  • Preamble

    In the name of the Almighty God,

    We students of the Civil Engineering Department, of the Koforidua Polytechnic,

    In exercise of our natural and inalienable right to establish a framework of the association which

    shall secure for ourselves and posterity the blessings of liberty, equality of opportunity and

    prosperity in a spirit of friendship and peace with all people of this Polytechnic as well as securing

    unbreakable ties of fraternal solidarity and fellowship among the student population of Ghana and

    all nations; and in solemn declaration and affirmation of our commitment to academic excellence,

    moral discipline and career development. The principle that all powers of the executive spring

    from the sovereign will of the associations members.

    Do hereby adopt, enact and give to ourselves this constitution.

    THE CONSTITUTION

    ARTICLE 1: NAME, MOTTO, LOGO, SLOGAN, AND COLOUR

    The association shall be known and referred to as Civil Engineering Students Association of

    Koforidua Polytechnic hereafter called C.E.S.A (pronounced as si-za).

    The motto of the Civil Engineering Students Association shall be Creating Civilization.

    The slogan of the Civil Engineering Students Association shall be, C.E.S.A:- Creating

    Civilization!!!

    The official colours of the association shall be Yellow and Black.

    The logo of the association is at the appendix 1.

    ARTICLE 2: ENFORCEMENT OF THE CONSTITUTION

    1. This constitution shall be the supreme law of governance for all members of C.E.S.A. and should

    be held in high esteem.

    2. Notwithstanding clause (1), this constitution shall be subject to the constitution of P.E.S.A.G

    and S.R.C. Of Koforidua polytechnic, the Act establishing this Polytechnic as well as the

    constitution of the Republic of Ghana and all laws made under its authority.

    3. Any member of the association who allegedly breaks or is alleged to have broken any part of

    the constitution shall have to face the Disciplinary Committee to explain the cause of his action

    and if guilty, appropriate sanctions herein decided by the Disciplinary Committee meted out.

  • ARTICLE 3: AIMS AND OBJECTIVES

    1. To promote the understanding and the welfare of all its members.

    2. To educate the public on the Civil Engineering profession and awaken public interest in the

    profession.

    3. To mobilize and seek the interest of its members at all levels.

    4. To establish a strong linkage between Civil Engineering Students and professionals.

    5. To promote exchange of ideas between C.E.S.A. members and students of the other disciplines.

    6. To provide a conducive atmosphere for the Civil Engineering students intellectual and social

    development.

    ARTICLE 4: MEMBERSHIP

    The membership of the association shall comprise of Active members, honorary members,

    Professional members and Associate members.

    1. Active members shall comprise of all students enrolled to pursue a program in Civil Engineering and any other course that the department might run from time to time.

    2. Associate membership shall be open to all non-civil engineering students interested in the

    aims of the association as stated above.

    3. Honorary membership is opened to alumni and distinguished personalities of the Civil

    Engineering Department.

    4. Professional membership is opened to all professionals in the field of Civil Engineering

    interested in the aims of the association as stated above.

    ARTICLE 5: ACTIVITIES

    1. The Association shall organise:

    a. Lectures, workshops, seminars, socialising, diner, field trips.

    b. Other activities of educational and recreational value to the members consistent

    with the aims of the association.

    c. Socialising shall be held in the first semester.

    d. Diner shall be held in the second semester.

    ARTICLE 6: STRUCTURES

    The association shall be composed of three working bodies:

    1. Executive Committee

    2. General Assembly

    3. Judicial Assembly

    The entire C.E.S.A. shall meet at least twice a semester - at the beginning and at the end of every

    semester.

  • ARTICLE 7: THE EXECUTIVE COMMITTEE

    (1) COMPOSITION

    The executive shall be composed of:

    i. The President

    ii. The Vice President

    iii. The General secretary

    iv. The Treasurer

    v. The Public Relations Officer

    vi. The Organising Secretary

    vii. The Women in Civil engineering President

    (2) FUNCTIONS

    (a) The Executive shall formulate policies and initiatives for C.E.S.A.

    (b) The Executive shall ensure that the provisions on the functions of the C.E.S.A. are enforced.

