PROJECT OBJECTIVES As per Article 1 of the Council Decision 2018/101/CFSP

• Promoting effective controls on arms export by third countries, in accordance with the principles set out in Common Position 2008/944/CFSP and in the ATT, and seeking, where appropriate, complementarity and synergies with Union assistance projects in the field of export controls and dual use goods;

References to Kosovo shall be understood to be in the context of Security Council resolution 1244 (1999).

• Supporting countries´ efforts at national and regional level to render trade in conventional weapons more responsible and transparent, and to mitigate the risk of the diversion of arms to unauthorized users.

CONTRIBUTING TO THE ROADMAP GOAL Goal 1 - By 2023, ensure that arms control legislation is in place, fully harmonized with the EU regulatory framework and other related international obligations and standardized across the region. Goal 2 - By 2024, ensure that arms control policies and practices in the Western Balkans are evidence based and intelligence led. Goal 3 - By 2024, significantly reduce illicit flows of firearms, ammunition and explosives (FAE) into, within and beyond the Western Balkans. Goal 4 - By 2024, significantly reduce the supply, demand and misuse of firearms through increased awareness, education, outreach and advocacy.

PROJECT OBJECTIVES • The overall objective of the Action will be to enhance the capacities of authorities in the Western Balkans to fight organised crime and terrorism including preventing and countering violent extremism by enhancing cooperation within the region and with the EU.

• The specific objectives (outcome) of the Action are:

• To strengthen the operational capabilities of Western Balkan law enforcement and security authorities to fight serious and organised crime and terrorism;

• To strengthen the capability of Western Balkan law enforcement and security authorities to effectively participate in and contribute to EU and intra-regional cooperation structures and mechanisms and;

• To strengthen the capability of Western Balkan law enforcement and security authorities to exchange information.

Goal 5 - By 2024, substantially decrease the estimated number of firearms in illicit possession in the Western Balkans

ACTIVITIES IMPLEMENTED (Beginning of the project – April 2020)

• JAD Western Balkans 2018 Debriefing meeting, 25-26 February 2019, Sarajevo, co-organized with EMPACT Firearms;

• Agreed possibility of exchange of police officers during the JAD Western Balkans 2019 on the basis of PCC SEE and in cooperation with PCC SEE Secretariat;

• Support to beneficiaries in the preparatory and operational phase of JAD Western Balkans 2019, project participation at JAD Western Balkans 2019;

• Ballistics Intelligence Sharing Workshop, 12-13 September 2019, in cooperation with EMPACT Firearms;

• Regional meetings of the Public Prosecutors of the WB six with the Paris Public Prosecutor’s Office and INTERPOL Firearms Programme on conducting firearms related investigation, 10-11 December 2019;

• JAD WB 2019 Debriefing and JAD SEE 2020 Preparatory Online Meeting organized in cooperation with EMPACT Firearms, 3rd April 2020, Webex Online Platform.

MAIN CHALLENGES ENCOUNTERED • Collaboration and project support have so far been provided based on the needs expressed by the partners, in accordance with common objectives and mandates, leading to synergies and joint efforts in accomplishing the goals set out by the Roadmap.

ACTIVITIES PLANNED UNTIL END 2020 • Due to the current developments in the light of COVID-19 pandemic, project planning activities have been delayed until the institutions are ready to work in full capacity again.

CURRENT ACTIVITIES (Beginning of the project – April 2020)

• Disposal and/or demilitarization of unexploded ordnance (UXO) for Ministry of Interior Destruction of stored outdated and/or hazardous UXO in Podgorica/Rogami facility were finished by end April 2019 – in total 12.72 metric tons (13.10 U.S. tons) were disposed.

• Demilitarization of ammunitions for Ministry of Defense By the end of 2019, 23.54 metric tons (25.95 U.S. tons) of ammunitions were demilitarized, while the remaining 64.10 metric tons (70.66 U.S. tons) of white phosphorous ammunitions were demilitarized separately by the end of March 2020.

