EC is built on the paradigms of energy, fervor and progressive approach to make higher education available to everyone through the modes of ICT and I feel elated in presenting to you the document of our achievements made and milestones achieved during the last year in an attempt to fulfill the objectives of our organization along with the projections for the next year in form of an Annual Report for 2016-17.

We believe in the power of education and understand the vital importance of its dissemination through modes of ICT so as to create a conducive digital learning environment that brings about a critical change in the teaching and learning methodologies and practices in the country. The approach followed by CEC is congruent to the present government's dream of Digital India of which digital education is an important aspect. I am glad to share with you that educational video production and e-content creation has witnessed an all time high in the last year. e-Content development under the NME-ICT project of MHRD has been successfully about to be completed, thus, offering e-courseware to students across India on 87 under graduate subjects spread across over 23000 modules and more than 10,000 Short Learning Objects. The performance and the contribution of the Educational Multimedia Centres has also been commendable in the last year.With everyday four live EduSat lectures, continuously increasing YouTube subscribers, ten Swayam Prabha DTH Channels exclusively for non-engineering higher education under its purview and development of Massive Open Online Courses on varied subjects, CEC has come a long way since its inception. Our production of digital content and dissemination activities have increased up to 8 times. CEC also organizes as well as participates in several national level events on regular basis such as Annual Prakr i t i Documentary Fi lm Fest ival and Educational Video Competition both of which were organized in year 2016-17 and received overwhelming response.The journey of CEC has been impressive and inspirational and we reaffirm our pledge to redefine the standards of higher education in India through our constant endeavors and progressive approach.

TThe Consortium for EducationalCommunication popularly known as CEC is one of the Inter University Centres set up by the University

Grants Commission (UGC) of India. Established in 1993, it serves the goal of addressing the needs of Indian Higher Education through the use of electronic and new media along with the

appropriate use of emerging Information and Communication Technologies (ICT). CEC is a nodal agency to address the educational needs of the country by creating and disseminating multimedia content and educational videos for higher education through broadcast and non-broadcast modes. It has 21 Educational and Mult imedia Research Centers (EMRCs) as consortium members also known as Med ia Centers . These multimedia educational content producers are located in different universities/ institutions across the length & breadth of the country as shown in the graphic representation given below:

n the year 1983, UGC set up the UGC INSAT TV Project to co-ordinate the Country Wide Class Room (CWCR) activity. Realizing the potential and power of television to act as means of educational knowledge dissemination, UGC started the Countrywide Classroom Programmes

in the year 1984 by use of the satellite communication for enhancing the reach of higher education. The first telecast of CWCR programmes started on 15th August, 1984 on Doordarshan National Network (DD1). For production of such programmes Media Centres were set up at 6 universities. Subsequently, Consortium for Educational Communication (CEC) was created in 1993 under UGC act 12 (CCC) as a nodal agency to coordinate, guide & facilitate the Media Centres and such educational production activities at the national level. Today, 21 Media Centres are working towards achieving this goal under the umbrella of CEC.

DOMAIN AREAS OF CEC

A. Production

i) Educational Videos

CEC and its media centres engage in the production of two types of educational video pro-grammes-Curriculum based and Enrichment based (for supplementary learning). These programmes cover different subjects across four bands/streams:

1. Language/ Literature/Art and Culture

2. Social Sciences

3. Management and other professional subjects

4. Sciences/ Technology

CEC by now has a knowledge repository of approx. 37,048 educational video programmes on different topics and subjects, available in English largely and in Hindi. The entire collection is being digitized to render the video programmmes more user friendly and digitally compatible ensemble with a long shelf life and enhanced portability.

A total of 5071 educational videos were produced, as received by the CEC from Media Centres from April 2016 to March 2017. The Annual Production of Educational Videos was 602 from the beginning till the year 2012-13. In the financial year 2013-14, the production rate dramatically increased to 3002 videos. In 2014-15, the trend was maintained with an Annual Production of 3022 Educational Videos and the year 2015-2016 observed production of 3100 Educational Videos. There was further drastic 63.58% raise in the rate of production during 2016-17 compare to financial year 2015-16 and almost 8 times from the average and production upto 2013.

The following figure shows month-by-month production of educational videos by the

EMRCs from April 2016 to March 2017. The production in the months of September,

December and March peaked with 453, 673 and 1019 educational videos respectively.

The data on the centre-wise production of total 5,071 Educational Videos produced from

April 2016 to March 2017 is shown below. All the Media Centres performed well, with the

EMRCs like Chennai (742), Mysore (608) producing more than 600 programmes each and

performing exceptionally well; while Srinagar (418), Patiala (408) and Sagar (403) too

performed well by producing more than 400 educational programmes each.

ii) E-Content Development

The e-Content project is one of the most ambitious projects under National Mission on

Education through ICT (NME-ICT) of Ministry of Human Resource Development (MHRD),

Govt. of India. E-Content Modules are complete courseware which includes the topic video,

full transcript, text, FAQs, quiz, assignments and references etc. available in easily

downloadable format. Presently, CEC is engaged in developing e-Content on 87 UG

subjects as per the UGC model curricula for undergraduate programme. CEC is developing

e-Content in 29 subjects in Phase – I and 58 subjects in Phase – II. CEC’s repository is

enriched with 18,332 e-Content modules till March 2017.

For a seamless interface between users and the content, CEC developed an e-Content

template which has been accepted as a model template by the MHRD.

E-Content development under Phase – I

The e-Content development work in 29 UG Subjects, totaling 8959 modules in 4 quadrants

under Phase – I has been completed. Along with it, 5939 Short Learning Objects (SLOs)

covering various FAQs and concepts have also been developed. Uploading of all 29 e-

Content subjects with Metadata has been done on CEC web portal www.cec.nic.in.

E-Content development under Phase – II

The Phase – II of the e-Content project was sanctioned in May, 2014. The Media Centres

are already at various stages of completion under Phase – II. A total of 14273 modules in 4

quadrants are to be developed under the project. Till March, 2017 a total of 9,373 modules

have been developed under Phase – II. (Annexure). In the year April 2016 to March 2017

3025 Short Learning Objects (SLOs) and 5470 e-content modules have been developed.

The annual production rate of the NME-ICT e-Content has been 564.75 modules per year

since the beginning of the project in 2009. Year 2013-14 was our turn-around year when

we ramped up our production and produced 2613 e-Content modules. In the year 2014-15

we have followed the trend and produced 2620 e-Content modules and during the period

2015-16 we produced 2,700 e-Content modules. The production almost doubled to 5470

e-content modules during the year 2016- 2017 itself from the previous year.

The following chart shows our month-by-month progress of NME-ICT project. The figure

shows the output of e-Content modules plotted against months starting from April 2016

and ending with March 2017. The production increased in May, 2017 with 320 e-Content

modules and maintained a steady rate with a brief trough in October (192) and it again

peaked in March 2017 with 1820 e-Content modules being produced.

The following chart shows the centre-wise production of 5470 e-Content modules that

were produced from April 2016 to March 2017. Chennai (583), Mysore (554), Srinagar (430)

and MCRC, Jamia (424) produced more than 400 e-Content modules each.

iii) Short Learning Objects (SLOs):

These are short duration videos embedded with text and multimedia content based on

frequently asked questions on varied topics across different subjects for the enhanced

learning experience. This year from April 2016 to March 2017, 3025 short learning objects

were developed. Now, Nearly 9000 SLOs are present in the CEC Media library and are

available on CEC’s website.

iv) Massive Open Online Courses (MOOCs)

The MHRD appointed Consortium for Educational Communication, New Delhi vide

notification no. 8-26/2014-TEL dated 09.03.2016 as National Coordinator for non-

technology - degree programmes (undergraduate). CEC and Media Centres have

developed 31 UG and 72 PG MOOCs courses under Phase 1 0f MOOCs development by

repurposing the existing e-Content in various subjects. In the MOOC courses (UG + PG)

that were trial run for the first time, about 9300 students had enrolled.

v) Certification and Validation of the Content

The programmes are previewed for authentication of content and the technical parameters

at two levels. First stage preview is done at media centres level and second one at CECs

level. The analysis process involves conceptual, content and structural analysis of the

content. The technical adequacy of the programme is with respect to its video and audio

quality. The preview committee evaluates the programmes and recommends its status as

accepted, to be revised or in some cases not accepted. The errors in presentation, caption/

graphics, of the programmes produced are noted and rectified prior to the availability of

these in the public domain.

B. Dissemination

i) Broadcast Mode (Television and Radio)

a) Vyas Higher Education Channel

CEC is running an exclusive 24X7 CEC-UGC higher education satellite channel-VYAS. It

airs both curriculum as well as enrichment-based programmes on various subjects to

supplement the classroom teaching. The channel is webcast on the CEC website-

www.cec.nic.in and is also available on www.sakshat.ac.in and www.webcast.gov.in web

portals of Government of India. CEC has now achieved 8-hour fresh telecast of the

programmes which translates into an increased output of 600 programmes per month- up

from 450 programmes. 08 hours fresh programmes are repeated 3 times daily, as per

accepted international norms. In the year 2016-17, a total of 2928 Hours of fresh content

was telecast for the viewers.

b) SWAYAM PRABHA – The DTH Platform

The Ministry of Human Resource Development, Govt. of India vide letter no. F.No.16-

16/2012-TEL dated 23rd June, 2016 appointed CEC as National Coordinator for 10 CEC-

UGC DTH Channels on SWAYAM PRABHA Platform for Non technology UG and PG

Programmes.