    (c) The Executive committee shall form an Ad-hoc-Committee for a specific project or assignment.

    The membership of the committee shall be approved by the General Assembly.

    ARTICLE 8: FUNCTIONS OF OFFICERS

    (a) President

    The President shall:

    i. Preside over all executive committee meetings of the Association.

    ii. Be the leader and chief spokesperson of the members in all matters under

    his Jurisdiction.

    iii. Oversee the peaceful settlement of conflicts that may arise between

    members and/ or between members of the association and members of staff.

    iv. Be a signatory to the Associations accounts.

    (b) Vice-President

    The Vice President shall:

    i. Assist the president and act in his absence.

    ii. Be especially responsible for the conduct and performance of all the class

    representatives.

    iii. Perform any other duties as assigned him by the President.

    iv. Be in charge of procurement.

    v. Be the chairperson of disciplinary committee.

  • (c) General Secretary

    The Secretary shall:

    i. Be responsible for all correspondence of the Association.

    ii. In consultation with the President, he shall call all meetings, stating agenda,

    time and place of the meeting.

    iii. Perform any other duties as assigned him by the President.

    iv. He shall be the custodian of all records and seals of the Association.

    v. Be the chairperson of welfare committee.

    (d) Treasurer

    The Treasurer shall:

    i. Be responsible for receiving and keeping of all accounts of the association.

    ii. Be the custodian of the associations financial documents.

    iii. Submit the financial statement of the association to the Executive Committee.

    iv. Be a signatory to the associations accounts.

    v. In the absence of the secretary he assumes the position.

    vi. Perform any other duties as assigned him by the President.

    vii. Be the chairperson of the Financial Committee.

    (e) Public Relations Officer

    The Public Relations officer shall:

    i. Endorse all C.E.S.A. Publication.

    ii. Be responsible for all C.E.S.A. publicities.

    iii. Be the chairperson of the editorial committee.

    iv. Perform any other duties as assigned him by the President.

  • (f) The Organizing secretary

    The Organising Secretary shall:

    i. Be responsible in directing and controlling all programmes concerning

    C.E.S.A.

    ii. See to the effective organization of the associations programmes.

    iii. Perform any other duties as assigned him by the President.

    iv. Be the chairperson of the organizing committee.

    (g) Women in Civil Engineering (W.IN.C.E) president.

    The women in civil engineering president shall:

    i. Be responsible for organizing all women activities in the association.

    ii. Advice women on all respects.

    iii. Be a member of the Organizing Committee, welfare committee, and

    disciplinary committee.

    iv. Be the head of all the women in all the associations activities.

    v. Enhance the intellectual capacity of female students of the association with a

    view to offer a common forum for monitoring discriminatory and unfair

    practice against female students with the view to seeking redress in

    appropriate cases.

    vi. Perform any other duties as assigned her by the President.

    ARTICLE 9: THE GENERAL ASSEMBLY

    (1) ESTABLISHMENT

    There shall be established a General Assembly under the C.E.S.A. which shall perform

    duties assigned to it under this constitution.

    For the avoidance of doubt, the General Assembly shall be the highest decision making

    body of the Association.

    (2) COMPOSITION

    (a) ADMINISTRATORS

    i. The speaker

    ii. Deputy speaker

    iii. The Clerk

  • (b) MEMBERS OF GENERAL ASSEMBLY

    The members of General Assembly shall comprise of all members of the association, but

    only active members shall have voting right.

    (3) THE SPEAKER

    (a) The Speaker shall be appointed by the Executive Committee subject to the approval of

    the General Assembly.

    (b) The Speaker shall be the chair and moderate affairs of the General Assembly.

    (c) The Speaker shall have voting rights provided there is a tie.

    (d) The Speaker should be someone who has completed at least an academic year in the

    institution.

    (4) THE DEPUTY SPEAKER

    (a) The Deputy Speaker shall be elected by the members of General Assembly.

    (b) Only active members of the General Assembly shall qualify to be elected Deputy

    Speaker.

    (c) The Deputy speaker shall assume the position of the speaker in the absence of the

    Speaker and on such situation waive his voting right.

