The times they are a changin Bob Dylan said that, and I think it describes the Housing sector at present.
We start the year with our first, pilot self-funded development at Cessnock completed and new tenants will be moving into the four newly built town-houses shortly. To continue our development pipeline, in November we purchased vacant land site at Raymond Terrace. We have appointed a contractor to construct two three-bedroom homes on the site and we plan to reinvest the sale proceeds from these to fund our working capital for other developments. Being a Tier 1 housing provider with building developments underway, we are well positioned to participate in several new opportunities announced by NSW Government. You can read more on page 2 about the Govern-ments new social housing policy released in January Future Directions for Social Housing in NSW. This policy has the potential for a significant impact in the growth of PLH assets, tenant programs and how we deliver our services. We will keep you updated as changes happen. Also an-nounced by NSW Government were two further initiatives: Communities Plus tenders for building a mix of 3,000 private, afforda-ble and social housing units on seven sites around NSW, including Gosford and Glendale. Social and Affordable Housing Fund NSW Government has established a dedicated $1billion fund for delivery of up to 3,000 new social and af-fordable dwellings. Pacific Link is reviewing all of these opportunities and welcomes these new programs from Government that aim to address the shortage in supply of housing for the most vulnerable.

Gosford Council backs push for more Social and Affordable Housing.
Council will write to the NSW Premier, Treasur-
er and Minister for Social Housing to express its
support for this initiative and emphasise the
importance of affordable and social housing
projects in Gosford City.
This fund will provide a long term revenue
stream with $1.1 billion in seed capital, with the
first phase set to deliver an additional 3,000
social and affordable homes.
It aims to deliver a number of social outcomes
for tenants including improved employment
and education prospects, support for women
and children who have experienced domestic
violence, and help for people with mental health
needs.
Given there is a need on the Central Coast for
these type of hous-
ing projects and
many local organi-
sations will be eli-
gible to apply for
funding, Council
feels it is important
to support an initi-
ative that will re-
duce waiting lists for the regions most vulnera-
ble families.
The State Government has released the long
awaited housing policy ...Future Directions for
Social Housing in NSW.
It sets out the NSW Governments vision for social housing
over the next 10 years. This strategy will drive better out-
comes for tenants including helping those who are able to
transition out of social housing. It looks at the whole contin-
uum of housing from homelessness to the private market.
It provides focused support to help people avoid long term
social housing tenancies, while also recognising the role sta-
ble housing plays in the lives of people who are not able to
live elsewhere.
Future Directions is underpinned by three strategic
priorities:
More social housing
More opportunities, support and incentives to avoid and/
or leave social housing
A better social housing experience.
This will achieve the following outcomes:
Increase successful transitions out of social housing by 5%
Increase the proportion of young people who successfully
move from specialist homelessness services to long term
stable accommodation by 10%.
For this to be successful the NSW Government will collabo-
rate with the private sector, the not-for-profit sector and all levels of government to create a social housing system which
is sustainable and responsive.

Construction of our properties at 16 Chapman Street, Cessnock will be delivered on programme. We had some delays over the Christmas period which stopped us from being able to hand the buildings over early. We have had no Health and Safety incidents or near misses which is down to the careful management of the site by our builder Hotondo Homes. See photo opposite!
Work has started on our newest site at Freeth Street, Raymond Terrace. We are building two three bedroom houses. Hotondo Homes are working with us again and we have already got the site preparation, sewer construction and pouring of the ground slab finished in both houses. This week we also put up the frames and windows!
In Woy Woy we are in a joint venture with Evolve
housing building a four storey apartment building
with 30 units and a commercial office underneath.
Work has now started and we are hoping to appoint
one of our tenants as an apprentice on the site. Hope-
fully well have more news on that in the next edition!

Learner Driver
Program
PLHs NEW Learner
Driver Program is now available
If you have your Learner Licence, you could be eli-
gible to apply for the following package;
After 70 Hours: 10 hours of driving lessons
from one of four driving schools.
After 100 Hours: PLH will pay $140.00 for the
learner driver to attend the Safe Driver program,
which credits 20 hours in the log book.
At 120 Hours: PLH will contribute $100.00 towards the cost of the driving test and provisional license.
In addition to the above, PLH will loan applicants an interest free loan of up to $1000.00 to assist with further lessons. This can be sourced at any time in the process from 0 to 70 hours.

eligible to apply.
There is NO Age Limit. Applicants must have a tenancy of at least 12 months with a good rental and no anti-

Sport Health Exercise
& Wellbeing The SHEW Program offers an amount of up to
$250 to assist each eligible child (between 512
years of age) living in Pacific Link Housing,
with some of the cost associated with sporting,
physical activity and exercise.
The SHEW Funds can be used
to purchase items or services,
which will help the tenant in
their physical education or activities e.g. arts,
dancing, football and swimming etc.

