The beautiful county of Madera is lo-cated at the heart of the state, and is known as California’s Gateway to Yo-semite National Park. With easy ac-cess to Yosemite’s southern entrance, visitors travel through the park’s most iconic sites including the Mariposa Grove of Giant Sequoias, Tunnel View, and Glacier Point. The Madera Irrigation District (“MID or District”) can be found at the cen-ter of the fertile San Joaquin Valley. Area restaurants host fresh, locally grown ingredients. Some of the most abundant crops include grapes, pom-egranates, almonds, and pistachios. Numerous ranches and farms outline the county, offering ample grazing land for cattle and other animals. Of special note is the Madera Wine Trail, featuring some of California’s finest wineries. Just minutes from the Sierra Nevada Mountains, Madera offers the best in summer activities and sports including hiking and fishing, as well as winter activities like snowboarding, and tubing at Badger Pass and China Peak. With community engagement and rich culture, it is an ideal place for families.

The Organization

The Madera Irrigation District encompasses an area of approximately

139,665 acres. MID operates a primarily gravity irrigation distribution system

with approximately 300 miles of open flow canal systems as well as 150 miles

of large diameter pipelines. MID was formed in 1920 by popular vote of the

people residing within the then proposed Madera Irrigation District. The Dis-

trict operates under rules as set forth by the California Water Code. Under

Section Code 20571, irrigation districts are given the right to assess land with-

in their district boundaries. The District sells irrigation water for a fee above

and beyond assessments levied on land within the District.

The District has a Central Valley Project (CVP) repayment contract with United

States Bureau of Reclamation (USBR) providing up to 85,000 acre feet (AF) of

Class 1 and 186,000 AF of Class 2 water per year from the Friant Division

(Millerton Lake). The CVP water is released from Millerton Lake through the

Friant Dam, and then conveyed through the Madera Canal for delivery into

the District’s service area. The District also entered into a CVP repayment con-

tract with the USBR for the yield from the Hidden Unit (Hensley Lake). Under

the Hidden Unit contract, the average annual supply available to the District is

approximately 24,000 AF per year.

Controller

Madera Irrigation District (“MID” or “District”) is looking for a dynamic, re-

sults-oriented individual to plan, organize, direct, and supervise the Finance

Department of the District. This highly skilled individual will be responsible

for all operations of personnel engaged in financial planning and analysis,

internal control and auditing, cash and investments, payroll, accounts paya-

ble and receivable, billing and collecting revenue for water, and procuring

goods and services for the District.

This leadership position will be instrumental in ensuring long range financial

planning, protection of District assets, and development and maintenance of

budget controls. Under the direction of the General Manager, the Controller

will help identify priorities that will determine the path of the District’s fi-

nancial future. There will be a large cross section of exposure to various pro-

grams, projects, and interdepartmental support and interface.

EXPERIENCE & EDUCATION

Any combination of experience, edu-cation, and specialized training in the areas of or a closely related field, sufficient to perform the job functions described; a typical way to obtain the knowledge and abilities would be:

LICENSING: Possession of a Class C

license is required. California Certified

Public Accountant (CPA) or Certified

Management Accountant (CMA) pre-

ferred.

Essential Functions:

• Plans, organizes, directs, and manages District payroll, accounts receivable, accounts payable, water billing, budget, assess-ments, investments, and related administrative activities.

• Directs the gathering and distribution of financial data and pro-jections for the preparation of the District budget.

• Provides advice and consultation on the development of District financial resources, programs, and policies.

• Performs and assists with annual audits of District; including annual financial statements for District and 401K Plan

• Assists management with long range financial planning, protec-tion of District assets, and development and maintenance of budget controls.

• Directs and manages District’s assessments including Board of Equalization process.

• Assists management with the analysis, preparation, presenta-tion, and monitoring of the District budget; including rate setting to meet rate covenants for District bonds.

• Directs the development, preparation, and presentation of fi-nancial reports and statements.

MIDHR

Specialized Knowledge – Business and fiscal administration of irriga-

tion or water districts. state and federal laws and policies affecting

District operation. Governmental building, accounting and auditing

theory and practices, particularly as they relate to irrigation and wa-

ter districts.

Financial recordkeeping, laws, rules and ordinances, and legislative processes controlling District financial functions and operations. Solve District and auxiliary agency financial problems. Budgeting functions and best practices.

Madera Irrigation District offers a very generous and competitive

benefits package including:

• Medical: Group Health Insurance Plans offered include HMO, PPO, Standard Account Based Health Plan, and Kaiser. District pays 100% of the total premium cost for each covered employ-ee and 85% of the cost of dependent coverage (or alternate insurance allowance in lieu.)

• Dental: Group Dental Insurance Plan with premiums fully paid by the District for employees and all eligible dependents.

• Vision: Vision Insurance Plan with premiums fully paid by the District for employee and all eligible dependents.

• Life Insurance: Coverage equal to 2x annual salary up to $200,000. Premiums fully paid by the District.

• Annual Leave: 12 days– 24 days depending on years of service.

• Holidays: 12 recognized days

• Retirement Benefits: District contributes 4% of an employee’s gross pay to a 401(k) retirement plan. The District also provides a match of up to 4.5% of gross pay (amount proportionate to employee’s salary deferral). A voluntary 457 deferred compen-sation plan is also offered.

COMPENSATION & BENEFITS

Salary Range DOE: $80,000 – $110,000
