    INTRODUCTION Blacktown City Council is committed to the conservation, restoration and enhancement of our environment. In keeping with ecologically sustainable development principles, Council works to balance social, economic and environmental values and imperatives. We are working to rehabilitate our waterways, conserve and protect local bushland and wildlife, extend native habitat, improve air quality, and reduce waste and our carbon emissions to provide a healthy environment for residents of Blacktown now and in the future. We are committed to enhancing our environmental awareness and to engaging with our community to improve environmental outcomes throughout Blacktown City. We work in partnership with our community, our suppliers and other stakeholders to continuously advance our journey toward environmental sustainability. This journey includes striving to:

    protect and enhance biodiversity

    reduce our consumption of resources

    take action to reduce our waste and carbon pollution

    engage with our community to support and encourage improved environmental sustainability outcomes.

    Blacktown City 2025 Blacktown City 2025 provides a strategic framework for Blacktown City Council to operate over the next 15 years and beyond. One of the guiding principles of Blacktown City 2025 is “sustainable”. The foundation of the Vision is built on sustainability or the Triple Bottom Line. Our Vision’s focus is to ensure sustainable community, environmental and economic benefits through practical and balanced measures. The sustainability principle underpins all 9 Strategies and 9 Trigger Projects. A series of Strategies and Trigger Projects have been developed to ensure Blacktown City 2025 becomes a reality. The Strategies comprise 9 directions that are linked to and are independent of each other. The identification of these Strategies allows Council to target key areas and develop their potential in Blacktown City now and into the future. Blacktown City 2025 includes the following Strategies:

    Blacktown City 2025 identifies as a trigger project the Environmental Sustainability Framework, as follows:

    ‘To develop an integrated environmental framework that encompasses the many established environmental policies of Council and identifies the future emerging environmental issues’.

    In order to develop the Environmental Sustainability Framework (ESF), a review of Council’s current environmental sustainability strategies, plans and policies was undertaken. As a result of this review, an Environmental Sustainability Policy and Environmental Sustainability Framework have been developed.

    Environmental Sustainability Policy As a key component in the development of an effective framework, an Environmental Sustainability Policy to provide guidance and support was developed, with Council adopting the Environmental Sustainability Policy in November 2009. The purpose of the Environmental Sustainability Policy is to provide a rationale, set of objectives and focus areas by which Council undertakes to conserve and enhance our local environment. The Policy also seeks to formalise Council’s demonstrated commitment to lead by example by embedding best-practice environmental sustainability management within Council operations and to move towards our goal of becoming a carbon neutral organisation. The objectives of the Environmental Sustainability Policy are to:

    Identify, implement and promote best practice environmental management across Blacktown

    Ensure Council operates in an ecologically sustainable manner by reducing resource consumption, waste production and environmental pollution

    Enable, encourage and support all staff to participate in environmental conservation initiatives by providing effective training and education opportunities

    Encourage a holistic view of Council operations to enable us to link and balance our economic, social and environmental responsibilities

    Ensure compliance with relevant legislation The full Environmental Sustainability Policy is provided at Appendix 1.

    Environmental Sustainability Framework (ESF) The ESF encompasses the many established environmental strategies, plans and policies of Council, lists current actions, identifies future emerging environmental issues. Where appropriate it include partnerships and collaborative approaches. This is in keeping with the provisions of the Integrated Planning and Reporting Framework for Local Government. The ESF is based on the themes in the Environmental Sustainability Policy being Our Assets, Our People & Settlements, Our Water & Catchments, Our Land & Biodiversity and Our Climate & Atmosphere.

    Action Tables The action tables contained within the ESF are intended to provide the following key information:

Any new emerging environmental issues not currently listed will be incorporated into the ESF annually. Funding opportunities will continue to be explored for emerging environmental issues including any external grant funding.