• Safety and Security Adaptation of UXO storage facilities in Podgorica/Rogami for Ministry of Interior

Phase one of the project, creation of project design completed in March 2020, which would represent the basis for the second phase, i.e. technical equipping and adaptation of the Rogami storage (depending on the availability of additional funding).

PROJECT OBJECTIVES General Objective: To contribute to the combat of illicit flows of firearms and firearm related crime, including hybrid threats such as terrorism, which is increasingly using firearms as a weapon of choice Specific Objectives:

• To promote the use of the iARMS by providing related capacity building, training, criminal intelligence and analytical services that will contribute to curbing the illicit accumulation and trafficking of firearms.

• Promote the use of iARMS database in Law Enforcement field operations and to improve data and intelligence sharing among Law Enforcement Agencies globally on known illicit firearms.

• Enhance interaction with other regional, international and INTERPOL and Firearms Programme Policing Capabilities.

• To enhance iARMS system to support inter-operability with National and International Firearms records and Tracing systems.

ACTIVITIES IMPLEMENTED (Beginning of the project – April 2020)

• Regional iARMS Training for the Balkans: The training was attended by 9 countries from the Balkan region. Five member countries from the Western Balkans attended this training: Albania, Bosnia and Herzegovina, North Macedonia and Serbia. Each country nominated two participants to attend this event: one (1) NCB officer in charge of the use of iARMS and one (1) firearms expert part of the National Firearms Focal Point. Furthermore, one officer from UNMIK attended this training;

• Assisting Western Balkan jurisdictions in uploading records of lost and stolen firearms into iARMS and tracing of recovered illicit firearms;

• Participating in JAD Western Balkans 2019 through coordinating information exchange between participating countries and providing assistance for tracing recovered illicit firearms.

PROJECT OBJECTIVES To improve the capacities and capabilities of the relevant agencies within the Western Balkans to tackle the threat from firearms, focusing on developing partnerships to enhance the sharing of good practice between firearms focal points and ballistic forensic experts.

ACTIVITIES IMPLEMENTED • NABIS experts visited ballistic forensic facilities in Sarajevo and Banja Luka in BiH, and in Belgrade, Serbia, to support ISO 17025 accreditation aspirations. Assessments were undertaken against ISO 17025 accreditation criteria and gap analysis reports and proposed action plans were produced and shared with each jurisdiction. The reports were also shared with UNDP SEESAC, with the exception of the Serbia document, as approval to share from Serbia remains outstanding.

• NABIS have provided mentoring to Kosovo and NMK in relation to their work regarding upgrading their accreditation standards from 2005 to 2017 standards.

• NABIS documentation, including Quality manual procedures, processes and training modules have been shared across WB6 forensics centres and they remain available to all labs for guidance and support.

• NABIS accompanied WB6 forensics heads to the ENFSI Firearms and GSR workshop in Krakow, funded by the UK. This was an opportunity for the WB6 heads to network with EU forensics colleagues and for them to learn about new forensics practices as well as sharing good practice.

• NABIS staff have undertaken scoping across WB and EU FFPs and forensics centres of ballistics intelligence databases to identify good practice to develop a database suitable for use across the WB region.

MAIN CHALLENGES ENCOUNTERED • COVID-19 has impacted on the plans for NABIS work for the first two quarters of 2020.

ACTIVITIES PLANNED UNTIL END 2020 • Plans for an inspection against ISO accreditation of the laboratory in Tirana, Albania, which was due to take place in Q1 2020, has been postponed until international travel can be resumed. NABIS are engaging with the laboratory to undertake as much of the work that can be done remotely, such as assessment of documentation. In addition, NABIS are advising the lab in relation to future purchase of equipment for their lab. NABIS are currently assessing online training capabilities to allow training identified by the laboratories to be delivered across virtual mediums. NABIS will continue to provide online and remote support to assist laboratories in their ISO accreditation and re-accreditation whilst international travel remains on hold.

