Consumer awareness is making the consumer aware of His/Her rights.

Consumer awareness it a marketing term. It means that consumers note or are aware of products

or services, its characteristics and the other marketing P's (place to buy, price, and promotion).

Consumer protection has earned an important place in the political, economic and social agendas

of many nations. In India, the Government has taken many steps including legislative, to protect

consumers.

Education is a life long process of constantly acquiring relevant information, knowledge and skills.

Consumer education is an important part of this process and is a basic consumer right that must

be introduced at the school level. Consumers by definition include all citizens who are, by and

large the biggest group, who are affected by almost all government, public or private decisions.

The most important step in consumer education is awareness of consumer rights. However,

consumer education is incomplete without the responsibilities and duties of consumers, and this

influences individual behaviour to a great extent.

The consumption patterns are changing fast and children today are very clear on their choices

regarding food, clothing, cosmetics or accessories. Parents are increasingly permitting their 

children to take decisions when shopping. It then becomes very important for children to check

details before buying products.

THE PROCESS of development along with the expanding globalisation and liberalisation process

has increased the number of consumer related issues. Consumer protection has earned an

important place in the political, economic and social agendas of many nations. In India, the

Government has taken many steps including legislative, to protect consumers.

However he also made to consumers present aware about theirduties, which they have to perform as a consumer, so as to enjoy theirrights to the outmost level. Those are:-

a) Insist for bill/Invoice.b) Read the information carefully on the Packets.c) Do not get tempted by misleading advertisement/Scheme.d) File a complaint against deficiency in goods and services.

 The second dignitary who spoke on the occasion was Shri. V.N.Naik,Asst. Controller of Legal Metrology, who gave a brief introduction about

the Department and its function and went on to explain the differenttype of sales that are used by different traders and its accuracy.

He explains how as a Consumers we should be aware whilepurchasing/buying thinks for ex-file filling petrol we should see that the

meter is set to 000 units, file purchasing packed items have to see thenet weight, date of packing, expiry and the printed MRP as said no lessquantity should be allowed to be filled nor extra money have to be paidabove printed MRP respectively. He also said that the printed MRPcould not be uttered by printing the changed price/ by posting stickers,but a proper procedure have to be followed that is giving six monthsadvance notice/ by changing the package itself.

The Legal Metrology official also give a demonstration of a manualscale and asked the consumers to insist the seller to show thebalancing of scale prior to weighting/scaling a commodity and also

directed the consumers to check the weight to verify the stamp of theDepartment.

The consumer activist, Shri. Roland Martins who spoke, said theyhave already taken a drive against Goa Dairy to do fair business andcalled the Bicholim Consumers to form Forums which gives forcollective power to bargain for better services from dealers.

In the Interaction session once question which was askedprominently was sale of Milk packets with dual MRP and with lessquantity.

 The Member of Bicholim Municipal Council Shri. Kalankar Naik saidhe himself receive less quantity packed Milk, packed with two MRP forwhich the official of Legal Metrology replied that inspection wasconducted by them at the dairy and that the reason sited by the dairywas that while packing the milk bags electric current went so only juicepacks may have been packed under weight and to a question of dualMRP it said the old stock of milk packs are in stock with old MRP andthe same will be exhausted by 15th of October, but the Department of Legal Metrology given 30th Sept. as last date for change of packetsand to switch over to New packs with New MRP.

To a question to the Department as to within how many days thecomplain is disposed by the Forum, it was replied by the Asst. of CivilSupplies and Consumer Affairs that the complain have to be disposedoff within a period of 90 days from the date of receipt of notice by theopposite party. However due to some technicality in cases and due tocross-question of the complainant and the opposite party thus it maytake time.