The content for these channels shall be provided by National Coordinators designated for

various sectors in Education. BISAG, Gandhinagar has been given the responsibility of

operating the teleport at Gandhinagar to uplink these channels and the testing of the 32

Educational DTH Channels started on 15th August, 2016.

c) Community Radio

Some of the Media Centres including EMMRC Ahmedabad, Chennai, Srinagar, Mysore and

MCRC Jamia Millia Islamia run the Community Radios, where educational programmes are

produced and broadcast. EMMRC Chennai, Anna University was first in the country to

introduce community radio.

ii) Non - Broadcast Mode

a) CEC Web Portal

CEC web portal - www.cec.nic.in is a major platform for the dissemination of e-Content

and educational video programmes. It harbours the courseware and enrichment

programmes on all major undergraduate subjects. This user friendly portal allows learners

to easily search and download their course material and presents tremendous opportunities

for precision and personalized learning. The visitor count has already crossed 14-lakh mark

and has continuously retained an upward trend in visitor count.

Besides, CEC has collaborated with INFLIBNET (Information and Library Network Centre),

for developing the e-education portal which contains the ‘Bibliographic Database of CEC

Video Resources’ available at CEC Media Library. This database of educational video pro-

grammes, e-Contents and SLOs produced by CEC and its Media Centres is hosted on the

INFLIBNET’s server, which enables universities and colleges under the UGC-INFONET

consortia to have access to the CEC database of video resources.

CEC website is source to

iii) EDUSAT Live Lecture Transmission through Web Streaming

CEC established UGC-CEC nationwide EduSat network in 2005 for regular live

transmission of the lectures delivered by the subject experts which takes place from the

CEC/Media Centre studios (Migratory Teaching End). The EduSat lectures are telecast for 4

hours live. The Indian Space Research Organization (ISRO) has adjudged CEC as the ‘Best

User of EduSat National Beam’ in the country and as custodian of Migratory Teaching End

(MIT). CEC established another network, called North-East EduSat Network on September

05, 2006. As CEC EduSat delivery is through CIET Hub and due to some technical

problems at their and EduSat delivery is made available through web only. The live lectures

transmitted on these networks are also available on popular video networking site –

YouTube (www.youtube.com/user/cecEduSat) and also on Vyas channel.

CEC adopted focused approach for live delivery of content through EduSat transmission in

the year 2015-16. Therefore, lectures recorded on EduSat Network were based on

Fundamentals and Basics, Soft Skills / Vocational Skills, Career Counselling and

Competitive Exams Coaching, ICT area/ Training in ICT and Digital Production. In this

regard the lectures Scheduled covered above area are-

Curriculum based lectures for under-graduate students on varied subjects such as Hindi,

English, Culture, Music, Urdu, Sanskrit, Management, Education, Social Work, Mass

Communication, Gender Studies, Intellectual Property Rights, History, Geography,

Economics, Political Science International Studies, Chemistry, Botany , Zoology,

Technology etc. were scheduled.

From April 2016 onwards MOOCs compliant Lectures on CBCS Format were initiated on

Edusat four hours live transmission. Each One hour transmission is now conducted with the

Small break in between so that two independent halves (Modules) can be obtained .The

Lectures are scheduled on Edusat after Subject Mapping received from the Subject Expert.

10 fresh MOOCs are recorded through EduSat Transmission and the recording of 25 more

MOOCs are at completion Stage.

For wider reach and access these EduSat live lectures are also streamed through the CEC

website: www.cec-ugc.org for the worldwide dissemination.

iv) CEC – YouTube Channel

YouTube Channel of CEC was started in 2012 and has quickly become one of the most

popular means of dissemination of educational videos. To further increase its reach and

access, from the year 2012 the EduSat lectures are subsequently uploaded on YouTube to

attract the young minds through social media network which can be watched anytime. In

the year April 20-16-March 2017 about 779 videos were uploaded on the YouTube.

These lectures are very popular on YouTube and have very large viewership. Lectures in

2016-17 have 35,22,947 views with more than 35,545 regular subscribers added this year

itself, making it reaching out to total 78,012 subscribers. Since its inception till 31st March

2017, CEC’s videos on YouTube have been watched for 635116.15 hours or 72.5 years.

From April 2016 to March 2017, there were more than 2,84,000 hours of CEC’s videos

watched on YouTube which has doubled over last year (2015-2016) during which 1,36,354

hours of videos were watched. The following graph shows the comparative monthly watch

time in hours for the years, 2015-16 and 2016-17. The total views of videos also increased

from approximately 16,91,612 in 2015-16 to 35,22,947 in 2016-17 , a 108% rise over the

past year.

The above graph shows hours of video content watched on CECs YouTube channel for the

last four years viz. 2012-13, 2013-14, 2014-15 2015-2016 and 2016-2017. The numbers

of subscribers of our YouTube channel has also increased from 1927 in the year 2012-13

to 35, 545 in the year 2016-17, which is a double over the last financial year 2015-16 with

16948 subscribers. The numbers of views by various user on our videos has also doubled

over the past year 2015-16 to 35,22,947 in 2016-17.

The CEC YouTube channel has a worldwide viewership and majority of the traffic ~83%

comes from India with United States, Pakistan, United Kingdom and Nepal as other top five

countries of traffic as indicated in the table below.

ii) Prakriti Documentary Festival

‘Prakriti’ – an annual three-day documentary film festival organized by CEC is a platform to

congregate filmmakers, students, academicians, administrators, development workers and

the media to come forth and present their explorations and revelations in different fields.

Prakriti 2015-16 was organized at National Institute of Technical Teachers Training and

Research (NITTTR), Chandigarh from December 28th-30th, 2016,

Prakriti 2015-16 that revolved around the themes of Environment, Human Rights and

Development, was inaugurated by Prof. Ved Prakash, Chairman, University Grants

Commission (UGC) on December 28th in the presence of Vice-Chancellors of top Indian

universities along with Professors and delegates from across India. Also, an android

application for CEC was launched during the inauguration of the event by Prof. Ved

Prakash that would facilitate the dissemination of educational content by CEC through the

use of mobile phones.

The three day festival witnessed the screening of 20 documentary films spread across three

different categories (Environment-8, Human rights-5 and Development-7) which were

shortlisted by a panel of jury out of 54 entries prior to the festival. The festival witnessed

immense enthusiasm and eager participation on the part of filmmakers from across India.

The documentaries that were spread across different categories touched various topics of

interest and concern and were followed by interaction of the Directors/ Producers of the

documentaries with the audience wherein the audience put forth intriguing questions about

the topics highlighted by the filmmakers.

Panel discussions on the role of cinema in different aspects of life were also convened

wherein eminent personalities from across the industry took active part. The 3-day festival

was attended by more than 500 people and received wide coverage from media.

iii) Training and Workshop

1. Orientation Workshop on MOOCs was held on 1st and 2nd August, 2016 at CEC

New Delhi for PI’s of UG Courses. Approx. 30 PI’s and 20 Technical/Production

staff attended the 2-day workshop from Media Centres and other Institute.

2. PI’s of PG Courses attended the 2-Day Workshop at IGNOU New Delhi on 3rd and

4th August, 2016.

3. MHRD, New Delhi organized a One day workshop at Vigyan Bhavan, New Delhi

regarding content delivery on SWAYAM Platform. The Workshop held on 2nd March,

2017 at 11:00 am under the chairmanship of Honorable HRM. The staff of CEC

involved in the SWAYAM Project attended the workshop.

4. The 1st SWAYAM Prabha Workshop was held on 26th August, 2016 at Chennai.

Prof. Mangala Sunder, Chief Coordinator, SWAYAM Prabha chaired the meeting. The workshop was attended by teams from MHRD, IIT’s, IGNOU, CEC, NCERT,

NIOS, ECIL and INFLIBNET. All the 10 Channel Coordinator along with the National

Coordinator attended the Meeting.

5. The 3rd SWAYAM Prabha Workshop was held on 25th January 2017 at BISAGGandhinagar, Gujarat. The workshop was steered by the Additional Secretary (TE),MHRD. The status of all the 32 channels was reviewed and future course of actionwas discussed. From CEC, all the 10 Channels Coordinator and NationalCoordinators attended the workshop.

6. Mr. Nageshwar Nath, Joint Director (HW), Unit Head, attended InternationalConference & Exhibition BI-2016 organized by Broadcast India Show (BIS), 2016from 20th – 22nd October, 2016 at Mumbai. The show exhibits Hardware,Software’s or Technology from major companies from all over the world who caterto the Broadcast, Film Industry and Multimedia Industry.

7. Mr. Nageshwar Nath, Joint Director (HW), Unit Head, attended InternationalConference and Exhibition – 2017 organized by Broadcast Engineering Society(BES), 2017 from 2nd February – 4th February, 2017 at New Delhi. The Society worksclosely with leading broadcast organizations in the world including ABU Malaysia,DRM U.K. and SBE U.S.A. The Society plays a leading role in inviting experts fromdifferent areas of broadcasting to facilitate adoption of new technologies in thebroadcasting sector in India.

