    Welcome to our SD54 BPOU

    convention! We have a lot to

    accomplish today, so let’s get

    started…

    First, I want to thank everyone on

    the convention planning committees

    who organized this event. Great job!

    The doors at the convention site will

    open at 8:30 a.m. and we encourage

    you to arrive early. The convention

    starts at 9:00 a.m. sharp.

    As you enter the convention site,

    head to the Registration tables. Sign

    in and get your name tag and your

    printed Convention Handbook.

    There is a $15 per person

    registration fee for everyone—

    delegates, alternates, and guests.

    Cash or checks only, please. This

    goes towards paying convention

    expenses.

    After you register, grab a cup of

    coffee and a doughnut. Mingle with

    candidates who are eager to connect

    with you.

    Add your name to the list of folks

    who want to be elected delegates to

    the CD conventions and State

    Convention. Add your name to the

    list of folks who want to be elected

    to the BPOU Executive Committee.

    Signup sheets are in the lobby.

    Please finish your coffee and

    doughnut in the lobby, no food or

    drink is allowed in the convention

    auditorium.

    In the auditorium, we ask that you

    sit in the area designated for your

    precinct. The room is split down the

    middle with precincts in District

    54A on one side and District 54B on

    the other side. There will be signs at

    the ends of the rows, please double-

    check and make sure you are sitting

    in the correct row for your precinct.

    As I mentioned, we have a lot to

    accomplish today: adopt a new

    constitution, endorse candidates for

    Senate and House, elect delegates

    and alternates for State Convention

    and for CD conventions, elect a new

    BPOU Executive Committee, and

    approve resolutions for the MNGOP

    Platform. Let’s work together to get

    this accomplished in a timely and

    efficient manner—the adjournment

    deadline is 3:00 p.m.

    Lunch—we will not be providing

    lunch. A lunch break will be worked

    into the agenda. We encourage you

    to bring your own lunch or make

    plans to go out for a quick lunch.

    There will be a few lunch tables and

    chairs set up in the auditorium

    lobby. Please remember that no

    food or drink is allowed in the

    auditorium.

    There are several vending machines

    located down the main hallway near

    the Commons area.

    PROPOSED RULES

    Section 1: General

    1. Robert's Rules of Order, Newly Revised, shall be the parliamentary authority on all points not covered by the Constitution of the Republican Party of Minnesota, the Statutes of the State of Minnesota, the Official Convention Call of the Convention, or the Rules adopted by this Convention.

    2. The order of business of this convention shall be as listed in the official agenda of the convention, subject to the discretion of the presiding Chair.

    3. A motion to adjourn shall be debatable until the completion of the official business of the Convention, as stated in the agenda.

    4. A quorum shall consist of twenty (20) percent of the total number of delegates elected at the precinct caucuses within the district. Once established, it shall prevail until adjournment of the convention.

    5. These rules shall not be amended nor suspended except by a two-thirds vote of the convention.

    Section 2: SEATING OF DELEGATES AND ALTERNATES

    6. The permanent roll of the delegates entitled to speak and vote at this Convention shall consist of the duly elected delegates who are registered and such alternates who shall be registered and seated in

    accordance with these Rules.

    7. In the absence of any delegate to the Convention, an alternate shall be seated, only during that delegate’s absence from the floor. When a registered delegate returns to the floor of the convention, they shall be

    immediately seated, except that there will be no change in seating after a ballot has begun.

    8. The order of seating of alternates shall be as follows:

    a) If alternates were ranked by the precinct caucus, alternates shall be seated in order of ranking. b) If alternates are not ranked, each vacancy shall be filled by majority vote of seated delegates of that

    precinct.

    c) If no delegates are present and seated, the Full Committee Chairman shall fill the vacancy.

    9. The voting strength of each precinct shall be the number of delegates and seated alternates present on the floor.

    10. There shall be no cross-seating of alternates among precincts.

    11. The Credentials Committee shall report any changes in the delegations prior to election of officers, election of delegates, voting on resolutions or any time requested by the Chair.

    Section 3: SPEAKING

    12. A delegate or seated alternate wishing to speak shall rise, address the Chair, and state his /her name and precinct, and the purpose for which he/she rises.

    13. Debate on any motion or subject shall be limited to one (1) minute by each speaker. No person shall be allowed to speak more than three times upon the same subject. No person shall be allowed to speak a second time until all those desiring to speak have had a first opportunity to do so.

    14. The Convention Chair shall appoint a timekeeper for the purpose of timing discussion, debate and speeches during the Convention.

    15. The Convention Chair at any time may invite any office holder, candidate or distinguished guest to address the Convention for a period not to exceed five (5) minutes.

    Section 4: VOTING

    16. There shall be no voting under the unit rule at this Convention.

    17. Only delegates and seated alternates registered and present at this Convention shall be permitted to vote.

    18. The vote on all questions shall be by voice vote subject to the following restrictions:

    a) A rising vote shall be taken if requested by any delegate, or at the discretion of the Chair.

    b) A roll call vote by precinct shall be taken if requested by five or more precincts.

    c) Voting for officers, delegates and alternates, and for endorsement of candidates shall be by secret ballot for all contested elections.