Given outbreak of Covid-19 all ammunition disposal activities within EXPLODE+ are currently suspended. Team in BiH are keeping situation under review in light of local circumstances.

PROJECT OBJECTIVES The overall objective is to assist the Government of the Albania in its efforts to implement international commitments in the field of SALW and SCA and thus contribute to security and stability in the country and the wide region.

The specific project objectives are:

• To increase the capacities of national authorities in raising public awareness on the dangers of misuse and proliferation of SALW;

• To support establishment of Deactivation legislative framework and its practical implementation;

• To strengthen capacities of MoI K9 units for detection of weapons and explosives.

PROJECT OBJECTIVES • To keep a focus on the life cycle management of SALW and ammunition issue as a continuation

of capacity building in PSSM of armed forces in the region through the RASR process. The

Roadmap projects/activities due to the need to address arms trafficking and illicit possession of

firearms have a larger focus on law enforcement than armed forces, therefore the activity will

aim to target armed forces throughout the region in further improving the capacities related in

particular to stockpile security and safety, including ammunition surveillance. At least one

annual (educational) event is to be devoted to this particular aspect in the future (from 2020

ongoing) with the aim of keeping regional cooperation focused on this specific – military – side

of the issue. A RACVIAC PSSM activity would be able to contribute filling these capacity gaps in

the future in this way contributing to the Roadmap implementation as well.

PROJECT OBJECTIVES • This project will build capacity and provide technical knowledge to further strengthen the ability of Serbia to prevent and address the diversion of conventional arms in accordance with Article 11 of the ATT. The production of a National Manual on measures to prevent and address diversion is for the exclusive use of Serbian competent national authorities in order to prevent and address diversion. The project is designed in order to raise awareness and share lessons learned and national experiences (especially in the field of developing effective prevention measures, including post-delivery cooperation) between Serbia and importing states in order to mitigate the risk of diversion.

• A capacity-building and technical workshop to review national measures to prevent and address diversion took place in Belgrade on 27-28 February 2020, bringing together experts and practitioners from the Ministries of Defence, Foreign Affairs, Interior, and Trade, Tourism and Telecommunications (MTTT), as well as the Security Information Agency and Customs Administration. The workshop covered the key elements of the Serbian transfer control for preventing and addressing diversion, with a particular focus on end use/r documentation, risk indicators, and cooperation with industry (which looked at internal compliance programmes (ICP) and company visits by customs and export control authorities).

PROJECT OBJECTIVES SEESAC is facilitating strategic and operational cooperation on SALW control in South East Europe in line with the South East Europe Regional Implementation Plan on Combatting the Proliferation and Impact of Small Arms and Light Weapons. Since 2019, SEESAC is also responsible for coordination on the implementation of the Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of Small Arms and Light Weapons and their ammunition in the Western Balkans, as per the EU Council Decision 2018/1788. The assistance to the authorities is provided through a comprehensive SALW control programme in reducing the availability of surplus SALW and their ammunition by: improving the security of storage facilities; combatting illicit trafficking through improved capacities for tracing of firearms, advanced record-keeping, marking, and investigations; cross-border cooperation; improving transparency of arms transfers; developing evidence based policies on SALW control with an integrated gender perspective; as well as raising awareness of the threat posed by SALW. Activities are designed to strengthen national control systems, and to foster regional mechanisms for countering the destabilizing spread of SALW and their ammunition. Direct project beneficiaries are: Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, Serbia and the Republic of North Macedonia. As of 2017 the program introduced limited support for Belarus and Ukraine.