Again, another successful round of scholarships, to start the year. It was inspiring to see that there
were several university entrants and advanced education students in the group this time round. As well
as the kids in primary and high school years applying for laptop packages, which is always exciting.
We are very proud at PLH to be able to offer such a great program to our tenants. It feels like we have
become extended family in some cases, when we get to hear their stories, and later on, the difference
that the scholarship made to their lives. Gives me Goosebumps!

Dunbar Way residents were very excited to have
recycling bins delivered onto their estate once again.
Thanks to Remondis (Narelle) and Gosford Council, we
also had a very educational morning on the dos and don'ts
of recycling, not to mention the benefits i.e. when you
recycle, you help save important natural resources like
minerals, trees, water and oil.
Mr Yellow was also there to encourage
children to become involved and shared
some important tips for recycling right;
Recycling Tips
No plastic bags: Simply put your recyclable items
loosely into the bin. Staff at the recycling centre will not
open plastic bags, so anything placed in a plastic bag will
end up in landfill.
Recycling right: Make sure jars, bottles and cans are
empty and contain no liquid or food. Tip out your liquids
and scrape out any food remains. If you prefer to wash
your recycling use old dishwater instead of fresh water.
Did You Know? After the truck empties your Yellow Recycling Bin its taken to
a factory called a MRF where we sort all your recycling back
into their individual items. Some people put the wrong items
in their Yellow Bin which means sorters have to remove this
rubbish by hand make sure you only place recyclables such
as plastic bottles and containers, aluminium cans, steel cans,
glass bottles and jars, paper and cardboard in the Yellow Bin!

PLH ANNUAL GARDENING COMPETITION
Its time again to remind all of our avid green thumbers, and hopefully some budding gardeners, about PLHs an-
nual garden competition.
The competition is open to all tenants, of all ages. We are looking for inspiration in designs this year. It could be a
patio garden, a paved or potted area, a vegie patch or a children's garden. It could also be
a place in the garden where you go to relax in the peaceful sur-
rounds. Use your imaginationanything is possible!
If you are like me and love Gardening Australia on the ABC,
they have a mile of photos and factsheets to help you with
hundreds of different planting and gardening ideas on their

Please provide any specific information about your garden that you would like to make
our judges aware of, such as specific location (e.g. side or rear of house) or special access
requirements.
Judging will commence in September/October 2016. All gardens are judged on design and layout, plant selection,
plant health and maintenance, and water savings measures used in the garden. Ten-
ants will be contacted to be given an allocated judg-
ing time for their garden.
I have also added some photos of tenants gardens to
give you some inspiration. Cant wait to see the re-
sults, so good luck everyone.

Signs of a Cockroach Problem
We have noticed an increase in German cockroaches at some recent property inspections with some serious infesta-tions also being reported by tenants. German cockroaches are a light brown colour (tan) and are easily identifiable by its small size and by two dark parallel lines running from the back of the head to the wings. They cannot fly and adults grow to approximately 10 15mm long. Usually found in warm areas containing food and moisture, typically the kitchen (e.g. microwave, fridge, stove, toaster etc.), pantries, cupboards under sinks, or near hot water sys-tems. German cockroaches are mostly active at night, when they forage for food, water, and mates. During the day they hide in cracks and crevices and other dark sites that provide a warm and humid environment. They may be seen during the daytime, particularly if a heavy infestation is present or if there is some other stress, such as a lack of food or water or an application of pesticides. Sanitation is by far the most important component of any pest control effort! Failure to practice good housekeeping is the primary reason for outbreaks of German Roaches. Like most pests, German Roaches require 3 things to thrivefood, water, and shelter To eradicate German cockroach infestations, a professional pest control spray (fogging) will likely be needed The treat-ment is required twice. The first, is to kill all the cockroach-es. The second spray will be in approximately 4 6 weeks to treat all the eggs that have hatched which will break the breeding cycle. ANTISOCIAL BEHAVIOUR (ASB) REFORMS
NSW Parliament passes Anti Social Behaviour reforms, 15 October 2015.
All NSW social housing providers have to work within the legislative requirements of The Residential Tenancies
Act 2010 (NSW), which includes a section requiring landlords to ensure that their tenants do not act in a way
which interferes with their neighbours peaceful enjoyment of their premises.
Social housing providers (both Public housing and community housing) have recently acquired a range of new
powers to tackle antisocial behaviour (ASB).
The Residential Tenancies and Housing Legislation Amendment Bill provides a new layer of tools for social hous-
ing providers to deal with tenants who commit serious crimes or other types of antisocial behaviour.
In summary, the legislation will:
Require mandatory termination of a tenancy if a tenant or occupant engages in certain criminal activity
Introduce a 'three strikes' policy for alleged breaches of the tenancy, with conclusive presumptions of breach
in proceedings for termination at the Tribunal
Allow anonymous evidence from neighbours in terminations proceedings at the Tribunal
Allow conclusive evidence certificates of costs of work undertaken by the social housing landlord
What is Antisocial Behaviour?
ASB is behaviour which disturbs the peace, comfort or privacy of other tenants or neighbours or the surrounding
community which causes a breach of the tenancy agreement under the provisions of the Residential Tenancies Act
2010. What is regarded as anti-social varies according to local culture and practice and the degree of tolerance of
difference within a community. However ASB, at least in general terms, can include:
Noise Intimidation through threats or actual violence harassment Homophobic behaviour
Abusive behaviour aimed at causing distress or fear to certain people e.g. elderly or disabled people
Hate crime targeted at a person e.g. ethnicity, religion, sexual orientation Dumping rubbish
Animal nuisance, including dog fouling Vandalism, property damage and graffiti.
Pacific Link Housing is currently reviewing policies in view of this new legislation and will advise tenants of any
changes to our current procedures.