    19. If there is a dispute as to the vote of any precinct, the Chair of the Convention shall appoint a judge and two tellers to canvass the vote of said precinct, and the judge shall report the same to the convention.

    20. No second shall be required to a motion to adopt the majority report of any committee. A minority report of any committee may be offered for substitution for the majority report if signed by three committee members.

    21. When the previous question has been ordered on any proposition on which there has been no debate, it shall be in order, before the final vote has been taken, to debate the proposition for six (6) minutes with one-half of that time allotted to those in favor, and one-half to those in opposition to the proposition. The same right of debate shall be allowed whenever a motion to lay on the table has been made on any proposition on which there has been no debate.

    Section 5: RESOLUTIONS

    22. Resolutions from the floor are not permitted. All resolutions passed at the caucus must have been received and considered by the Resolutions Committee at least 10 days prior to the convention.

    23. To debate a resolution, a minimum affirmative vote of 15 percent of the delegate strength of the Convention, as of the final credentials report, is required.

    24. Consideration of the Resolutions Committee report will proceed in three stages:

    a) Delegates will be asked if there are any resolutions on which debate is desired. An affirmative vote of 15 percent of the seated delegates and alternates is required to pull an item for debate.

    b) The Convention will proceed, section by section, to vote to approve the recommendations of the committee for all items in the section not pulled for debate. If any section fails to receive 70 percent approval, the resolutions in that section will be voted one at a time, without debate and without regard for the committee recommendation.

    c) The Convention will then proceed to debate and vote, without regard for the committee recommendation, on each of the ―pulled‖ resolutions.

    25. Debates on resolutions are governed by the same time limits and conditions of debate as other motions.

    26. Resolutions, whether debated or not, require a 70 percent vote of the Convention for approval. [This is a standing platform; it should not be easily changed.]

    Section 6: ELECTION OF DELEGATES AND ALTERNATES

    27. Delegates and alternates shall be apportioned by Congressional Districts according to the Republican Gubernatorial vote in 2010 and allocated by the authority of the State Executive Committee and State Central Committee. House CD 4, Senate District 54 may elect 3 delegates and up to 3 alternates and CD 2, Senate District 54 may elect 30 delegates and up to 30 alternates.

    28. Nominations for delegates and alternates to District and State Conventions shall be by self-

    nomination at registration. Those nominated will be allowed to address the convention for 30 seconds to introduce themselves.

    29. Nominees must reside within the Congressional District for which they are nominated.

    30. A delegate may nominate only one person to the delegate or alternate list until all delegates desiring to place names in nomination have been recognized.

    31. A delegate who is not in attendance may be nominated and have their proxy speak on tier behalf.

    32. Voting shall be by Congressional District via secret ballot.

    33. The precinct chair or designee shall be given the correct number of ballots for the precinct according to the Credentials Report and hand them to each duly seated delegate or alternate.

    34. Ballots will be collected by the precinct chair or designee and turned in to the Credentials Chair or the Chief Teller.

    35. When the ballots are verified by precinct (correct number returned), they will be co-mingled and then the results tabulated.

    36. Results will be reported by Congressional District.

    37. Delegates and alternates will be ranked by total votes received. The top vote-getters will be the delegates until the full slate of delegates is determined, and the remaining candidates will be alternates, ranked by the vote

    total they receive from highest to lowest within their House District. In the event of a tie in votes a coin toss, or

    other similar method deemed appropriate, will determine the ranking.

    Section 7: ENDORSEMENT OF LEGISLATIVE CANDIDATES

    38. In order to endorse, the Convention must first entertain and pass a motion to endorse a candidate.

    39. The Candidate Search and Nominations Committee shall report to the Convention and place into nomination the names of candidates who have successfully completed the candidate interview process. Nominations

    made as a result of the Candidate Search and Nominations Committee do not require a second. The committee

    may provide additional information about these candidates as a guide to the delegates.

    40. Additional nominations may be made from the floor, with the consent of the individual being nominated. These nominations will require a second.

    41. Speeches or remarks about candidates shall not be in order during this initial nomination process.

    42. A candidate may remove his or her name from consideration at any time.

    43. Candidates for House of Representatives for 54A and 54B shall be endorsed separately by their respective House District seated delegates and alternates.

    44. The nominating, seconding and candidate speeches will be made from the podium in an order to be determined by lot. All such speeches on behalf of and by a nominee shall be heard before proceeding to the

    next nominee.

    45. Each candidate shall be allowed fifteen (15) minutes for nominating, seconding and candidate speeches.

    46. If there is no contested race the Convention may decide, by a 2/3 vote, to endorse by rising vote.

    47. In contested races, voting shall be by secret ballot. Balloting shall continue until a candidate has been endorsed by receiving 60 percent of valid ballots cast and more than 50 percent of the voting strength of the convention

    according to the last credentials committee report preceding such vote.

