Mater Misericordiae Ltd was delighted to open Mater Private Hospital Springfield in October 2015.This 80-bed Mater Private Hospital facility includes a Mater Cancer Care Centre and enables residents from Springfield and surrounding areas to access care closer to home. Group Chief Executive, Dr Shane Kelly, sees this as the beginning of Mater’s long term contribution to the health and wellness of the Springfield Community.

Australians are living longer with increased chronic disease which is putting pressure on the health system. We simply must look for new and improved ways to provide care and help keep people well. Health City offers a unique opportunity for partners to collaborate, innovate and work with the Springfield Community to give them the best opportunity to live a healthy, vibrant life.

The plan for Greater Springfield’s ‘Health City’ precinct was developed in concert with Harvard Medical International. It represents a step-change in the trajectory of health and wellness services delivery with integration and innovation at the core of its unique architecture.

‘Health City’ forms part of the Greater Springfield master plan which was declared worlds-best in 2010. Integrated pillars of education and information technology also strongly underpin the emergence of Greater Springfield as Australia’s fastest growing new smart and digital city. We believe that it’s exercise in nation building with setting the benchmark for others to follow being central to its character.

Worldwide, our healthcare system today faces escalating challenges. Exponentially rising costs, rising prevalence in chronic disease and an ever increasing aging population are placing tremendous pressure on our healthcare systems.

There is an increasing need to reduce costs, increase efficiency and provide value. Above all, there is a need to truly consider the consumer at the centre, greater health promotion, and to provide incentives for better health outcomes.

The inaugural Shifting Health by Design 2016 symposium, held in May 2016, was the first in a series of forums focused on provoking innovative thinking and co-creation to shift health from illness towards wellness and explore the future possibility of a better health system.

Shifting Health by Design 2016 was pioneered by Health City Springfield Central, facilitated by Aurecon, in partnership with Mater Health Services, Aveo and Springfield Land Corporation.

Delegates including health professionals, executives, researchers, planners, architects and thought leaders contributed to in-depth discussion, analysis and co-creation based on the key challenges facing today’s health system.

In addition, Honourable Cameron Dick MP, Minister for Health and Minister for Ambulance Services, launched Advancing health 2026, a vision and 10-year strategy for health in

Queensland during his opening address at Shifting Health by Design 2016. This strategy includes the promotion of wellbeing, empowerment of the consumer and workforce, implementation of alternative funding models, an increase in the availability of electronic health data to consumers and a strong promotion of research and innovation. The Minister acknowledged Health City as a place for innovation in health to occur.

This Shifting Health Manifesto has been developed to push forward our commitment for change, our commitment to shift health from illness to wellness, embrace innovation and disrupt the norm to truly enhance all forms of human health. It includes our future health paradigm co-designed at #shiftinghealth2016 and focusses on the unique role that Health City Springfield Central can play to catapult this shift.

Conceived by Springfield Land Corporation with the help of Harvard Medical International with the purpose of doing something absolutely unique, Health City is set to take health to new innovative frontiers, of integrated health, science and delivery in Queensland and Australia.

Health City is the largest site totally dedicated to all forms of human health in one spot, unique to Australia, and is set to become a world renowned integrated health precinct underpinned by health promotion and wellness, whilst serving as a major global leading medical, research and innovation hub.

This unique health precinct is designed to ultimately provide a comprehensive line-up of medical and allied health services along with wellness facilities, in a fully integrated e-medical and population health model that will grow exponentially to meet the projected needs of the region’s vibrant community.

Health City is uniquely positioned to play a vital role in Shifting Health, to move towards a better future health paradigm, one from illness to wellness. It presents us with the opportunity to disrupt the norm, rise up and embrace innovation for the benefit of human society. An opportunity to provide the community with access to high quality, integrated health services across the health and wellness continuum, whilst becoming a world leader in health research and innovation.

Health City Springfield Central (Health City), the health precinct of Greater Springfield and surrounding region, is a 52-hectare greenfield development which resides within the 390ha CBD of Greater Springfield, Springfield Central.

Health City will be a vibrant, lively precinct, well designed for integrated and multi-generational living never seen before, providing a rich environment for collaboration. It will be a place where residents can truly live, learn, work, play, share and thrive.