8. A total number of 19 workshops and training programmes were organized by the

educational Multimedia Research Centre.

iv) CEC Newsletter

As part of CECs initiative of creating a digital learning environment and to create awareness

about CEC and its activities, the Newsletter–CEC News is brought out every month by the

Research Unit and sent to various stakeholders including all Central and States Universities,

educational and research institutions and libraries. It also carries two feature articles about

ICT, digital education etc. apart from content dissemination schedules for various platform

such as Vyas and EduSat channels

v) Important Meetings

1. Coordination Committee Meetings.

• The 95th Coordination committee meeting was organized at CEC, New Delhi on

29th – 30th April, 2016. A detailed discussion was held on Digitization of available

content at Media Centre, NKN Connectivity Intraportal, Web based Library

Management System, MOOCs Guidelines, Course Structure and the deliverables.

A detailed resolution was made that Development of 30 MOOCs Courses to be

delivered by July, 2016.

• The 96th Coordination committee meeting was organized at NITTTR, Chandigarh

on 27th December, 2016. A detailed discussion was held regarding production of

e-content under Phase- II, Status of uploading MOOCs courses under Phase – I

and Development and Delivery of MOOC’s courses under Phase – II, and the

strategies to run the 10 DTH Channels by various Media Centres.

2. PRSG Meeting.

• The 4th Meeting of Project Review and Supervisory Group (PRSG) constituted by

MHRD vide its letter no. F. No. 16-38/2009- DL dated 30th May, 2012, was

convened at CEC, New Delhi on 21st September, 2016 at 2:30 PM.

• The PRSG appreciated the completion of e-Content development of 29 subjects

under Phase – I. A total 8959 modules in 4-Quadrant were developed under Phase

– I. The PRSG noted the progress under Phase II of the project and appreciated the

efforts of CEC in the development of e-content in 87 UG subjects.

INITIATIVES

CEC and Media Centre Intra-Portal

The CEC Multimedia Unit in collaboration with NIC developed the CEC and Media Centre

intra-portal. Using this application, access to various information like subjects allotted to

centre under NME-ICT Project, Courses allotted under MOOCs, Media Centre Directories,

common Circulars/Orders, Web-Conference, DPRs, Guidelines of Major Projects, Technical

Facilities, Subject Experts, etc. have become easier. National Informatics Centre, New

Delhi (NIC) has developed an application for CEC and Media Centres to:

• Bridge the info-gap between CEC and its Media Centres

• Help in sharing and accessing information in real time.

• Help in managing the e-repository and automated updation of database.

Help in better coordination and efficiently managed web process.

Web based Media Library Management System.

CEC engaged National Informatics Centre, New Delhi (NIC) for development of an

application for automation of Media Library Management which will be accessed through

Intraportal link of CEC website or a separate Library Domain. Using this application,

Media Centres can fill online the PDRs (Program Detailed Reports) of the video programmes

and e-Contents developed by them. Also, they can upload low resolution video files,

associated text files, digitally signed Preview Certificates, Completion Certificates etc. Once

the PDR is created the EMRCs can take print outs and send them along with the

physical media containing that program to CEC. The PDRs entered by the EMMRC

will be received by CEC online and saved at a Central Database. The CEC preview

officers can submit their Preview Reports online after previewing the program which can be

made available to the respective Media Centre without any time delay. Both the

applications are ready and are undergoing web security audit by NIC approved agency so

that they can be soon hosted on the web server.

Digitization of Programmes:

CEC library in its endeavourand goal to secure, preserve and archive the educational

material, is in the process of converting all video programmes from betacam to the digital

format (PD). The total number of programmes on betacam are around 10,807 (Ten

thousand eight hundred and seven) received from Media Centres, out of which CEC has

converted around 4,000 programmes to digital format.

The programmes stored in Analogue format have been converted into digital format and

EMRC Ahmedabad

EMRC, Ahmadabad was established on 7th October, 1984 and is actively involved in production of educational TV programmes and e-content. The EMRC was directed to produce e-content in B.Sc Zoology (3 yrs.) under Phase-I of MHRD's NME-ICT Project. Further, Life Sciences (1st yr.) and Business Economics (3 yrs) courses were developed in Phase-II depending upon UGC syllabus. The EMRC is also engaged in preparation of e-content to support e-education and creating Massive Open Online Courses (MOOCs). In addition, the EMRC is also engaged in imparting training programmes.

MANPOWER AND INFRASTRUCTURE

The EMRC at Ahmadabad has a total manpower of 28 employees headed by the Director and managed by the Chairman of the Board who is also the Vice-chancellor, Gujarat University. In addition, the EMRC is well equipped with a Studio, Edusat, NLE, Betacam recorder, Audio mixer, Tripod system, Camera and multimedia lab that are available for Audio-Video programme animation, editing, recording etc. Recently, an auditorium has also been inaugurated after renovation.

EDUCATIONAL CONTENT PRODUCTION

The EMMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content as well as Massive Open Online Courses through media like DTH Channels. The EMRC staff has contributed towards achievement of goals of MHRD under NME-ICT project and produced e-content in Zoology with the help of various experienced teachers and research scholars. The EMRC produced 309 e-content modules in Zoology and 310 e-content modules in Business Economics (3 yrs.). The EMRC also developed two MOOCs on Cell Biology (4 Credits) and Developmental Biology (2 Credits) for Swayam Platform.

EDUCATIONAL CONTENT DISSEMINATION

DTH Channel 7, SWAYAM PRABHA DTH CHANNEL 7:EMRC, Ahmedabad is allotted Swayam Prabha DTH Channel 7, which broadcasts programmes for UG and PG courses in Business Economics, Commerce, Financial Accounting & Economics. It is also in the process of building up a team of DTH Subject Matter Experts (SMEs) for the channel and proposes to hold a training program of three days for the same.

Community Radio: The community radio was established in 2012 which is 5th in the country by the name of 'Guruvani' and is broadcast on 90.8 FM. The radio setup is based in EMRC by Gujarat University. It telecasts university news, community news and science related information. Since its inception, 350 programmes have been broadcast through the community radio. The radio broadcast is scheduled on a daily basis from 9 to 11am and 4 to 6 pm. This service is accessible within a radius of 15 kms area to all walks of life.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

Dr. P P Prajapati took over charge as Director from Dr. M V Rao from May 2nd, 2016. Post it, a new NLE has been installed in the Centre and the Auditorium is now open for use. 152 programmes were digitized on PD from Betacam tapes and two MOOCs have also been successfully developed. In addition, Dr. R J Verma, Dr. N K Jain and Mr. Ashok Mewada, from the EMRC attended MOOC Orientation programme in August, 2016 at CEC. Also,

Dr. P P Prajapati, Director attended a Conference of all 32 Channel Coordinators and MHRD team on Swayam Prabha in August, 2016 at Chennai. He also attended the Coordination Committee meeting for 10 Swayam Prabha DTH Channels in September, 2016 at CEC. The EMRC also convened a National Workshop on basic ICT skills, e-learning and MOOCs for Educator held in December, 2016. Also, Dr. M N Patel, Chairman-BoM and Vice Chancellor, Gujarat University attended Prakriti Festival at NITTR, Chandigarh followed by Mr. Ashok Mewada, Producer who attended 96th Co-ordination Committee Meeting at NITTR, Chandigarh.

EMRC Calicut

The Educational Multimedia Research Centre (EMMRC) at the University of Calicut, set up in September 1988 is dedicated to harness the information and communication technologies for furthering the cause of higher education. It is the only Centre of its kind to be set up in Kerala with the full assistance of the University Grants Commission.

The EMRC at Calicut has a total manpower of 22 which includes 19 permanent and 3 temporary employees. In addition, the EMRC has a Multimedia Studio and an EduSat single cam studio. The EMRC also has PCR Facilities, Edit System facilities and Preview facilities.

EDUCATIONAL CONTENT PRODUCTION

The EMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content as well as Massive Open Online Courses through media like DTH Channels.

MASSIVE OPEN ONLINE COURSES (MOOCS)

The EMRC has set up infrastructure to conduct MOOCs in different subjects as per the directions of CEC. SWAYAM is an Indian e-learning platform of Ministry of Human Resource Development (MHRD) for hosting MOOCs. The EMRC conducted MOOCs for the following subjects in the first phase of the project: Foundations of

Mathematical Statistics and Trends and Development in Modern Educational Practices.The EMRC has also proposed 11 more MOOCs in the subjects of Philosophy, Education, Library and Information Science, Bioinformatics, BFA – Painting and Mathematics in the 2nd phase of CEC-MOOCs.

MOOCs FOR KERALA STATE HEALTH DEPARTMENT

The Ministry of Human Resources Development entrusted the EMRC with production of MOOCs for the Department of Health and Family Welfare, Kerala. The course targets doctors in Primary Health Centres (PHCs) in Kerala. The EMRC also started the production for the same with the assistance of subject experts from the Health and Welfare Department, Kerala.

NMEICT 2ND PHASE E-CONTENT PRODUCTION

The EMRC completed the production of e-content for all the allotted subjects in second phase of NMEICT project of MHRD: Philosophy, Library & Information Sciences, Fine arts (Painting), Bioinformatics and Multimedia. The EMRC produced a total of 724 videos and SLOs of e-content in phase II of NMEICT project and during the year 2016-17.EDUCATIONAL CONTENT DISSEMINATION

SWAYAM PRABHA DTH CHANNEL – BASIC AND PHYSICAL SCIENCE

The Ministry of Human Resource Development has allotted a Direct to Home (DTH) Television Channel - CEC-UGC SP-8 (Basic and Physical Science) to the EMRC as part of SWAYAM Prabha platform to telecast Science programmes for college and university students of the country. The channel is focusing on Basic Sciences (Mathematics, Physics, Chemistry and other related programmes). The channel is freely available through Doordarshan DTH platform to the public.

