consultation to assess city region food systems and monitor the milan urban food policy pact
TRANSCRIPT
Expert consultation
“Indicator framework for assessing City Region Food Systems and monitoring the Milan Urban Food Policy Pact (MUFFP) implementation”
Guido SantiniTechnical Adviser
Food for the Cities Programme
1. improve and consolidate the current draft framework of indicators on CRFS; • identify gaps and prioritize indicators; • identify a set of common indicators for all cities.
2. identify existing tools and methods to collect data;
3. identify a set of indicators to monitor the implementation of the MUFPP framework of action.
Scope of the consultation:
1. Presentation of the draft CRFS indicator framework• Insights from pilot cities;
2. Analysis of gaps and consolidation;• Identify data sources, proxies and tools for data collection.
3. Define a set of common indicators
4. Milan’s proposal on indicators and targets to monitor the implementation of the MUFPP
5. identify a set of indicators to monitor the implementation of the MUFPP framework of action; • build on the CRFS indicator framework and align with the SDG
indicators where possible.
Day 1:
Day 2:
Food for the Cities Programme: Systematize and operationalize the concept of City Region Food
Systems
Develop methods and tools to conduct comprehensive and participatory CRFS assessment and validate it in pilot city regions
Strengthen capacity of local stakeholders within a local food system to improve food and nutrition security of urban dwellers
Reinforce urban-rural linkages for more inclusive, efficient and resilient food system
What is a city region food system?
• Food production, processing, marketing and consumption
• Urban centres, surrounding peri-urban and rural hinterland i.e. the “foodshed”
• Exchange and flows of food, people, goods, nutrients/waste and ecosystem services (urban metabolism)
• Urban-rural linkages; nexus between people, agriculture, biodiversity, water and energy
Natural resource management
Forest and trees
Soil and water
Land tenure
Energy
Food and Agriculture
Livestock and aquaculture
Agro-biodiversity
Food markets/supply
Food loss and waste
Socio-economic and health factors
Hunger and malnutrition
Shifting diets and habits (sustainable diets)
Food safety and street food
Migration and labour
Integrated approach: Components of a Food System
Cities engaged in the programme
• Food system assessment• Understand, characterize and map city region
food system (CRFS)
• Analyze critical issues, weaknesses, gaps and bottlenecks and identify local priorities
• Policy support and participatory planning• Define strategies and plans to address critical
issues for more resilient and inclusive food systems
• Foster multi-stakeholder dialogue, engagement and knowledge exchange

Food flows of key food commodities
Jurisdictional boundaries: municipality, sub-region, province
Natural boundaries: rivers, sea, mountain ridges, watersheds
Transport distance
Production potential/capacity in relation to the city’ food demand (for at least fresh products)
social/cultural exchange, people coming for shopping/leisure to the city etc.
Define boundaries of CRFS
Preliminary CRFS Maps in pilot cities:Colombo Lusaka
Kitwe
Medellin
• Integrated approach, shift out of silo-thinking
• Look beyond the city boundaries and address linkages and urban-rural relations
• Research and information exchange: Address limited data availability and costs, hands-on approach (trade-off with scientific preciseness)
• Multi-actor approach, including public administrations, civil society organisations and private sector
• Integration of food and agriculture in urban planning and land use policies
• Political will and policy framework: planning instruments
Operationalization of CRFS concepts
• CRFS characterization: to understand boundaries, elements and relations in CRFS
• Policy operationalization: focused data to define policy actions and possible indicators
• Policy monitoring: focused data to measure policy impacts and changes of time in relation to baseline
• Policy communication: transparent and understandable data to communicate policy aims and impacts to wider audiences
Role of CRFS assessment in different aspects of policy processes
CRFS assessment and indicator framework
• Characterize, assess and monitor different sustainability dimensions of a CRFS along the different components of the food chain.
• Assess the baseline of a CRFS
• Monitor changes from (future) policy and programme implementation

Questions to be addressed
• What are the major gaps do you see in the framework?• How to provide a real city region territorial and spatial
perspective?• How to ensure harmonization and comparability among
cities? to have a minimum group of common indicators to address in all cities?
• What tools can you share to collect data for specific indicators?