    48. Any candidate receiving less than 10 percent of the vote on any ballot, after the second ballot, shall cease to be considered a candidate for endorsement. After the fifth, and any subsequent ballot that is an even multiple of

    five, ballot the Convention Chair may allow the candidates five (5) minutes to address the Convention.

    49. After the endorsement, the endorsed candidate may address the convention for up to five (5) minutes.

    50. A motion to adjourn shall not be in order during the endorsement process, excepting that, if an endorsement is not complete by the time certain of 2:45 PM, a motion to adjourn will be in order.

    Senate District 54 Republican Party

    CONSTITUTION Preamble

    The Republican Party of Minnesota, Senate District 54, is organized in support of all residents of Minnesota Senate

    District 54 who desire honest, efficient, and responsive but limited Constitutional government.

    Article I -- Name

    The name of this organization shall be the Senate District 54 Republican Party of Minnesota. This Basic Political

    Organization Unit is hereinafter referred to as "the BPOU.‖

    Article II -- Purpose and Objectives

    Section 1: PURPOSE

    The purpose of the BPOU is to promote the principles of the Republican Party of Minnesota, as expressed in the

    State Platform, and to help elect candidates who will advance those principles in public service.

    Section 2: OBJECTIVES AND DUTIES

    The objectives and duties of the BPOU shall include those imposed by law and custom upon official party

    committees, and the pursuit of our purpose. To these ends, the BPOU shall:

    A) Organize or cause to be organized each precinct in Senate District 54;

    B) Recruit, endorse and work to elect qualified Republican candidates to the State Senate and State House of Representatives;

    C) Assist in the election of State and Federal Republican endorsed candidates whose constituencies, when elected, will include residents of the district;

    D) Work to recruit, endorse and elect Republican or Republican-leaning candidates for local offices, where the jurisdictions include residents of Senate District 54, even if the election is nominally non-

    partisan,

    E) Encourage the formation of auxiliary Republican groups, and cooperate with and coordinate their activities;

    F) Administer the affairs of the Party within the BPOU.

    G) Communicate the Republican message and principles at every opportunity.

    H) Expand participation in Republican Party and other civic activities in Senate District 54.

    Section 3: JURISDICTION

    The Territorial Jurisdiction of the BPOU shall be limited to the geographical area situated within the boundaries of

    Senate District 54 as determined by law in accordance with the most recent federal census.

    Article III -- Membership

    Membership in this BPOU organization shall be open to all residents eligible to vote in Senate District 54 who wish

    to be affiliated with the Republican Party and who support the purposes and objectives thereof.

    Article IV -- Organization

    Section 1: Officers

    The BPOU Officers shall include:

    A) BPOU Chair

    B) BPOU 1st, 2nd Deputy Chair

    C) BPOU Secretary

    D) BPOU Treasurer

    E) House District 54A Chair

    F) 1st, 2nd, Vice-Chairs of 54A

    G) House District 54B Chair

    H) 1st, 2nd, Vice-Chairs of 54B

    I) 1 at-large Representative from each congressional district

    Section 2: EXECUTIVE COMMITTEE

    The management of the BPOU shall rest with the BPOU Executive Committee, subject to the direction of the State

    Central Committee, the State Executive Committee, the BPOU Full Committee, the BPOU Convention, the State

    Party Constitution, Senate District 54 Constitution and applicable State law. The BPOU Executive Committee shall

    be composed of:

    A) The officers and representatives listed in Section 1, and

    B) The Chair of any standing committee, as identified in Section 4, if he or she is not otherwise an officer,

    C) Each Republican member of the legislature residing within the district.

    D) As ex officio members, any members of the Republican State Central Committee residing within the BPOU. Ex-officio members of the Executive Committee shall not have ther postions included in the

    quorum count unless they are present.

    Section 3: FULL COMMITTEE

    The Full Committee shall be composed of:

    A) Voting members of the BPOU Executive Committee,

    B) Ex Officio members of the BPOU Executive Committee (they shall have a vote in the Full Committee), and

    C) Chairs, or their representatives, of each precinct within Senate District 54.

    Section 4: OTHER COMMITTEES

    Other non-standing committees may be formed at the direction of the Executive Committee. The Chairs of these

    committees will be appointed by the BPOU Chair and confirmed by the Executive Committee. The following are

    convention committees. The terms of their members shall end with the adjournment of the conventions they serve.

    A) Arrangements – This committee shall arrange for a location, food and facilities for a convention.

    B) Registration and Credentials – This committee shall handle registration of delegates and alternates, keeping record and reporting to the Convention the registration totals.

    C) Rules – This committee shall propose rules to govern the operation of each convention.

    D) Resolutions/Platform – This committee shall be appointed only in even numbered years and shall consider resolutions for changes to the State Party platform. The committee shall report to the

    Convention for debate and voting on each resolution. The committee will prepare the report of

    approved resolutions for the Second and Fourth Congressional Districts Convention’s consideration.

    E) BPOU Officer Nominations -- This Committee is charged with nominating one or more candidates for each of the BPOU officer positions.