WEBCAST

The EMRC already launched the second phase of the webcast of educational programmes in association with the School of Distance Education, University of Calicut. In the ongoing IInd phase, educational programs are being webcast from 11 AM – 1 PM and 2PM – 4 PM on all week days. Live educational lecture programmes, syllabus based lecture programmes, documentaries, discussion based video programs etc are webcast. The EMRC also webcasts programmes from other EMMRCs and archival programmes of CEC.

TRAINING, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

The EMRC conducted a one-day workshop on 'Visual Media Scripting' and 'Documentary Making' for the media students of Malayalam University, Tirur followed by a two-days training programme on 'New Media Production', hands on training programme on Visual Media Production for the MJMC students of Thunchath Ezhuthachan Malayalam University, Tirur. Also, the EMRC conducted its 11th BoM meeting at CEC on June 17, 2016.In addition to the training workshops, the EMRC witnessed several visits from eminent personalities and dignitaries throughout the year. Padma Vibhushan awardee and Former Director of Bhabha Atomic Research centre, Trombay, Mr. Anil Kakodkar and Prof. KP Gopinathan, NSA Senior Scientists visited the EMRC followed by Samir Kumar Brahmachari, Former Director General of Council of CSIR and Prof. Ajit Kembhavi, Director, IUCAA, Pune. Prof. PP Divakaran and Dr AN Ranaprakash of IUCAA, Pune also visited the EMRC later. Other visits made to the EMRC were by Mr. Jorn Rhode, German Consulate General in Bengaluru, Nasser al-Dhaheri, Emirati writer and journalist from United Arab Emirates, Prof. Bhadri Narayanan, JNU, New Delhi, Mr. Lijo David Thottan (Olympian) and Mr. P. Ramchandran (Olympian).

The EMRC won the 'Kerala State IT Mission' award for e-learning along with winning the educational video competition organized by CEC for best camera work. 'Wayanadan Ramayanam' – a documentary produced by the EMRC was selected for screening in Human Rights category of Prakriti Documentary Film Festival organized by CEC in Chandigarh. The same documentary was also selected for screening at Woodpecker Film Festival. Another documentary – 'When Toys Matter' was officially selected for Green Earth Film Festival, Venice.

Under the Non-Plan Grant and Plan Grant, 2016-17 to the EMRC, the salary and non-salary component of the total expenditure incurred by the EMRC was Rs. 125,15,823.

EMRC Chennai

The Educational Multimedia Research Centre (EMMRC) Anna University, Chennai was established by University Grants Commission in 1985 as an Audio Visual Research Centre (AVRC) with a mandate to disseminate knowledge in the field of Science and Technology to the society through Educational Television (ETV) programmes and e- content using electronic media. Apart from video programmes, e-content and MOOC development the EMRC is also engaged with e-Pathsala (PG courses) project of MHRD in the subjects of Computer Science, Bio- Technology, Zoology and Architecture.

MANPOWER AND INFRASTRUCTURE

The EMRC at Calicut has a total manpower of 18 which includes 10 permanent and 8 temporary employees that are involved in production and dissemination of educational programmes. In addition, the EMRC has a functional studio, a functional outdoor production unit, a functional editing setup, animation and graphics workstations and an e-content integration workstation.

EDUCATIONAL CONTENT PRODUCTION

NMEICT IInd Phase e-content productionThe EMRC has been involved in the production of e-content for phase II of NMEICT project of MHRD. It produced a total of 812 ETV programmes, 404 e-content modules and 96 LORs in the subjects of Polymer Science, Applied Physical Sciences, Sanskrit, Physics, Architecture and Mathematics. The EMRC is also involved in the production of MOOCs for Swayam Platform.

A total of 960 video programmes (worth 480 hours) produced by the EMRC are telecast on SWAYAM Prabha DTH Channel on Applied Sciences (UG) wherein programmes on subjects of Computer Science, Applied Sciences (Electronics), Vocational Studies (Computer and Networking papers), Applied Physical Sciences (Industrial Chemistry), Food Technology, Applied Computer Science and Agriculture are included.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

The EMRC carried out post production work for Rashtriya Uchchatar Shiksha Abhiyan which is a State Project of Directorate for Higher Education. During the year 2016-17 Dr. Rajbir Singh, Director, CEC also visited the EMRC twice to discuss about the Phase –II of NME-ICT Project. Mr. Bharathiraja, Director and Mr. Rajesh, Actor also visited the EMRC. In addition, 15th Board of Management meeting was also held at the EMRC on April 1st, 2016.

ACHIEVEMENTS

A documentary on “Kanchipuram Silk Sarees” produced by EMMRC, Chennai was selected for screening in the National Prakriti Documentary Film Festival organized by CEC at NITTTR, Chandigarh.

EMRC

The Educational Multimedia Research Centre (EMMRC) located at The English and Foreign Languages University (EFL-U, Hyderabad) is one of the first four pioneering Educational Media Research Centres established by the University Grants Commission in 1984 at CIEFL (presently EFL-U) for production of Educational Television programmes for the UGC–CWCR telecast on Doordarshan.The EMRC has a collection of more than 3069 programmes accumulated over a period. These programmes have dealt with various subjects like English Language, Literature, Science & Technology, Social Sciences, Arts, Culture, Heritage, Humanity, Economics, Sports, Health, Medicine, Education, Psychology, Home Sciences, Law, Urdu, B.Ed (English), etc. A series on Buddhism in AP, Career Counseling, Pursuit (education news feature) and New Horizons etc. are its major achievements. The activities also include participation in National experiments on interactive television and several training programmes such as Indo-American ETV Workshop.

The EMRC has a staff strength of 36 apart from the support of freelancers, subject experts, professional scripts writers, narrators and musicians – the best available in the field – to ensure quality.

EDUCATIONAL CONTENT PRODUCTION

The EMMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content as well as Massive Open Online Courses through media like DTH Channels. The EMRC produced 405 video programmes, 64 e-content programmes and 74 LORs in the year 2016-17. Also, In the second phase of the NME-ICT Project, the EMRC produced e-content programmes in seven subjects viz. Home Science & Nutrition, Urdu (2nd year), Law (3rd, 4th and 5th year), B.Ed Foreign Languages: German, French, Spanish and Russian. The EMRC has a total of 609 hourse worth of educational content.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

The EMRC conducted two internship programmes i.e. in December and May. Each time 12 students were enrolled as internees. The students were taught theories on all aspects of Video/TV production and were given hands-on training on the latest video gadgetry. As a part of the exercise, the students produced an in-house training film to complete the task. Prof. K. Venkat Reddy took over the charge as Director I/c in place of Dr. Krishna Rao, Director I/c in July, 2016 which was later taken over by Mr. Sumanth c. Paranji in February, 2017. During the year 2016-17, 18 students - 3rd year B.Sc (IT and Communication Management) from Prof. Jaya Shankar Telangana State Agriculture University, College of Home Science visited EMMRC for the exposure of video production under the guidance of Mr. JV Sriram in July, 2016. Students from Delhi Public School also visited EMMRC in July, 2017 to attend an Apprenticeship Program, led by Mr. Ramesh Desai, Cameraman, EMMRC for the exposure of programme production. In addition, Mr. S. Ramesh Chandra, Producer & Mr. Javvaji Hariprasad, Producer attended an Orientation Workshop on Development and Delivery of MOOCs in Auguat, 2016 at CEC. Also, Prof. K. Venkat Reddy attended a conference of 32 Channel Coordinators and DTH SWAYAM PRABHA Teams in BISAG in August, 2016 in Chennai. A live video conference with all the National Coordinators of the SWAYAM Prabha DTH Channels with Additional Secretary was also held in Septemeber, 2016. Another meeting was held amongst the Vice-Chancellor, EFLU and the staff of EMMRC in September, 2016. Prof. Rajbir Singh, Director, CEC, also visited EMMRC in September, 2016 and conducted a meeting on progress of NME-ICT Phase- 2. Also, Prof. K. Venkat Reddy 1st DTH Coordination Committee meeting held at CEC. He was also invited by the JNTU, Kakinada to be an expert member on the interview committee for selection of faculty in the English Department. MOOCs and SWAYAM Prabha DTH Channels were also inaugurated by the Vice-Chancellor in November, 2016 by the Vice-Chancellor, EFLU. Mr. Ramesh Chandra, Producer and Prof. Sukhbir Singh, Chief Vigilance Officer, EFLU attended a National workshop on MOOCs for SWAYAM that was held in March, 2017 at Vigyan Bhawan, New Delhi.

ACHIEVEMENTS

The EMRC has a collection of 3069 programmes related to the teaching and learning of English Language, Literature, Science and Technology, Social Sciences, Arts, Culture, Heritage, Humanity, Economics, Sports, Health, Medicine, Education, Psychology, Home Science, Law, B.Ed (English), etc. Also, all the e-learning programmes of the EMMRC are available on its website CEC portal and www.emmrc-eflu.org, www.cec.nic.inon Sakshat portal of MHRD. All the video programmes in U-matic / Beta tapes are also being converted into DVD's.

Under non-plan grand the EMRC received Rs. 3,09,19,500/- against which expenditure incurred is Rs.3,95,84,325/- (provisional). Under plan grant the EMRC received Rs.298.70 Lakhs under the current Five Year Plan for procurement of the equipment and the process is on.