    (d) The Deputy Speaker should be someone who has completed at least an academic year

    in the institution.

    (5) THE CLERK

    (a) The clerk shall be appointed by the General Secretary subject to the approval of General

    Assembly.

    (b) The clerk shall have a voting right.

    (c) The Clerk should be someone who has completed at least an academic semester in the

    institution.

    (6) FUNCTIONS

    The General Assembly shall:

    (a) Receive and discuss budgets of the Association.

    (b) Perform any other functions as may be referred by the Executive Committee.

    (c) Discuss the Audited Accounts and reports of the outgoing executives and make

    recommendations.

    (d) Debate issues concerning the interest of students and may pass resolutions on them.

    (e) Have the right to call upon an executive officer or member of the Civil Engineering

    General Assembly to explain issues concerning students.

  • (7) MODE OF OPERATION

    (a) The General Assembly shall meet at least a week before handing over and decide on

    election of the Speaker, Deputy Speaker and Clerk for the next academic year.

    (b) Meetings of the General Assembly shall be held at least three (3) times per each

    Semester.

    (c) The General Assembly shall meet upon a petition by members of the Association. The

    petition should be endorsed by at least five (5) members from each level.

    (d) In the event where General Assembly refuses to meet over any matters or issues

    referred to it, the views or discretions of the Patron shall be taken as final.

    (8) STANDING ORDERS

    1. A General Assembly meeting shall be chaired by the speaker who shall have the mandate

    to direct the meeting.

    2. The presence of more than thirty percent (30%) voting-members of the General Assembly

    shall form a quorum for a meeting.

    3. A simple majority vote shall determine a decision of members at a meeting if votes are

    cast. All motions at meetings shall be seconded before votes cast.

    4. A point of order shall be heard at all times except during voting and must deal with the

    conduct of procedure of the meeting. The speaker of the General Assembly shall have the

    mandate to rule out of order any speaker failing to adhere to the subject under discussion.

    5. A point of correction or a point of information shall be heard only after the speaker on

    the floor has finished making his point.

    6. Voting at meetings shall normally be by a headcount or by secret ballot or unless otherwise

    stated.

    7. A motion shall be considered only after it has been seconded by another person. The

    proposer shall have to speak on the motion first, followed by the seconder before it is

    opened to General Assembly.

    8. No speaker shall speak for more than five minutes. A speaker who has already spoken shall

    not be allowed to speak so long as another member who has not spoken desires the floor.

    9. All Executive Committee members shall be non-voting members of the General Assembly.

    ARTICLE 10: THE JUDICIAL COMMITTEE

    (1) There shall be Judicial Committee of C.E.S.A. which shall be a superior adjudicatory body,

    which shall be chaired by the Chief Justice, appointed by the president from among the

    panel of judges, subject to the approval of the General Assembly.

    (2) COMPOSITION

    The judicial panel shall composed of:

  • (i) One judge from each class, appointed by the class representative subject to the approval

    of the class.

    (ii) Judicial Recorder, appointed by the General Secretary subject to the approval of the

    General Assembly.

    (3) FUNCTION OF THE CHIEF JUSTICE

    i. He shall be the head of the judicial panel.

    ii. He, in consultation with the Patron shall have the right to empanel members of the

    judiciary to hear cases.

    (4) JURISDICTIONS OF THE JUDICIAL COMMITTEE

    The Judicial Committee shall be responsible for:

    a. The interpretation and/or enforcement of any provision in this Constitution and in every

    matter where it is alleged that a member, group or association has acted in contravention

    to the dictates of this constitution.

    b. Hearing of any impeachment proceedings or grievances against any Executive

    Committee member.

    c. The appellate Jurisdiction over all electoral disputes lodged with the electoral

    commissioner. All such petitions shall be addressed within 72 hours.

    d. Ruling on matters on which this constitution is silent or ambiguous and such ruling shall,

    be expressed in precise terms and shall be subject to the approval of the General

    Assembly of C.E.S.A and the C.E.S.A becoming a precedent (and or persuasive

    influence) in the C.E.S.A and the General Assembly Body until amended or revoked in

    accordance with the provision of article 26 of this constitution.

