LADIES AND GENTLEMEN,

I am honoured to address you in my capacity of a Chairman of the Confederation of the Employers and Industrialists in Bulgaria – CEIBG “The Voice of Bulgarian Business”.

CEIBG is the successor of the Bulgarian International Business Association – BIBA and the Employers Association of Bulgaria – EABG. Both organizations have a remarkable history and played a signifi cant role in the process of transforming the centrally planned communist economy to democracy and market values.

As a drive to protect their interests, the foreign investors in Bulgaria, including all major companies from EU that operated in Bulgaria, established in 1992 the Bulgarian International Business Association – BIBA. This was the fi rst attempt to articulate a common, independent business interest in a generally hostile environment. This was a natural development since the foreign investors had the years of long experience of the developed economies.

This was not however the case with the private domestic capital. It was only as late as 2000 when the newly formed private Bulgarian business could feel strong enough to unite and claim a stake in the mechanics of industrial relations in Bulgaria. This was the period of time when the private sector for the fi rst time accounted for more than a half of the GDP of the country. As a result of these circumstances the Employers Association of Bulgaria – EABG was established in 2000 and integrated thus the large and medium size Bulgarian companies.

As these were the only two democratically formed organizations of the Bulgarian business it was natural that they started to cooperate closely to the mutual benefi t of their members. Passing through different periods of confi dence building and mutual scrutiny, fi nally, BIBA and EABG merged in May 2006 to provide a united platform for the Bulgarian business and to bring into being the largest organization thereof. CEIBG became the power of unity with the aim to be most widely representative for the Bulgarian economy and to help the business speak in one voice.

At present CEIBG unites 420 individual members and more than 6000 members through collective membership of branch associations, regional structures and holdings. As Confederation we invite collective and individual membership. CEIBG covers all sectors of the Bulgarian economy. We have regional representations in 66 municipalities. Alongside we have seven intersectoral committees that coordinate and unify the interests of our members in areas like human resources, business environment, taxation etc. CEIBG unites 39 branch associations in traditional and new economies. Many of our branch organizations are members of the respective EU associations.

Since March 2003 the CEIBG is recognized by the Government as representative on national level after due verifi cation process.

The external relations of CEIBG are channeled and mastered by the respective bilateral chambers (AmCham, Bulgarian-German Industrial Chamber-DBIHK, Bulgarian-Italian Chamber, Bulgarian-Belgian-Luxembourg Club, etc.) All these chambers are collective members of CEIBG.

The direct membership in CEIBG of the International Financial Corporation – IFC, of the World Bank Group and of the European Bank for Reconstruction and Development – EBRD adds also to the reputation and weight of our organization. CEIBG is a partner organization of ERT in Bulgaria. In June 2007, CEIBG became a member of the International Chamber of Commerce (ICC) as a co-founder of the Bulgarian national committee of ICC.

CEIBG is independent from the government, the political parties or any other group interests. This independence is guaranteed by the fact that the budget of CEIBG is formed by the membership fee only. We have never received any subsidy from the public authorities, either fi nancial or material.

Membership of the companies in the CEIBG is genuinely voluntary. The governing bodies of our organization report to the members of CEIBG only.

CEIBG is organized and administered with democratic processes. We are the only business organization in Bulgaria with statutory limited mandates for the members of the Board and the Chair. Our statute stipulates a mandate of two years with a limit for only two consecutive mandates. The Board is elected directly by the members of CEIBG and involves companies from the real business.

Gaining its power from its democratic origins, strong membership and independence from any other part besides its members CEIBG is proud of a long track record of successfully resolved confl icts with the government where the interests of the business community could be seriously damaged. Of course the rate of success differs from case to case but we are proud with the fact that the business community has made a clear choice of a lifeboat for turbulent times.

One of the main goals of CEIBG continues to be the further integration of Bulgarian business into the European Union. CEIBG aims to further assist its members in sharing best business practices, in benefi ting more from the membership in the European business family and in going regional and global.