• Six regional meetings of SALW commissions and relevant policymaking bodies were held and enabled information exchange, knowledge sharing and standardization;

• Transfer of expertise to Belarus and Ukraine conducted through the facilitation of participation in regional meetings of SALW commissions and translation and dissemination of existing SALW control tools;

• On-demand technical advice and expertise were provided in order to enhance policy development, design, adoption and implementation;

• Capacities for evidence-based policymaking were enhanced by: improving and updating the regional SALW situation baseline through a regional SALW survey; enhancing data collection and tracking of trends through continuous updating of the Armed Violence Monitoring Platform;

• Mainstreaming gender in SALW control achieved through the implementation of capacity development activities through three gender coach programmes and three national and one regional gender and SALW trainings;

• Strengthening knowledge management carried out through the development of policy-relevant on-demand knowledge products and an online information-exchange platform.

Improved capacity for PSSM through infrastructure security upgrades, surplus reduction and training

• Security of stockpiles was increased through targeted infrastructure upgrades at police storage facilities in Albania (2), BiH (5), Kosovo (2), Moldova (2), Montenegro (2) and Serbia (2). The upgrades were focused on central police storages as well as evidence rooms in main police stations;

• 48,014 SALW surplus and confiscated 9,075 SALW parts and components and 499,999 pcs of ammunition were destroyed;

• Capacity development was provided through the training of a regional pool of MoI trainers and support for national training sessions on PSSM based on the SEESAC curricula piloted under Council Decision 2013/730/CFSP).

Enhanced capacity for investigations, marking, tracing

• Six South-East Europe Firearms Experts Network (SEEFEN) meetings were held, strengthening the operational cooperation among the institutions in Western Balkans (bringing together police, prosecutors, ballistics experts, border police representatives and customs officials); at the regional (amongst the Western Balkans institutions), and the international level (among Western Balkans

authorities and EU, Europol, EMPACT, Interpol, Frontex, NABIS, etc.). • The establishment and operationalization of Firearms Focal Points (FFP) in SEE was supported with.

Reducing illicit possession and misuse of firearms through the support for awareness-raising and collection campaigns

• Regional perception survey on the use, possession and dangers of firearms in South-East Europe was conducted;

• An online awareness-raising campaign seeking to reduce the levels of illicit possession of firearms (see: http://www.armyourselfwith.org/) was implemented in all the languages of the region.

PROJECT OBJECTIVES SEESAC is facilitating strategic and operational cooperation on SALW control in South East Europe in line with the South East Europe Regional Implementation Plan on Combatting the Proliferation and Impact of Small Arms and Light Weapons. Since 2019, SEESAC is also responsible for coordination on the implementation of the Roadmap for a sustainable solution to the illegal possession, misuse and trafficking of Small Arms and Light Weapons and their ammunition in the Western Balkans, as per the EU Council Decision 2018/1788. Specifically, the project will contribute to strengthened regional cooperation, knowledge exchange and information‐sharing on SALW control; comprehensive support the capacity building of border police and criminal police services of the Western Balkans for countering illicit trafficking and possession of firearms though training, Standard Operating Procedures and provision of equipment; and support further enhancement of capacities for PSSM. Direct project beneficiaries are: Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, Serbia and the Republic of North Macedonia. As of 2017 the program introduced limited support for Belarus and Ukraine.

CONTRIBUTING TO THE ROADMAP GOAL Goal 1 - By 2023, ensure that arms control legislation is in place, fully harmonized with the EU regulatory framework and other related international obligations, and standardized across the region. Goal 2 - By 2024, ensure that arms control policies and practices in the Western Balkans are evidence based and intelligence led. Goal 3 - By 2024, significantly reduce illicit flows of firearms, ammunition and explosives (FAE) into, within and beyond the Western Balkans. Goal 4 - By 2024, significantly reduce the supply, demand and misuse of firearms through increased awareness, education, outreach and advocacy. MAIN CHALLENGES ENCOUNTERED • In mid-March jurisdictions in the Western Balkans introduced a wide set of measures to contain the COVID-19 pandemic. These include restrictions to the freedom of movement and public gatherings and downsizing of non-essential governmental and business processes. Furthermore, the state institutions, including SEESAC’s direct beneficiaries, have shifted their efforts to emergency response measures. Because of this, planning of project events has been affected, such as planning of the Regional meeting of SALW Commissions, the operational information exchange and cross‐border cooperation in fighting illicit trafficking of firearms though the South East Europe Firearms Experts Network meeting, and the