EMRC Calicut

Educational Multimedia Research Center formerly Audio Visual Research Center, Devi Ahilya Vishwavidyalaya, Indore was set up in June,1990. It became operational from July, 1992. The EMRC has produced more than 2068 UGC-CEC countrywide classroom Educational Television Programmes and received 33 national awards till date. It has also developed about 1253 e-content multimedia modules and 1228 SLOs. About 350 research projects of National, Doctorate and Post Graduate level have been completed and guided by EMRC faculty. In the beginning, the main objective of EMRC was to produce the educational television programmes for UGC CWCR. Now, at EMRC Audio Visual Production, Broadcast, Teaching and Research are the major activities, which are carried out.

MANPOWER AND INFRASTRUCTURE

The EMRC at Indore has a total manpower of 10 employees. In addition, the EMRC has facility of TV production studio equipped with industry standard audio-video recording facilities including full length cyclorama, lighting system and HD CAM, XD CAM format cameras, post production facilities equipped with professional grade editing suites like Final Cut Pro X, multitrack audio recording Logic Pro, an animation studio with facilities that include professional light boxes, line testing device, high end scanners and new media content generation facility. The EMRC also has a multimedia studio equipped with varied graphics and animation material for packaging of e-content. The Centre also has a fully equipped IT lab, multimedia lab, multimedia lecture rooms and library full of media related books and journals, in print and electronic form. There is also a preview theatre equipped with DTH (full range satellite channels), home theatre system, broadband access and rich collection of international and Indian text books along with CD/DVD's on cinema.

EDUCATIONAL CONTENT PRODUCTION

The EMMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content as well as Massive Open Online Courses through media like DTH Channels. E-TV Programmes and EduSat Lectures

The EMRC produced 147 ETV programmes in the last year on the subjects of Life Sciences and Photography out of a total of 2,063. The EMRC also produced a total of 90 EduSat lectures.

NMEICT IInd Phase e-content production

The EMRC completed the production of 369 modules of e-content for the subjects B.A. Vocational Studies, (Advertising, Financial Accounting, Computers) and Life Sciences in the second phase of NMEICT project of MHRD. The EMRC initially produced a total of 587 modules of e-content for the subjects Environmental Studies, B.A. Vocational Studies (Photography), Hindi Language and Literature in the first phase of NMEICT project of MHRD.

Massive Open Online Courses (MOOCs)

Five MOOCs namely Environment Studies 1 (506 enrollments) & Environment Studies 2 (607 Enrollments), Hindi Bhasha Sanrachna (242 enrollments), Prachin Hindi Kavya (100 enrollments) and Basics of Photography (963 enrollments) were offered on the MHRD's 'Swayam' Platform.

EDUCATIONAL CONTENT DISSEMINATION

A total of 1,756 programmes spread across various subjects like Economics, Financial Accounting, Agriculture, Electronics, Computers, Geology, English Literature, Urdu Literature, Hindi Language, Hindi Literature, Environmental Studies, Botany, Zoology, Life Science, Chemistry, Mathematics, Statistics, Physics, Communication and Journalism, Advertising, Photography and Audio Production, Library Sciences, Management, Anthropology, Social Work, Health Education, Home Science, Psychology, Sports, Physical Education, Fine arts, Performing Art, BFA Painting, Music, Indian Culture, History and Philosophy, produced by CEC and its EMRCS are disseminated through Channel Coordinators.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

A workshop on e-content development for various subject experts was organized at the EMRC in April, 2016 followed by 21-days Refresher Course on ICT in Education for teachers of Life Sciences in December, 2016. An interactive session on 'Career in Television Media' was conducted by Shipra Singh and Ashish Golwalkar of Sony Pictures India in January, 2017. Another seminar was organized on 'Setting up Digital Media Startup' by Minakshi Jaoswal of Wittyfeed India. A workshop on 'Quality Parameters in Higher Education and NAAC Assessment was also organized at the EMRC by Dr. Ganesh Hedge, Advisor, NAAC, Bangalore. Three workshops on research methodology and SPSS were also conducted for students and faculty members. The Director of the EMRC also attended a National Seminar on Development of MOOCs in March, 2017 followed by two international seminars that were attended by the faculty. The EMRC also presented six papers in national and international seminars. The EMRC also coordinated the 10th SAUFEST organized by AIU, New Delhi at DAVV. In addition, Director, EMRC also attended coordination committee meetings at CEC.

ACHIEVEMENTS

Research papers were published by the faculty of EMRC and three PhDs were awarded under the supervision of Dr AK Singh. Three participants from the EMRC won first positions in individual events of youth festival. Also, the EMRC renovated 100-seat Multipurpose Hall with most contemporary audio-visual facilities and automatic lighting to its existing facilities. The space is designed to be used in most flexible manner for the activities like theatre, dance-music shows, film preview and lectures. The EMRC also observed a Plantation Drive at the 'Srijan Vatika' – a lush green garden adjoining studio of EMRC.

EMRC Imphal

EMRC, Manipur University, the first media centre in the north-eastern region of India was established in 1989 with full financial assistance by University Grants Commission. The main objective of the centre is production of Educational Television Video (ETV) programmes of high quality for knowledge enhancement in various disciplines. With this objective in mind, the EMRC has been continuing its journey endlessly to generate, disseminate and preserve different fields of knowledge in electronic format. The prime activity of the EMRC is the production of Educational Television Programmes.

MANPOWER AND INFRASTRUCTURE

The EMRC at Manipur has a total manpower of 27 which includes 19 permanent employees. In addition, the EMRC is well equipped with professional broadcast equipment for the production of educational television programmes. The EMRC is equipped with a 4 channel ingest and 2 channel play out server systems with centralized storage system for transmission of programmes produced. The EMRC is also provided with 50 Mbps NKN connectivity for Intra portal. For production purposes, the EMRC has 4 units of studio Sony XDCAM camera with associated accessories and 6 units of non linear editing system based on Apple MacPro 6 core workstation.

EDUCATIONAL CONTENT PRODUCTION AND DISSEMINATION

During the period 1st April, 2016 to 31st March, 2017, the EMRC produced 246 educational video programmes in different disciplines. The EMRC also successfully completed e-content packaging of 282 modules on B.Sc. Agriculture (3rd year) in March 2017. The EMRC also produced e-conent for the subjects of Bio-Chemistry and Physical Education.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

Dr. N. Premchand, Director, EMRC was nominated as an Executive Member of the Manipur State Kala Academi. He also delivered lectures on Performance Studies on invitation at Manipur University of Culture and attended Prakriti Documentary Film Festival held in Chandigarh followd by the 95th and 96th Coordination Committee Meetings held in New Delhi and Chandigarh respectively. Dr. P. Binodini, Associate Prof., Department of Anthropology, D. M. College of Science, Imphal and staff of EMRC attended a workshop and orientation on 'Development of MOOCS' at CEC. Dr. N. Premchand, and Dr. P. Binodini also participated in the one-day workshop on 'Content Delivery on Swayam' at Vigyan Bhawan, New Delhi. The Director also made a presentation on the topic 'Contemporary Indian Theatre' in the National Seminar organized by the Sahitya Academi New Delhi. Dr. Ch. Betholia, Research Officer, EMRC presented a lecture on 'Education in the 21st Century' in the winter school organized by UGC-HRD Centre, Manipur University.

ACHIEVEMENTS

A twelve week long MOOC on Archaeological Anthropology was launched on Swayam from November 14, 2016 to February 3, 2017 with a total enrolment of 260 learners. In addition, ten more MOOCs on various disciplines ranging from Anthropology and Human Rights to Agriculture are to be launched soon on Swayam.

EMRC Calicut

Founded in 1982, AJK Mass Communication Research Centre is a premier media institution in India. It was one of the first six Centres started by the University Grants Commission in 1984 and was host institution for UGC – INSAT TV Project/CEC-UGC from 1984 to 1991. The EMRC is involved in the production and dissemination of educational content under the umbrella of direction and supervision of Consortium for Educational Communication.

MANPOWER AND INFRASTRUCTURE

The EMRC at Calicut has a total manpower 37 employees. In addition, the EMRC has two fully equipped TV studios, two radio studios, a community radio, 90.4 FM broadcast facility, a media library and Beveridge Media Resource Centre.

EDUCATIONAL CONTENT PRODUCTION

In the last year, the EMRC produced a total of 315 educational video programmes and developed 438 e-content modules. The EMRC also developed 1,015 SLOs for various subjects that were allotted to them under 2nd phase of NMEICT Project. Also developed one Massive Open Online Course on 'Introduction to Audio Visual Media'.

EDUCATIONAL CONTENT DISSEMINATION

Jamia Community Radio – 90.4 FM – CEC-UGC- SP-05 transmits educational programmes for six hours every day. AJKMCRC-J.M.I. has also been allotted a DTH channel for telecasting subjects of Social Sciences.