Mr. Prokopiev is a founder of Alfa Finance – a group of more than 30 companies involved in fi nance, mining and real estate in Bulgaria, Serbia, Romania and Ukraine. The group is a main shareholder in: Kaolin – the biggest producer of industrial minerals for ceramic and glass industry in South East Europe; Alfa Developments – one of the signifi cant players on Bulgarian properties market; Bulbrokers – the largest investment banking business in Bulgaria. Mr. Prokopiev chairs Economedia as well, which is the leading Bulgarian quality press publisher. The media group owns more than 20 titles, among them leading business daily Dnevnik and the leading weekly Kapital. Alfa fi nance holding group and Economedia publishing group employ some 3500 people.Mr. Prokopiev is very actively involved in different social and public activities. He is Deputy Chairman of the Union of Publishers in Bulgaria; Member of the Board of World Association of Newspapers (WAN); Member of International advisory board of Unicredit Group.

Mr. Lukanov has been leading Aroma since 1996 maintaining its position as a very successful European producer of cosmetics and perfumery products with long traditions in this fi eld. The products of Aroma are sold in 56 countries on the fi ve continents. The company combines the advantage of 78-year experience in cosmetics and perfumery with the employment of modern technologies and state-of-the-art equipment. As an Executive Director and Chairman of the Board of Directors of Astera AD he received a 10 Million USD loan from the EBRD for the Privatization of Aroma AD and completed successfully this fi rst project of a Bulgarian private company supported by the EBRD. Mr. Lukanov is founder and Deputy Chairman (since 1999) of the Bulgarian National Association of Perfumery and Cosmetics.He is also founder and former Deputy Chairman of the Employers Association of Bulgaria (EABG).

BOJIDAR KOLEVPresident of the Board of Directors and Manager of Technopolis Bulgaria

Mr. Kolev is running the Technopolis hypermarket chain – a chief distributor of household equipment and electronics in Bulgaria since 2001. Today the company operates 12 hypermarket stores in various cities throughout the country, offering its customers more than 25 000 appliances and accessories for home, offi ce and car. The Technopolis brand name has won the Superbrands award in the category of chain stores and commercial centers for 2006/2007. Previously, he had been a Partner in Videolux – exclusive distributor of JVC for Bulgaria and Macedonia.Mr. Kolev is a Co-founder and MB Member of ATEA /Association of the traders of AV and domestic appliances/. He is also a member of AmCham /the American Commercial Chamber in Bulgaria/.

BOYKO DIMITRACHKOVChief Executive Officer of the Bulgarian Telecommunications Company

Mr. Dimitrachkov has been with BTC since 2002. BTC is Bulgaria’s incumbent wire-line operator, revenues of €500m p.a and headcount of 13,000. Prior to BTC, Mr. Dimitrachkov was a Legal Counsel at the International Monetary Fund, Washington, DC (1994-2002). Before that he was Manager, Tax and Legal Services, at PriceWaterhouse, Bulgaria.He has law degrees from Sofi a University and Harvard Law School, Cambridge, USA.

Mr. Boyanov is Founder and Managing Partner of Borislav Boyanov & Co. LLP, a leading law fi rm in Bulgaria. Mr. Kolchev founded Elana Inc. in 1991. Originally, the company started as a brokerage operation and within 10 years, under his management, ELANA expanded into asset management, investment banking, corporate fi nance and advisory services holding, and became the leading non-banking fi nancial services group in Bulgaria. Mr. Kolchev is actively involved in various functions related to investment, economic, and business development in Bulgaria. He chairs the Bulgarian Association of Licensed Investment Intermediaries. He is member of the Board of Centre for Economic Development, member of the editorial board of ‘Banks Investments Money’ Magazine, member of the Rotary Club-Sofi a, and member of the National Mountain Rescue Service.

KANCHO STOYCHEVExecutive Chairman of BBSS Plc (Gallup International)

Mr. Stoychev is Founder (1991) and Executive Chairman of BBSS Gallup International Plc, the fi rst privately owned, and currently largest market and opinion research agency in Bulgaria and the biggest organization of its kind in South-Central Europe. He is Member of the Board (since 2000) of Gallup International Association; CEO of TNS Balkans; owner and founder of several Bulgarian magazines and newspapers. Mr. Stoychev is President of the Bulgarian National Association of Market Researchers; Co-Chairman of the Bulgarian Council for Capital Formation; Chairman of the European Dialogue Society.He has been awarded “Chevalier dans l’Ordre National de Mérite”, by the President of the French Republic for outstanding professional achievements.