I Coordination and Monitoring of the Roadmap implementation: Coordination of Roadmap implementation is done through Regional and Local coordination meetings and bilateral coordination meetings with all the stakeholders that are involved in Roadmap implementation. Coordination:

Two Regional Roadmap Coordination Meetings were organized: on 28 May 2019 in Sarajevo, Bosnia and Herzegovina, and on 20-21 November 2019 in Tirana, Albania. The Third Regional Roadmap Coordination Meeting will be organized online on 3 July 2020 due do the pandemic. The first, second and third round of the local coordination meetings on the implementation of the Roadmap have been supported in 6 Western Balkans jurisdictions covered by the Roadmap. In total, 16 local Roadmap coordination meetings have been supported. These meetings are organized by SALW Commissions. Monitoring of progress towards Roadmap Key Performance Indicators: A regional meeting with representatives of SALW Commissions was organized by SEESAC in Belgrade on 6 March 2019 with the aim to discuss and agree on the final template of the Roadmap Key Performance Indicators (KPIs) Reporting Framework. Following its finalization, the (KPIs) Reporting Framework and a Narrative Report Template were sent to the authorities of the region to collect the data required for measuring the progress on the KPIs. Two regional reports were prepared in 2019 based on inputs received by each jurisdiction and covering the period from January 2018 – June 2019. The Narrative Report Template follows the goals of the Roadmap and enables the authorities from the region to provide a descriptive information on the status of implementation of activities undertaken and planned as well as challenges and needs identified for support under each goal from the Roadmap. A regional meeting with representatives of SALW Commissions was organized by SEESAC in Belgrade on 5 March 2020 in preparation of the 3rd Roadmap progress reports. Participants at the meeting discussed the challenges encountered in collecting the data and preparing the national-level Roadmap reports. The meeting was also organized to present and discuss the working version of the software solution for the automatic data collection. A software for the automatic data collection has been developed with the aim to facilitate the automatic production of the KPIs progress reports, through a web-based application. The application allows the input of data under each KPI simultaneously by several institutions under the same platform. 3rd report covers the period 1 July – 31 December 2019 and has been submitted through a software solution by all six jurisdictions. The 1st regional monitoring report developed and presented during the 1st regional Roadmap coordination meeting;

The 2nd regional monitoring report developed and presented during the 2nd regional Roadmap coordination meeting. The 3rd regional monitoring report is under development and it will be presented during the 3rd regional Roadmap coordination meeting. An online platform to ensure proper outreach and visibility of the Roadmap was developed on SEESAC’s online information exchange platform. II Technical support to SALW Commissions The first media strategy development coach programme was completed by the Head of the SALW Coordination Board of Bosnia and Herzegovina, strengthening the trainee’s capacities for outreach and advocacy. The second media strategy development coach programme will take place in 2020 with the Head of the SALW Commission in Montenegro. The preparations for the training sessions were initiated by contracting the trainer who will deliver the programme. The first sessions will be organized as soon as the situation determined by the COVID-19 pandemic will allow it. III Harmonization of the arms-control legislation with the EU regulatory framework In 2019, the authorities in Albania, Bosnia and Herzegovina, Kosovo, Montenegro and Serbia were supported with development of gap analyses of legal frameworks on control of SALW, ammunition and explosives. Furthermore, two workshops on harmonization of the SALW control legal framework in BiH were organized in Sarajevo, on 16-17 April 2019 and on 24-25 June 2019, while a legal harmonization workshop resulting in the first draft of the new Law on weapons, harmonized with relevant EU regulatory framework, was conducted in Serbia, on 5-6 September 2019. Additionally, a workshop on the legal harmonization of the Law on Weapons with relevant parts of EU Acquis was organized in Podgorica, Montenegro, on 2-3 December 2019. A regional workshop on arms control harmonization with EU Acquis was organized in Podgorica, on 17-18 September 2019. IV Needs assessment of the Border Police