    Council Report Number/Name: TT211230 - Blacktown City Bikeplan Date Adopted: 22 August 2001

    Council is developing a network of off road cycleways and shared paths to provide both an alternative form of transport and also encourage a healthy and active lifestyle. Council’s paths are designed to provide connectivity with regional paths for longer rides for cycling enthusiasts and also links to many of the recreation areas and sights around the local area. To date there is approximately 90km of cycleways and shared paths that are available with Council committed to further improving the network through its annual works program and development of facilities in new release areas.     Bushland Regeneration & Revegetation Strategy

    Council Report Number/Name: ER270103 - Bushland Regeneration & Revegetation Strategy Date Adopted: 12 December 2007

    The Bushland Regeneration and Revegetation Strategy was prepared to guide regeneration and revegetation within Council's Open Space network. It applies to Blacktown’s remnant vegetation and addresses the management of ecological communities occurring on land within Council’s ownership or care, control and management. Last Review date: July 2009 Next Scheduled Review date: The Bushland Regeneration & Revegetation Strategy will be superseded by the Biodiversity Strategy once it is adopted by Council. It is currently under development as a key component of Council’s Regenesis project.

    Clean Cities Strategy

    Council Report Number/Name: ER270061 - Draft Clean Cities Strategy Date Adopted: 18 July 2007 The Clean Cities Strategy provides the foundations for improving public place amenity as a central element in building clean, safe communities with an improved sense of ownership and belonging. The approach aims to extend beyond traditional cleansing and servicing of public spaces and places by acknowledging the importance of broader social issues influencing public place behaviour. The Clean Cities Strategy seeks to provide the following outcomes:

    an approach to integrate clean, safe, and sustainable public spaces and places

    a high level of acceptance, commitment and participation of Council employees and the community

    Energy Performance Contract

    Council Report Number/Name: TT260024 - Energy Performance Contracting - Detailed Facilities Study (Confidential) Date Adopted: 21 June 2006 Council entered into an Energy Performance Contract on 31 December 2007 in an effort to reduce energy and water consumption on Council’s top 14 sites. An Energy Performance Contract is an initiative used that allocates capital to replace inefficient energy consumers and implement the most up to date tools and devices. The Energy Performance Contract complements Council’s Energy and Water Savings Action Plans and will also contribute towards meeting the targets that will be set in the Blacktown Climate Change Action and Adaptation Plan (under development).     Energy Savings Action Plan

    Council Report Number/Name: TT280023 - Energy Management Update Report Date Adopted: 28 May 2008 Council’s Energy Savings Action Plan was developed in accordance with the NSW State Government Guidelines to comply with the requirements of the NSW Water and Energy Savings Bill 2005. The Energy Savings Action Plan aims to:

    Set a strategic plan for Council’s energy consumption

    Present an integrated approach to Council’s energy/preservation management

    Continue to allocate responsibilities for any action to preserve energy in Council’s buildings and facilities

    Implement programs to improve and identify future installations to ensure that energy efficient systems are adhered to

    Continually review and provide resources to implement energy saving initiatives

    Encourage staff, community, energy suppliers and energy component companies to provide a continual energy management program Last Review date: December 2010 Next Scheduled Review date: December 2011

    Environmental Health Strategy

    Council Report Number/Name: ER250021 - Environmental Health Strategy Date Adopted: 30 March 2005 The Environmental Health Strategy provided a structure and strategic direction for Council’s Environmental Programs for the four years following its adoption in March 2005. The themes covered in the Environmental Health Strategy were Local Sustainability, Water and Catchments, Atmosphere, Human Settlement (incorporating waste, amenity and safety, and public health surveillance), and Land and Biodiversity.     Environmental Stormwater Management Program

    Council Report Number/Name: FC270120 - Adoption of 2007/2010 Management Plan and Making of 2007/2008 Rates Date Adopted: 27 June 2007 In 2007, Council introduced the Environmental Stormwater Management Program that allows Council to undertake a range of new stormwater management projects in addition to Council’s existing works program and provide for the future upkeep of new assets. Examples of projects funded through the Environmental Stormwater Management Program include:

    Monitoring of water quality and aquatic ecosystem health to assess effectiveness of stormwater pollution controls

    Monitoring of flows in drains and creeks, to assess effectiveness of flow management (flooding) controls

    Planning, construction and maintenance of drainage systems, including pipes, channels, retarding basins and waterways receiving urban stormwater