MARGARIT TODOROVChief Executive Officer of Domaine Boyar

Mr. Todorov launched in 1991 Domaine Boyar Sofi a - the fi rst private Bulgarian wine company since fall of Berlin wall. In few years the company became the biggest exporter of Bulgarian wine to the west. By 2000 it became the biggest producer of wine in Bulgaria and one of the biggest in Eastern Europe.Before that he was Director General of Vinimpex, Chief Executive of Bulgarian Vintners Group of companies and Managing Director of Bulgarian Vintners Co, London. He defi ned marketing concept and launched Bulgarian wine in the UK. By 1989 Bulgaria became the 5th biggest supplier of wine in UK.Mr. Todorov has specialised on Management Development Program in Wilkes University, USA. He is member of American Chamber of Commerce in Bulgaria, Board Member of the National Wine and Vine Chamber, member of the Bulgarian - Russian Chamber of Commerce and member of the British – Bulgarian Chamber of Commerce.

NIKOLA NIKOLOVChairman of the Managing Board of the Wine and Vine Chamber

Mr. Nikolov has been chairing (since 2000) the MB of the Wine and Vine Chamber - the fi rst branch association established by a special law; the only regulator of the market managed directly by the business; issuer of Certifi cate VI. Previously he had been a President of the Association of the Producers and Traders of Wine and Spirits (1998-2000).He was a research associate at the Institute of Applied Mineralogy to the Bulgarian Academy of Science (1986-1992).Mr. Nikolov was Member of Parliament and Chairman of the Committee on Economic Policy in the 38th National Assembly (1997-2001). He was also MP and Deputy Chairman of the Committee on Economic Policy in the 39th National Assembly (2001-2005).

Mr. Hampartzoumian holds the position of Chairman of the Management Board and Chief Executive Offi cer of Bulbank since September 2001. Mr. Kanev is owner of Demax Plc, which is the biggest group of printing houses in Bulgaria, with over 600 people employed and annual turnover BGN 40 million. He is co-owner of “Inforadio”, the third in coverage radio-station in Bulgaria.He is President of the Union of Printing Industry in Bulgaria, which unites the biggest companies in the branch. Mr. Plevneliev has wide experience at managing positions in Bulgaria and abroad for over 15 years. He founded and managed the companies “Lindner Bulgaria” OOD, “Business Park Sofi a” and “Residential Park Sofi a”. “Lindner Bulgaria” established itself as an irrefutable leader on the Bulgarian construction market and its biggest project Business Park Sofi a developed to the ultimate business address in Sofi a. “Business Park Sofi a” was awarded with a First Class Investment Certifi cate from the Government of the Republic of Bulgaria. Mr. Plevneliev is a General Manager of “Lindner Immobilien Management” at present. The company is specialised in the development and management of the real estate projects of the German Lindner Group in Bulgaria.

Mr. Iltchev is Managing Director of the Bulgarian offi ce of ECE Projektmanagement, European market leader in construction and management of trade centers. Mr. Iltchev has worked with Citibank, N.A. (1997-2005) as Vice President, Citibank, Warsaw; Vice President, Citibank T/O, Moscow; Vice President and Country Corporate Offi cer, Citibank, N.A. – Sofi a; Citigroup Country Offi cer, Citibank, N.A. –Sofi a Branch.He was London representative of the Bulgarian Foreign Trade Bank; Executive Director and Member of the Board of Directors of the European Bank for Reconstruction and Development, London; Deputy Governor of the Bulgarian National Bank. During his stay in London, he did the Corporate Finance Executive Program of the London Business School (1994-1995). Before, 1977-1982, he holds Master of Arts in International Economic Relations from the Moscow State Institute for International Relations.