SEESAC has completed a detailed needs assessment of capacities of border police services in the WB region to counter illicit trafficking of firearms. The needs assessment has been developed based on the methodology defined after meetings with Heads of Border Police Services in Albania, Kosovo, Montenegro, North Macedonia and Serbia.

PROJECT OBJECTIVES • The enhancement of SALW control security measures in:

• The project contributes directly to local security and stability, by ensuring that the significant amounts of stockpiled SALW and ammunition under the responsibility of both the Ministry of Defence and the Ministry of Interior of the Republic of Albania are safe, secured, and accounted for. As such, the project contributes to reducing the risk of uncontrolled proliferation at the local and regional level, as well as the risk of uncontrolled explosions, and enhance safety and security for the people and communities.

• First phase of the MoI Mullet storage location security upgrade was completed at the end of August 2019; the design preparation for the second phase of the Mullet security upgrade was initiated and will be finalized by the end of May 2020;

• The week long targeted national Physical Security and Stockpile Management (PSSM) course for the MoI practitioners was completed in Tirana in October 2019;

• In order to start the activities at the two MoD locations, at the end of June 2019, an MoU was signed between UNDP and the Albanian MoD defining the roles and responsibilities of project parties; the works at the Mirake storage location are ongoing and will be finalized by the end of June 2020, while the weapons racks for Zall Herr are being manufactured and delivered to the location.

MAIN CHALLENGES ENCOUNTERED • The main challenge has been in regard to the spread of COVID-19 virus across the world, which has impacted the work of all international organizations and national institutions in BiH. • During the reporting period, UNDP has initiated preparation of the Terms of Reference (TOR) for recruitment of a consultant to conduct needs assessment of BiH Customs which shall include an in-depth review of the infrastructure, equipment and training needs of the BiH Customs' staff. The consultant shall further formulate recommendations in terms of legal framework, administrative and institutional capacities, equipment, training needs.

MAIN CHALLENGES ENCOUNTERED • The main challenge has been in regard to the spread of COVID-19 virus across the world, which has impacted the work of all international organizations and national institutions in BiH. The work of our project counterparts had also to adjust to the increased health risks. ITA officials started working from home, where feasible, and on shifts. In addition, we have also reorganised and staggered other activities such as the assessments whose first part can now be carried out remotely or in writing.

ACTIVITIES IMPLEMENTED (Beginning of the project – April 2020)

• Training for detection at Border posts (First- and second-line check) This training was organized on 14-18 of October 2019 and was developed based on Croatian and BiH best practices, adapted to Kosovo’s context, legal framework, and EU policies are regulations. Through this training participants gained new skills that will support their daily work on identification and detection of different weapons, components, ammunition and explosives. Furthermore, participants were introduced to more innovative detection techniques, handling of crime scene and investigation process including cooperation with all bodies to ensure evidence is secured and processed efficiently. The training provided a hands- on simulation exercise where the participants were able to demonstrate newly learned skills on: detection of firearms; securing the area; securing detected or sized firearms, ammunition or explosives; securing the evidence; and use of specialized equipment and techniques (flexible cameras, scanners, K9);

• Specialized training for green border patrol on detection of firearms, components and ammunition as well as explosives

This training was organized on 21-25 of October 2019 and was developed with the aim to increase the capacities of Kosovo Police Border and Custom officials on detection of potential traffickers as well as how to react in response to incidents during green border surveillance. Through simulated exercises participants gained knowledge on surveillance of green borders and more specifically in early detection, identification and follow up, analysis of possible interception, interception and coordination. The activity served as an opportunity to assess existing SOPs to ensure that they are in line with terrain and existing risks and threats.