Simple ways to save money Small changes can make a big difference to your bank balance. Change one thing you do regularly and you could save money. Some examples are:
Here are some tips for saving money next time you're at the supermarket:
Take a list so you don't forget anything. Only buy what's on
the list. This makes it easier to stick to your budget.
Put your grocery money in an envelope. Don't take any oth-
er cash or cards with you so you can only spend what you

In your grandparents' generation, 'normal' was very different.
Firstly, our lives have become busier and we do both a lot more and a lot less at the same time. For a start we don't physically move as much, with more of us working in sedentary jobs, spending much of the day sitting. We drive rather than use our legs and walk - we watch television and use mobile phones and devices for hours on end. We will often take shortcuts wherever we can.
Secondly, we are eating far more unhealthy foods and not enough good stuff. Por-tion sizes have gone up, but fruit and vegetable consumption has gone down. We eat take away at lunchtime instead of a packed lunch and the amount of sugar con-sumed has grown exponentially - in our grandparents' day confectionary was a treat but today entire supermarket aisles are dedicated to it.
Basically we are opting for ease instead of health. It is all too easy to think it's normal, but it's not. In fact, it's creating a huge problem for us, our health and society at large. More than 52% of adults in NSW are either overweight or obese. That means it's "normal" for around half the state's population to carry extra kilos that can lead to serious illness like heart disease, stroke, cancer and type 2 diabetes.
Make Healthy Normal is about adding a few extra activities to your daily routine to increase the amount of time spent moving! Its not about becoming a gym junkie, it's about adding incidental activities and making small changes to your day, moving more and decreasing the amount of time you spend sitting. Be creative! Leave your desk for lunch, have a 'walk and talk' meeting, or get up and move during TV commer-cial breaks. If you can move around while you read this, youve already made a start!
It's a problem that not only compromises our health, it reduces our quality of life and costs the state of NSW over $19 billion a year. So it should come as no surprise that the organisation behind 'Make Healthy Normal' is NSW Health. With this new cam-paign, NSW Health is aiming to challenge our current perceptions of an unhealthy normal, and provide simple and effective solutions to help you make healthy choices.

Ingredients
150g butter, melted, cooled
1 cup firmly packed brown sugar
1 egg, lightly beaten
1 teaspoon vanilla extract
1/2 cup plain flour
1/3 cup self-raising flour
1/4 cup cocoa powder
1/2 cup desiccated coconut
130g packet white chocolate
Easter eggs, foil removed
Chocolate ganache
200g block milk chocolate, chopped
1/3 cup thickened cream
Method
Step 1Preheat oven to 180C/160C fan-forced. Grease a 20cm
x 30cm lamington pan. Line with baking paper extending paper
2cm from edge of pan at long ends.
Step 2 Place butter, sugar, egg and vanilla in a large bowl. Stir
until well combined. Sift over flours and cocoa. Add coconut.
Stir to combine. Spread mixture into prepared pan. Bake for 25
to 30 minutes or until firm to touch. Cool completely in pan.
Step 3Make Chocolate ganache: Combine chocolate and cream
in a heatproof, microwave-safe bowl. Microwave on medium-
high (75%) for 2 minutes, stirring every 30 seconds with a metal
spoon, or until melted and smooth. Spread ganache evenly over
cold base.
Step 4Using the picture as a guide, gently press Easter eggs
into ganache. Refrigerate for 20 minutes or until set. Cut into
squares. Serve.

Ingredients
12 large multigrain bread slices, crusts
removed
425g can tuna in spring water, drained
15g baby spinach leaves, roughly
chopped
125g can corn kernels, drained
6 eggs
2 eggwhites
Method
Step 1Preheat oven to 180C/160C
fan-forced. Grease 12 holes of a 1/3 cup
-capacity muffin pan. Place bread on a
chopping board. Using a rolling pin,
flatten slightly. Line muffin holes with
bread slices.
Step 2
Combine tuna,
spinach and
corn in a
bowl. Whisk
eggs and egg-
whites togeth-
er in a jug.
Step 3Divide tuna mixture between
bread cases. Pour egg mixture over fill-
ings. Bake for 20 to 25 minutes or until
egg has set. Stand for 5 minutes.
Remove pies from pan. Cool. Wrap each
pie in plastic wrap. Refrigerate.
