    1.0 INTRODUCTION

    This report details a Phase 1 Desk Study Contamination Report for land at The Oaks,

    Harvey Lane as indicated in Drawings No’s 19158/701 & 702. The report was

    commissioned in June 2014 by Mr J Green of NPS.

    This report has been produced to cover the entire site area displayed in Drawing

    No’s.19158/701 & 702. However, any forthcoming application(s) for the redevelopment

    of the site may come forward as either one single application or individual applications.

    2.0 OBJECTIVE

    To undertake a Phase I Desk Study report to assess the likelihood of contamination existing

    on-site and the potential for it to cause harm to site receptors.

    3.0 SITE PROPOSAL

    The site is proposed for residential development, the layout of which is currently unknown.

    4.0 HISTORICAL SETTING

    Table 1. – Historic Land Use

    From the historical maps, ‘The Oaks’ appears to have been a residential dwelling for the

    majority of the twentieth century. Until 1975, there was no indication from the maps that

    the building served any purpose other than residential. On the 1975 historic map, the

    main building is shown as a ‘home for the aged’. It is presumed that the building up until

    this point, served as a private residence.

    The identified pit (30m S) was found to have been used as a historic landfill site, based

    upon information provided in Groundsure EnviroInsight Report (Appendix A). This site is

    listed in the Groundsure Report as containing only inert liquid (Appendix A). However,

    publically available information from the Environment Agency (EA) website states that the

    landfill was filled with industrial wastewater, sewage sludge and chemical wastes mixed

    with municipal solid waste. The extent of the landfill and its distance from the site can be

    seen in Drawing 19158/714

    5.0 CURRENT ENVIRONMENTAL SETTING

    The Groundsure EnviroInsight Report (Appendix A), Historical Maps (Appendix B) and all

    other available information indicate the environmental setting and potential sources of

    contamination within 250m of the site;

    5.2 Landfills and Other Waste Sites

    The Groundsure EnviroInsight Report indicates a historic landfill between the Yarmouth

    road and the River Yare (89m S). The landfill waste type is listed as: Inert Liquid Sludge.

    See Drawing 19158/714 for the exact location of the landfill.

    5.3 Current Industrial Data

    5.4 Geology

    BGS Geological Survey Map Extract - Superficial Deposits (Drawing 19158/711) indicates

    superficial geology of Sheringham Cliffs Formation Sand and Gravel beneath the main

    area of the site, and Happisburgh Formation Diamicton beneath the southernmost part of

    the site. The BGS Geological Survey Map Extract - Bedrock (Drawing 19158/712) indicates

    Crag Group bedrock (Sand and Gravel) beneath the site.

    5.5 Hydrogeology and Hydrology

    The site is located within Source Protection Zone 1 (Inner Catchment) (Appendix A).

    Environment Agency Groundwater Maps indicate that the Chalk Bedrock is designated as

    a Principal Aquifer. The superficial deposits on-site are designated as a Secondary A and

    Unproductive Aquifers (Appendix A).

    The site level is shown as 15-45m metres Above Ordnance Datum (AOD) (Drawing

    19158/701). BGS Groundwater contours indicate groundwater flow from North-east to

    South-west and an approximate groundwater level of 0-5m AOD (Drawing 19158/713).

    Therefore, groundwater will be approximately 10-45m below ground level (BGL).

    There is a surface water feature within 250m of the site; The River Yare (192m SE).

    5.6 Flooding

    The Groundsure EnviroInsight Report (Appendix A) indicates the site is located within flood

    zone 1. Flood Zones 2 & 3 are located to the south of the site; Zone 2 - 32m S and Zone 3

    – 145m SE. There are no Flood Defences within 250m of the site or areas benefitting from

    such defences. There are also no areas benefitting from flood storage within 250m of the

    site.

    The Groundsure EnviroInsight Report shows there are groundwater flooding susceptibility

    areas within 50m of the boundary of the site, though based upon the underlying

    geological conditions the highest susceptibility to groundwater flooding is ‘Limited

    Potential’ (Appendix A).

    5.7 Designated Environmentally Sensitive Areas

    The site is designated as an Ancient Woodland by English Nature.

    The site is designated as a Nitrate Vulnerable Zone (NVZ) by DEFRA (Appendix A).

    5.8 Natural Hazards & Mining

    The Groundsure EnviroInsight Report indicates a ‘Very Low’ hazard rating for Collapsible

    Rocks, a ‘Low’ hazard rating for Shrink Swell, Landslide and Running Sand, and a

    ‘Moderate’ rating for Soluble Rocks and Compressible Ground.

    There are no types of coal mining or brine affected areas within 75m of the site.

    6.0 EXISTING SITE & WALKOVER

    From historical maps, it has been observed that the site remained a residential dwelling

    until circa 1975. From this point ‘The Oaks’ was recognised as a home for elderly care.

    The main building B1 has remained entirely unchanged until approximately 1993 when a

    small area of the eastern part of the building was no longer shown.

    A site walkover was undertaken on the 30th June 2014. At the time of the walkover, the

    following was observed:

    The site was accessed from Harvey Lane to the west, which joins the Yarmouth Road to the

    south. The main building B1 was found in a good condition (see photos 6, 8 & 24). The

    building had been boarded up since its relatively recent closure as a children’s home

    (information provided by client). The access from Harvey lane was a tarmac driveway;

    leading up to The Oaks (see photos 1, 2, 4 & 5). This tarmac surface extended around the

    northern side of the building, leading to a small car parking area immediately to the East

    of the main building (see photos 10 & 11). Immediately to the south of the main building

    B1 at ’The Oaks’ was an open overgrown lawn area (see photos 24 & 25). South, beyond

    the main building and the lawn is a large area of mature trees and shrubs. This area

    slopes downwards considerably to the southern boundary of the site. Nothing of any

    significance was found in this area to the south. Embedded within the eastern brick wall

    side of B1 was a small ventilated storage area with a gas main leading in. It is presumed

    this is an area for the mains gas shut-off for the building.

    In the northern area of the site are two small bungalows B2 and B3. These both were

    situated close to each other in an area of the site north of the driveway.

    To the north-east of The Oaks main building (B1) was located a Norfolk County Council

    children’s home (B4). This building was a modern brick building and is accessed via the

    same driveway access from Harvey Lane. The client did not permit for this area of the site

    to be accessed. Therefore, this area of the site was not investigated during the site

    walkover. Based upon information received from NPS we can only assume no sources of

    contamination exist within this area of the site.

    To the east of the site the boundary adjoins a children’s playing field. To the west, the site

    meets Harvey Lane. To the south, the site runs all the way down to the Yarmouth Road

    narrowly between Thorpe House School to the east, and Resthaven Nursing Home to the

    west. To the north the site is bound by residential dwellings

    No asbestos containing material (ACM) was encountered or observed during the site

    walkover; however, no access was made to the interior of any of the buildings on site.

    Therefore the presence of ACM cannot be confirmed.

    7.0 PRELIMINARY CONCEPTUAL SITE MODEL

    No significant potential on-site and off-site sources of contamination have been identified

    from the Desk Study research, Groundsure EnviroInsight Report, Historic Maps or

    Walkover Survey. Refer to the Preliminary Conceptual Model in Table 2 (A – D).

    The landfill is located topographically much

    lower (35m approx) than the majority of the

    site. Therefore any vertical or lateral

    percolation of mobile contaminants is

    The developable areas of the site lie >300m

    and reaching site receptors is very low.