RUMEN YANTCHEVChairman of the Management Board and Chief Executive of Bulstrad Pls

Mr. Yantchev has been with Bulstrad since 1980. He has served in various capacities, occupying successively different positions in the biggest insurance company in Bulgaria. Before that he specialized with leading insurance and reinsurance companies in Europe, USA and Japan. He has been Chief Executive of European Reinsurance Brokers Ltd., London. He is a registered broker in the London market. Mr. Yantchev has various public and social activities: Chairman of the Association “Social Support to National Veteran Footballers”; Member of the Board of “Dimitar Tzenov” Foundation; Member of the Academic Council at the Higher School of Insurance and Finance in Sofi a.Mr. Yantchev has received numerous awards: For contribution to the Bulgarian sport and Olympic movement (2000); Insurer of the year Award (2001); Mister Economy for all-around contribution to the national economy development (2004); Mister Economy for contribution to the development of the non-banking fi nancial sector (2005).

SIMEON PESHOVChairman and main shareholder of Glavbolgarstroy Jsc

Mr. Peshov has been chairing since 1990 the Managing Board of Glavbolgarstroy. Under his management the company reached the top position among the building companies in Bulgaria with an annual turnover of over USD 150 million, winning twice the Building of the Year Award (2002 and 2003). Mr. Peshov has also won the “Friendship among Nations” Award with a decree of the President of the Russian Federation. In 2006 he was awarded the Prize of the Burov Foundation for industrial management. Mr. Peshov has specialized Modern Construction Management Techniques in London and Production Organization and Large Companies Management in Moscow. He is an honorary professor at the North-Caucasus State Technology University. He is a Chairman (since 2003) of the Bulgarian Building and Construction Chamber - the biggest branch association in Bulgaria, uniting more than 1300 building companies.

STEFAN IVANOVCountry Manager for Citibank in Bulgaria

Stefan Ivanov is the Citi Country Offi cer (Country Manager for Citibank) in Bulgaria since February 2007. He joined Citibank in 1998 as a Global Emerging Markets Management Associate. His fi rst assignment was in Operations & Technology in Tunisia. He went on to work in Trade Finance in Brazil, in Mergers & Acquisitions in South Korea, and in the Treasury in London. In 2001 he was appointed Chief of Staff and Director of Strategic Planning for Citibank in Brazil. INFRASTRUCTURE, ENERGYAND UTILITIES COMMITTEE

Infrastructure, Energy and Utilities Committee represents a working group of managers and professionals in the fi eld of energy, gas supply and water supply which is engaged in the legislative and practical issues in energy and utilities sectors, encouraging the government to pursue consistent policy and strategy in the fi eld, corresponding to the real needs of business.Members of the committee are also experts and managers- representatives of stakeholder companies in the Bulgarian industry sector. The committee’s main objective is the overall improvement of the business climate so that the business could meet the new requirements related to the membership of Bulgaria in EU as well as the growing competition. The committee discusses and prepares positions on the industrial sector development policies, improvement of legislation related to industry, privatization and restructuring, improvement of the regulatory regimes, regulation of competition, investment stimulations, encouragement of small and medium enterprises. MINING AND ENVIRONMENT COMMITTEE

On 2 November 2006 at the central offi ce of the Confederation of Employers and Industrialists in Bulgaria /CEIBG/ the fi rst constituent meeting of the Mining and Environment Committee within CEIBG was held. The decision for establishing this Committee had been taken at the meeting of the Managing Board of CEIBG held on 26 October 2006. Discussions focused on the specifi c and pressing issues that companies – CEIBG members from the mining sector are facing and mainly on the draft Ordinance for amendment of the Regulation for the principles and methods of defi ning the concession compensation for extraction of ores and minerals under the Law on ores and minerals. The Committee will seek support for the interest of business on ecological issues of the mining sector companies.

REAL ESTATE DEVELOPMENT COMMITTEE

Real Estate Development Committee has the following main objectives:• To synchronize the positions of the companies in the sector on solving the

problems accompanying the successful realization of investment projects in Bulgaria.