The founding partners of Health City Springfield Central include Mater Health Services, Aveo and Springfield Land Corporation.

New partnerships will continue to be developed to progress this one-of-a-kind, world class health precinct, especially in the area of primary and community health, education, research, technology and digital innovation as these aspects will play a vital role in the development of wellness outside the hospital and the development of a healthy, vibrant community.

4. Digital InnovationWith health moving at an electronic speed, especially in the areas of digital and e-health, there is the unique opportunity to enable complete digital transformation, to disrupt the norm and to enhance all forms of human health for our society. Such transformation will have a major impact on providing greater accessibility, alternative and more efficient service delivery models, better health prediction and management and a dramatic reduction in human error.

5. Ability to attract leading expertise in health, education and research

With serious innovation, education, research and development, there is an opportunity to not only retain the current health workforce and expertise, but also attract new skills and competencies. With a projected workforce greater than 19,500 people (EY, 2014), Health City will make a major contribution to not only the Queensland and Australian economies, but also to the advancement of health and wellness globally.

3. New innovative frontiers of integrated health, science and delivery

Strategically located adjacent to Education and IDEA City, all within the Springfield CBD, providing a unique and favourable environment for integration and collaboration between education, research and industry.

6. Strong focus and commitment to health and wellnessWith an average population age of 28 years, Greater Springfield including Health City are heavily committed to health and wellness. Health City will be an activated vibrant precinct with lots of room to play, learn, share, connect and enjoy with friends and family.

7. Research (Population Health)Health City is in a unique position through the use of an engaged ‘captured population’ to determine the ‘blueprint’ to building a world leading health and wellness community whilst supporting the community to reach their health and wellness aspirations.

10. Established Vision with Strategic GovernanceHealth City has an established Vision that contributes to a vision for the community of Greater Springfield to “live well, live happily, live longer”. Also established is the Health City Strategic Governance Group with a key role to take reasonable steps to ensure that initiatives/developments align with the Health City Vision and provide ongoing guidance for, monitoring of, the implementation of the Health City Strategic Plan.

Population Health StudyA population health (measurement) approach in partnership with health providers, schools & universities and industry using scientific rigour, statistics and data analysis. This will provide better understanding of health and disease within the community to enable effective identification of where health promotion efforts should be directed to ultimately create a shift in health from illness to wellness. The method uses an engaged ‘captured population’ of Greater Springfield to attain the ‘blueprint’ for a cost effective world leading health and wellness community.

Research & InnovationIn collaboration with Universities and Research partners, this type of exploration will involve research into what has been done elsewhere, relevant for implementation in Greater Springfield, and provide greater understanding of what human health aspects we would like to measure. Additionally, it will drive innovation via exploration of topics and innovative ideas representing what can be possible for our future health paradigm (i.e. Digital/Smart Health). It will showcase Health City Springfield Central as a global leader in research and innovation and will provide the mechanism for the capture and sharing of innovation in a connected rather than disjointed manner.

Community EngagementEngagement with end users and care providers via surveys, interviews, etc. to fully understand and empathise with the end user by placing them at the centre. This will provide insight into the emotional experiences of the end users and further understanding of all the touch points and treatment pathways through the health system in order to truly create value for the community.

Think TanksThe Shifting Health Think Tanks will involve groups of committed knowledgeable subject matter experts and others interested to participate in a collaborative environment with a focus on driving innovation and movement towards our future co-created health paradigm.

The Shifting Health by Design symposiums are planned to progress every second year with ongoing explorations based around each of the four essential elements (Population Health Study, Community Engagement, Research & Innovation and Think Tanks) to occur every 3 to 6 months. Workings and findings of the ongoing explorations will be presented with further exploration and discovery undertaken at each bi-annual Shifting Health by Design symposiums.

Health City Springfield Central is committed to its vision and thus committed to shifting health, to driving innovation and movement towards our future health paradigm as set out in this manifesto. The ‘Pathway’ or Shifting Health ‘Vehicle’ which will drive this shift is comprised of four essential elements – Population Health

Study, Community Engagement, Research & Innovation and Think Tanks. Explorations will be designed based on these four essential elements, drawing upon the co-designed discoveries from #shiftinghealth2016 and will continue to evolve as they are further explored, dissected and tested over the coming years.