A workshop on ‘Writing & Reporting for Print & Electronic Media’ was conducted by AJKMCRC, J.M.I., under the aegis of Ministry of External Affairs, GoI which was attended by 29 journalists from 22 African countries. Also, under the intiative of D/o Higher Education, MHRD - Government of India, the EMRC organised Swachhta Pakwada from 1st to 15th of September, 2016. AJKMCRC & East & West Centre, Honolulu also organised 3-days International Seminar on 'South Asia Looking East' at IIC, Delhi in September, 2016 by inviting over 300 media person & journalist from all over the world. The 'Film Club of Jamia' was also launched on January 17, 2017 wherein Veteran Actor, Ms Sharmila Tagore, Mr Kiran Karnik, Mr Amit Khanna and Prof. Rajbir Singh were the keynote speakers.In addition, Dr. K.S. Kusuma-I/c Program Production & Mr. Majaz M. Siddiqi-Production Manager attended the 'National Workshop of the Channel Coordinators for SWAYAM Prabha (DTH Project for Educational Excellence)' in New Delhi and Conference of the Channel Coordinators for SWAYAM Prabha (DTH Project for Educational Excellence)' in Chennai. Mr. Nanda Gopal Chottopadhyay from IIT, Khargapur, Chief Technical Officer, National Digital Library, NME-ICT Project also visited the Centre. A study visit to enrich J&K students with knowledge and information relevant to their field of study and career was also organized.

ACHIEVEMENTS

Jamia Millia Islamia has been ranked at the 12th position among Universities in India by MHRD's National Institutional Ranking Framework (NIRF) on the basis of parameters that include- teaching, learning and resources, research and professional practices, graduation outcomes, outreach and exclusivity and perception. AJK MCRC has also been ranked number one Media Education Centre in the country by the Magazine 'Outlook'.

In addition, Sarvnik Kaur and Tushar Madhav, alumni of MCRC Jamia received the National Film Award 2017 for their film, 'a Ballad of Maladies'. Another film 'Soz' by Amit Madheshiya and Shirley Abraham, alumni of MCRC, Jamia also received the National Film Award 2017. Students of MCRC participated in several competitions in the year 2016-17 and bagged a number of prizes in form of awards like the 'National Film Award- Swan Kamal' by Government of India, 'Best Short Documentary Award', 'Akashwani National Awards', 'Ramnath Goenka Excellence in Journalism Award', 'Chameli Devi Jain Award for Women Journalist of the Year', 'Oscar Award for Best Effects'. The students of MCRC, Jamia also participated in Mumbai International Film Festival and won awards in the categories of Best Film, Best Director and Editor.

EMRC

The Audio Visual Research Centre (Now Educational Multimedia Research Centre) in Jai Narain Vyas University, Jodhpur was sanctioned by the UGC in the year 1986. Since then, the EMRC has been actively engaged in production of educational video films, Learning Objects Repository (LORs), e-content, development and delivery of Massive Open Online Courses (MOOCs). On the basis of the performance evaluation, the UGC upgraded the Centre from AVRC to EMRC (Educational Media Research Centre) in 1991, which became EMRC (Educational Multimedia Research Center) in September 2004.

MANPOWER AND INFRASTRUCTURE

The EMRC at Jodhpur has a total manpower of 21 employees. In addition, the EMRC has a state of the art professional audio and video studio equipped with industry standard Audio-Video recording facilities along with production and post production equipments consisting of Audio Switcher, Camera Control Unit, Optical Disk Digital Video Camcorder with Studio Recorder for Rec/Playback and Media-100, DPS Velocity, Final Cut Pro Non-Linear Editing Suits. A Multimedia Platform has also been created at EMMRC Jodhpur which facilitates the multimedia production. Moreover, the EMRC has acquired several recorded tapes and books to support teaching-learning in subjects like Computers, Engineering, Mass Communication, Management, Science,

Culture and so on. It also has a well furnished and air conditioned conference room which can accommodate 20 people.

EDUCATIONAL CONTENT PRODUCTION

E-CONTENT DEVELOPMENT:

Under Phase-I of NME-ICT project, EMRC Jodhpur completed the syllabus of Commerce subject. Under Phase-II of NME-ICT project, EMRC Jodhpur completed the syllabus of B.Sc. Agriculture (1st Year), B.A. (Marketing Management and Retail Business) and B.A. (Management and Marketing of Insurance). During the year 2016 – 2017 EMMRC, Jodhpur produced a total of 209 e-content modules.

Development Video Programmes:

The EMRC produces Educational TV films for telecast on the Doordarshan's National Network (DD-1 & DD-Bharti) and 'Gyan Darshan', the educational channel of the Government of India and also on Vyas 24-hour Higher Education Channel. During the year 2016 – 2017 EMMRC, Jodhpur produced 144 Video Programmes. The EMRC has produced 2480 video films in total.

DTH CHANNEL:

EMRC Jodhpur has been assigned the responsibility of SWAYAM PRABHA DTH Channel named – CEC-UGC 03, Social and Behavioural Science. EMRC Jodhpur sends monthly schedules along with video programmes through Google Drive to BISAG Ahmedabad for uplinking.

DEVELOPMENT AND DELIVERY OF MOOCS:

EMRC Jodhpur is developing a Massive Open Online Course for the subject of Commerce. One module has already been developed while eight others are in the process of development.

FILM PRODUCED ON 'CASHLESS TRANSACTION' UNDER 'VITTIYA SAKSHARATA ABHIYAN’

On a move initiated by MHRD, EMMRC Jodhpur took over the task assigned to it by Jai Narain Vyas University on 'VITTIYA SAKSHARATA ABHIYAN' campaign. Under this campaign the EMRC produced a film on 'Cashless Transaction' which received tremendous response in all walks of society.

EDUCATIONAL CONTENT DISSEMINATION

268 video programmes of Commerce subject produced by the EMRC were sent to EMMRC Ahmedabad for telecast on SWAYAM PRABHA DTH Channel while 106 MOV files and 20 projects (video content) of B.Sc. Agriculture (1st Year) were sent to EMMRC Anna University, Chennai for telecast on SWAYAM PRABHA DTH Channel.

Mr. Subhash Vyas, also attended Orientation Workshop on Development and Delivery of MOOCs held on 2nd August, 2016 at CEC, Prof. S.K. Sharma, Director and Mr. Vinod C. Sati, attended the

Also, the participants of special summer school on 'Scientific Development And Social Change : A Quest for Justice' organized by UGC-HRD Centre visited EMRC on an educational tour on 24th June, 2016 while Computer Science Students of Aishwarya College, Jodhpur visited EMRC during an education tour on 8th-9th December, 2016. The participants of 'Refresher Course' organized by Department of Home Science, JNV University also visited EMMRC on 18th February, 2017.

Under the Non-Plan Grant and Plan Grant, 2016-17 to the EMRC, total recurring expenditure incurred by the EMRC was Rs. 1,49,55,000.

EMRC Kolkata

EMRC, St. Xavier's College (Autonomous), Kolkata, the only media centre hosted by an undergraduate college, is acknowledged as a significant player in the evolution of Digital India and her 'Knowledge Society'. The EMRC's core activities include generation of Educational Television programmes and multimedia resources for undergraduate students, hosting webcasts, designing and developing online courses, as also undertaking communication research. EMRC, Kolkata has generated more than 3000 electronic/multimedia educational resources and bagged 86 National Awards.

MANPOWER AND INFRASTRUCTURE

EMRC Kolkata is home to a dedicated group of educational communicators. The EMRC has a total of 25 employees currently working at the premises that include a Director, 5 Producers, 3 Production Assistants, 2 Camerapersons, a Computer Animator, an Engineer, 3 Technicians, a Junior Research Officer, a Production Assistant, a Personal Assistant, a Driver-cum-Helper, 3 peons, an LDC, an Accounts Assistant and a Project Assistant. In addition, EMRC, Kolkata has outgrown production facilities with analogue and linear equipment. It is now using tape less digital production facilities with Standard Definition (SD) output. Very soon it will start using High Definition (HD) production system. In the post-production front, the EMRC began by using linear editing system and then shifted towards non-linear systems like Adobe Premier Pro and Final Cut Pro. The EMRC is fully computerized, with LAN and Broadband Internet facility available to staff members and collaborators for research work related to content development.

EDUCATIONAL CONTENT PRODUCTION

Between April 2016 and March 2017, 206 ETV programmes were developed. 200 of these are syllabus-based, relating to the subjects of Political Science, Film Studies, Mass Communication Video Production and Rabindra sangeet. 6 Enrichment programmes have also been produced.The EMRC is involved in e-content development on Political Science, Film Studies, Mass Communication Video Production and Rabindrasangeet under Phase II, following guidelines in a revised DPR. A total of 389 e-content

modules under NME-ICT Project Phase II have been developed.The centre has developed two MOOCs viz. Penning for Frames (MCVP) with 33 modules, and The Making of Modern India (History) with 50 modules. It has also taken up the development of ten MOOCs in Microbiology.

EDUCATIONAL CONTENT DISSEMINATION

The centre is vigorously pursuing an outreach programme through regular contacts with colleges and universities in remote areas. As an outcome of the centre's efforts, the HRDC of the University of Calcutta has approached it for regular collaboration.

The EMRC is collaborating with the B. Ed dept. of the host institution as well as Sri Shikshayatan College, Rammohan College (both in Kolkata) and Sri Chaitanya College, Ashoknagar, 24 Parganas (N) to host regular workshops. The EMRC is also planning to collaborate with Tripura University, Agartala, and Shri Shikshayatan College, Kolkata, for facilitating the building Digital Learning Environment. Also, two MOOCs developed by the EMRC successfully hosted on Swayam Platform.

Under the Plan Grant, Out of an amount of Rs. 5,98,70,000 released by UGC for purchase of equipment, the EMRC is committed to spending Rs. 5,42,59,000 for purchasing equipment for the proposed integrated HD Production-cum-Postproduction facilities at the Ajaynagar campus.

