ENVIRONMENTAL MANAGEMENT PLAN
� AIR QUALITY MANAGEMENT
� Sharp drill bits will be used for drilling to reduce generation of dust.
� Drilling machines will be equipped with water spraying system to prevent dust from getting
air borne.
� Control Blasting will be done. Use of Non electric ignition system, millisecond delay
detonators and optimizing the blasting parameters to control & prevent the dust from
getting air borne will be made to control the fly rock.
� Rock breaker will be used for breaking over sized boulders, which eliminates the generation
of dust due to secondary blasting activities.
� Periodical water spraying on the haul roads will be done.
� De-dusting system will be provided at crushing plant with bag filter arrangements to collect
the dust generated during crushing. Besides water spraying will also be done to suppress
the dust.
� Green Belt will be developed around the periphery of the mining lease, along the roads,
crushing plant, office, workshop etc.
� WATER QUALITY MANAGEMENT
Adequate control measures will be adopted to check not only the wash-off from soil erosion but
also uncontrolled flow of mine water. The measures to be adopted are:
� Garland drains will be provided around the pit to prevent the entry of rainwater into the
mining pit.
� Garland drain/ filtration bund will be provided around dumps to retain the water percolation
coming from waste dumps for settling of solid particles. Clear water will be allowed to flow
in natural courses.
� Septic tanks and soak pits will be provided for the disposal of domestic effluents.
� Rainwater falling in the catchments area of mining pit will be collected in sump of mines i.e.
in lower benches
� Periodical testing of mine water is being carried out to check its quality.
� Ground water level is being monitored by piezo-meters in the project area
� NOISE QUALITY MANAGEMENT
All precautions are being taken to keep noise levels within the prescribed standards:
� Drilling will be carried out with the help of sharp drill bits which will help in reducing noise.
� Control Blasting will be carried out to minimize vibration.
� Rock breaker will be used to avoid secondary blasting
� Earmuffs/earplugs will be provided to all operators and employees working near the
machinery.
� Proper maintenance, oiling and greasing of machines at regular intervals will be done to
reduce generation of noise.
� Plantation will be done around lease, along haul road, around crusher etc. to minimize the
propagation of noise.
� Periodical monitoring will be done.

� GREEN BELT DEVELOPMENT /PLANTATION
� At the end of life of mine, 15.0 ha will be covered under Green belt / Plantation area.
� At the conceptual stage of mining the worked out pit will be converted in to water reservoir
and green belt will be developed in 15.0 ha earmarked area within the premises
� Plantation shall be carried out as per CPCB/MPCB guidelines.

As per EIA Notification dated 14th Sep, 2006 as amended till date, the project falls under
Project or Activity ‘1 (a)’, Category “A”.

II. BRIEF DESCRIPTION OF THE NATURE OF PROJECT

(Clinker 2 MTPA, Cement 3 MTPA, Captive Power Plant 30 MW, WHRS 3 MW & D.G. Set 4
MW) at Villages Bhumkahar, Ahirgaon, Bachwai, Karhi Kothar, Gaura, Rampur Chourasi,
Bhad, Sagma & Majhgawan, Tehsil Raghuraj Nagar, District Satna (Madhya Pradesh).

In order to meet the raw material requirement (limestone) for their proposed Cement
plant, M/s TCL has proposed Ahirgaon Limestone Mining Project (ML Area: 2130.015 ha)
Limestone Production Capacity 3.75 million TPA at Villages Bhumkahar, Ahirgaon, Bachwai,
Karhi Kothar, Gaura, Rampur Chourasi, Bhad, Sagma & Majhgawan, Tehsil Raghuraj Nagar,
District Satna (Madhya Pradesh).
MINING LEASE STATUS
� The applied area was initially sanctioned under prospecting license to M/s Phoenix
International Ltd., New Delhi for 2 years period vide State Government order no. 2-
328/92/12/2/3 dated 10.10.1993 with effect from date 23.12.1993 to 22.12.1995.
� The area sanctioned was 2461.754 Ha and the sanctioned area under ML is 2130.015 ha
which is part of PL area. The State Government cancelled the application of M/s
Phoenix International Ltd. Vide. order no. 3-128/1/1995/12/2 dated 02.12.2006. The area
was thrown open vide MP Gazette notification dated 02.03.2007 for erection of big
industry.
� The applicant applied for grant of mining lease vide application dated 02.04.2007 over
2461.754 Ha of thrown open area. The area being more than 10 sq km, permission under
Section 6 (1) (b) MMDR Act 1957 has been accorded by the Central Government vide
order no. 4/107/2008-M.IV dated 08.01.2012. The State Government of MP has taken
decision to grant precise area under mining lease and communicated such decision vide
letter No. 454/367/2010/12/1 Bhopal Dated 29.01.2013 (Copy of the same has been
enclosed as Annexure-II).
Screening category of Project
As per EIA Notification dated 14th Sep, 2006 as amended till date, the project falls under
Category “A”, Project or Activity 1(a)(3).
III. NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY/ REGION
In order to meet the raw material requirement (limestone) for their proposed Cement
plant, M/s TCL has proposed Ahirgaon Limestone Mining Project (ML Area: 2130.015 ha)
Limestone Production Capacity 3.75 million TPA at Villages Bhumkahar, Ahirgaon, Bachwai,
Karhi Kothar, Gaura, Rampur Chourasi, Bhad, Sagma & Majhgawan, Tehsil Raghuraj Nagar,
District Satna (Madhya Pradesh).
With respect to the importance of the project to the nation, it can be well said that in a
developing nation like India, cement is essential for infrastructural development. Thus,
keeping in mind this requirement, mining of limestone is essential for the nation`s growth.
IV. DEMAND – SUPPLY GAP
Limestone produced from the limestone mine will meet the requirement/demand of
limestone for the Cement Plant of M/s. Talavadi Cements Limited.
V. IMPORTS VS. INDIGENOUS PRODUCTION
Limestone produced from the Ahirgaon Limestone Mine will be used for captive purpose in
the proposed Cement Plant of Talavadi Cement Ltd.