    The following committees are standing committees. The chair of each committee must be appointed by the BPOU

    Chair, with agreement by the Executive Committee, after each BPOU Officer election. Chairs of these committees,

    if not already officers of the BPOU, are members of the Executive Committee.

    F) Constitution – This committee shall be a standing committee, with membership and duties as outlined in Article XI.

    G) Elective Office Candidate Search - This shall be a standing committee and will seek to have at least one member from each of the political jurisdictions that intersect with Senate District 54. This

    committee must meet at least annually and at least four (4) months before each endorsing convention.

    They must maintain a list of qualified potential Republican legislative candidates at all times. They

    should identify and qualify candidates for all local political offices, even if the office is officially

    nonpartisan,

    H) Technology committee – This committee will be in charge of all electronic messaging, e.g.. website, email, social media, and the like.

    The following committees are voluntary and serve at the discretion of the Executive Committee. Chairs of these

    committees are appointed by the BPOU chair and confirmed by the Executive Committee but are not necessarily

    members of the Executive or Full committees. The following list is neither required nor limiting:

    I) Political Activities -- effectively communicate Republican ideals and issue positions while exposing the opposition.

    J) Get out the Vote -- phone calls, direct mail, literature drops and door knocking.

    K) Community Events -- promote a positive image of the Republican Party in the community

    L) Welcome -- seek out new activists and invite their participation

    M) Caucus -- organize and arrange for successful precinct caucuses

    N) Fundraising

    Section 5: DUTIES

    The duties of the Executive Committee shall be as follows:

    A) The BPOU Chair shall conduct BPOU Executive Committee meetings. The BPOU Deputy Chair shall conduct meetings in the Chair's absence. Together, they shall appoint committees and coordinate the

    activities of the House District officers. They are also ex-officio members of all BPOU committees.

    B) Ex-Officio members of the Executive Committee shall not have their position included in the quorum count unless they are present.

    C) The Secretary shall keep minutes of meetings, be responsible for written correspondence with the members of the BPOU committees, delegates and alternates to BPOU conventions and other

    correspondence that may be necessary.

    D) The Treasurer shall be responsible for all Party monies, keep financial records, disburse monies as authorized by the Executive Committee, prepare and submit all reports to the State as required by law

    and help submit an annual budget.

    E) House District officers shall assist in managing the affairs of precincts within their legislative district.

    Section 6: FINANCES

    The BPOU Treasurer shall maintain the BPOU financial records in an orderly fashion.

    A) The Executive Committee shall review all records at least quarterly.

    B) At least every odd year, after the convention, the Executive Committee shall designate the financial institution to be used as a depository for Party funds.

    C) The BPOU Chair, Deputy Chair, Treasurer, and Secretary shall sign all financial institution signature cards.

    D) All disbursements shall be by check or debit card. Any expenditure for an amount greater than $100 shall require approval by the Chair or Deputy Chair.

    E) Receipts for all expenditures must be submitted to, and kept by, the Treasurer for auditing purposes by the 1

    st and 15

    th of each month, for the period which an expenditure was made. Receipts not turned in by

    Campaign Finance Board reporting deadlines will be considered In Kind donations and be non-

    refundable.

    F) All funds coming to the BPOU should be consistent with Minnesota and Federal laws and deposited in the SD54 account(s) upon verification, or be returned to the donor.

    Article V -- BPOU Elections

    Section 1: BPOU Officers

    The BPOU Officers shall be elected by the delegates at the odd-year BPOU convention. The term will last until the

    subsequent odd-year convention.

    A) The Chair, Deputy Chair, Secretary and Treasurer shall be elected at large by Senate district..

    B) House District officers shall be elected by delegates of their respective House districts.

    C) State Central Committee Delegates and ranked alternates shall be elected at large by congressional district.

    Section 2: Precinct Officers

    Officers of each precinct shall consist of a Chair, Vice Chair and Secretary, elected to a two-year term at the even-

    numbered year Precinct Caucus, in compliance with State statute. In the event a precinct fails to elect any officer at

    this caucus, the BPOU Executive Committee may appoint an individual to fill the vacancy in that precinct.

    Section 3: Nominating Committee

    A nominating committee, as described in Article IV, is charged with nominating one or more candidates for each of

    the various officer positions. Nominations shall also be accepted from the floor.

    Article VI -- Meetings

    Section 1: Requirements:

    A) The Executive Committee shall meet at least once per quarter. The Executive Committee may hold a meeting at any time on seven (7) day’s notice to all members either at the call of the Chair or by

    request of at least twenty (20) percent of the voting members of the Committee. A meeting can be held

    with as little as three (3) days verbal notice upon agreement of two-thirds of the voting members.

    B) The Executive Committee may establish a calendar of regular meetings. A seven (7) day advanced notice shall be given to the members of the Committee if a regular meeting is to be cancelled or

    postponed.

    C) The Full Committee shall meet at least quarterly. The purpose of these meetings shall be primarily to provide information and instruction to precinct chairs, to coordinate community events, outreach, and

    communications, and to strengthen the Party through wider involvement in Party activities. A meeting

    of the Executive and Full Committee can coincide. Members shall be given at least seven (7) days

    written or electronic notice for meetings of the Full Committee.

