Site RulesWorks Control All operatives and visitors are to receive a site specific safety briefing

recorded on the POWA. The person in charge of safety will be designated as the Foreman.Only trained operatives for the tasks being conducted are to be permitted to work on site.

Confined Space Confined space entry is only permitted for trained individuals. Additional equipment must be sourced prior to any confined space entry.

Accident/Incident All accidents, incidents and near misses must be reported via the agent responsible for the site.

Access Local rules are to be followed. UKPN sites may only be accessed by individuals in possession of the relevant qualifications or LOA.

PPE PPE must be assessed via the POWA and enacted in line with the RAMS and local site rules.

Equipment, Plant andMaterials

Excavation All excavations must be conducted in line with HSG 47 and DSR 01 014 and 014a. Excavation procedures must follow the POWA and generic RAMS

Cable Installation All ducting/cables must be installed in line with ECS 02 019. Installation procedures must follow the POWA and generic RAMS

Asbestos The following procedures must be adhered to.HSS 01 063HSS 01 064All asbestos related work is to be reported to the Safety team via your Site Agent.

Lifting All mechanical lifting operations must be reported to the safety team via your site agent prior to commencement.

Drugs and Alcohol No persons under the influence of drugs or alcohol are allowed on site. All accidents/incidents will invoke as far as is practicable immediate D&A testing.

Mobile Phones Mobile phone use is to be kept to a minimum. Unless it is an emergency personal calls must be made during break times and away from the work area.

Site Signage Obey all safety signs and instructions.Driving on site Speed limits are to be obeyed at all times. Assess and adhere to

vehicular routes.Reversing vehicles Reversing operations are to be assisted by a team member and must

be visually assessed prior to carrying out.Smoking No smoking or vaping is to be undertaken within buildings, temporary

accommodation, plant or vehicles.Working at Height WAH is to be avoided where possible. Excavations must be carried out

in line with the generic RAMS and the POWA. All above ground WAH must be signed off by the safety team prior to commencement.

Manual Handling Avoid where possible. Assess lifting requirements and use sufficient personnel to provide a safe lift.

Leptospirosis Wear PPE at all times during work processes. Wash hands prior to eating practice good personnel hygiene. Adhere to document ALS 01556

Fuel Storage All fuels must be stored securely in suitable marked containers. Drip trays must be used when re-fuelling plant on site.

Noise Use equipment and tools correctly. Work to be carried out in line with the POWA.Carry out activities where possible between the hours of 08:00 – 17:00. Ensure tools and equipment are in good condition.Utilise PPE.

Hazardous substances Use substances in line with the COSHH assessment.Any deficiencies/omissions in the COSHH assessment must be conveyed to the H&S team for approval prior to commencement.

HAVS Record all HAVS activities on the HAVS record sheet. Carry out activities in line with the adapted HAVS values and HAVS safety triangle. Documents are available in your WMS kit bag.

Security Ensure the work area is protected by continuous barriers or fencing at all times.All mobile plant is to be removed from the work area during non-

working times. Store all plant, equipment and materials safely and so as not to cause a hazard to the public or other work streams operating in the vicinity.

Protecting the Workforce during Coronavirus

General

In line with Public Health England (PHE) guidelines, where it is not possible to fully adhere to the social distancing guidelines in relation to a particular activity, you should consider whether the activity is critical for the site to continue to operate, and, if so, take all the mitigating actions possible to reduce the risk of transmission.

Sites and work need to be planned and organised to avoid crowding and minimise the risk of spread of infection by following PHE and HSE guidance.

Government Advice

Maintain a 2 metre distance from any other person(s) Minimise the number of people gathering together at any time A person is currently considered contagious for 7 days from when the

symptoms start There are 2 main means of transmission:

a. Secretions directly transferred into the mouth, nose or lungs i.e. someone breathes the air following a sneeze or cough from another.

b. Touching a surface or object that has been contaminated by another’s sneeze or cough.

When assessing and mitigating the risk consider ERIC. Eliminate, Reduce, Isolate, Control.

Eliminate

Unwell workers with symptoms should not travel to or attend the workplace

If in a shared vehicle, keep well ventilated and ensure contact points are wiped down before and after each trip. Consider FFP3 masks.

If you are healthy you need only wear a mask if you are taking care of a person with COVID-19 or if you are coughing or sneezing.

Protecting the Workforce during Coronavirus

Masks are effective only when used in combination with frequent hand- cleaning with alcohol-based hand rub or soap and water.

Avoid face to face and skin to skin contact Site Briefings:

PPE Sites should not use Respiratory Protection Equipment (RPE) where the 2 metre distancing guidelines are met

Where it is not possible to maintain the 2 metre distance, each activity should be risk assessed (please add to your daily POWA) using the heading controls above. RPE is a last resort.

Re-usable PPE should be thoroughly cleaned after use and not shared between workers

Single use PPE should be disposed of Where operatives are required to work in an area where (persons are

shielding, with symptoms, or confirmed Coronavirus cases may be present e.g. healthcare or in a home environment) additional PPE should be considered specific to the COVID-19 risk.

BehavioursThe measures necessary to minimise the risk or spread of infection rely on everyone in the industry taking responsibility for their actions and behaviours.

Please encourage all operatives, sub-contractors, agents and our partner agencies to collaborate and openly discuss any issues that arise.

Welfare UnitALS Civil Engineers generally hire in a unit.

All surfaces to be wiped down with supplied disinfectant Hand sanitiser and gel will be provided. Wash hands prior to and after using the toilet facility

Protecting the Workforce during Coronavirus

No more than 2 persons at a time are to be in the unit, sitting at opposite sides of the table.

Wipe down any surfaces touched after use e.g kettle, microwave, pen and table.

General The risk of viral transmission is negligible provided that all members of the working party are symptom free and maintain good hygiene practices.

Should a member of the working party develop symptoms whilst on-site, the agent should be contacted immediately, if indisposed then contact the company secretary (Jan Whittaker 01843 850746). In these circumstances transport home will be arranged. Safety measures for the driver and operative will have to be maintained:

The transporting vehicle will need to be appropriately ventilated RPE to be worn by both The operative’s PPE will require immediate cleansing The vehicle’s cab will require complete cleansing

Public Health England further AdviceAdvice in the construction environment where there is use of enclosed machinery such as diggers:

Operatives should wash or sanitise their hands each time they get into enclosed machinery such as diggers and the same when getting out

Operatives should keep windows open of enclosed machinery (this includes the Vans)

Enclosed spaces should also be well ventilated The inside of cabs should be regularly cleaned, particularly if used by

different operatives. Minimise vehicle sharing where possible.
