be brought to a close at an early date, and as the Commissioners would wish to include in their report evidence respecting the whole of the charitable institutions in thc Colony, I am directed to 'requ~st that the information may be furnished by Monday, the 27th October, at the latest.