    D) A quorum shall be 33 percent of members of the Executive or Full Committees for the purpose of transacting BPOU business.

    E) Electronic voting, whether by e-mail, website application or other means, may be used when the executive committee needs to reach a decision on short notice.

    Article VII -- BPOU Conventions

    Section 1: Call

    A) BPOU conventions shall be held each year during the period and for the purpose designated by the Official Call issued by the State Executive Committee, the State Central Committee, the Second (2nd)

    District and Fourth (4th)

    district Committees, or the BPOU Executive Committee. The BPOU

    Executive Committee shall determine the time and place of these conventions. Special BPOU

    conventions shall be held at the call of the aforementioned groups, or at the discretion of the majority

    of the BPOU Executive Committee, provided that a minimum of ten (10) day’s notice, in writing, be

    sent to each delegate and alternate.

    B) If events warrant a special election for the State Senate or House, a special endorsing convention may be held at the call of the BPOU Chair, with agreement of the majority of the Executive Committee. A

    notice of not less than five (5) days shall be given to delegates and alternates. It shall be held for the

    sole purpose of endorsing a candidate for office.

    C) Upon notification by the Candidate Search Committee that a candidate in a local election is one who can advance Republican principles in office, the Executive Committee may call a special endorsing

    convention, for the sole purpose of endorsing a Republican candidate for the office, even if it may be

    officially nonpartisan. Delegates to the convention shall be those delegates and alternates within the

    BPOU who are eligible to vote in the election. Once a candidate is endorsed, the BPOU should work

    to elect the candidate.

    Section 2: Order of Business

    At all annual BPOU conventions, the order of business shall follow the practice of previous conventions up to the

    preliminary credentials report. The Convention shall then proceed to the seating of alternates as outlined in Section

    3, followed by election of the permanent officers of the convention and the remainder of business.

    In general election years the additional items of business shall include:

    A) Endorsement of a candidate for State Senate from Senate District 54, and endorsement of Minnesota House candidates from Districts 54A and 54B;

    B) Resolutions for changes to the State Party platform;

    C) Election of delegates, and one alternates for each delegate, to the Second Congressional District, Fourth Congressional District and State Republican conventions; and

    D) Any other matters which might fall within the jurisdiction of the Convention.

    In odd-numbered years items to be acted upon shall include:

    Election of BPOU officers;

    Election of delegates, and up to two alternates for each delegate, to State Central Committee;

    Proposed changes to this constitution; and

    Any other matters which might fall within the jurisdiction of the Convention.

    Section 3: Seating of Delegates and Alternates

    A) The BPOU Convention shall be composed of delegates and alternates elected at the most recent Republican Party Precinct Caucuses within Senate District 54. The ratio of delegates allotted to

    Republican votes cast in the precinct at the last election shall be uniform throughout the BPOU. The

    Credentials Committee shall seat all duly elected and accredited delegates of each precinct who are

    present. In the event that the total registered delegates and alternates are less than the total allotted to

    the precinct, all shall be seated. Otherwise, alternates shall be seated as follows: If the precinct chair

    and vice-chair are absent, the seated delegates shall elect a chair, and then proceed to fill the vacancies.

    B) Vacancies shall be filled by the alternates in the order in which they were ranked by the Precinct Caucus, if not ranked, then by vote of the seated delegates. If a tie vote arises, the chair shall appoint,

    by coin toss, one of the alternates who participated in the tie. Alternates shall be elected to fill

    vacancies individually to replace absent delegates. The alternate so elected may subsequently vote in

    the election to fill the next vacancy.

    C) If a delegate arrives late, the delegate shall assume the seat of the lowest ranked alternate. A delegate may be seated at any time, unless balloting is in progress.

    D) If a precinct has any vacancies that can't be filled by an alternate from the same precinct, the vacancy shall not be filled.

    Section 4: QUORUM

    A quorum at any convention shall consist of twenty (20) percent of the total number of delegates elected at the

    precinct caucuses within the district. Once established, it shall prevail until adjournment of the convention.

    Section 5: Election of delegates to the State Convention

    Delegates and alternates to the Republican State and Congressional District Conventions shall be elected in

    accordance with the laws of the State of Minnesota and the State Republican Constitution, and shall continue as such

    until their successors are elected. Delegates and alternates shall be elected by Congressional District at the BPOU

    convention. Alternates shall be ranked for seating purposes at these conventions.

    Section 6: ENDORSEMENT–

    A motion to endorse will be in order at any BPOU convention in the years when these elections occur. This motion

    must carry by a majority vote.

    A) The BPOU Convention may endorse a candidate for office of State Senator. Endorsement shall be by sixty (60) percent of the valid ballots cast, providing this number exceeds 50 percent of the total seated

    delegates and alternates as of the last Credentials committee report preceding the vote. The definition

    of a valid ballot is defined in the Republican Party of Minnesota Constitution.