    Planning, construction and maintenance of stormwater treatment measures, including gross pollutant traps and constructed wetlands

    Planning, construction and maintenance of stormwater harvesting and reuse projects

    Planning and undertaking of community and industry stormwater pollution education campaigns

    Inspection of commercial and industrial premises for stormwater pollution prevention purposes

    Landscape Strategy

    Council Report Number/Name: TT240073 - Landscape Strategy Date Adopted: 8 December 2004 The Landscape Strategy guides the improvement and development of Blacktown’s public landscape and open space. It sets out the design elements which are to be followed in the creation of new open space areas as well as reinforcing those elements in existing areas. The Landscape Strategy describes the character of different elements namely City gateways, transport corridors, town centres, urban forest and open space and bushland. It also provides direction on vegetation selection for specific areas and suburbs within the City. Last Review date: December 2004 Next Scheduled Review date: December 2014

    Open Space Maintenance Strategy

    Council Report Number/Name: ER270099 - Council's Open Space Section Restructure & Open Space Maintenance Strategy Date Adopted: 28 November 2007

    The purpose of the Open Space Maintenance Strategy is to:

    Provide Council with an agreed direction for open space maintenance

    Deliver on broad corporate processes and envisaged outcomes

    Adopt a proactive approach to anticipated growth and development of open space areas within the City

    Involve Council’s operational staff in the identification of issues and matters affecting the current maintenance of Open Space Reserves

    Provide long term direction for the planning and development of maintenance work practices

    On-site Sewage Management Facilities Management Strategy

    Council Report Number/Name: EP211592 - On-site Sewage Management Facilities Management Strategy Date Adopted: 21 March 2001 The protection of water quality in our waterways is vital. Council has an On-site Sewage Management Facilities Management Strategy to better manage the health of our waterways, in conjunction with the On-site Sewage Management Facilities Policy. This strategy applies to all domestic and commercial on-site sewage management facilities, currently in use in the Blacktown LGA and all systems that are to be installed.     Plans of Management for Open Space areas

    Council Report Number/Name: Refer Appendix 2 Date Adopted: Refer Appendix 2 Blacktown City Council manages an extensive and diverse open space network consisting of active and passive recreation facilities, natural areas and developed parklands. The provisions of the Local Government Act 1993 (NSW) provide that councils must prepare Plans of Management (PoM) for all community land under their care, control and management. A full list of site specific and generic Plans of Management for Open Space areas is at Appendix 2.     Recreation and Open Space Strategy

    Council Report Number/Name: ER290022 - Draft Recreation and Open Space Strategy Date Adopted: 15 April 2009 The Recreation and Open Space Strategy has been developed to provide a strategic framework and direction for the provision of recreation and open space resources for the Blacktown community for the next eight years. The Strategy incorporates an Action Plan for Natural Areas and an Action Plan for Community Participation (including Wellness). Last Review date: April 2009 Next Scheduled Review date: April 2011

    Resource (waste) Management Strategy

    Council Report Number/Name: ER280038 - Draft Resource (waste) Management Strategy Date Adopted: 10 December 2008 The Resource (waste) Management Strategy will enable Council to manage waste as a resource, to work in partnership with the community to provide services and programs that meet their needs. The Strategy has developed principles and objectives to assist in guiding Council’s decision making process and program and service delivery. The Resource (waste) Management Strategy positions Council to proactively respond to community values, wants and needs, policy changes and direction within the resource management sector and in particular technology change. Importantly it embraces and delivers on the principles of sustainability and ensures program and service delivery within this context.     State of Waterways Management Plan

    Council Report Number/Name: TT260007 - State of the Waterways Management Plan 2005 Date Adopted: 10 May 2006 The State of the Waterways Management Plan contains information on the current condition and values of the waterways and catchments in the Blacktown LGA and looks at the potential to improve the condition and values. The Plan examines current land use and the condition of the waterways and recommends actions based on their attributes. The Plan provides a framework for the collection of meaningful and quantifiable data for reporting on Council’s natural asset condition and a strategic framework for the better management of the natural assets. The Plan includes planning instruments, improvements of social infrastructure and access, education and recreation, protection and enhancement of environmental values, pollution control and waterway and vegetation management.     Sustainable Purchasing Policy