    ARTICLE 11: MEETINGS

    1. There shall be four (4) types of meetings;

    a. Executive Meetings: These shall be organized by the Executive Committee called by the

    Executives whenever it is necessary but members of the executive be informed 48 hours

    before the meeting is held.

    b. Working Committee meetings: These shall be organised by the ad hoc committees under

    CESA.

    c. General Assembly meetings: these shall be organized by the General Assembly.

    d. General Meetings: This meeting shall be convened within the first five weeks of each

    Academic Semester of the academic year and it shall be done in the General Assembly.

    Paramount on the agenda of the meeting shall be;

    i. The Presidents report on the Association and the way forward.

  • ii. The Treasurers report.

    iii. Any Other Business.

    ARTICLE 12: AUTHORITY

    (a)The line of authority of the C.E.S.A. shall be in the following .order, starting from the highest

    to the lowest:

    (1) The President

    (2) The Vice president

    (3) The Speaker of the General Assembly

    (4) The Chief Justice

    (b) The C.E.S.A. President cannot be summoned to appear before the judicial panel.

    (c) Each body of C.E.S.A. shall be independent of one another, in the execution of their duties.

    ARTICLE 13: WORKING COMMITTEES

    (a) EDITORIAL COMMITTEE

    There shall be Editorial Committee chaired by the P. R. O.

    (1) COMPOSITION

    The board shall be composed of:

    i. The clerk of General Assembly.

    ii. The judicial recorder.

    iii. Representatives from each class

    (2) FUNCTIONS

    i. It shall be responsible for all publications of the Association.

    ii. It shall be responsible for the update of the C.E.S.A Notice Board, furnishing the

    C.E.S.A. members with current information and innovation mostly related to the Civil

    Engineering profession.

    (b) FINANCIAL COMMITTEE

    There shall be financial committee chaired by the Treasurer:

    (1) COMPOSITION

    The committee shall be composed of.

  • (i) Four members appointed by the General Assembly.

    (ii) Each class shall be represented.

    (iii) One member of the committee shall be appointed as the Financial Secretary.

    (2) FUNCTIONS

    (i) It shall be responsible for raising sponsorship to fund the Association.

    (ii) May inspect at any time the account of any working body of C.E.S.A.

    (iii) It shall ensure that all financial administration laws and regulations are observed by all

    bodies under C.E.S.A.

    (c) ORGANIZING COMMITTEE

    There shall be an organizing committee chaired by the Organizing Secretary.

    (1) COMPOSITION

    The board shall be composed of:

    (i) The WINCE President.

    (ii) One representative from each class.

    (2) FUNCTIONS

    (i) It shall be responsible for the organization of all meetings, programmes and activities

    of C.E.S.A.

    (ii) Shall perform any other function as may be assigned to it by the Executive Committee.

    (d) AUDIT COMMITTEE

    The associations account shall be audited by an independent Audit Committee made up

    of five members with at least one from each class.

    The General Assembly shall appoint the Audit Committee. The Audit Committee shall

    present its report to the General Assembly, Patron, the Dean of Faculty of Engineering and

    the Dean of students, a week before the handing over ceremony.

    A copy of the Associations account statement and the Audit Committee report shall be

    displayed on the Engineering Notice Board.

    (e) WELFARE COMMITTEE

    There shall be a welfare committee chaired by the General Secretary.

    (1) COMPOSITION

  • (i) The WINCE President

    (ii) One representative from each class.

    (2) FUNCTIONS

    (i) It shall see to the wellbeing of members.

    (ii) Address the executive committee and the General Assembly of the C.E.S.A on all

    welfare issues.

    (f) DISCIPLINARY COMMITTEE

    There shall be a disciplinary committee chaired by the Vice President.

    (1) COMPOSITION

    (i) Chief Justice

    (ii) General secretary

    (iii) WINCE President

    (2) FUNCTIONS

    It shall consider evidence submitted to it:

    (i) To determine whether the allegation relating to the disciplinary offence has been

    substantiated.