• Procure 5 K9 and conduct training in polymer detection; UNDP/KSSP team during Q1 2020 continued to implement planned activities by launching Request for Quotation for procuring K9 dogs, for the Kosovo Police, on sniffing Polymer material. The procurement process was completed successfully, and a company was selected and contracted. Kosovo Police General Director issued a decision which created a three-member panel who would select the dogs and train them. However, due to the health crisis and accompanying restrictions, including a ban on all non-essential travel, the activity could not be completed. The project is in regular contact with the KP and it is agreed that the completion of the activity will take place as soon as it is reasonable to do so. It must be noted that we also need to observe the developments in Croatia, since the selected company to provide the K9 is based there.

• Through an RFP procedure, a software development company has been selected as the vendor for the upgrade to the Weapons Registration and Stockpile Management Software (WRMS);

• Consultations are ongoing for the specification of necessary hardware to be procured for complete functioning of the upgraded software.

• Intensive consultations with relevant stakeholders in the Ministry of Interior (MoI) relating to activities in Component III have been held;

• Recommendation for a working group has been submitted based on consultations with the different departments within MoI. This working group has been officially established with representatives from each department within the Ministry of Interior that is relevant to project activities;

• Internal documentation is being collected and analyzed based on feedback from staff at the Ministry of Interior.

MAIN CHALLENGES ENCOUNTERED • The communication and cooperation with the relevant stakeholders in the Ministry of Interior is often slow and unproductive due to a general lack of capacity, causing delays in delivery;

• There has been an unexpected increase in scope in the Component I of the project. There has also been a need to specify scope of Component II, given the more complex nature of this component. Although this has been closely monitored by the project team, it has taken up valuable time;

• The political situation and frequent elections in North Macedonia contributed to delays in project implementation;

• The COVID-19 situation has impacted the project delivery. Due to the crisis, a number of activities had to be postponed, especially as they relate to work with planned international consultancy. Efforts are being made to fill in some of the gaps through remote work, especially as they relate to activities in Component III. The cooperation with the Ministry of Interior has also been affected, as its capacities have been focused on enforcing the measures for management of COVID-19 in the country.

PROJECT OBJECTIVES • The mission of the joint United Nations Office on Drugs and Crime-World Customs Organization (WCO) Container Control Programme (CCP) is to build capacity in those countries that seek to

improve trade security and facilitation standards and controls at their borders and to facilitate legitimate trade and state revenues. The CCP develops capability to profile, target and examine containers being used for the transport of illicit goods. At the very core of the Programme, is the creation of inter-agency Port Control Units (PCU) consisting of customs and law enforcement agencies. The PCUs are trained according to a specialized training methodology developed by the CCP. The trained officials will be part of the global network of container profilers linked in the WCO Container COMM information sharing system and will also participate in regional and international meetings and operational exercises.

CONTRIBUTING TO THE ROADMAP GOAL Goal 3 - By 2024, significantly reduce illicit flows of firearms, ammunition and explosives (FAE) into, within and beyond the Western Balkans. Goal 4 - By 2024, significantly reduce the supply, demand and misuse of firearms through increased awareness, education, outreach and advocacy. • Workshop on Information Exchange. Experience and Opportunities in Ljubljana (Slovenia) in November organized along with the PCC-SEE Secretariat: With the purpose to promote the EU standards on this field, especially the cooperation through Europol;

• TAIEX Workshop on Online Investigations on Firearms in Skopje (North Macedonia) in December: with the main purpose of enhancing the online investigations on firearms in the SEE region, both on the Internet and on the Darknet. Organized with SEESAC;

• Online Meeting on WESTERN BALKANS JAD 2019 Debriefing and JAD SEE 2020 Preparation Meeting in April organized with GIZ where representatives from participant countries and international agencies had the opportunity to expose their opinions about the last JAD Western Balkan and to propose initiatives for the JAD 2020.