At the hub of Health City is a state-of-the-art Mater Private Hospital Springfield campus. September 2015 saw the completion of Stage 1 AU$84 million, 80-bed Mater Private Hospital facility, including Mater Cancer Care Centre Springfield, which received AU$27 million in funding from the Commonwealth Department of Health and Aging, and Radiation Oncology Centres.

The Cancer Care Centre is the first of its kind in the Western Corridor, and will assist in further defining the regional importance of this project which for the first time additionally

Mater Private Hospital Springfieldprovides access to oncology and support services between Brisbane and the Darling Downs.

Additionally, Mater Private Hospital Springfield (MPHS) recognises the importance of engaging with consumers to support the successful integration of health, education and research for a healthy community. In support of this acknowledgement, MPHS has recently created the Patient and Family Advisory Council with the appointment of seven consumer representatives from a diverse range of backgrounds to sit on the Council.

Aveo Springfield’s Integrated Retirement Community is the largest and most advanced seniors living campus of its kind in Australia. It presents an unparalleled opportunity to integrate the continuum of care in a world class development and will offer:

• A truly integrated model of accommodation and services offering Independent Living, Serviced Apartments and Residential Aged Care options with primary and home care, providing an authentic and genuine health and wellness experience. Residents are able to move between the different styles of accommodation as their needs and lifestyles change, whilst still remaining as part of the community.

• The incorporation of intergenerational living with an onsite childcare centre, allowing residents the opportunity to spend more quality time with their grandchildren and extended family.

• A highly integrated design for building a true “Community for Life” with direct access to the main street whereby residents can easily access shops and cafes and live harmoniously with other residents of the Health City precinct.

• Dementia-friendly design incorporating research and education.

Construction of Aveo Springfield is currently underway with a total of 2500 units contracted to be delivered over a 20-year period across 10 hectares and located in very close proximity to the Mater Private Hospital Springfield campus. Appendix | Greater Springfield: “A City Planned for Greatness”

Strategically located in the major population base of South East Queensland, Greater Springfield is the newest and largest (2,860 hectares) emerging master planned city in Australia, outside of Canberra. With a current population of 34,000 and an equivalent population by 2030 estimated at 138,000 including 52,000 workers. Currently, Greater Springfield’s location provides access to a population of 560,000 within a 22-minute drive (Urbis, 2013).

A healthy and vibrant lifestyle is the mantra of Greater Springfield, designed and dedicated as a new healthy community to uplift human and social capital. Built on the

three interconnected fundamental pillars of health, education and information technology with precincts and economic drivers established to eventually cater for all forms of health, wellness, education, and innovation.

The international award winning masterplan provided a high-level amenity for a healthy and vibrant community. Greater Springfield and its CBD is developing quickly, on the back of a master plan focused on future jobs, growth, opportunities and complete integration across livability, health, education, business, technology and innovation.

Greater Springfield is situated within the wider catchment of South East Queensland’s Western Corridor, a major growth corridor expected to experience significant increases in population over the next 15 year period with an additional 1.3 million people forecast to reside in the area by 2031 (Urbis, 2015). Also located close by is the Amberley airbase, which is being expanded into a super-base .

Greater Springfield has already attracted over $12 billion in private and public investment, growing at over $600 million annually increasing by 18-20% annually (Chairman, Springfield Land Corporation, 2016).

Springfield’s CBD known as Springfield Central, occupies 390 hectares and is double the size of Brisbane’s CBD in land area. Springfield Central is fast becoming the business heart of the high-growth Western Corridor and one of South East Queensland’s most attractive new business addresses.

Additionally, strategically planned infrastructure is already in place including the AUD $1.2 billion Springfield Rail and transit hub and dark fibre optic network connectivity. The average age of the Greater Springfield population is 28 (Queensland Government Statistician’s Office, 2016). Also interesting is that 89% of total occupied private dwellings in the community have an internet connection compared to 78% statewide (Queensland Government Statistician’s Office, 2016).

“All Roads Lead to Springfield” – Greater Springfield has been designed for easy access from all four directions. Only a 28 minute drive to Brisbane CBD, a 41 minute rail trip from Springfield Central Station to Brisbane Central Station and a 35-40 minute drive to the Brisbane Airport.