    (ii) To determine, if appropriate, the outcome or penalty to be imposed.

    ARTICLE 14: THE PATRON

    (a) There shall be a patron of the Association, who must be a full-time Lecturer of the Civil

    Engineering Department of Koforidua Polytechnic.

    (b) FUNCTION

    (i) He shall be the Chief Advisor of C.E.S.A.

    (ii) He shall be a signatory to the Associations account.

    (iii) His discretions shall be considered final if General Assembly refuses to meet over

    an issue referred to it.

    ARTICLE 15: CLASS REPRESENTATIVES

    (a) Each class shall elect one Class Representative and one Deputy, they shall be elected by head

    count and a simple majority is required to win such positions.

    (b) FUNCTIONS

    (i) The Class Rep. and their Deputies shall be members of General Assembly.

    (ii) The Class Rep. shall be the leader of his class in General Assembly.

    (iii) The Class Rep. shall be the leader and chief spokesperson of his class.

    (iv) The Class Rep. shall preside over all meetings of his class.

  • ARTICLE 16: ELECTORAL COMMISSION

    (a)There shall be an Electoral Commission under the C.E.S.A. chaired by the Commissioner,

    appointed by the Executive Committee subject to the approval of the General Assembly.

    (b)COMPOSITION

    (i) Four additional members at least One electoral commission member from each class and one

    female representative

    (c) FUNCTIONS

    a. It shall be responsible for the conduct of all C.E.S.A sponsored elections, referenda, bye-

    elections, opinion polls etc. by secret ballot.

    b. The General Assembly shall provide modalities for all Electoral procedures. Candidates

    and their assigns must abide by them.

    c. The electoral commission shall have 48 hours within which to declare the final results of

    any such elections.

    ARTICLE 17: ELECTION OF EXECUTIVE COMMITTEE

    1. The President, Vice President, General Secretary, Treasurer and Organizing Secretary, P.R.O

    and the WINCE President shall be elected by a secret vote.

    2. An active member is eligible for nomination to be the President or Vice President, Secretary

    and Treasurer if he/her has spent at least one academic year in the Department and provided

    he is not in the final year.

    3. An active member is eligible for nomination to be the Organizing Secretary, P.R.O and

    WINCE President if he/she has spent at least one academic semester in the department.

    ARTICLE 18: RULES FOR THE CONDUCT OF ELECTIONS

    1. An eligible candidate shall pick a nomination form at a fee which will be determined by the

    Electoral Commission in consultation with the General Assembly and the Patron ,and the

    form must be endorsed by three active members one from at least each class.

    2. A Vetting Committee shall be appointed by the Electoral Commission to vet nominated

    candidates to ensure that they are fit in all aspects. Vetting Committee should be a fair

    representation of year group and gender.

    3. Where two or more candidates contest for an office, a simple majority is required to win the

    election.

  • 4. In the case of a tie, fresh elections shall be held only for the candidates and conditions of

    Article 18, Clause 3 still holds.

    5. A candidate who stands unopposed shall be required to obtain more than fifty percent (>50%)

    or majority of the total valid votes cast.

    6. Campaigning starts immediately after the declaration of vetting results. All campaign

    activities shall cease on the eve of elections. Any candidate who defies these rules stands the

    risk of disqualification.

    7. Nominations would be opened for two (2) weeks. Vetting, Campaigning and Elections

    should take place within ten (10) days. If there are some circumstances beyond their control,

    should write to the executive for expansion of the time.

    ARTICLE 19: RESIGNATION FROM OFFICE

    1. Any officer of C.E.S.A. may resign his post voluntarily. The resignation shall be

    communicated to the President in writing, seven (7) days before date of relinquish of office.

    The President shall convene an Executive Committee meeting to discuss the acceptance or

    rejection of the request. The entire membership of the Association shall be informed of the

    Committees decision.

    2. Any officer or member of Committee/committee relinquishing his office under Article 19

    Clause 1 shall handover all documents and property of the Association to the Executive

    Committee.

    3. In pursuant of Article 19 Clause 1 and 2 above, the Audit Committee shall make an audit of

    the financial transactions of the said Officer.