VI. EXPORT POSSIBILITY
Not applicable as mine is for captive use.
VII. DOMESTIC/EXPORT MARKETS
Limestone produced from Ahirgaon Limestone Mine will be utilized for captive use in the
cement plant. Thus there will be no other users for the limestone from this mine.
VIII. EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT
Since inception of mining activites in production of limestone mineral from this mining
project is beneficial. Direct and indirect employment will be generated when the need
arises due to the project. Unskilled /semi skilled manpower can be sourced from the local
area and skilled manpower will be sourced from outside. About 150 manpower including
technical, supervisory staff, wage board employees, officers and staff will be required for
the mining activities.

No alternative site has been taken into consideration as the mineral (Limestone) is available
at this site. This is a captive Mine.

(v) PROJECT DESCRIPTION WITH PROCESS DETAIL
Method of Mining
Opencast fully mechanized method of mining will be done. All operations of mining will be
done by deployment of heavy earth moving machineries for deep hole drilling, excavation,
loading & transport. Various mining activities such as drilling, blasting, loading and
transportation will be so conducted as to ensure maximum mineral conservation and
minimum environmental degradation.

Removal of over burden will be done by loader cum excavator. Drilling in hard strata will be
done by DTH drills of hole dia 115 to 150 mm. For blasting, three types of explosives will be
used i.e. Emulsion explosives (cap sensitive), Slurry explosive (cap sensitive) and ANFO
(Non cap sensitive). Cap sensitive explosives are used as base charge (@ 12 to 15% of total
explosive) where as non cap sensitive explosives are used as column charge. Blasting will be
done for heaving effect and fragmentation of the deposit. Blasted lime stone will be loaded
in to the dumpers by loaders and will be transported to the crushing plant. The over
burden will be loaded by loaders and transported to the dumping yard by dumpers.
Winning of limestone and handling of waste rock will be done by excavators of bucket
capacity 3.5 to 5 cum. capacity and dumpers of 35 to 60 t. capacity.

(vi) RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE,

� This is a Limestone Mining project, thus no raw material is required.
� Limestone will be used in captive cement plant, so no marketing area is required.

(ix) QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR
MANAGEMENT/DISPOSAL
A. Liquid
� Domestic Waste water generated from mine office will be disposed off in soak pits
via septic tank.
� Waste water generated from workshop due to washing of HEMM will be routed
through Treatment Plant (TP). Scrapper oil/water separator and Sand Bed will be
provided in the workshop and after treatment the same will be used for dust
suppression and plantation.
B. Solid
� Top soil will be stacked properly and will be used in plantation.
� OB generated will be stacked separately and dumped in the non- mineralized area
within the lease area.
� Dumps will be stabilized followed by plantation after maturation of dumps.
� Garland drains will be made around the dumps to check wash off during rainy
season.
4.0 SITE ANALYSIS
(i) CONNECTIVITY
The site is well connected to SH-11 (Adjacent to mine site) & to NH-75 (~ 2.5 Km in South
direction). Nearest city to the mine site is Satna (~4.0 Km in SE direction), Nearest railway
Station is at Sagma (~0.5 km) from proposed mine site.
(ii) LAND FORM, LAND USE AND LAND OWNERSHIP
Total mining lease area is 2130.015 ha which spreads in nine villages namely; Bhumkahar,
Ahirgaon, Bachwai, Karhi Kothar, Gaura, Rampur Chourasi, Bhad, Sagma & Majhgawan. The
entire area is agriculture, barren & township dominating area.