EMRC Lucknow

Educational Multi-media Research Centre (EMRC), Babasaheb Bhimrao Ambedkar University, Lucknow is Uttar Pradesh's first Media Centre established in the BB Ambedkar Central University. The Centre became functional from February 2015 and currently Prof. Govind ji Pandey, is Director I/c of the Media Centre. The EMRC was establish with a motive to develop digital educational content to further the casuse of higher education in the country.

EDUCATIONAL CONTENT PRODUCTION

The Media Centre is involved in the development of e-content modules for the subject of Hindi Journalism. The EMRC has developed 70 modules in total for the subject. The EMRC has also made three educational documentaries.

EMRC CalicutMadurai

The Educational Multimedia Research Centre, Madurai Kamaraj University is one among the 21 media centres of CEC. It was established as an Audio Visual Research Centre (AVRC) by UGC in 1986. Based on its performance, the Centre was upgraded to Educational Media Research Centre (EMRC) in 1991. The EMRC has so far produced 2156 Educational programmes (1392 e-TV programmes and 764 e-content modules) and 2500 SLOs.

MANPOWER AND INFRASTRUCTURE

The EMRC at Madurai has a total manpower of 18 employees. In addition, The EMRC has a studio built on an open air auditorium of the University. The EMRC has studio facility, PCR facility, edit system facility, pre-view facility, EduSat and Betacam edit facility.

EDUCATIONAL CONTENT PRODUCTION

NMEICT Phase 2

The EMMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content and LORs. In the year 2016-17, the EMRC produced 293 video programmes and 357 e-content modules.

MOOCs (Massive Open Online Courses)

The EMRC developed and uploaded MOOCs, Glimpses of Indian Social Legislation and Social Welfare (8 weeks) and Population Studies (6 weeks) during this period on SWAYAM platform of MHRD, Govt. of India. The EMRC also proposed the production of MOOCs on B.A. Sociology, Karnatic Music, B.Sc Agriculture, B.El. Education and B.Ed Special Eduaction.

They also attended the workshop regarding content delivery on SWAYAM on 2nd March, 2017 at Vigyan Bhawan, New Delhi.

The Educational Multi-Media Research Centre, formerly known as Audio Visual Research Centre (AVRC) was established in the year 1996 at the University of Mysore under an MoU with the University Grants Commission, New Delhi. The primary mandate of the Centre is to produce educational television programmes for the 24-hour Higher Educational Channel- Vyas, National Network of Doordarshan and Gyan Darshan (GD4) and also to develop e-content for UGC's web based educational network. The EMRC is well equipped with the latest technology to become an impressive entity in the field of educational television and mass communications.

The EMMRC completed the production of e-content in all the three allotted subjects; Population Studies, Cyber Security/Information Security and B.P.Ed. (Ist and IInd year) under NMEICT Phase II. The Punjabi Computer Help Centre, Punjabi University, Patiala in association with Educational Multimedia Research Centre organised a three-day workshop on 'Data Analysis using SPSS' from June 7 to 9, 2016 which was attended by twenty-two research scholars and teachers from the higher educational institutes and universities of Punjab. Another workshop on 'Education through ICT' was held at the EMRC in May, 2017. A meeting of Board of Management of Educational Multimedia Research Centre, Punjabi University, Patiala was also held. Also, Er. Manpreet Singh Budhail, Research Officer, EMRC and Prof. Gurpreet Singh Lehal, attended the 'National Workshop on MOOCs for Swayam' held in March, 2017 at Vigyan Bhawan, New Delhi. Er. Manpreet Singh Budhail also attended the first DTH Co-ordinators meeting held at Chennai in August, 2016. Pondicherry University has AV studios for EMRC with audio studio, edit rooms, video-library, staff-rooms, store-room, server room and make-up room.

The first Meeting of Board of Management of EMRC, Pondicherry University was Chaired by Prof. Anisa Basheer Khan, Vice-Chancellor (Officiating), Pondicherry University, Co-chaired by Prof. Rajbir Singh, Director, CEC. The meeting was attended by six other members.

ACHIEVEMENTS

'Weeds of Future' – a short film produced by the EMRC earned 'Special Mention' in 'Best Formative Research' category in Educational Video Competition 2016 organized by CEC.

BUDGET AND FINANCE

Under the plan and Non-Plan Grant, 2016-17, the expenditure incurred by the EMRC was Rs. 1,42,00,000 and Rs. 83,00,000 respectively. UGC allocated Rs.1 crore under plan grant, out of which Rs.90 lakh was released as seed grant for purchase of equipment, vehicles etc. Out of this seed grant, an amount of Rs.8.72 lakh has been utilized for purchase of video equipments and related spares. The Board of Management has recommended that the balance amount available under seed grant may be utilized by the EMRC to create necessary production facility. Further, the Board of Management has recommended the budget proposal of EMRC for sanction of Rs.1.60 crore towards Recurring Grant for the financial year 2017-18, and that the EMRC may submit its proposal for strengthening production facility with a budget of Rs.3.60 crore to the UGC under TAC grant.

EMRC Calicut

EMRC, Pune is one of the oldest Media Centres established by UGC to disseminate knowledge for the higher education. Since its inception, the EMRC has produced more than 3100 ETV Programmes and more than 900 e-content modules and one Massive Open Online Course.

EMRC, Pune has the state-of-the-art equipment with the largest floor space studio designed by British Architects who designed BBC Studios in U.K. It has one main studio for video recording, one sound studio and one Edusat studio. It has five digital cameras, five non-linear editing suites and two media platforms. Some of the staff is trained in the U.K. and U.S.A.

EDUCATIONAL CONTENT PRODUCTION

The EMRC successfully completed the development of e-content for the subject of 'Human Resource Management' under phase II of NMEICT project of MHRD. The EMRC developed a total of 127 e-content programmes, and 127 video programmes. 321 e-content modules for 'Office Management & Secretarial Practice' have been developed by the EMRC in addition to 270 e-content modules for 'Indian Classical Music'. The EMRC has developed one Massive Open Online Course on ‘Retail Management’ of two credits by repurposing the e-content of Business Management course. It is uploaded on the 'Swayam' platform of MHRD. The EMRC is also in the process of getting approval for development of MOOCs on ‘Retail Management’ by the Board of Studies and Academic Council. The EMRC has planned to develop another 8 to 10 MOOCs on Management by repurposing the existing e-content.

Dr. Ravi Ahuja attended one-day National Workshop on MOOCs for SWAYAM at Vigyan Bhavan, New Delhi. Also, three participants of “Orientation Course for Associate Professors” visited the studio. Also, a Mock Committee for NAAC visited the EMRC. The NAAC Peer Committee also visited the Centre on 24 January, 2016. The Chairman of this committee praised the work done by the EMRC. Mr. Shrikant Thakar delivered lectures on 'e-Learning for Higher Education' at the Academic Staff College for the Refresher Courses. Also, Dr. Balkrishna Damle attended the Coordination Committee Meeting at CEC, New Delhi in April, 2016 and Prof. A. D. Shaligram attended the Coordination Committee Meeting followed by 'Prakriti Film Festival' at NITTR Chandigarh in December, 2016

the EMRC is to produce high-quality Educational TV programmes, develop e-learning applications such as e-content, MOOCs, LORs, multicast live interactive lectures using EDUSAT and conduct media research.

MANPOWER AND INFRASTRUCTURE

The EMRC at Roorkee has a total manpower of 10 employees. In addition, the EMRC has state-of-the-art professional studio with virtual setup. It is well equipped with HD format for indoor as well as outdoor recordings. It has latest high quality professional equipments to enable production of quality Educational TV programmes and e-content development such as professional lighting and sound system, teleprompter, non linear editing systems, graphics work station, character generator, e-content development systems, EduSat satellite interactive terminal (V-Sat) etc.

EDUCATIONAL CONTENT PRODUCTION

The EMMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content as well as Massive Open Online Courses through media like DTH Channels.

NMEICT Phase II e-content development

The EMRC produced a total of 98 video programmes and 283 e-content modules in the subject of Industrial Chemistry and 75 video programmes and 146 e-content modules in the subject of Sanskrit under Phase II of NMEICT project of MHRD.

Massive Open Online Courses

The EMRC also developed two MOOCs namely 'Atomic Structure & Chemical Bonding', and 'Organic Chemistry-1' under SWAYAM platform of MHRD. Overall, since inception, the centre has produced around 1500 programmes, 940 e-contents and 600 LORs on variety of subjects.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

Vigilance Awareness Week 2016 was observed in EMRC Roorkee from 31/10/2016 to 05/11/2016 with the theme 'Public Participation in Promoting Integrity and Eradicating Corruption'. The main objective of this vigilance awareness program was to create awareness about promoting integrity, transparency and accountability in the overall functionality of the centre as well as within the human resource. The 6th Advisory Committee Meeting was held at EMRC Roorkee on 8th June, 2016 to address the various issues of the centre so that the overall functionality of the Centre could be improved . The meeting was chaired by Prof. Rajbir Singh, Director, CEC and was attended by Prof. Vinod Kumar, Professor & Deputy Director, IIT Roorkee, Prof. Rama Bhargava, Professor, IIT Roorkee, Prof. Bhagwan Singh, Registrar, ChaudharyBansiLal University, Bhiwani, Mr.Rakshak Jain, Producer EMRC Roorkee, Ms.Shruti Bharadwaj, Producer EMRC Roorkee and Dr. Sunil Mehru, Joint Director, CEC

ACHIEVEMENTS

During this period, the EMRC completed the e-courseware on Sanskrit and video modules on Industrial Chemistry subjects allotted under NME-ICT Project-Phase-II.The EMRC is also proposing 8 more Massive Open Online Courses.