Tax and Legal Committee consists of jurists and tax experts from the member companies of CEIBG. The main activities of the committee are:• Organizing meetings between the members of the committee and representatives

of the legislative and executive authorities for coordination of draft laws as well as solving practical business problems concerning the enforcement of legislative acts and improvement of the tax and customs legislation.

• Preparation of positions, remarks and recommendations regarding the reform of the Commercial Register, the Law on private execution, Law on mediation, etc.

• Drafting proposals for amendments in the legislative base aimed at improving the business environment in the fi eld of: banking, capital markets, leasing services, accounting services, insurance, etc. Discussions are carried out on issues such as VAT on fi nancial services, deposits insurance, insolvency, physical security of banks, mortgage securities and amendments in the corporate income tax.

Bulgaria is an extremely competitive country in terms of attracting foreign investments, said the Chairman of CEIBG Ivo Prokopiev at a joint press conference by the United Nations Representation in Bulgaria, the Confederation of Employers and Industrialists in Bulgaria (CEIBG) and the Invest Bulgaria Agency on October 16th 2006, presenting the World Investment Report 2006 to the Bulgarian media. Global foreign direct investment (FDI) infl ows rose substantially in 2005, the second rise in two years. The management bodies of CEIBG and the Confederation of

Independent Trade Unions in Bulgaria (CITUB) discussed joint initiatives and a Framework Agreement for cooperation at a meeting on July

17th 2006. The cooperation includes the dialogue with state and local

authorities – discussions on concepts for improvement of the economic, fi nancial, investment, tax, industrial

policies, employment and professional qualifi cation policies, discussions on

amendments in social and labour legislation. The agreement makes

provisions also for the development of the cooperation between CEIBG

and CITUB in the fi eld of working out projects and effi cient absorption of funds under different Bulgarian and

international programs; elaboration of various projects within the outlines of

the programs of EU, SIF, funds fi nanced by the budget, as well as cooperation

in the EU programs monitoring committees

The Minister of Education and Science Daniel Valchev discussed

with the CEIBG members the Higher Education Strategy at a meeting in September 2006 at Sheraton Sofi a. According to employers the lack of trained

personnel and the gaps in higher education create infl ation on the

labour market whereat specialists in certain fi elds are overpaid in relation to the economic

situation

in Brussels in November 2006 an Economic Forum: “Sofi a,

Capital of Bulgaria – economic, legal and fi nancial aspects” and a workshop between Bulgarian

The European Commissioner on Internal Market and Services Charlie McCreevy discussed the economic situation in Bulgaria with the members of the Managing board of CEIBG during his visit to Sofi a in May 2007

CEIBG Director of CSR participated at a conference in Brussels in June 2007 where the fi rst comprehensive regional study of the private sector’s commitment to corporate social responsibility (CSR) in eight Eastern European countries was presented. To hear and to comment the results at the conference were present Vladimir Spidla, European Commissioner, Kori Udovicki, Regional Director for Europe and CIS of UNDP, and Richard Howitt, European Parliament Rapporteur on CSR. Around 150 participants from the new member states, candidate countries and EU-15 states discussed the roles of the state, the businesses and the civil society in encouraging CSR practices and policies

CEIBG was a partner of the Ministry of Finance

for conducting of an informational campaign to

acquaint the society with the accession of the European

Structural Funds, called “Be active”. CEIBG organized

three regional seminars and a fi nal conference in June

2007 with the participation of the Prime Minister Sergey,

the Minister of Finance, the Minister of Labor and

Social Policy and the head of the European Commission representation to Bulgaria.

CEIBG organized a meeting in September 2007 of its members with Bulgaria’s Deputy Prime Minister and Foreign Minister Ivailo Kalfi n, who answered questions on Bulgaria’s foreign policy, the visa regime between Bulgaria and the countries outside the EU, as well as on the main issues in the country’s immigration policy in the context of Bulgaria’s EU membership

CEIBG and Confi ndustria – Rome organized jointly two big economy forums

in Rome - in February and in October 2007.

The opportunities for the business in Bulgaria were presented, as well as the

Bulgarian strategy for the future absorption of European structure and

cohesion funds in the area of infrastructure, transport, logistics, high technologies, construction and technical