    ARTICLE 20 ADDITIONAL ELECTORAL RULES

    (1) Any student who qualify to contest elections and intend to contest any position shall make

    available 2 passport sized photographs of himself accompanied with duly filled nomination

    forms and CV to the electoral commissioner not later than the specified date and time by

    the electoral commissioner.

    (2) The electoral commissioner shall be require to publish on engineering notice board, full

    report of all candidates so screened at least three days before elections day. Such a report

    shall not give ranking of the candidates.

    (3) All offices shall be held for one academic year and retiring officer shall be eligible for Re-

    election subject to satisfying relevant provisions of the constitution.

    (4) All poster used for campaigning must be removed a midnight on the eve of voting.

    (5) Posters of candidates shall be pasted only on notice boards in and outside the polytechnic

    campus.

    (6) Elections shall be held in the 8-10 week after the beginning of the second semester in an

    academic year.

    (7) The WINCE President shall be a female student.

  • (8) Candidates wishing to present representatives at the polling stations to witness polling on

    the day of voting shall furnish the electoral commission with the names and particulars of

    such representatives not later than 48 hours before the day of voting.

    (9) Elections shall proceed if a position is vacant, but a new nomination shall be opened for

    such vacant position after two weeks of elections. If after this nomination the position is

    still vacant, the General assembly shall appoint someone to that position.

    (10) Any electoral procedure on which this constitution is silent shall be referred to the

    judicial committee for determination

    (11) Any petition filled for the challenge of an electoral result shall be signed by five

    students from each class. And the petition should be filled within 72 hours of declaration

    of electoral results. No petition shall be entertained after 72 hours.

    ARTICLE 21: REMOVAL FROM OFFICE

    1. Any student member may by notice in writing to the Executive Committee, commence

    proceedings against any officer of C.E.S.A. provided such notice shall be authenticated by the

    signature of not less than ten (10) student members from each class.

    2. Any student officer shall be removed from office if found guilty of embezzlement and/or

    misappropriation of the Associations funds and/or has behaved in such a manner as can be

    described as detrimental to the reputation of the students body of the Department or the school or

    tarnish the image of the department or the Faculty or the Polytechnic.

    3. Any officer shall be removed from office on a vote of no-confidence carried by two-thirds

    majority at a general meeting called for that purpose.

    ARTICLE 22: BYE-ELECTIONS

    1. A bye-election shall be organized in the event of an unopposed candidate failing to obtain

    the requisite percentage, a deceased officer, upon resignation or removal from office.

    2. Bye-elections shall be organized within a period stipulated by the General assembly.

    3. Any Executive Committee member who intends to contest a bye-election shall first resign

    his position. His resignation shall be approved the current Executive Committee members

    aside himself.

  • ARTICLE 23: FUNDING OF ASSOCIATION

    1. Funds shall be generated from the following:

    a. Determination all students of the Department shall pay C.E.S.A. dues per annum as shall

    be approved from time to time by the Executive Committee upon the recommendation of

    the patron. Such dues shall be paid at the time of registration in the first semester.

    b. Donations and contribution from honorary members and professionals.

    c. Fund-raising activities organized by the association.

    2. The association shall open an account with any Recognised Bank Branch in Koforidua where

    all monies of the Association shall be kept.

    3. The President, Financial Secretary, and Patron shall be the signatories to the associations

    account.

    4. The use of the associations funds shall include:

    (i) Activities and functions as the Association may approve.

    (ii) Giving of a Lacoste, exercise books, and a sticker (subject to the approval of the

    General Assembly).

    (iii) Provision of academic facilities when needed (optional).

    (iv) Administrative expenditure.

    ARTICLE 24: HONORARIA

    1. Certificate of office shall be presented to Officers of the Association on the day of handing

    over upon successful completion of their duties.

    2. Based on the discretion of the executive Committee deserving students shall be awarded

    on the day of handing over.

    ARTICLE 25: VOTING

    1. Only Active members shall have the right to vote during General Election.

    2. Proxy: there shall be no voting by proxy.

    3. All students shall have one vote each.

    4. All students shall be allowed to vote only upon producing his Koforidua Polytechnic

    photo identity card to the officer in charge of the polling station.