    Council Report Number/Name: FC290005 - Review of Code of Procurement and Tendering Procedures Date Adopted: 25 November 2009 The purpose of the Sustainable Purchasing Policy is to outline to the community, potential suppliers, contractors and Council staff, Council's commitment to sustainable purchasing and procurement. The Policy aims to ensure that wherever practical, Council employees and contractors consider the following goals when undertaking purchasing: minimise waste, save water and energy, minimise pollution, non toxic, greenhouse benefits, biodiversity and habitat protection and value for money. Last Review Date: November 2009 Next Scheduled Review Date: September 2013

    Water Savings Action Plan

    Council Report Number/Name: ER260080 - Water Savings Action Plan (WSAP) for submission to the Department of Energy Utilities and Sustainability (DEUS) Date Adopted: 22 November 2006 Council’s Water Savings Action Plan was developed in accordance with the NSW State Government guidelines to comply with the requirements of the NSW Water and Energy Savings Bill 2005. It presents and identifies water consumption, current water practices, water usage requirements and water savings opportunities for Council’s top 20 water using sites. The plan seeks to gain an understanding of the current water consumption of Council’s facilities and operations, to better prioritise and integrate those that are planned to be delivered over the medium to long term. Following it’s adoption in July 2007, Council has been progressively implementing the actions listed in the plan. Last Review date: December 2009 Next Scheduled Review date: December 2010

    Wellness through Physical Activity Policy

    Council Report Number/Name: ER280046 - Wellness through Physical Activity Policy Date Adopted: 23 July 2008 This Policy acknowledges that wellness can be multi-dimensional. However, for the purpose of this Policy, wellness relates to the impact that physical activity plays. In 2007, Council adopted the Blacktown City Social Plan. Whilst the Social Plan refers to physical activity in a generic sense as part of the Community Participation Action Plan, the Wellness through Physical Activity Policy aims to support and work in collaboration with the Social Plan highlighting the benefits of physical activity. The Social Plan is Council’s formal strategy that addresses the non-physical aspects of Wellness. Last Review date: July 2008 Next Scheduled Review date: September 2013

    Emerging Environmental Issues (Strategies, Plans and Policies under development) The proposed environmental strategies, plans and policies under development in the 2010/2011 financial year include the following:

    NAME DESCRIPTION

    Blacktown Climate Change Action and Adaptation Plan (BCCAAP)

    A key objective of the BCCAAP is to capture and record Council’s progress to date in reducing greenhouse gas emissions and provide an indicator of where further improvements are needed to ensure the continued success of our climate change programs. Importantly the BCCAAP will provide a means for monitoring and reviewing progress towards Council’s reduction goal. It will also document the range of measures to reduce greenhouse gas emissions, targeting areas where emissions, or emissions growth, are most significant, as well as areas where abatement potential is greatest. The BCCAAP will also identify areas of vulnerability to climate change and recommend actions to assist in adapting to the impacts of climate change.

    Biodiversity Strategy

    The Biodiversity Strategy will offer Council an opportunity to improve the management of biodiversity within Blacktown LGA in accordance with statutory obligations and current best practice. The role of the Strategy is to provide a broad, strategic platform for biodiversity management within the LGA. The Strategy will give direction to the subsequent development of operational level plans, policies, site assessments and on-ground works programs.

    Sustainable Event Policy

    A policy to ensure Council’s events utilise environmentally sustainable options where possible.

    Sustainable Fleet Policy

    A policy to reduce Council’s fleet emissions.

    Waste and Sustainability Improvement Payment Program (WaSIPP) Report ER290064 - Local Council Waste and Sustainability Improvement Payment Program, considered by Council on 2 September 2009, outlined that the ESF together with the requirements of the Integrated Reporting Framework’s Operational Plan provide Council with an action plan inclusive of measures and targets that will address the requirements of the NSW Department of Environment, Climate Change and Water’s (DECCW) Waste and Sustainability Improvement Payment Program (WaSIPP). In particular the requirement as part of this program for Council to “develop an Environmental Sustainability Action Plan or policy of similar nature, which includes measurable actions and targets to improve council's and the LGA’s environmental bottom line.” This ESF has identified actions to be undertaken across all required areas of waste, energy, water, biodiversity, climate change, procurement and transport as required by the DECCW.

