Cartagena Coordination Committee Meeting, October 20, 2015 Committee: DISTRIBUTION Presented by: JOSÉ MARÍA ALMACELLAS (CHAIRMAN)
FUELING THE FUTURE 22
Changes to Work Plan: Working Plan agreed in March 2015 and approved during the kick off meeting without relevant amendments.
Challenges to the Work Plan: The Working Plan focuses on:
• Operational excellence” as a strategic choice instead of “customer intimacy” or “product leadership focusing on: safety, relations with customers, skills, training and certification;
• Promotion of smart, bio and green energy focusing on : Integration of green gases into the energy system; Energy operational model analysis ; Economical and Environmental impact assessment;
• Role of DSO in market creation and facilitation. Technologies to supply isolated areas. Role of DSOs in market facilitation
The main challenges are: to prevent that the subjects get too broad and not specific enough; give the DSO point of view on the promotion of green gases in the energy mix; to highlight the role of DSOs as market facilitators.
Collaboration with other Committees: Liaison with PGCA Sustainability will be arranged in the 2nd meeting of 2016. DC will try to provide the DSO point of view on the use of gas networks to integrate renewables. Also liaison with the Transmission Committee will be explored regarding certification of gas companies.
Additional feedback: 56 registered members from 28 countries. 36 attendees to the kick off meeting coming from 23 countries. At the kick off meeting, the 3 SG were created and the schedule of meetings was approved.

Cartagena Coordination Committee Meeting, October 20, 2015 Committee: E&P Committee Presented by: Xaxa Zulkifli, Secretary of E&P Committee
23
Changes to Work Plan:
Enhancement of the scope for the 3 workstreams and agreement on key milestones
• Further defined the scope with focus on Methane Hydrates, Technological Enhancement and New Monetization techniques
• Focus countries for potential replication of unconventional outside NA
Challenges to the Work Plan:
• Small number of E&P Committee Members – would limits the exchange of ideas, information sharing and workload segregation
Collaboration with other Committees:
• Unconventional resources (Methane Hydrates, Tight Gas, CBM)
• Technology in gas monetization
Additional feedback:
• More participations especially from North America as the region is active in unconventional and that would allows knowledge sharing and lesson learnt for E&P Committee members
• Promotional efforts to countries to get more members to participate in meetings
Cartagena Coordination Committee Meeting, October 20, 2015 Committee: Gas Markets Presented by: Réda Bouchair
FUELING THE FUTURE 24
Changes to Work Plan:
There are no changes to the work plan. All original three themes have been maintained and 3 leaders have been designated and confirmed to head the study groups during the 1rst meeting of the committee. Themes have also been discussed at lengths and accepted during the meeting by all delegates and study groups have been formed depending on competency and interest.
Challenges to the Work Plan:
The main challenge for following the work plan is now the setting of venues for the triennium and the attraction of participants to the committee meetings due to budgetary constraints all over the world in the current economic climate.
Collaboration with other Committees:
We have discussed in our team about the possibility of collaborating with other committees such as LNG, strategy and marketing and communication as our areas of study are linked. We have decided to use the Cartagena meeting to meet members of other committees in order to discuss collaborations and joint meetings.
Additional feedback:
We have had some issues attracting participation to the first meeting as we have received a short lists late and also due to very little email response from delegates (around 20%). Late reply from the CC leadership has also left us in a state of uncertainty about the agenda of the first meeting.
Cartagena Coordination Committee Meeting, October 20, 2015 Committee: LNG Committee Presented by: Shuzo Maeda
FUELING THE FUTURE 25
Changes to Work Plan: Changed the name of study Group 1 from “Floating LNG “ to “FLNG Concepts (LNG FPSO & FSRU), Facts and Differentiators”. Challenges to the Work Plan: Scope of Work / Approach SG1: FLNG Concepts , Facts and Differentiators 1) 12 Study cases from FPSO/FSRU and lessons learnt, 2) Comparison of open sea offshore / nearshore, 3) Key aspects for FLNG development SG2: Competitiveness (Liquidity) of LNG in the Energy Market Examine & document the competitiveness of LNG sustainability for both Sellers & Buyers, as well as other stakeholders, from overall viewpoints including price. Decided to set Study Sub Groups(SSG) to drive forward. SSG1: Supply & Shipping, SSG2: Receiving Terminals & Markets SG3: Enhancing LNG Facility Functionality (EFF) Structured brainstorming (mind map) of EFF characteristics and drivers; development of preliminary list of relevant LNG projects; development of preliminary information / data collection instruments; identification of critical study needs. TF1: IGU World LNG Report Develop the IGU LNG Report for the next 3 annual editions. Next issue, 2016 Edition ready by LNG18, April 11-15, 2016. Received proposal from ENAGAS to sponsor the report printing for this triennium. Collaboration with other Committees: Within the LNG Committee : ex. Collaboration of SG1 & SG3 for the treatment conversion of LNG carriers to FSRUs With other Committees : ex. Collaboration of World LNG Report & Strategy Committee concerning the “Wholesale Price Survey” Additional feedback: ・ Registered 79 members from 28 countries. Attendees of 1st Mtg. in Osaka : 35 members from 13 countries. SG2 gathered nearly 20 members to the 1st meeting, but SG1, SG3 and TF1 each had less ten attendees. We still need to gather more members to the LNG Committee! ・2nd meeting to be held from 15th to 18th March, 2016 at Woodlands, Texas, USA.
Cartagena Coordination Committee Meeting, October 20, 2015 Committee: Marketing & Communications Presented by: Barbara Jinks
FUELING THE FUTURE 26
Changes to Work Plan: • Single working group of 12 visiting members • Assist IGU with key messages as well as run own research:
• Clean air & public communications • Public acceptance & communications • Gas innovation & marketing campaigns
Challenges to the Work Plan: • Alignment with Task Force SCO • Smaller group - seeking wider membership • Seeking wider meeting locations (Asia / N America) • Educating members on facts Collaboration with other Committees: • Meeting #1 was held jointly with Strategy • Meetings #2, #4, #6 planned jointly with Strategy and Innovation • Joint work on innovation reports Additional feedback: • Please liaise with this committee: voice of gas needs broad support for IGU membership (come to Berlin in February!) • Focus for WGC is more open dialogue and engagement with stakeholders outside industry • Focus is on regular delivery, not just in 2018. In return, will call on IGU to amplify committee topics via their portal, newsletter,
LinkedIn, media launch, magazine, webcast, online surveys.