Under the Non-Plan Grant and Plan Grant, 2016-17 to the EMRC, the total expenditure incurred by the EMRC was Rs. 1,40,31,938.

EMRC CalicutSagar

EMMRC, Sagar was set up with the primary objective of producing ETV and multimedia based programmes for the furtherance of quality education at college and university levels throughout India and dissemination of knowledge through 24x7 Vyas Higher Education T.V. channel, DD-National, DD Bharti, GyanDarshan etc. ETV Programmes of EMMRC Sagar are also available on www.emrcsagar.com, www.cec.nic.in and DTH Platforms. To accomplish its mission of producing quality educational T.V. programmes, EMMRC, Sagar merges best expertise of subject specialists from the host, Dr. H.S. Gour Vishwavidyalaya. Sagar. So far, the EMMRC has produced 1410 educational T.V. programmes in the field of Pharmacy, Forensic Sciences, Botany, Geology, Sanskrit, Environmental Science, Sociology, Performing Art, Yogic Science, Fine Art, History, Hindi Literature and English Literature. During the year 2016-17 EMMRC, Sagar produced 383 ETV programmes and 417 e-content programmes.

EDUCATIONAL CONTENT PRODUCTION

E-CONTENT PRODUCTION UNDER NME-ICT PHASE - II

The centre is engaged in development of e-content under Phase II of NME-ICT project of MHRD. Over 417 e-content modules were produced in the last year on the subjects of Pharmacy, Forensic Science and Criminology for UG Level.

LOR (LEARNING OBJECT REPOSITORY)

A Learning Object Repository is a kind of digital library that enables educators to share, manage and use educational resources. The Centre has produced 504 LORs under Phase-II of NME-ICT project of MHRD for the subjects of Pharmacy, Forensic Science and Criminology.

MASSIVE OPEN ONLINE COURSES

A Massive Open Online Course on 'Petrology' was developed by EMMRC, Sagar and launched on Swayam Platform of MHRD, New Delhi.

One-day training on MOOCs was attended by Er. Sunil Kumar at CEC followed by celebration of 'Swantantrata Pakhwara- an ode to 'Azadi ke 70 saal' in Dr. HS Gour University. Live lecture on 'Substances of Abuse: Pre and Postnatal Exposure, Pharmacological Effects and Analytical Methods of Detection' was presented by Dr. Simona Pichini, National Institute of Health, Rome, Italy. Another live lecture on 'Digital and Social Media Marketing in Emerging Markets' by Professor Yogesh K. Dwivedi, United Kingdom was broadcast through Global Initiative for Academic Network (GIAN). Other lectures broadcast through this medium were on the topics 'Molecular Virology: Biotechnology Tools Controlling Viral Diseases', 'Microalga as renewable high value compounds' and 'Drug Trafficking'. Also, on the occasion of seven day science festival, the EMRC organized screening of a science fiction film in February, 2017. EMRC CalicutSrinagar

The Educational Multi-Media Research Centre, formerly known as Audio Visual Research Centre (AVRC) was established in the year 1996 at the University of Kashmir under an MoU with the University Grants Commission, New Delhi. The primary mandate of the Centre is to produce educational television programmes for the 24-hour Higher Educational Channel- Vyas, National Network of Doordarshan and Gyan Darshan (GD4) and also to develop e-content for UGC's web based educational network. MANPOWER AND INFRASTRUCTURE

The EMRC at Srinagar has a total manpower of 23 employees. In addition, equipped with the latest gadgets of TV & film production the EMRC has shifted from standard definition to high definition technology in terms of cameras and editing suites. Emphasis has been to create tape less workflows and complete digitization of the content that is generated at the EMRC. Keeping pace with the ever-changing trends in the video production technology, EMMRC has procured a high-end multimedia lab with Mac workflows.

EDUCATIONAL CONTENT PRODUCTION

The EMMRC has been constantly involved in production and dissemination of educational content in form of video lectures, e-content as well as Massive Open Online Courses through media like DTH Channels. The EMRC produced 534 ETV programmes in the last year along with 527 e-content modules and 303 LORs. The EMRC also produced 39 episodes of weekly television programme, 'Quest-Kashmir University Video Digest' that is telecast on DD Kashir and 37 episodes of weekly radio programme, 'Kashmir University Radio Digest' that is broadcast on Radio Kashmir, Srinagar.

documentaries and lecture series, produced by EMMRC, University of Kashmir on DD Kashir. These programmes are telecast on DD Kashir twice a week, on every Tuesday and Thursday at 09:30 p.m.

Life-Science DTH Channel

Out of 32 DTH channels, launched by Ministry of Human Resource Development (MHRD) in August 2016, EMMRC, University of Kashmir has been assigned one-DTH Channel-CEC-UGC-SP-9 on Life Science. The subjects that are covered under this channel are Zoology, Life Science, Bio-Informatics, Microbiology, Botany and Bio-Medical Science for undergraduate students. The channel can be watched from DD DTH platform and also on Dish TV. Till date, 720 hours of video content has been telecast.

Dr. Shahid Rasool, Director, EMRC attended 95th Directors Meeting of Media Centres on 29th and 30th April, 2016 at CEC. He also attended Brainstorming meeting of SciCOM-Training Program in Science Communication at National Institute of Advanced Studies (NIAS), Bengaluru. Dr. Rasool was appointed as Director CEMCA, New Delhi in June, 2016 and Dr. Salima Jan assumed the charge of I/c Director, EMMRC, Srinagar. She attended a meeting for National Channel Coordinators for SWAYAM PRABHA DTH Channels in July, 2016 at New Delhi followed by another meeting on DTH Channel in September, 2016 at CEC. She also attended 96th Directors Meeting of Media Centres held in NITTTR, Chandigarh followed by Prakriti Documentary Film Festival that was also held in Chandigarh. She also attended one-day workshop on content delivery on SWAYAM Platform by MHRD-UGC in March, 2017 at Vigyan Bhavan, New Delhi. In addition, Mr. Tariq Abdullah, Producer and Er. Abdul Rashid, Technical Asstt. attended the International Science Film Festival at New Delhi.

ACHIEVEMENTS

Dr. Salima Jan, Director I/c, EMRC, Srinagar got a research project on ‘ICTs and Digital Divide, Social Inclusion and Social Exclusion: A Study of North Indian Universities and Colleges’ from Indian Council of Social Science Research (ICSSR), New Delhi. The EMRC also won several awards throughout the year. A documentary by Er. Abdul Rashid titled, 'Don't Burn Leaves' won Special Jury Award at Indian International Science Film Festival, 2016 and Bronze Beaver Award at National Science Film Festival, 2017. It was also screened at prestigious film festivals like International Science Film Festival, New Delhi and Prakriti Documentary Film Festival organized in Chandigarh. Another documentary on Dal Lake by Er. Abdul Rashid titled, 'The Bitter Truth' won him the Young Green Filmmaker Award at Woodpecker International Film Festival, 2016. The same documentary won the Best Documentary Award at APJ International Film Festival in 2017. Another documentary titled, 'Hope in Despair – A Film on Cancer Society of Kashmir' produced by Mr. Tariq Abdullah was also selected for screening in the International Science Film Festival, New Delhi. A documentary titled, 'Trombe Walls' produced by Dr. Shahid Rasool and Mr. Shafqut Habib were also selected for screening at Prakriti Documentary Film Festival.

The EMRC also got a consultancy project from State Department of Sericulture, Govt. of J&K to the tune of Rs.5,88,000/- for making documentaries on Sericulture Development in J&K. The EMRC received an amount of Rs.2,94,000/- from the Sericulture Department and the production for the documentaries has been taken up.

EMRC Osmania

UGC established an Educational Media Centre in Osmania University which is one of the oldest and biggest universities in India in 1983 to tap its rich academic resources. It belongs to the first batch of five media centres. EMRC, OU, has come a long way by producing a good number of videos and e-content programmes. Many programmes produced by the EMRC have also won UGC-CEC and Sony awards.

MANPOWER AND INFRASTRUCTURE

The EMRC has a total number of 22 employees out of which twelve are permanent and ten are on contractual basis. In addition, the EMRC is equipped with latest professional HD equipment required for video production and e-content creation.

EDUCATIONAL CONTENT PRODUCTION

During the year 2016-17, the EMRC produced a total number of 292 programmes that include 146 video and e-content programmes out of which 108 programmes were in the subject of Social Work Education and 38 were in Public Administration.

TRAININGS, WORKSHOPS, OUTREACH, ACADEMIC AND RESEARCH ACTIVITIES

The BoM meeting of the EMRC was held on September 23rd, 2016 and another meeting for Staff Issues Finalisation Committee was held on November 21st, 2016. In addition, three students of MLISc from the Department of Library and Information Science, OU, completed internship in the Media Library and two students of MA (Communication) from EFLU participated as internees in the video production.

BUDGET AND FINANCE

The EMRC received a total grant of Rs.1,65,95,000 under Non-Plan Recurring Grant against which the expenditure incurred is Rs.1,50,43,635. The expenditure incurred under Plan Grant is Rs.4,92,500 from the existing balance of XII FYP allocation.