    B) A Sub-Caucus of a BPOU Convention or a separate convention of the delegates from State House Districts 54A or 54B may each endorse a candidate for State Representative. If endorsement is by a

    separate convention, agenda of said convention shall be limited to the endorsement of these candidates

    only. Endorsement shall be by sixty (60) percent of the valid ballots cast, providing this number

    exceeds 50 percent of the total seated delegates and alternates as of the last Credentials Committee

    report preceding the vote. The definition of a valid ballot is defined in the Republican Party of

    Minnesota Constitution.

    C) A BPOU Convention may provide for a non-binding advisory endorsement to candidates for State or Federal office. Endorsement shall be by sixty (60) percent of the valid ballots cast. For non-binding

    advisory endorsements, there shall only be one ballot per office. With agreement of the Convention, a

    non-binding straw poll may be taken for any of these offices, and the final tally of the ballot will be

    made part of the record of the convention.

    Article VIII -- Congressional District Relationship

    Section 1: Congressional District Committee

    As the Republican Committee of the 2nd and 4th

    Congressional Districts may provide, representation from the

    BPOU on the Congressional District Full Committee shall be in the following order, on a volunteer basis and with

    approval by the Executive Committee:

    A) BPOU Chair.

    B) House district chairs; if there is position for only one, lots shall be drawn as to which shall serve for a period of one year. Then, the other shall serve for a year or until the expiration of his/her term,

    whichever comes sooner.

    C) BPOU Deputy Chair

    D) House District Vice-Chairs

    E) BPOU Secretary

    F) BPOU Treasurer

    G) At large delegate elected to executive committee from each Congressional District

    Section 2: Alternates

    Should (any of) the designated representative(s) be unable to attend any CD2 or CD4 meeting, he/she shall arrange

    for an alternate from the list in Section 1.

    Article IX -- Vacancies and Removals

    Section 1: Vacancies

    Vacancies in precinct offices may be filled by appointment of the Executive Committee or, if so directed, by a

    caucus of Republicans in the affected precinct. Should vacancies occur in the Executive Committee, replacements

    may be appointed by the Executive Committee.

    Section 2; Removals

    An officer of the Executive Committee may be removed from office by a two-thirds (2/3) vote of all members of the

    executive committee (only ex-officio members actually voting included for purposes of determining 2/3

    requirement) provided that the officer in question is furnished with a fourteen (14) day notice, in writing, of the

    charges that may warrant removal. Further, the officer in question shall be entitled to respond to these charges in

    person or in writing prior to the vote to remove.

    Section 3: Attendance

    If a member of the Executive Committee is absent without cause from more than three (3) consecutive meetings, this

    person shall be subject to the removal provisions outlined in Section 2 of this Article.

    Section 4: Cause for Removal

    It is the duty of all Executive Committee members to support Republican endorsed candidates. Should any member

    of this body actively and publicly campaign against a Republican endorsed candidate, that member may be removed

    from the Executive Committee in accordance with the provisions of Section 2.

    Section 5: Conflict of Interest

    Any elected member of the Executive Committee who announces their candidacy for Federal or State elected public

    office shall be placed on immediate leave of absence and if he/she receives endorsement or runs in the Primary

    Election he/she shall resign their position on the Executive Committee.

    ARTICLE X -- Parliamentary Authority

    The rules contained in the current edition of Roberts Rules of Order Newly Revised shall govern the BPOU in all

    cases to which they are applicable and in which they are not inconsistent with the Constitution and Bylaws of the

    Republican Party of Minnesota, this Constitution, the statutes of the State of Minnesota, or any special rules of order

    the BPOU may adopt.

    Article XI – Amendments

    Section 1: Effectively

    This constitution shall become effective immediately upon adoption by a majority vote of the Senate District 54

    Convention.

    Section 2: Constitution Committee

    The Executive Committee shall be members of the standing Constitution and By-laws Committee defined in Article

    IV. By-laws may be adopted and amended by a majority vote of the Full Committee.

    Section 3: Amendments

    This Constitution may be amended by two-thirds (2/3) vote of the delegates present at any BPOU convention,

    provided that the proposed amendments are first referred to the Constitution Committee. The official convention call

    must indicate the constitutional amendments to be considered. Amendments that are editorial in nature, for purposes

    of grammar, clarity or style, may be made by the Constitution Committee at any time. The Secretary will maintain a

    current copy.

    I am a St. Paul native that grew up in the Rice Street and Mounds

    Park areas of the city. I attended Mankato State University for a

    year and a half after high school before enlisting in the United

    States Marine Corps for four years active duty.

    I remained in the southern Orange County area of California

    following my enlistment. It was there I met and married my wife,

    Roberta and began raising our four children. We moved to

    Minnesota in 1996 and settled in the city of St. Paul Park in 1997.

    Two of our children live out of state, one resides in the Twin Cities

    and the youngest is stationed with the Marine Corps in 29 Palms,

    CA. His unit deployed to Afghanistan from March to October

    2011.