    Integrated Planning and Reporting Framework Council adopted the Blacktown City Council Integrated Planning and Reporting Framework on 16 June 2010. The new planning and reporting framework replaces the former Management Plan, Social Plan and Annual Reporting requirements with an integrated framework, consisting of a hierarchy of documents including a long-term Community Strategic Plan, a Resourcing Strategy and a Delivery Program for each elected council term. An Operational Plan is then developed for each year to outline the specific details of Council’s activities and budget. Councils will continue to report the progress of its activities to the community through the Annual Report. It is intended that the actions within this document will be reviewed and updated as new information, technology and priorities are identified or become apparent to get the best outcomes for the invested time, effort and finance. A review process will occur annually in order to update the action tables, report on successes and identify future emerging trends and issues that need to be addressed.

    Community Engagement Strategy Council’s Community Engagement Strategy formalises existing practices and ensures that Council continues to work in partnership with an informed local community, developing policies, plans, facilities and services that meet community needs now and into the future. The Community Engagement Toolkit has been utilised to develop a Community Engagement Plan for the ESF. In this regard, it is proposed to engage with the community on the ESF in a number of ways, including placing the Plan on Council’s website and seeking feedback though Council’s established environmental mailing lists. The funding for all “Current Actions” contained within the ESF has already been committed, accordingly community feedback received will be considered, and where appropriate any new opportunities identified will be listed as emerging environmental issues (requiring future consideration).

    State of the Environment Reports Prior to the introduction of the Integrated Planning and Reporting Framework, under the Local Government Act 1993 (NSW), all Council’s were required to prepare annual State of the Environment (SoE) Reports. However following changes to the Integrated Planning and Reporting Framework, the SOE Report is now due every 4 years. It is to be included in the Annual Report in the year of the ordinary election. It must report on the state of the environment in the local government area in relation to the objectives for the environment established by the Community Strategic Plan (Blacktown City 2025).

    The prescriptive requirements of previous SoE reporting have been removed, so that reports can now focus on how Council has met the environmental objectives in its Community Strategic Plan through its Delivery Program. The first SoE Report under the new planning and reporting framework covering 2010/2011 – 2011/2012 is due with the Department of Local Government on 30 November 2012. It is anticipated Council will use the new SoE reporting as a tool to identify gaps and report on the general progress of actions listed in the ESF.

    Responsibilities Environmental sustainability is integrated across all of Council operations. The ESF identifies these connections and highlights environmental sustainability as an important consideration across all of Council’s operations and in the development of new programs. Whilst key Council operational areas have explicit responsibilities that are detailed throughout the ESF, all staff are encouraged to lead by example by embedding environmental sustainability best practice into Council's core business and by supporting the community to conserve and enhance our local environment. Operational Managers with key environmental sustainability responsibilities listed in the ESF include: Manager Asset and Design Services (MADS) Manager Civil Maintenance (MCM) Manager Development, Policy and Regulation (MDP&R) Manager Environmental Sustainability (MES) Manager Governance and Property Services (MGPS) Manager Open Space (MOS)

    Implementation Council’s existing environmental strategies and programs will continue to be reviewed in accordance with the Council endorsed review cycles as identified in the tables on pages 6-12. It is anticipated that, as appropriate, actions included in these strategies will be integrated, over time, into the ESF.

    Delivery Program To ensure consistency in reporting, the ESF will be updated to coincide with the update of the Delivery Program.

    Operational Plan Reporting Progress of the actions contained within the ESF will be integrated with the Operational Plan reporting requirements which have quarterly performance measures and targets. Council will continue to report the progress of its activities to the community through the Annual Report. Other actions not listed in the Operational Plan will continue to be reviewed in accordance with the Council endorsed review cycles.

    Identification of Emerging Environmental Issues The identification of emerging environmental issues (actions requiring future consideration) will be captured annually and reported through the Operational Plan as new actions/highlights.
