    The CPA 1986 was enacted for betterprotection of the interest of consumers. Theprovision of act came into force with effect from15-04-87.

    The act was passed in Lok Sabha on 9thDecember , 1986 and Rajya Sabha On 10th

    December 1986. It was assented by presidentof India on 24th December 1986 and waspublished in Gazette of India on 26th December1986.

    1.It covers all the sections whether private, publicand cooperative.

    2. It protects the following rights of consumers:-

    Right to be protected against the marketing of goods

    and services which are hazardous to life and property.

    Right to be informed about quality, quantity, purity,

    standard and price of good.

    Right to be assured whenever possible, access to

    variety of goods and services at competitive prices.

    Right to seek redressal against unfair trade practice.

    Right to consumer education.

    3. The act also envisages establishment ofconsumer protection councils at central, state

    and district level whose main objectives are topromote and protect the rights of consumers.

    4. The provisions of this act are in addition to and

    not in derogation of provision of any other law.

    On arriving at a funding of defect in the goodsaccording to section 14 CPA, the consumerforum may direct one or more of the

    following:-1. To remove the defect.

    2. To replace the goods with new goods of similardescription which shall be free from anydefect.

    3. To pay such amount as compensation for theloss or injury suffered by consumer.

    4. To discontinue the unfair trade practice or notto repeat the same.

    5. To cease and desist manufacture of hazardousgoods.

    6. To issue corrective advertisement for

    neutralizing the effect of misleadingadvertisement.

    7. Not to offer the hazardous goods for sale.

    8. To withdraw the hazardous goods from beingoffered for sale.

    9. To provide adequate cost to complaintment.

    IN 1973, the American Hospital Associationadopted patients bill of rights as NationalPolicy statement and distributed it to its

    members in health care organization. Theserights are:-

    1. Right to considerate and respectful care.

    2. Right to information on diagnosis, treatmentand medicines.

    3. Right to obtain all relevant information aboutprofessionals involved in his care.

    4. Right to expect that all the communications andrecords pertaining to his case be treated asconfidential.

    5. Right to every consideration of his/her privacyconcerning his/her medical programme.

    7.Right to refuse to participate in human

    experimentation, research project effecting histreatment or care.

    8. Right to get copies of medical records.

    9. Right to know what hospital rules andregulations apply to him as a patient and thefacilities obtainable to him.

    10. Right to get details of bill.

    11. Right to seek second opinion about his diseaseor treatment.

    12. Right to expect reasonable continuity of care.