(iii) TOPOGRAPHY & DRAINAGE
The lease area is almost plain having gentle slope towards south. The highest level is 322m
RL towards south west while the lowest elevation is 312 m in north east.
Drainage: The main drainage of the area is through seasonal water courses situated in
south, north west and north east side of the applied area. The drainage of applied area
from north east side is towards further north east in Magardaha nalla situated at 3 km
distance. The drainage of northwest of the applied area is through chaura nala in Satna river
situated at 7.5 km in SW. The south west and southern part of the applied area has drainage
towards Satna River in south west of the applied area.
(iv) EXISTING LAND USE PATTERN {AGRICULTURE, NON-AGRICULTURE, FOREST, WATER
BODIES (INCLUDING AREA UNDER CRZ)}, SHORTEST DISTANCES FROM THE PERIPHERY OF
THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY,

v) EXISTING INFRASTRUCTURE:
The site is well connected to SH-11 (Adjacent to mine site) & to NH-75 (~ 2.5 Km in South
direction). Nearest city to the mine site is Satna (~4.0 Km in SE direction), Nearest Railway
Station is at Sagma (~0.5 Km) from proposed mine site.
vi) SOIL CLASSIFICATION
The soil within the applied area is sandy loam in nature.
vii) CLIMATIC DATA FROM SECONDARY SOURCES
The region has a tropical monsoon climate with long humid summer and short winters. The
rain fall is heavy during S-W monsoon and light during pre-monsoon season. The monsoon
normally begins during June and retracts during September. The climate of the region is
tropical and the average rainfall is 1100 mm. The maximum precipitation is received during
the rainy season with little to moderate rain during winter.
viii) SOCIAL INFRASTRUCTURE AVAILABLE
The site is well connected with social infrastructure facilities like medical, post office,
schools, police stations etc. and as such no constraints are envisaged in this aspect. Tehsil
and district headquarter are near to the site.
5.0 PLANNING BRIEF
(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATION ETC.)
TOWN AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION
This is Ahirgaon Limestone Mining Project. Limestone is transported to the captive cement
plant via covered conveyor belt.
(ii) POPULATION PROJECTION
Temporary influx of people will be there as the managerial and supervisory staff will
generally be outsider.
(iii) LAND USE PLANNING
Total mining lease area is 2130.015 ha which spreads in nine villages namely; Bhumkahar,
Ahirgaon, Bachwai, Karhi Kothra, Gaura, Rampur Chourasi, Bhad, Sagma & Majhgawan.
The entire area is agriculture, barren & township dominating area.
(iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)
Talavadi Cement Limited (TCL) has assessed the demand of infrastructure (Physical &
Social) in nearby area of the mine site and same will be developed under corporate social
responsibilities programs.
(v) AMENITIES/FACILITIES
Talavadi Cement Limited (TCL) will develop the Amenities/Facilities in the nearby area of
the proposed mine site as per requirement of local people of the nearby area under
corporate social responsibilities program.

6.0 PROPOSED INFRASTRUCTURE
(i) INDUSTRIAL AREA (PROCESSING AREA)
Proposed limestone mining lease area is 2130.015 ha and required infrastructure for
limestone mining activities will be provided.
(ii) RESIDENTIAL AREA (NON PROCESSING AREA)
Existing facilities at Talavadi Cement Limited will be used for proposed limestone mine. At a
later stage residential colony may be developed outside the mining lease for mine workers.
(iii) GREEN BELT DEVELOPMENT
� At the conceptual stage of mining the worked out pit will be converted in to water
reservoir and green belt will be developed in 15.0 ha earmarked area within the
premises
� Green Belt will be developed around the lease boundary, haul roads and plantation will
be done on undisturbed area, reclaimed area, nearby workshop & mine office etc.
� The dead plants will be replaced by fresh plants.
� Local species will be planted after consultation with local forest officer and as per
CPCB/MPCB guidelines.
(iv) SOCIAL INFRASTRUCTURE
Proposed limestone project will result in growth of the surrounding areas by increased
direct and indirect employment including ancillary development and supporting
infrastructure.

direction). Nearest city to the mine site is Satna (~4.0 Km in SE direction), Nearest Railway
Station is Sagma Railway Station (~0.5 Km in East direction) from proposed mine site. The
site is well connected with communication facilities like telephone, fax, wireless and telex
and as such, no constraints are envisaged.
(vi) DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER)
40 KLD water will be required for drinking purpose which will be sourced from Dug well &
tube well.
(vii) SEWERAGE SYSTEM
The domestic wastewater generated from mine and utilities will be disposed of Septic tanks
and soak pits.
(viii) INDUSTRIAL WASTE MANAGEMENT
No industrial waste will be generated from limestone mining activities
(ix) SOLID WASTE MANAGEMENT
� OB/rejects will be stacked separately and dumped within the lease area.

9.0 ANALYSIS OF PROPOSAL
Proposed limestone mine project will result in growth of the surrounding areas by increased direct
and indirect employment in the region including ancillary development and supporting
infrastructure.
Development of social amenities will be in the form of medical facilities, education to
underprivileged children and creation of self help groups.
No major adverse effect on environment is envisaged as the required mitigation measures will be
inbuilt in the project.