    ARTICLE 26: AMENDMENTS

    1. Any part(s), Article(s), Clause(s), and Sub-clause of the constitution shall be subject to

    change herein referred to as amendment.

    2. This constitution shall be due for amendment only after three (3) years after coming into

    effect.

    3. Any part of this constitution shall be subject to amendment if need be.

    4. Notice for intention of constitutional amendments with the amendment stated in writing

    shall be signed by the proposer and countersigned by at least ten (10) signatories and

  • submitted to the secretary who shall convene an executive Committee meeting within

    fourteen days of such notice.

    5. Amendments to this constitution shall be deemed effective by at least two-thirds majority

    members at a meeting called for this purpose.

    ARTICLE 27: MISCELLANEOUS

    i. No student shall be deemed to be member of the Executives of C.E.S.A. unless he has

    sworn the oath of office.

    ii. Unless where constitutional amendments have been made to some provisions of this

    constitution, no part of the constitution shall be altered or excluded, or any made to its

    content.

    iii. The Civil Engineering Students Association shall be the mouthpiece and the sole

    representative association of all the Civil Engineering Students in all matters affecting its

    members.

    iv. C.E.S.A shall be non-political, non-partisan and non-religious association

    ARTICLE 28: INTERPRETATION

    Unless otherwise stated, the following terms shall carry the following meanings throughout the

    Constitution.

    i. Association shall mean, The Civil Engineering Students association of the

    Koforidua Polytechnic

    ii. Polytechnic shall mean, The Koforidua Polytechnic

    iii. Department shall mean, The civil Engineering Department of Koforidua

    Polytechnic

    iv. C.E.S.A. shall mean, The Civil Engineering Students Association

    v. P.E.S.A.G shall mean, Polytechnic Engineering Students Association of Ghana.

    vi. Creating shall mean: Building or Establishing

    vii. Civilization shall mean, an advanced habitable society.

    viii. He, His, Chairman, as used in this constitution shall refer to any student, male or

    female.

    ix. WINCE, shall be pronounced as Winss

    x. The words engine and ingenious are derived from the same Latin root,

    ingenerare, which means to create or to contrive:-this explains why we chose the

    Motto Creating (Engineering) Civil-(ization).

    SCHEDULE 1

    SECTION 1

    HANDING OVER PROCEDURES BY OFFICERS

  • (1)The C.E.S.A. Officers shall hand over power to newly elected C.E.S.A. Officers within two

    weeks after the election process of the new executive Committee. Handing over shall be held at

    the diner.

    (2) The Outgoing Chief Justice automatically relinquishes his position immediately after swearing

    in the President-elect.

    high office of President of the civil engineering students association do (in the name of the Almighty God swear) (solemnly affirm) that I will be faithful and true to the C.E.S.A.; that I will

    at all times preserve, protect and defend the Constitution of the civil engineering students association; and that I dedicate myself to the service and well-being of the members of the

    association.

    I further (solemnly swear) (solemnly affirm) that should I at any time break this oath of office I

    shall submit myself to the penalty for it. (So help me God.)

    To be administered by the Chief Justice at the handing over.

    THE OATH OF THE VICE-PRESIDENT

    THE SPEAKER'S OATH

    uphold, preserve, protect and defend the Constitution of the Civil Engineering Students

    Association; and that I will do right to all manner of persons in accordance with the Constitution

    of C.E.S.A. Without fear or favour, affection or ill-will. (So help me God.)

    engineers are elevating our standard of

    HARD HAT This is a sign of safety, and symbolizes

    how safe the world is with the civil

    engineers presence.

    CARDINAL

    POINT

    The cardinal point signifies the four

    corners of the earth (id est North,

    South, East and West), which connotes

    the versatility of the civil engineer.

    GLOBE This typifies the earth, which civil

    engineers have been tasked to civilise

    (make it conducive for habitation).

    SCROLL The scroll represents the ingenuity of

    civil engineers.

    This characterises the rewarding and the