    Professionally, I have been with my current employer for 14 years

    in a dual capacity of trainer and risk analyst. Previous

    employment has included positions as a trainer, internal auditor, shipping and receiving manager,

    customer service supervisor and accounting supervisor.

    Socially, I have been involved with soccer for 20 years as a referee, assignor, mentor/assessor

    and coach; with seven years at the high school level including the last two years at Community

    of Peace Academy in St. Paul. Moreover, I served in board positions for AYSO, CGAA

    Traveling Soccer, MN Youth Soccer and the MN State Referee Committee.

    Apart from soccer, I was appointed to a two year term as a member at large for the ServeMN

    board by Gov. Pawlenty. I served two years each as chair and secretary on the Parks and

    Recreation Commission for St. Paul Park and two years each as president and vice president of

    education for a Toastmaster club. In California, my family ran a food bank for five years that

    primarily offered weekly food distributions to Hispanic people in our community.

    Currently, I am a member of a Community Partners Council, chair an employee network as part

    of my employer’s Diversity Center for Excellence and serve on the board of directors for a local

    missionary organization. My wife and I have also been involved with programs at our church

    that feed the poor and mentor students with MN Teen Challenge.

    Derrick Lehrke is a lifelong resident of Cottage Grove with his wife,

    Autumn. Derrick’s career has been in management and small business

    ventures. During his management career, he managed multiple restaurant

    locations simultaneously. His focus was turning around underperforming

    locations. Through his leadership, creativity and ability to manage a

    budget, Derrick was able to turn four locations into profiting stores in one

    year. Lehrke is also an entrepreneur. He owns a small, property

    management company with his wife, providing affordable housing options

    to the community. Prior to his current business, he owned a business

    manufacturing custom poker tables. He is also a Certified EMT and is

    currently attending Inver Hills for a Degree in Emergency Medical

    Services and will soon be starting firefighter training.

    Derrick Lehrke was elected to the Cottage Grove City Council Nov. 2, 2010. Councilman Lehrke

    has always been active in politics. He is a former House District Chair and Senate District

    Deputy Chair. As a campaign manager he was instrumental in electing the first Republican to

    HD 57A in recent history, as well as unseat a 27 year incumbent from the Washington County

    Board. In 2010, he received ―Volunteer of the month‖ award by State Party Chair, Tony Sutton,

    for his hard work and dedication to the party and its candidates. He also served as Dakota County

    Director of the gubernatorial recount. His interests include politics, playing sports, and assisting

    service members and their families. Councilman Lehrke is actively involved in the Cottage

    Grove Beyond the Yellow Ribbon and A Touch of Home (ATOH), which distributes care

    packages to deployed service members.

    Chad has served as a delegate to the MN Republican Party Convention and has served as

    Campaign Treasurer for Kellie Eigenheer during her HD57A run in 2006.

    involved members of Cottage Grove Athletic Association, coached CGAA Girls Softball for

    R 6.4 - #4 We commend Sen. Scott Newman, Sen. Mike Jungbauer, Rep. Ron Shimanski, Rep. Diana

    Anderson, and Rep. Glenn Gruenhagen for being the chief authors on SF 627, SF 1508, HF 1536, HF

    1474, and HF1568, which will enact our Republican Platform goals of eliminating the Incumbent label on

    judicial ballots, greatly increasing the number of judicial elections, electing judges by the voters in the

    county that they serve and strengthening the administration of judicial ethics.

    R 6.5 - #3 Our legislators are the lawmakers. Judges are not to make or write law. When they try to, they

    need to be corrected by the Legislative Branch as provided by the Minnesota Constitution.

    R 6.6 - #3 Urge congress to impeach judges who rule contrary to U. S. Constitution

    Section 8

    Make Government Smaller and Better

    R 8.1 - #2 Because every citizen’s life, liberty and property are threatened when the legislature is in

    session, be it resolved that the Minn legislature meet only every other year and for no more than two

    months

    R 8.2 - #2 Whereas public confidence in the outcome of our elections is crucial to maintain a republic that

    operates with the consent of the governed; and

    Whereas the Minnesota Constitution, Article VII, Section 1 prescribes the qualifications for eligibility to

    vote and naturally should include verification of meeting those qualifications,

    Therefore be it resolved that the party platform should be amended to support the adoption and

    ratification of an amendment to Minnesota’s Constitution that requires all voters, at the time of voting to

    first present current, valid photo identification; and, pursuant to the United States Supreme Court, that

    such necessary identification be provided at no charge to the voter; and that all voters must be subject to

    the same rigorous standards of eligibility verification, regardless of the time of registration before casting

    a ballot. We believe that this provision is an essential and appropriate amendment to Minnesota’s

    Constitution, Article VII, Section 1, which describes the qualifications to vote in Minnesota’s elections.