MAIN CHALLENGES ENCOUNTERED • Due to COVID-19, activities planned for the first semester of 2020 have been suspended or canceled, and activities planned for the second semester are complicated to organize or are at risk due to uncertainty.

ACTIVITIES PLANNED UNTIL END 2020 • Joint Action Day Western Balkans/South East Europe in July-September 2020. The JAD will be a Joint Operation among EMPACT Firearms (coordinator), CCH, FII and Environmental Crime. It will hold a double purpose: Data-collection activity with the subsequent joint analysis among all the participants and a targeted intensification of services over the borders in the Operational Phase. A preparatory online meeting took place in April.

ACTIVITIES IMPLEMENTED (Beginning of the project – April 2020)

The OSCE Mission to Serbia held a meeting with the Serbian MoI and agreed that:

• MoI will appoint a contact person responsible for the coordination of the project implementation;

• MoI will facilitate the inception of the Working Group (WG), that will analyse, plan, design and implement the awareness raising campaigns;

• The Mission will organize a meeting with the Working Group to start the drafting of the media plan and the plan for awareness activities, including media products.

• The Mission will engage local safety councils and community police units in awareness activities;

• The Mission will hire two experts who will provide technical assistance to the Working Group;

• The Mission will further fundraise for the additional resources to cover the budget gap address other needs expressed by the MoI.

MAIN CHALLENGES ENCOUNTERED • As of 16 March, following Government’s decision to declare a state of emergency due to COVID-19 pandemic, MoI’s staff official trips abroad, meetings and other activities, both in the country and abroad are postponed, until further notice;

• Due to COVID-19 pandemic, the Working Group for planning, designing and implementing awareness raising campaigns is not formed and functional;

• The Mission should continue being proactive for reaching out to project beneficiaries and key partners and co-ordinate the activities.

first-line responders (such as police and the judiciary) have been suspended or cancelled, and

their implementation in the Q2 depends on COVID-19 context in the country.

PLANNED ACTIVITIES UNTIL END 2020 • Analysis of administrative data collection practices on domestic and intimate partner violence, including femicide and develop recommendations for improvement of existing practices of data collection with the focus on use and misuse of legal/illicit SALW, including victim-perpetrator relationship and type of violence committed, as well as institutional procedures and response.

Timeline and implementation of the following activities depends on the duration of the COVID19 crises:

• The research on the judicial practice and response of the criminal-justice system related to detecting and misuse of firearms in the cases of domestic violence;

• Development and implementation of the trainings for the police on the detection of legal/illicit firearms in domestic violence and the activities for improving multi-agency cooperation that involve face to face meetings;

• The professional meetings to improve knowledge of judiciary on the risks and consequences of firearms misuse in the context of domestic violence;

• Joint face-to face learning sessions of media, CSOs and institutions to initiate establishment of multiagency female homicide review.

The COVID19 related challenges and difficulties are identified and are closely monitored by the project management. The management decisions will be made in accordance with the UNDP’s risk management system and with the approval of the donor.

PROJECT OBJECTIVES • The overall aim of the project is to strengthen institutional approach in advancing for effective

work in the field of forensic (according to ENFSI standards) and enhance the investigative

capacities of the Kosovo Forensic Agency and the Kosovo Police in solving explosive and

improvised explosive devices cases related to terrorism, extremism, radicalism and organized

crime.

CONTRIBUTING TO THE ROADMAP GOAL Goal 2 - By 2024, ensure that arms control policies and practices in the Western Balkans are evidence based and intelligence led. Goal 3 - By 2025, significantly reduce illicit flows of firearms, ammunition and explosives (FAE) within and beyond the Western Balkans. Goal 5 - By 2025, substantially decrease the estimated number of firearms in illicit possession in the Western Balkans.