Changes to Work Plan:
Challenges to the Work Plan:
Collaboration with other committees:
Additional feedback:
• No classical “committee report” in 2018, but the cumulated output by means of articles produced through the committee (already 40 articles in the pipeline!)
• Process-oriented interconnection with other committees planned (see below) • For Washington, the committee is planning an “innovation show” on stage, with the option to
give the “top innovations” from IGRC 2017 a stage to present, if possible, “life”
• WGC 2018 is the second objective for this committee. Prime target is IGRC2017.
• The three committees Strategy, Marketing & Communication and Research, Development and Innovation see the need to work on coherent messages like “clean air” and to align their communication towards politics, public and scientific world.

Cartagena Coordination Committee Meeting, October 20, 2015 Committee: Storage Presented by: Nikita Barsuk (GAZPROM, RUSSIA)
FUELING THE FUTURE 33
Changes to Work Plan: No changes since Washington meeting.
Challenges to the Work Plan:
SG 1 “UGS Database”. Update storage database regionally (Europe, CIS and Middle East, Asia and Pacific, Latin and Central Amerika, North America). Advocating storage’s role in energy systems.
SG 2 “Increasing of efficiency of UGS in safety manner”. Increase of performance of wells and storage deliverability, integrated asset performance (subsurface, wells, surface equipment, connection & grid). New technology: advanced compressors, lightening system, automation and intellectualization and etc. Reduction of emissions and environmental footprint of UGS. Improving societal acceptance & communication. Development of new technologies and R&D efforts to create “energy storage”. Sharing experience on salt caverns behavior for pre-salt E&P developments.
SG 3 “New and traditional functions of UGS in modern conditions of Gas Market”. Operating UGS in today’s gas markets that includes: support for renewable energy, grid balancing, reduce flaring, support LNG and pipeline projects. Compare international gas/UGS markets and regimes.
Collaboration with other Committees: SG 1 Transversal co-operation “Transmission”, “Strategy”, “LNG”. External co-operation with AGA and GSE. SG 2 “R&D and Innovation”, “Utilization”, “Sustainability”, “E&P”. SG 3 “LNG”, “Transmission”, “Gas Markets”.
Additional feedback: SG 1 Ensure UGS web database still posting on the IGI server/accessability rules. Web based map needs sponsoring !

FUELING THE FUTURE 34
Changes to Work Plan: Challenges to the Work Plan: Collaboration with other Committees: Additional feedback:
Not only producing a final report for triennium but timely and frequent topical contributions
Strategy Cmt will also produce an update of the Long Term Gas Study Remove the topic of Gas Development in the Arctic; as no committee members from
that region and in the current time it seems not topical anymore. Collaboration with other committees and other organisations planned
Secure participation from certain areas (mainly North America, Africa) Secure an active contribution and participation of committee members throughout
the triennium Offer committee members podium for their contributions (WGC session,
conferences, papers, press publications, etc)
Close alignment with Marketing & Communication and Research, Development and Innovation Committees as well as Task Force Strategic Communications and Outreach to work on coherent messages and communication
Besides collaboration with the other committees also co-operation with other organisations like ICER, Eurogas and Energy Charter is on the radar.
Very difficult to get people actually registering on the IGU Portal.

FUELING THE FUTURE 39
Changes to Work Plan: As part of our revised “Work Plan” we intend to review and prepare reports and recommendations which will help propel more serious global attentions and actions on improving energy efficiencies as well as a transition from coal to cleaner-burning natural gas, as a way to curb greenhouse gas emissions blamed for global warming and natural disasters. We also intend to review and advocate utilizing natural gas and DME in the diesel cycle engines, aiming on heavy duty road and marine transportations.
Sub-Task Forces: 1. Renewables, CO2 Emissions and Hydrogen and 2. Gas Quality have been included in R&D&I committee. Accordingly we have excluded them from our “Work Plan”.
Challenges to the Work Plan: We need full cooperation from IGU members to obtain the information and data required all through the course of our studies.
Collaboration with other Committees: We believe in and intend to collaborate with all other IGU committees. In particular we are looking forward to have more close collaborations with the R&D&I, Transmission and the Distribution Committees.