    R 8.3 - #1 (R 8.2) Require driver license or other official identification for voting

    R 8.4 - #2 & 3 Congress shall not exempt themselves or pass laws to benefit themselves

    R 8.5 - #2 Term limits – Total 12 years for all federal elected offices

    R 8.6 - #2 Be it resolved; U.S. Senators shall be limited to 2 – 6 year terms per lifetime

    U.S. Representatives shall be limited to 6 – 2 year terms per lifetime

    R 8.7 - #2 Term limits on both state and federal levels

    R 8.8 - #3 The Grand jury needs to be removed from the screening process of the district court chief

    judge. The people should have the right to approach a grand jury to present evidence of governmental

    corruption

    R 8.9 - #4 We strongly urge the Republican authors of SF 1465 and HF 1666, which would put a

    Constitutional amendment on the ballot this fall which would eliminate our right to vote for judges to

    withdraw their sponsorship of these bills immediately and promise to vote against them.

    Section 9

    Defend America at Home and Abroad

    R 9.1 - #2 Require the Federal Government to vigorously enforce our present laws regarding illegal

    immigration

    R 9.2 - #2 If the Federal Government will not enforce laws on illegal immigration, then we should require

    the state of Minnesota to enforce our border with Canada and places like our international airport

    R 9.3 - #3 Repeal of Obama care. Immigrants coming to United States should have to follow the rules of

    the U.S. Government I.D., learn English and earn U.S. citizenship before able to participate in U.S.

    happenings. Government needs to stop spending (balanced budget)

    Other

    R 10.1 - Republicans shall elect all delegates at precincts caucus and all conventions by proportional

    selection process

    R 10.2- #3 Resolved that the Minnesota state and Federal Constitution be amended to protect each citizen

    right of conscience.

    R 10.3 - #3 Whereas the GOP Platform represents the values of the vast majority of Republicans and

    conservatives

    And is the statement of our goals for Government

    Be it resolved that all candidates using the GOP designation must follow 90% of the platform or all GOP

    support must be withdrawn

    R 10.4- Resolve that the Republican Party prior congressmen and woman cannot become lobbyists

    R 10.5 - #3 & 4 Impeach/Remove any state or national Supreme Court justices or Presidents that belittle

    or refuse to uphold our Constitution.

    R 10.6 - #3 We believe that voters should have the ability to remove any judge from office, regardless of

    whether someone chooses to run against them. Voters should have access to information about the judge

    on the ballot.

    R 10.7 - #3 The position of the party on all present and future bills, laws, and propositions relating to or

    being about the censorship of any materials, printed or digital, shall be against them and shall remain

    accessible to anyone

    Executive Committee Information

    Be an officer on the Executive Committee!

    At the convention, we will be electing new officers to the SD54 Republicans Executive

    Committee. We encourage you to consider running for one of the positions.

    To be eligible to be an officer, you need (1) to reside in Senate District 54, (2) wish to be

    affiliated with the Republican Party, and (3) support the purposes and objectives of the BPOU. It

    is not necessary for you to be at the convention to be elected as an officer.

    To be considered for a position on the Executive Committee, add your name to the sign-up

    sheet in the auditorium lobby.

    The Executive Committee manages the BPOU and it works to accomplish the purposes of the

    BPOU which are (1) support our candidates and (2) promote the principles of the Republican

    Party.

    The Exec Committee is required to meet quarterly, but during an election season (as we are

    now), the meetings would probably be monthly.

    We encourage you to bring your skills, fresh ideas, and passion to our organization where they

    will be put to good use to help win our legislative seats!

    Chairman’s Report

    Senate District 57 Chair Report

    Let me begin by saying we are now Senate District 54.

    Thank you to the outgoing Executive Committee: Edward Schultz, Tom Dippel, Kevin

    Trandem, Cathleen Lenihan, Anthony Horton, Ron Kath, Tim Chapman, Faye Hatch, Ernesto

    Bernal and Tom Willenbring. These people are talented and committed and were instrumental in

    our successes over the last two years.

    A big thank you to Rep. Denny McNamara and Rep. John Kriesel for their tireless service to our

    communities.

    The role of our BPOU is to help our candidates, and promote the principles of the Republican

    Party. I think we can never do enough to support our candidates and this is an area we can

    improve on.

    On the other hand, I think that promoting the principles of the Republican Party has been a

    strength of our BPOU. We have a relevant, up-to-date website. Hopefully, you have benefitted

    from our emails, which keep our people informed. We supported some candidates at the local

    level—and most of them won! Our ―Local Voices‖ monthly get togethers sometimes reached

    60-70 people.

    We did ―take it to the chin‖ with a couple of major decisions in the last two months. We lost

    Karin Housley, a great Senate candidate, to redistricting and a very popular Rep. John Kriesel

    announced his retirement from the legislature.

    But I am very much encouraged by the people who have stepped up indicating they were

    interested in seeking our endorsement. As I write this, there are seven candidates seeking

    endorsement for the three seats. There were still others that we talked with, that decided this

    wasn’t the right time for them. Our community is fed up, motivated and ready to work hard to

    win all three seats for the Republicans.

    I encourage you to stay in touch—get SD54’s email updates, ―friend‖ us on Facebook, ―follow‖

    us on Twitter. It’s a non-intrusive way to know what our candidates are up to and when they

    need help.
