Background

• Dallas-Fort Worth is a serious Non-Attainment for 1-hour ozone standard.

• One hour SIP not approved due to Federal Court decisions regarding transport.

• Dallas –Fort Worth designated non-attainment for 8-hour standard – attainment date 2010.

• Attainment area expanded to nine counties under 8-hour standard.

Texas Emissions Reduction Program Funding

based on new HB 1365

• Funding restored to an average of $150 million per year

• 87.5% ($130 million) of funding for TCEQ’s emission reduction programs.

• 0% for the light-duty purchase and lease incentives

• 0% for energy efficiency programs.

• 9.5% ($14.25 million) for new technology and research (TCET).

• 3.0% for administrative costs of TCEQ and the Energy Systems Lab at Tx A&M.

SIP Credit for Energy Efficiency

• Basic idea: reduce energy consumption, then reduce emissions from power plants; quantification of geographic emissions reductions done via Art Diem (EPA-OAP) method.

• State worked with OAQPS and proposed first plan to obtain SIP credits for voluntary energy reductions measures, in conjunction with Texas Senate Bill 5.

Municipal/County Action Plan

• Sponsored “Clean Air Resolution”– Counties and cities agreed to:

1. Inventory vehicles and update within four years.

2. Perform an energy efficiency audit of all county and city buildings utilizing a 1999 baseline.

• Resolution passed by:– Counties: Collin, Dallas, Denton and Tarrant.

– Cities: Dallas, Fort Worth, Arlington, Richardson, Plano, Garland and Denton.

Goals of Municipal Actions

• Consistent with criterion for voluntary reductions through the proposed EPA EE/RE SIP credit guidance.

• Meet/exceed requirements of SB5, which require municipalities in 41 critical non-attainment counties to reduce energy consumption by 5% per year through 2007.

• Building retrofits consistent with/exceeding Energy Star standards.
